Welcome to the June edition of Kelvedon News.

We hope this edition of Kelvedon News finds you well. We’ve been hard at work in the process of updating the Parish Council website and we now have profiles of each of the councillors, so you’ll be able to get to know more about the people who are currently representing the village in this capacity and be able to put faces to names.

Just a reminder that the Parish Council offices are now located in the Old Bank building, next to Brimpton House. Please do feel free to drop in – the hours that we’re open to the public are listed in the Clerk’s Report.

In this edition, you’ll find articles on a variety of topics, including a list of the upcoming events in the village and an update regarding the potential closure of the Library. Also included is a survey, which can be torn out and returned to the Parish Council offices or to the Museum. Please do take the time to participate in the consultation, even if you don’t currently use the Library.

We also have a report from the Chairman of the Parish Council and a regular update from the Parish Clerk, Pippa Potter.

Art ExhibitionOne of our local Kelvedon artists, Sheila Martin, will be taking part in two exhibitions over the summer:

Tips on how to be Plastic FreePlastic has been an extremely topical subject over the last few years as many ‘plastic free’ schemes have successfully started up in towns all over the country this year.

If you would to do what you can to help the environment and reduce plastic consumption here are some helpful tips on what you can do at home:

• Try and cook more from scratch • Buy loose fruit and veg instead of plastic wrapped items• Take your own tubs to the butchers or meat counters at supermarkets, and loose dry goods from your local package free shop • Re-use paper bags• Instead of using cling film or foil to keep food in the fridge, improvise and use a bowl with a plate on top to act as a lid• Fold up a shopping bag to carry with you instead of purchasing more • Invest in a reusable bamboo coffee cup or water bottle rather than buying single-use ones each time you want a drink • Make your own cleaning products -

a lot can be done with citric acid, bicarbonate of soda and white vinegar

Recycling plastic water bottles will help conserve natural resources, in particular, oil, which is a non-renewable resource, again in limited supply. Furthermore, reducing your plastic use will reduce the amount of plastic manufactured which in turn reduces the amount of carbon dioxide produced from making plastic, reducing Greenhouse Gas Emissions and helping decrease the amount of pollution in the air and our water sources.

The world needs all the help it can get right now, so try and incorporate some of these tips into your daily life and you might find yourself saving money and as well as the planet you live in.

Following the Parish Council elections, all of our previous Councillors have been returned to office for a further four-year period. We are extremely lucky and unusual as a Parish Council, in that we have an almost 50% representation of male and female Councillors, with a very wide range of ages. This has benefitted the Council and the parish, in that the views and needs of most sections of the community are represented and heard. This will continue to be reflected in the policies and the direction in which the Council wish to go over the course of this term.

Later this year, the Parish Council will be celebrating it’s 125th Anniversary. Parish Councils were formed in 1894, with the first meetings in Kelvedon taking place on 4 and 14 December that year. We have some interesting projects and ideas in the pipeline to link in with this, and further details of some of these will appear in the next edition of the magazine.I would also like to highlight the work of the Allotment Association, who are running the day to day management of the Stoney Flint Allotments on our behalf.

A tremendous amount of work has been undertaken by the allotment holders to improve and maintain the site, so much so, that there are only a very small number of vacant plots at the moment, compared to around a quarter lying empty a couple of years ago. The number of allotmenteers has increased so much that the lack of toilet facilities has become very apparent.

At the May Council meeting, the Parish Council agreed to buy a composting toilet, which will be installed with the help of volunteers, as soon as we are able to.

To ensure that the composting toilet is managed sustainably, we will be providing toilet rolls and refillable liquid soap from a local zero waste shop, who supply them free

of plastic packaging. We are also doing the same in our office.

Our composting toilet will be ‘twinned’ with a new toilet in a developing country. This will be built using our sponsorship and will bring dignity to local people, along with a reduction in avoidable disease.

Another initiative being introduced shortly is the recruitment of Community Special Constables. Please see the article later in the magazine which will detail the scheme.

Last month Kelvedon Parish Council voted in favour of recruiting up to three Special Constables to work here in Kelvedon. This follows a public consultation which saw residents overwhelmingly supporting the scheme, and Kelvedon Parish Council is now working with Essex Police to recruit the right people for the role.

