KENNETH B. ALLEN KENNETH B. ALLEN Kenneth B. Allen, president of the Information Industry Association, is a nationally-recognized expert on domestic and international information policy issues affecting the way in which individuals, businesses and governments create, use and disseminate information. Mr. Allen joined HA in 1985 as Senior Vice President for Government Relations. In May 1992 he was appointed Executive Vice President of HA and in August 1992 was named president. IA is a Washington, D.C.-based trade association representing 500+ leading information companies. The IA's membership includes traditional and electronic publishers, database producers and providers, financial information vendors, interactive electronic services, computer manufacturers and telecommunications providers. In 1987 the American Society of Association Executives awarded Mr. Allen its Certificate of Excellence for developing and implementing the best national government relations- program among associations of similar size. Mr. Allen works closely with business leaders, government officials and interest groups on the development and implementation of information policies to foster the growth of a competitive information industry providing products and services responsive to the needs of all information users. Mr. Allen has extensive experience in a variety of policy areas, including government information policy, telecommunications deregulation, proprietary rights, privacy and confidentiality, national security and international information policy. Prior to joining the HA, Mr. Allen spent nine years with the Office of Management and Budget (OMB) in the Executive Office of the President. As a senior policy analyst at OMB he played a significant role in the development and implementation of the Paperwork Reduction Act of 1980. As one of the first OMB staff to address information policy issues, he authored the first comprehensive government-wide information policy. Mr. Allen also assisted in implementing President Reagan's regulatory reform program. Mr. Allen represented the Executive Office of the President on the Congressionally established Ad Hoc Committee to Revise Title 44 and served on the project management staff for President Carter's Data Processing Reorganization Study. Kenneth B. JAMES P. ANDERSON

Biography of James P. Anderson

Mr. Anderson has been an independent contractor inthe field of computer security since 1966.

He was a member of the Defense Science Board's TaskForce on Computer Security during 1967-1969.

During the period 1969-1972, he conducted anumber of studies of technical and administrative

measures required for resoucsharing computersharing for seral government agencies. During thisperiod he acted a principal secrity technical advisortothe operations group responsiblefor a Governmentagency's resourcet-sharing system.

Beginning in 1969, Mr. Anderson acted as a securityconsltant to a large commercial time-sharingnetwork He continued in this role until 1983. Hewas also involved, almost from its inception, inthe development of a Security Architecture for theCOINS network. In this role, he has conductedstudies, written papers, and reviewed developmentplans for COINS network protocols and programs

r exchange of classified information. He wasone of the principals in the functional design of theCOINS Access Systems (CAS), and the generalscheme of user identification andauthentication used on that network. Morerecently, he has been involved in the analysis and

design of interfaces between COINS and otheruser(LANs) and transport networks.

Starting in 1980, he wasinvolved in ary studies of automating the analysisof Audit Trails, and identified other researchorganizations to ca ny out validation studies andimplement prototypes. Later in 1983, he performed thefunctional design of an early Guard. He wascontracted to advise and oversee:theimplementation of a prototype based on his design.

Curently, he is working on a Trusted File Serverproject aimed at being able to use COTS commodityapplications in a high-grade (B3) securityenvironment without any reprogramming of theapplications. He is actively involved in designingapplications of tusted computer products. Many ofthese are in network settings of various kinds, fromLANs to WANs.

He is also currently chairman of a panel of ComputerSecurity expertsadvising Goverment Agencies

and Departments on technical computer securitymatters.

In 1970, he headed a study panel charged withidentifying the Research and Development pathsrequired to make secure computers a reality in theUSAF. The panel produced a 5 year RD plan fordeveloping the technology to support computersecurity that guided the early developments leadingto today's Trusted Computers. Subsequently, he has

developed computer security R&D plans for othergovernment agencies, focusing on uniquerequirements of the agencies.

In the cary and mid-1970s, Mr. Anderson was alsoengaged in sudies of system security irementsof computer-based tactical weapons control systems.

Moe recently, Mr. Anderson has been involvedwith requirements and systems studies for computer

security in a number of govrnment agencies as wellas fundamntal design of computer security elementsfor use in neworks. He hascontributed to the

DoD Trusted Computer System Evaluation Criteria(TCSEC) (the'Orange Book"), and the [Draft]

Network Interpretation of the TCSEC. He haslectured on the subject for the Department ofDefense Computer Security Institute, the DefenseIntelligence School and the National Computer

Security Center. He is the author of over 200 reportsand papes on computer security.

In addition to his computer security activities,Mr. Anderson has engaged in a number of other

assignments forcommrcial, industrial andgovernment clients. The assignments have includedarchitectural studies of a highly parallel computer,several assignments that involved contrbution to thedesign ofboth large scale and mini- computer

systems as well as various evaluation studies ofproposed machine organizations. In addition, he hasconsulted on the design of security for anautomated teller terminal and with the U.S.HouseofRepresentativs in connection with an alleged votingfraud.

From 1964 to 1966, Mr. Anderson was manager ofthe Systems Development Activity at Auerbach

Corporation. From 1959 to 1964, he was withBuroughs Corporation Defense and Space Group,where he was manager of the Advanced SystemsTechnology Department in the Research Division.

Heconceived of and is one of the holders of the patentfor the systems organization of the Burroughs D-825Modular Computer System From 1956 to 1959, Mr.Anderson was assistant to the Director, UNIVACApplications Research Center.

In 1990, Mr. Anderson received the NationalComputer System Security Award jointly from theNational Computer Systems Laboratory of the

National Institutes of Science and Technology and theNational Computer Security Center of the National

Security Agency.

Mr. Anderson was graduated from the PennsylvaniaState University with aB.S. in Meteorology in 1953.He was a Radio Officer in the U.S. Navy from 1953to 1956. He is a member of ACM and IEEE.

STEPHEN J. ANDRIOLE

Stephen J. Andriole has for nearly twenty years participated in all phases of the systems analysis,.deign, and development process, pecially as these activities involve the application of advancedinformation technology. Dr. Andriole joined the Defense Advanced Research Projects Agency(DARPA) in 1977 as a Program Manager. In 1978 he became the Director of the CyberticsTechnology Office (Cl0). As Director of CTO, Dr. Andriole managed a S25M program ofresearch and development that led to a number of imprtant sientific and tchnological advancesin the broed-bued informaion scicccs.

Dr. Andriole founded International Information Systems (S), Inc. in 1979. IIS has performedresearch and designed interactive systems for a variety of clients including the Army ResearchInstitute (AR), the Army's Communications and Electronics Command (CECOM), the AirForce's Rome Air Development Center (RADC), General Electric, and Magnavox, among others.US speializes in requirements analysis andrapid protypin& and has perfected seveal techniquesfor modeling and validating user quiremnts.

Dr. Andriole is currently Professor of Information Stues in the College of Information Studies(CIS) at Drexel University in Philadelphia, Pennsylvania, where he conducts research ininformation systems egineering, pincipally though the CIS Center for MultidisdplinaryInformation Systems Engineering, which he directs He is formerly the George Mason Institute(GMI) Professor of Information Technology and Chairman of te Department of InformationSystems and Systems Enginering (ISSE) at George Mason University (OMU).

Some of his publications include Interacive Computer-Based Systems Design and Development(author; Petrocelli Books, Inc., 1983), Microcomputer Decision Support Systems (editor andco-author; QED Information Sciences, Inc., 1985), Applcaons In Arifia Intelligence (editorand co-author; Petroceli Books, Inc., 1986), and Defense Applitions of Atifcal Intellgence(editor and o-author, Lexington Books, 1988). He has recently completed a new book forAFCEA International Press entitled Information System Design Prineples for the 90s, a newreader for McGraw-ill eatitlted Sourcebook of Appled Artfidal ntelgence (1992), and a newtext for QED entitled RapidApplications Devdopmnt (1992). Dr. Andriole is well known forhis work in defense command and control (C2). He is the editor and co-editor of HighTechnology Inatives in C31: Communicationt, Artif l Intellgnce, and Strtegic Defense(AFCEA International Press,1986, 1990[2e1), and Prncples of Command ad Contro(AFCEA International Press, 1987). He is currently editing the first Encyclopedia of Commandand Control for Garland Publishing Company; IEEE Press has also supported the compilation ofa volume on Information Technologyfor Command and Control. During the past decade, Dr.Andriole has authored, co-authored, edited, and co-edited over twenty- five books and numerousarticles, book chapters and technical reports.

Dr. Andriole is listed in numerous directories of Who's Who, is the recipient of the DefenseMeritorious Civilian Service Award, and is a Charter Member of the U.S. Senior ExecutiveService (SES). He is the 1990 recipient of the AFCEA Educational Foundation Award forExcelleace in Defense Education & Training.

Dr. Andriole received his BA from LaSalle College in 1971 and his MA and PhD from theUniversity of Maryland in 1973 and 1974.

John Perry Barlow is a retired Wyoming cattle rancher, a lyricist for the Grateful Dead, co-founder(with Mitch Kapor and Steve Wozniak) of the Electronic Frontier Foundation, an organizationwhich deals with the social, political, and legal implications of globally networked computing.

He graduated from Wesleyan University in Middletown, Connecticut with an honors degree incomparative religion.

He is a writer and lecturer on subjects relating to digital technology and society and is acontributing editor of numerous publications, induding Communications of the ACM,NeXTworld, Microtimes, and Mondo 2000. He is a recognized authority on computer security,virtual reality, and digital intellectual property.

He is the father of three daughters under 10 and lives in Wyoming, San Francisco, New York, andCyberspace (where his address is [email protected]).

A. Denis Clift was born in New York City, New York onApril 24, 1937. He is a graduate of Phillips Exeter Acad-emy (1954), Stanford University (A.B. 1958) and holdsa Master of Science Degree, Political Science from theLondon School of Economics and Political Science, Uni-versity of London (1967).

Upon graduation from Stanford, Mr. Clift served as anaval officer on active duty: Fleet Intelligence CenterPacific (1959-1960); two Antarctic Expeditions-Opera-tions Deep Freeze 60 and 61, including the 1961 Belling-shausen Sea Expedition; and Office of Naval Intelligence (1902). From 1963-1966, Mr. Clift was Editor,United States Naval Institute Proceedings, having joined the Proceedings staff as Assistant Editor in 1962.In 1967, he began 13 successive years of service in the Executive Office of the President and the WhiteHouse as: Executive Secretary, Panel on International Programs, Committee on Marine Research, Educationand Facilities (1967-1969); Executive Secretary, Committee for Policy Review, National Council on MarineResources and Engineering Development (1969-1971); Senior Staff Member, Europe, National SecurityCouncil (1971-1973); Senior Staff Member, Eastern and Western Europe and Soviet Union, National SecurityCouncil (1974-1976); and Assistant to the Vice President for National Security Affairs, the White House(1977-1981).