Special Constables are volunteer police officers who work with and support their local police force. ‘Specials’ come from all walks of life - they are teachers, taxi drivers, accountants and secretaries, or any number of other careers. They all volunteer a minimum of four hours a week to their local police force, forming a vital link between the regular police and the local community. Once trained, Specials have the same police powers, uniforms and equipment as regular Police Officers but sacrifice their free time on a voluntary basis, organising their busy personal lives, day jobs and other commitments around police duties. They do not get paid, but are reimbursed for expenses, and Kelvedon Parish Council will be responsible for funding these expenses for the Specials working in the village. KPC have budgeted for up to three candidates here in Kelvedon. Responding to the decision to recruit three specials here India Jayatillake, Chairman of Kelvedon Parish Council, says: “Following a very warm reception from local residents for the proposed Special Constable scheme Kelvedon Parish Council has voted to support the scheme, and we will be budgeting for up to three Special Constables to work in Kelvedon. We will now be working with Essex Police to recruit the right people for the roles, and look forward to having a police presence in our village once again. “While crime levels remain low in Kelvedon, this scheme will ensure that when residents do have concerns about crimes or antisocial

Your Chairman - Cllr India Jayatillake

Welcome to the June edition of Kelvedon News. We’ve had a busy few months since the last edition, with a very well-attended Annual Parish Assembly, a working party formed in order to resist closure of the Library and local elections taking place.

Election ResultsIt’s been a very busy time in government overall, with local elections, Brexit negotiations and European elections will have been held by the time this magazine reaches you.

There’s been no change in terms of the Parish Council. However, we do have an extra seat available, so we’ll be advertising to fill the vacancy shortly.

Locally, there’s been a change at District level – we now have two new Braintree District Councillors, Jennifer Sandum and Paul Thorogood. They’re both very active in terms of campaigning against developments in the area that could have a negative impact on local residents and we look forward to working closely with them. Robert Mitchell remains our Essex County Councillor and we expect to continue our good working relationship with him. Our thanks to both Robert, and John Elliott for the years that they’ve dedicated to serving as our Braintree District Councillors.

Kelvedon LibraryThanks so much to all of you who took the time to complete the Essex Libraries consultation regarding potential closure of the Kelvedon Library.

In order to give us the best possible chance of moving Kelvedon Library from closure to being a community-run facility (Tier 4 to Tier 3), a working party has been formed. This includes our District Councillors and County Councillor, members of both Feering and Kelvedon Parish Councils, the Heritage Society and a representative of the Aylett’s Foundation Trust, who own the building in which the library is housed. We are all working together to ensure that a library is retained,

preferably in its current location. We are extremely grateful to all those who have registered their names as potential volunteers in order to run the library as a community – if you are interested in doing so and haven’t already, please could you give your details to the clerks of either Kelvedon or Feering parishes.

It is also very important that the library building is used as much as possible, in order to retain it as a community space and to enable the library opening hours to be extended. If you have a group that would like to book the library, or a plan to set a group up, any funds raised will go towards the costs of running the building. This will also mean that the financial burden on both Feering and Kelvedon Parish Councils will be reduced.The working party have put together a short survey that is included in this issue – please do take the time to complete the survey and submit it to the Parish Council offices or to the Museum. Even if you don’t currently use the Library, your views will be greatly welcomed – we’re aiming to make the Library a real community hub, as useful and flexible to the residents’ needs as possible. Our thanks in advance for your help.

Special ConstablesFollowing on from an overwhelmingly positive response during our Annual Parish Assembly, I’m delighted to announce that Kelvedon Parish Council have voted to proceed with recruiting up to three Special Constables in the village. Further information is given in an article elsewhere in this issue.

Parish Council OfficesThe council have now been located in the former Barclays Bank building in the High Street for over a year. It’s been a very positive move for the Parish Council, as we’re now much more visible to the local community than in our previous location and it’s easy for people to stop past as they walk up and down the High Street. Do feel free to pop in to visit Pippa and Sue if you have any issues you want to raise, or questions you’d like to ask – and don’t forget that we stock recycling bags!Planning and Neighbourhood Plan

I’m very pleased to announce that, after the enormous amount of work that’s been undertaken by a dedicated team of volunteers, the Kelvedon Neighbourhood Plan has finished the consultation period for Regulation 14. We have several meetings ahead of us in order to prepare for the next stage, where the Plan will be examined by Braintree District Council, including meetings with a planning consultant, in order to ensure that we’re in as strong a position as possible to work towards the Plan being adopted.

Braintree are still looking to finalise and seek approval for their Local Plan, which will inform and influence planning matters going forward –in particular housing proposals.

In Kelvedon specifically, we’re still awaiting a more detailed application for the land behind Station Road (Monks Farm) and a decision on an outline application for land behind London Road. There are still potential developments at Feering and Coggeshall, as well as West Tey. A consultation regarding the plans for an incinerator at Rivenhall is currently taking place and there was an opportunity to meet the people involved with this project at the beginning of February, in Coggeshall. We await the outcome of this consultation.