Mr. Clift joined the Defense Intelligence Agency as Defense Intelligence Officer at Large in 1981. He waspromoted to Assistant Deputy Director for External Affairs in 1982, and to Deputy Director for ExternalRelations in 1985. Mr. Clift was appointed Chief of Staff in July 1991.

Mr. Clift holds the President's Award, Rank of Meritorious Executive (1986), Department of DefenseDistinguished Civilian Service Award (1984), Secretary of Defense Meritorious Civilian Service Medal(1982), Department of Defense Medal for Distinguished Public Service (1981), Oceanographer of the Navy'sSuperior Achievement Award (1970), and Secretary of the Navy's Commendation for Achievement (1962).He is the author of numerous publications including the novel, A Death in Geneva, Ballantine Books ofRandom House (1988) and the book Our World in Antarctica, Rand McNally (1962).

Mr. Clift is married to the former Gretchen Anne Colombus and has two sons, Alexander and Tyrone. TheClifts reside in Annapolis, Maryland.

Since 1990, Gladys Cotter has been theDirector of NASA's Scientific and TechnicalInformation (STI) Division.

Before coming to NASA, Ms. Cotter wasDirector of the Defense Applied InformationTechnology Center (DAITC), a component of theDefense Technical Information Center (DTIC).DTIC and the Office of the Secretary ofDefense jointly sponsored DAITC.

Previously, she held positions at DTICrelated to the management and development oftechnical information and its associatedtechnologies. As such, she was responsiblefor initiating or developing: the DefenseGateway Information System (DGIS); DODSearchMAESTRO (an easy-to-use retrievalinterface); the DTIC Technical ReportDatabase on CD-ROM; the Scientific andTechnical Information Library AutomatedSystem (STILAS); and numerous otherinformation technology applications.

Prior to DTIC, she developed informationsystems with EDS (for the Nuclear RegulatorySystem) and Informatics (for NASA).

Currently, Ms. Cotter also serves as: thenational coordinator for the NATO AdvisoryGroup for Aerospace Research and Development(AGARD) Technical Information Panel (TIP);the NASA representative to the InternationalCouncil on STI, and; a member of the Board ofDirectors for the National Federation ofAbstracting and Indexing Services (NFAIS).

In October 1991, she received NASA'sCreative Management Award, "for workingcreatively with people, inspiring andmotivating them to greater achievements whileimproving personnel morale andeffectiveness."

Ms. Cotter received her M.B.A. ininformation systems management from GeorgeWashington University and her M.L.S. inautomated systems from the University ofMaryland.

Arnold E. DonahueOffice of Management and BudgetExecutive Office of the President

Mr. Arnold E. Donahue has an A.B. (Honors) in History from GeorgetownUniversity and a Masters in Public Affairs (M.P.A.) from Princeton University'sWoodrow Wilson School where he specialized in international economics.

Mr. Donahue has served in the Executive Office of the President since 1967 andin the government since 1961. Since 1990, Arnie has been Chief of the Officeof Management and Budget's C3I Branch. He leads OMB's review of theNational Foreign Intelligence Program, DoD's C3I, tactical intelligence, specialoperations, and space activities, and national C3 activities. During 1991/92, Arniehas had a major role in a Presidential review of intelligence aimed at re-directingprograms away from Cold War to higher priority issues and of continuity-of-government efforts.

A participant in government policy studies and directives for over twenty years,Mr. Donahue has helped shape national space policy directives on U.S. launchcapabilities and international competitiveness, particularly as these affectintelligence and national security missions. In the mid-1980's, he participated inthe Vice President's Task Force on Combatting Terrorism and contributed heavilyto the formulation and implementation of national policy on communications andcomputer security, as well as counterintelligence. He has closely monitoredspecial operations and covert action activities for many years.

Mr. Donahue assisted James Schlesinger in his 1971 study of the intelligencecommunity which lead to restructuring the responsibilities of the Director ofCentral Intelligence. He participated in the 1975 Rockefeller Commission reviewof CIA, and subsequent actions to improve the organization and management ofU.S. intelligence. In 1973, Arnie was awarded the National Intelligence Medal.Prior to 1967, Mr Donahue served as an estimates officer and economic analystat CIA.

Mr. Donahue is an AIAA member and serves on its Public Policy Committee andits C3I and Economics Technical committees. Mr. Donahue is also active as amember of the Armed Forces Communications and Electronics Association(AFCEA) and its Intelligence Committee.

ROBERT J. FITCH

Robert J. Fitch

Staff Position:

Senior Staff Member of the Program and Budget Authorization Staff,with the responsibility to oversee and coordinate staff reviews ofthe National Foreign Intelligence Program and Tactical Intelligenceand Related Activities.

Experience:

Mr. Fitch has over twenty-two years of experience in theintelligence field, serving in management positions in the military,in industry and in the legislative branch of government.

During the 1970's, Mr. Fitch served as an Army officer. Assignmentsincluded the Pentagon as the Army's functional officer for tacticalintelligence programs; Germany as the aide to an infantry divisioncommander; the Cryptologic School as a company commander of 300 menand women; and, Vietnam as an advisor. His awards include theLegion of Merit and Bronze Star.

During the period 1981-1984, Mr. Fitch managed the SystemsRequirements and Analysis Staff at E-Systems in Dallas, Texas. Hisresponsibilities included analysis of Defense command, control,communications, intelligence and electronic warfare requirements andmatching them to available technologies and company resources.

Don Johnson is Director of Technology Services at the National Instituteof Standards and Technology (NIST) in Gaithersburg, Maryland. He isalso Acting Director of the National Technical Information Service (NTIS)In Springfield, Virginia. Both agencies are part of the U.S. Department ofCommerce, Technology Administration.

Don has more than 25 years of service with NIST in many different jobs.He has been a laboratory researcher in microwaves and radioastronomy, technical manager of a large laboratory with nearly 1,000staff, and more recently, business manager of NISTs Technical Servicesincluding the new manufacturing grants programs.

Brian Kahin is Adjunct Lecturer and Director of the Information Infrastructure Projectin the Science, Technology and Public Policy Program at Harvard's John F. Kennedy Schoolof Government, where his research centers on legal, institutional, and policy issues in thedevelopment of new communications and information environments. He is the editor of Build-ing Information Infrastructure (McGraw-Hill, 1992), based on the Project's work on issues inthe development of the National Research and Education Network. New Project activitiesinclude work on standards development, enterprise integration, and industrial extension and, inconjunction with the Washington-based Coalition for Networked Information, a study of prin-ciples and policies for scholarly communication in the network environment. The Project iscurrently funded by the National Science Foundation, IBM, Apple Computer, Bellcore, DEC,McGraw-Hill, Mitre, AT&T, and the Markle Foundation.

As an attorney, Mr. Kahin serves as General Counsel for the Interactive MultimediaAssociation, a 300-member trade association. He also directs the Association's IntellectualProperty Project, a multifaceted approach to the problems of managing proprietary rights inthe multimedia environment.

As a consultant, Mr. Kahin's clients have recently included the Council on LibraryResources and the U. S. Congress Office of Technology Assessment. Mr. Kahin was instru-mental in the conception and development of the EDUCOM Software Initiative, nowEDUCOM's Educational Uses of Instructional Technology program, and is the original authorof the widely published "EDUCOM Code" on intellectual property.

Mr. Kahin is on the editorial boards of the EDUCOM Review and the Journal of Elec-tronic Networking and the board of the Center for Electronic Texts in the Humanities. Heserved on the organizing committee for the annual Telecommunications Policy ResearchConference for the past two years. During 1987-1991, Mr. Kahin chaired the subcommitteeon user rights and then the subcommittee on derivative works within the Databases Committee(PTC-702) of the American Bar Association. He was on the original steering committee forthe Software Patent Institute (1990-91).

Mr. Kahin has also served as counsel to FARNET, the Federation of American Re-search Networks, and the International Interactive Communications Society, the society forprofessionals in multimedia. Prior to his affiliation with Harvard, Mr. Kahin worked with theResearch Program on Communications Policy at MIT, where he served in various capacitiesfor the Research Program, the MIT Communications Forum, and Project Athena.

Robert E. Kahn is President of the Corporation for NationalResearch Initiatives (CNRI), which he founded in 1986 after athirteen year term at the Defense Advanced Research Projects Agency(DARPA). CNRI was created as a not-for-profit organization toprovide leadership and funding for research and development of thenational information infrastructure.

After receiving a B.E.E. from the City College of New York in 1960,Dr. Kahn earned M.A. and Ph.D. degrees from Princeton Universityin 1962 and 1964 respectively. He worked on the Technical Staffat Bell Laboratories and then became an Assistant Professor ofElectrical Engineering at MIT. He took a leave of absence from MITto join Bolt Beranek and Newman, where he was responsible for thedesign and development of the Arpanet, the first packet-switchednetwork. In 1972 he moved to DARPA, subsequently became Directorof DARPA's Information Processing Techniques Office (IPTO) andinitiated the United States government's billion dollar StrategicComputing Program, the largest computer research and developmentprogram ever undertaken by the federal government.

Dr. Kahn is a member of the National Academy of Engineering and aformer member of its Computer Science and Technology Board, amember of the Board of Regents of the National Library of Medicine,a Fellow of the IEEE, a Fellow of AAAI, a recipient of the AFIPSHarry Goode Memorial Award, the President's Award from ACM, theIEEE Koji Kobayashi Computers and Communications Award, the ACMSoftware Systems Award, and the Public Service Award from theComputing Research Board; he was twice the recipient of theSecretary of Defense Meritorious Civilian Service Award.

"Jay" Keyworth was named Hudson Institute's Distinguished Fellow inOctober 1990. From March 1988 until then he had been Hudson's Director ofResearch. Previous to that he was Chairman of The Keyworth Company, aWashington-based firm established in 1986 to work with companies indeveloping strategies for growth.