All of these developments require infrastructure improvements on a large scale, specifically of the A12 and A120. The decisions regarding the potential upgrade of the A12 have been postponed because of last-minute changes to Colchester Borough Council’s housing proposals. However, a new route for the A120 has already been proposed – Route D of the 5 routes that were being consulted upon. If this is approved and funding is obtained, it would mean that the A120 would run from Galleys Corner in Braintree to a junction with the A12 to the south of Kelvedon (although the exact location of this junction will be determined by the outcome of the A12 upgrade consultation).

I’m aware that this section of my report hasn’t changed in some time – I sympathise that the

speed of development can often seem very slow. However, please rest assured that the Parish Council stay well-informed regarding any local development plans and we always take advantage of our ability to respond as statutory consultees.

ConclusionThanks to all of you who exercised your democratic right to vote during the local and European elections and we hope you have a wonderful summer. We will continue to represent our residents to the best of our ability and we hope to have some positive news for the community soon.

Looking after your Furry Friends this SummerSummer is almost here and that means so are the burnt noses, arms and legs. Remember, it’s not only us who get affected by the sun, but also your cuddly little pets. It’s vital to make sure all animals are taken care of this summer and here are some tips on how to do so.

Keeping your pets cool during summer.During hot temperatures it’s important to ensure pets have a cool, shaded area to spend time and it’s even more important for short nosed or flat faced dogs, such as Pugs and English Bulldogs, are they have a higher chance of suffering from heat stroke.

Smaller animals also need your help too! Pets such as rabbits, guinea pigs and birds will benefit from moving them into areas will cooler flooring, if this isn’t possible, providing ice packs or a frozen water bottle for them to rest against will help with their body temperature. Ensure the cage is directly out of sunlight.

Water, water and more water.It should go without saying but fresh, cold water, and a lot of it, is vital during these hot days in summer. Don’t be frightened to fill

some plastic bowls up with water and ice and place them in the shade outside for the wildlife, it’s not only your little guy who needs help!

Can you picture that relaxing feeling of jumping in a cool pool on a sunny day? It’s the same for our overheated pals, purchasing a small clam shell pool or something similar will work wonders to helping animals regulate their own body temperature.

Essex Country Council’s analysis has concluded that there is low evidence of need for a library in Kelvedon and it can close.

Feering and Kelvedon Parish Councils strongly oppose the view that our library is not needed. It is a vibrant and important resource for the two villages, and we are exploring how we can continue to offer you, our residents, a library service and community learning hub that meets your needs.

So, tell us what you need! With your help we can design a service provided by the community, for the community and not lose this valuable local resource.

The Rotary Club of Kelvedon and District was formed in 1975 as a spin off from the Witham Rotary Club. Its first President was John Dunn, former manager of the Barclays Bank branch in Kelvedon. Since those early days, the membership has fluctuated widely but currently stands at twenty five members, including three lady Rotarians and six Associate members. Members are drawn from the local villages and also further afield such as Colchester, Little Bentley, West Bergholt and Mersea.

One of Rotary’s greatest achievements is the part it played over more than thirty years in the battle to eradicate polio from the world. The Kelvedon club, with support from Wilkin & Sons, was instrumental in launching across Great Britain and Ireland the Purple4Polio campaign to raise funds for the project. 52,000 jars of jam were provided free by the manufacturer and donations from Rotarians, their friends and families together with members of the public raised more than £400,000, with an assisted grant from the Bill and Melinda Gates Foundation. Thirty years ago, polio was widespread and killed and disabled many hundreds of thousands. Today it occurs in just two countries, Pakistan and Afghanistan, and there have been only six cases reported so far this year. Rotary is determined to see the project through until the disease is eradicated everywhere.

The club’s biggest fund raising activity is the Father Christmas sleigh which tours the local villages each December, collecting donations from households and members of the public shopping at retailers in Tiptree. It’s a great success with the children excited to see and meet Santa, often passing on their present wishes for Christmas night.

This and other fundraising activities enable

the club to support various local, national and international charities and good causes. These have included the Nepal earthquake, a maternity delivery suite in Rwanda and, closer to home, the annual Two Villages Association distribution of retailer vouchers to senior citizens at Christmas and a garden improvement project for the former Abbeyfields residential home in conjunction with Honywood School pupils.

The club works closely with local schools in activities such as running mock job interviews and has recently had success in establishing Rotakids Groups at St Mary’s Academy, Kelvedon and other primary schools in Tiptree and Tolleshunt D’Arcy. It also supports the Green Power project at Thurstable School, an international scheme which challenges students to build and race a battery powered car.