From May 19, 1981 to December 31, 1985, Dr. Keyworth served as ScienceAdvisor to President Reagan and, concurrently, Director of the White HouseOffice of Science and Technology Policy. He led the Administration'sefforts to capitalize on US. science and technology to strengthenindustrial competitiveness, and was instrumental in establishing strongbudgetary priorities for university basic research, in strengtheninguniversity engineering programs, and in stimulating more productiveindustrial participation in university research and education. As thesenior technical member of the President's staff, he played key roles inthe modernization of strategic military forces and in the StrategicDefense Initiative. He was also deeply involved in Administrationinitiatives to use science and technology better to support US. foreignpolicy interests, especially with the People's Republic of China, India,Japan, and Europe. In 1984 he was the sole government member of thePresident's Commission on Industrial Competitiveness.

Prior to his White House Service, Dr. Keyworth was Director of thePhysics Division at Los Alamos National Laboratory, which he joined in1968. As Director of the Physics Division he led the Laboratory'sprograms in experimental physics, condensed matter research, astrophysicsand space science, and laser fusion. He also oversaw Los Alamos'diagnostic program of underground nuclear tests at the Nevada Test Site,as well as other weapons research programs and satellite-basedverification of compliance with nuclear test treaties.

Dr. Keyworth was born in Boston, Massachusetts. After graduating fromDeerfield Academy, he received his B.S. in Physics from Yale University in1963. He was awarded a Ph.D. in Nuclear Physics in 1968 from DukeUniversity, where he conducted pioneering research in isospin conservationin nuclear reactions.

Dr. Keyworth is a Fellow of both the American Physical Society and theAmerican Association for the Advancement of Science. He serves on theBoards of Directors of the Hewlett Packard Company, O'NeillCommunications, Inc.; Signition, Inc.; and the Santa Fe Institute. He isa member of Phi Beta Kappa, the honorary scientific society Sigma Xi, amember of the Cosmos Club of Washington, and a Governor of the NationalSpace Club. Among his honors are a D.Sc. from Rennselaer PolytechnicInstitute, a D.Eng. from Michigan Technological University, and D.Sc. fromthe University of Alabama, as well as an Honorary Professor of FudanUniversity in Shanghai, the People's Republic of China. In 1987 hereceived the fourth Hertz Foundation Award. Currently, he serves asChairman of the Council on Superconductivity for American Competitiveness.

Bruce W. McConnell is Chief of Information Policy at the Officeof Information and Regulatory Affairs, Office of Management andBudget (OMB). He has been at OMB since 1985, assuming hiscurrent position this year.

His office's responsibilities include oversight of theinformation resources management practices of the Federalagencies, and the development of policies and guidelines toimprove those practices. The office works closely with theGeneral Services Administration, the National Institute ofStandards and Technology, and the National Archives and RecordsAdministration. It issues and maintains OMB Circular No. A-130,"Management of Federal Information Resources." The office ispresently pursuing initiatives in the dissemination of governmentinformation, telecommunications and spectrum management,electronic data interchange, electronic mail privacy, andcomputer security. Bruce represents OMB on the FTS 2000Interagency Management Council, the Federal Information ResourcesManagement Policy Council, and the High Performance Computing,Communications and Information Technology Subcommittee of theFederal Coordinating Committee for Science, Engineering andTechnology.

After receiving a Bachelor of Science in engineering fromStanford University in 1971, Bruce worked in private industry asa mechanical engineer. In 1983 he returned to school, receivinga Masters of Public Administration from the University ofWashington in 1985.

Herbert E. Meyer is Chairman of Real-World IntelligenceInc., a Washington State-based company that designs andinstalls Open Source Intelligence Systems for corporations andother private and public sector groups throughout the world.

These proprietary Intelligence Systems are based on themodel outlined by Mr. Meyer in his book, Real-WorldIntelligence. This book, which has emerged as the leadingprimer on how organizations can harness information, has alsobeen published in Japan and in France.

During the Reagan Administration, Mr. Meyer served asSpecial Assistant to the Director of Central Intelligence andVice Chairman of the CIA's National Intelligence Council. Inthis capacity he managed production of all U.S. NationalIntelligence Estimates and Special National IntelligenceEstimates, which are the top-level, top-secret projections forthe President and his senior national-security advisers.

From 1971-1981, Mr. Meyer was Associate Editor ofFORTUNE, where he was among that magazine's internationalspecialists.

In 1980 Mr. Meyer wrote and published The War AgainstProgress, a book that was widely distributed throughout thebusiness and political communities both in the U.S. andabroad.

Mr. Kurt N. Molholm became the Administrator of theDefense Technical Information Center (DTIC) on3 February 1985. DTIC is the central source within theDepartment of Defense (DoD) for centralized services whichinclude both technical and managementinformation, InformationAnalysis Center support, and technical library support of theDefense Scientific and Technical Information Program (STIP).

Principal objectives of the STIP are to increaseproductivity and effectiveness of Defense Research andEngineering (R&E) programs, to improve military readiness tomeet international security needs, to avoid overlap/duplicationof R&E programs, to maximize use of resources, and to supportand incorporate DoDpolicytoprotectmilitary critical technology.These objectives are to be accomplished by the widespread andexpeditious interchange and use ofSTL DTIC is an activity oftheUnder Secretary of Defense (Acquisition).

Before coming to DTIC, Mr. Molholm was Chief of the Technology Division, Office of theAssistant Director, Telecommunications and Information Systems, Headquarters, DLA. He has been awarded boththe DLA Exceptional Civilian Service and the DLA Meritorious Civilian Service Medals and wasrecognized by the William A. Jump Memorial Foundation for Exemplary Public Service. LOUIS R. MORTIMER

Dr. Mortimer, as Chief.of the Federal Research Division, is responsi-

ble for overseeing the Library of Congress' fee - based research programs for the

Executive and Judicial Branches of the government. Previous positions held by

Dr. Mortimer during his over 25 years in the Library of Congress include Director

of Personnel and Labor Relations; Executive Officer, Research Services Depart-

ment; Administrative Coordinator for Congressional Reference, Congressional Re-

search Service; and other administrative and research posts.

Prior to working at the Library of Congress, Dr. Mortimer spent 4 years

in the Navy as a photographic intelligence officer on the aircraft carriers Coral

Sea and Ticonderoga. Presently a Captain in the Naval Reserve, he commands DIA

HQ 0266, which provides support to the Defense Intelligence College.

Dr. Mortimer, a native Philadelphian, has a B.A. from Temple Universi-

ty, an M.A. from Pennsylvania State University, an M.S. from the University of

Illinois, and an M.Phil. and Ph.D. from George Washington University. He is

married to the former Margaret Elizabeth Whitlock. They have three sons --

Mr. Robert D. Steele

Mr. Robert D. Steele is the USMC Management Analyst for the National ForeignIntelligence Program (NFIP), with emphasis on the General Defense IntelligenceProgram (GDIP). He works for the Assistant Chief of Staff, Command and Control,Communications, Computer, and Intelligence (C41), Headquarters U.S. Marine Corps,and deals with a broad range of C41 issues.

As a senior civilian in Marine Corps intelligence, Mr. Steele represents the MarineCorps at the Foreign Intelligence Priorities Committee (FIPC), the RequirementsWorking Group (RWG), the Open Source Council (OSC), the Advanced IntelligenceProcessing and Analysis Steering Group (AIPASG), the Council of DefenseIntelligence Producers (CDIP), and other national and defense intelligence fora.

He has contributed to the "Defense Intelligence in the 1990's" study chartered bythe Assistant Secretary of Defense (C31); participated in Director of CentralIntelligence and Director of Military Intelligence restructuring studies; provided staffsupport to public writing, speaking, and Congressional testimony by Marine Corpsleadership; and has published numerous articles on needed changes in national anddefense intelligence.

In 1992, as an extension of his official interests but completely apart from hisgovernment responsibilities, Mr. Steele founded Open Source Solutions, a non-profiteducational corporation, in order to facilitate the growing dialogue between thenational and defense intelligence communities and their private sector partners in theunclassified information arena.

He has earned an A.B. degree from Muhlenberg College (1974), an M.A. degreefrom Lehigh University (1976), and an M.P.A. from the University of Oklahoma(1987). His three theses have focused respectively on home-host countryknowledge transfer issues associated with multinational corporate activities in theThird World; on the theory and practice of predicting revolution; and on strategicand tactical information management for national security. Mr. Steele is adistinguished graduate of the Naval War College (1990), and of the Marine Corps'Command and Staff College (Reserve, 1990); he has also completed the HarvardExecutive Program in Public Management (Intelligence Policy).

While on active duty as an infantry officer, Mr. Steele served overseas, in platoonand company leadership positions, and as a staff officer for a major Marine Corpscommand. He was released from active duty at the request of the Department ofState. Mr. Steele, after training with the Department of State, reported to ElSalvador in early 1980 as the Third Secretary for Political Affairs. He served in asimilar capacity in Venezuela, and then as Second Secretary for Political Affairs inPanama.

In Washington Mr. Steele served three tours with the Department of State: as adesk officer for Central America, as a team leader applying advanced informationtechnology to various aspects of foreign relations, and as an analyst in an advancedplanning group responsible for guiding long-term multi-disciplinary national securityinvestments. His work was recognized by Department leadership as having had a"strategic impact" on the organization and the way it conducted its operations. Hehas worked in or been associated with most functional areas within the intelligencecommunity, and has supported law enforcement.

Throughout this period Mr. Steele maintained his commitment to the Reserve,serving in Selected Marine Corps Reserve (SMCR) units as a military intelligencespecialist. He is now an instructor/evaluator for the Non-Resident Course of theMarine Corps Command and Staff College, and assists with the instruction of tworesident course electives, "Intelligence and the Commander", and "Intelligence inLow Intensity Conflict".

In early 1988 Mr. Steele resigned from the Department of State to serve as the firstSpecial Assistant and Deputy Director of a completely new defense intelligenceproduction facility, the USMC Intelligence Center. In this capacity he programmedall funds, defined production requirements, managed civilian hiring, executed thebudget, and helped design a new 15,000 square foot facility.

During this period Mr. Steele served as Study Director for two innovative products:an unclassified three-volume study "Overview of Planning and Programming Factorsfor Expeditionary Operations in the Third World", and a new model for defenseintelligence analysis and production, "Expeditionary Intelligence Analysis Frameworkand Model - Military, Physical, and Civil Factors at the Strategic, Operational,Tactical, and Technical Levels".

Mr. Steele is a member of the American Foreign Service Association (AFSA), theSecurity Affairs Support Association (SASA), National Military IntelligenceAssociation (NMIA), Armed Forces Communications and Electronics Association(AFCEA), American Society for Public Administration (ASPA), American Society forInformation Science (ASIS), and Pi Alpha Alpha, a national honor society.

He was born 16 July 1952 in Oceanside, Long Island, New York. He wascommissioned an officer in the Marine Corps in 1976, and an officer in the ForeignService of the United States in 1979; he entered on Civil Service in 1988.

Mr. Steele has received three personal awards, a unit citation, and a MeritoriousHonor Award (group) for valor, the latter for his service with the Department ofState in El Salvador.

He is married to Kathy Lynette Steele. They have two sons, Patrick James andMatthew Brian, and reside in the McLean-Falls Church area of Virginia.

PAUL A. STRASSMANN

Paul A. Strassmann's career includes service as chief informationsystems executive (1956-1978) and vice-president of strategic planning(1978-1985). After his retirement from Xerox in 1985, he became anauthor, lecturer, consultant and university professor until hisappointment in March 1991 to the position of Director of DefenseInformation and the Principal Deputy Assistant Secretary of Defense(Command, Control, Communications and Intelligence). He isresponsible for managing the corporate information management (CIM)program across the Department of Defense.

Strassmann joined Xerox in 1969 as director of administration andinformation systems with worldwide responsibility for all internalXerox computer activities. From 1972 to 1976 he served as generalmanager of its Information Services Division which included allcentral computer operations, telecommunications networks,administrative services, software development and managementconsulting services. From 1976 to 1978 he was corporate directorresponsible for world-wide computer, telecommunications andadministrative functions. Afterwards he served as vice president ofstrategic planning for the Information Products Group, withresponsibility for strategic investments and product plans involvingthe corporation's worldwide electronic businesses. Prior to joiningXerox, Strassmann held the job of Corporate Information Officer forthe General Foods Corporation and afterwards for the Kraft Corporationfrom 1960 through 1969. His involvement with computers dates to 1954when he designed a method for scheduling toll collection personnel onthe basis of punch card toll receipts. He earned an engineeringdegree from the Cooper Union, New York, and a master's degree inindustrial management from the Massachusetts Institute of Technology,Cambridge. He is author of over 80 articles on information managementand information worker productivity. His 1985 book InformationPayoff-The Transformation of Work in the Electronic Age has attractedworld-wide attention and is appearing in Japanese, Russian, Italianand Brazilian translations. His most recent book, The Business Valueof Computers, shows the results of his research on the relationbetween information technology and profitability of firms.

Strassmann was chairman of the committee on information workersfor the White House conference on productivity and served on theDepartment of Defense Federal Advisory Board for InformationManagement. He is a life member of the Data Processing ManagementAssociation, fellow of the British Computer Society, and senior memberof the Institute of Electrical and Electronic Engineers. He authoredthe code of conduct for data processing professionals.

ADMIRAL WILLIAM 0. STUDEMANDeputy Director of Central Intelligence

Admiral William O. Studeman was sworn in as Deputy Director of CentralIntelligence on 9 April 1992. As the principal deputy to the Director of CentralIntelligence, he has responsibilities in the Intelligence Community and for thedirection of the Central Intelligence Agency.

Admiral Studeman was born in Brownsville, Texas, in 1940. He was raised inCoral Gables, Florida, and attended undergraduate college at the University of theSouth, Sawanee, Tennessee, where he graduated in 1962 with a BA in History. Aftergraduation from Officer Candidate School in 1963, Admiral Studeman attended Pre-flight and Naval Flight Officer School at Pensacola. Upon graduation from FleetOperational Intelligence Training Center, Pacific, he reported to Air Anti-SubmarineWarfare Squadron 23 as air intelligence officer, and made several deployments to thewestern Pacific aboard USS YORKTOWN. Upon completion of postgraduateeducation at the Defense Intelligence School in Washington, D.C., AdmiralStudeman reported to the Staff Amphibious Group One, and twice reported asoperational intelligence officer to a Pacific Fleet Amphibious Group Staff. Hissubsequent duty stations included duty in Naples with Commander, Fleet AirMediterranean/Commander, Anti-Submarine Warfare Force, U.S. Sixth Fleet;Washington duty in the Naval Intelligence Command, including an extended periodof time attached for duty to Defense Intelligence Agency for duty in Iran, and CNOStaff as Executive Assistant to the Director of Naval Intelligence; assignment asOIC, Fleet Ocean Surveillance Information Facility, Norfolk, while assigned to thestaff of Commander in Chief, U.S. Atlantic Command/U.S. Atlantic Fleet, andACOS Intelligence on Commander, U.S. Sixth Fleet staff in Gaeta, Italy.

In 1980, Admiral Studeman returned to Washington duty and ultimately servedas Executive Assistant to the Vice Chief of Naval Operations, and as CommandingOfficer of the Navy Operational Intelligence Center. His first flag assignment was asthe Director of Long Range Planning Group and Executive Director of the AdvancedTechnology Panel of the CNO Executive Board. Admiral Studeman became the 53rdDirector of Naval Intelligence in September 1985. Selected for promotion to ViceAdmiral, he became the 12th Director of the National Security Agency on 1 August1988.

Admiral Studeman is a distinguished graduate of both the Naval War College(1973) and the National War College (1981). He also has an MA in Public andInternational Affairs from George Washington University. He is married to theformer Diane Jeans. The Studemans have three children: Kimberly, Michael, andKate.

LT. GEN. JAMES A. WILLIAMS USA (RET.)

LTG (Ret) Williams was born in New Jersey in 1932. He began his Federal servicein March, 1942 in the Observer Corps of the 2nd Antiaircaft Region and was graduatedin 1954 from the US Military Academy at West Point. After a short stint in Air DefenseArtillery he was detailed to the Counter Intelligence Corps (CIC) in 1957 and began along career in intelligence. His assignments included a wide variety of positionsinvolving the full gamut of collection, counter intelligence, production andmanagement. The General is recognized as an expert on Latin America but alsoserved as Commander, Counter Intelligence Activity, Allied Forces, Europe, and as theDeputy Chief of Staff, Intelligence, US Army, Europe. General Williams holds aMasters Degree in Latin American Studies from the University of New Mexico and is agraduate of the National War College. He is the first West Pointer to move fromlieutenant to lieutenant general in the field of intelligence and is a DistinguishedMember of the Military Intelligence Hall of Fame and the Defense Attache Hall ofFame. The General has been awarded the National Intelligence DistinguishedService Medal and French Legion of Honor, together with many other decorations.

General Williams culminated 31 years service with a four year tour as Director ofthe Defense Intelligence Agency(DIA). He was the senior intelligence officer for theDepartment of Defense and directed intelligence analysis for DoD and the Joint Chiefsof Staff. He initiated widespread use of open source collection of foreign scientific andtechnical information by DIA as well as establishment of the Military IntelligenceIntegrated Data System(MIIDS). Under the General's supervision DIA, in conjunctionwith the Central Intelligence Agency, brought into operation the Secure Analyst FileEnvironment(SAFE) an interactive system of intelligence analyst files. Under hisdirection DIA established the first formal requirements for imagery from civiliansatellites such as Landsat. LTG Williams was also instrumental in creating the firstcomputerized threat methodologies for DoD and established the first threat validationsystem for the Defense Acquisition Cycle.

Since his retirement from the U.S. Army in 1985 LTG Williams has served assenior consultant for a variety of projects dealing with the collection, processing andanalysis of intelligence; integration of intelligence data processing systems andrevitalization of the civil remote sensing program. LTG Williams played a major role asan advisor for two projects to improve imagery collection management. He alsoserves as a member of intelligence advisory panels for Los Alamos and SandiaNational Laboratories and is a member of the Special Technologies Advisory Panelfor the Department of Energy.

General Williams was one of the pioneers in the use of open source data forcommercial purposes. Since 1987 he has been President of the Direct InformationAccess Corporation (DIAC), which specializes in the production of commercialintelligence.

National Security and Technology Applications

Lt. Gen. C. Norman Wood is a Senior Vice President of BDM, International. He Isresponsible for management of national security and technology applicationsprograms, resources, and marketing focusing on the intelligence community.

The general received his commission upon graduation from Officer Training School,Lackland Air Force Base, Texas, In November 1960. He earned his wings as anavigator before attending and graduating from Electronic Warfare Officer School.

In July 1962 he began his flying career as an electronic warfare officer flyingRB-47s and RC-135s. General Wood was an instructor electronic warfare officerand logged more than 1,000 combat hours in Southeast Asia.

His primary flying duties ended in February 1969, when he was assigned to the544th Aerospace Reconnaissance Technical Wing at Offutt Air Force Base, Neb. InApril 1972 he was assigned to Saigon, Republic of Vietnam, J-2, HeadquartersMilitary Assistance Command-Vietnam (MACV), where he was chief of DefenseAnalysis, and 7AF chief of Operational Intelligence.

After completing Air Command and Staff College as a distinguished graduate, hebegan an Air Staff tour of duty in Washington, D.C. in 1974 as an action officerin the Directorate of Doctrine, Concepts and Objectives. In 1975 he becameexecutive officer in the Office of Air Force History.

General Wood graduated from the National War College in June 1979 and returnedto Offutt serving consecutively as deputy commander for operations, 544thStrategic Intelligence Wing; Wing Commander, 544th SIW; and assistant chief ofstaff for intelligence, HQ SAC. From November 1981 to June 1982 he becameexecutive director for the President's Foreign Intelligence Advisory Board, theWhite House, Washington, D.C. In January 1984 General Wood became deputydirector for the National Strategic Target List, Joint Strategic Target PlanningStaff, Offutt. He became deputy assistant chief of staff for Intelligence at AirForce headquarters in May 1985.

He was assigned to Headquarters U.S. European Command, Stuttgart-Vaihingen, WestGermany, as director of Intelligence (J-2) in September 1986. In May 1988 he wasreassigned as assistant chief of staff, Intelligence, Air Force headquarters.

In April 1990 he became Director, Intelligence Community Staff, Washington, D.C.As principal deputy for intelligence community matters to the Director of CentralIntelligence, (DCI), he was responsible for policy, planning, coordination,legislative liaison and budget issues of the intelligence community. He alsoserved as senior military advisor to the DCI. He retired from the US Air Forceon 1 June 1992.

He received a bachelor's degree in personnel management from the University ofTexas in 1960 and a master's degree in public administration from AuburnUniversity in 1974. The general completed Squadron Officer School in 1964, AirCommand and Staff College in 1974, and National War College in 1979. Hegraduated from the executive seminar in national and international security atHarvard University in 1983.