Fellowship is an important aspect of Rotary and many social activities are enjoyed throughout the Rotary Year, which runs from 1 July to 31 June. Our Classic Car Rally, now in its fifth year, culminates with a family BBQ event and attracts entrants from across Essex and Suffolk.

The club meets every Tuesday at 6.45pm at The Blue Anchor, Feering and visitors are always welcome.

We can only accept donations of unopened and undamaged goods that are still well within their “use by” date (no less than six months if possible). Many thanks to One Stop ‘Carriers for Causes’, Cllr Robert Mitchell’s donation from the BDC Community Grant and to Kelvedon Parish Council for helping Kelvedon in Bloom replace the rotten trellis fences at Pensioners Piece on the corner of Station Road and Kelvedon High Street. We used concrete posts to replace the old wooden posts and to make maintenance easier in the future and also took the opportu-nity to replace some of the planting.

Thank you also to the ladies of Kelvedon WI who work to keep this little oasis pruned and watered!

Work continues around the village replacing wooden structures that have rotted over time and getting ready for the “big summer strip”. This year we will be planting mostly gera-niums in the hopes of

another long, hot, dry spell - famous last words and tempting providence here! If you have a tub or planter outside your house or business the ‘bloomers’ would appreciate it if you could water it from time to time.

By the time you read this we will also have held our annual plant sale, held on the land by the new small hall at the back of the Institute. Thank you to the various ‘bloomers’ and others who have potted up cuttings and grown plants from seed and also special thanks to ‘ex-post-man John’ who grew lots of vegetable seed-lings for us. The sale generates a lot of village interest for Kelvedon in Bloom - and makes a significant contribution to our funds. Our next fundraiser will be a repeat of our very success-ful quiz and raffle run by John Mcmanus and his wife Elaine - watch out for the date!By Gillian Westall

Both the Heritage Society committee and museum stewards have often been asked to help identify the people, places or even events in old pictures that families have come across. Or simply asked whether we would like copies of old Kelvedon or Feering photographs for the archives and the answer is usually, yes please.

Well, if you have any such pictures, now is the chance to bring along those pictures either on the day or ideally during the month of June to the museum to be part of our Midsummer Mysteries event.

We will make copies of the photos and post im-ages up on the day for everyone to enjoy and if there are any mysteries that need answering, maybe our visitors will know the answers.

The event will be free, with refreshments availa-ble to purchase on the day. Even if you have no pictures to bring, do still come along for a nat-ter and to view the old photos – you may even be in some – and enjoy a cuppa and maybe a giggle about how we all looked in times past!

We also plan to have some old pictures of our villages you may never have seen before and also some amazing aerial pictures from the museum archives we would like your help with in dating. They were taken sometime around the mid 1970’s to mid 1980’s and it’s a chance to spot your own house or maybe see different views of properties you have walked past for years.

There will be new exhibits in the museum, including more about how to research your family or property histories using photographs, clothing and even street lighting.

If you have any pictures we could use for the event, then the museum is open on Mondays from 2pm – 5pm and Saturday from 9.30am – 12.30pm and will take receipt of any pho-tographs in June ready for the event itself. The photographs will be returned as soon as possible to you.

Ayletts trust has been part of the villages of Kelvedon and Feering since 1637, when Thomas Aylett of Durwards Hall left money in his will for a school. The building in Maldon Road was built soon after that.

Cromwell’s troops billeted themselves in the building during the siege of Colchester in 1648, and in 1739 an enquiry found the building to be “ruinous and unsafe, without seat or flooring, windows and roof ready to fall in”. resulting in the rebuilding, which is the date you see on the wall inside the current Library.The School closed in 1842, with the death of its then head master, John Fuller. This was a time of great change in education - attendance at school had become law in 1833 and the government was giving grants for primary schools, also inspecting them for quality. Much of the provision had been taken up by the established Church of England, the “National Schools”, but the non-conformist Churches were beginning to build schools to cater for their congregations’ children, the “British Schools”. In 1846, the building reopened as a British School, with a local business man, John Orst, as Headmaster.

An Infant class room was added in 1886, which is now the Museum Room, due to demand. In 1902, schools were effectively nationalised with County Councils taking

responsibility and many schools in joint management as “non-provided schools”, as was the case for both the Maldon Road British School and the Church Street National School.

During the First World War, troops were again using the building, with the school relocating to the Quaker Meeting House just behind the

High Street. The last lessons took place in the building in 1944 - both schools had merged by this time to become St Mary’s C of E Primary, with the bulk of teaching happening at the Easterford Rd building, now the Health Centre, our building being used as the school kitchens and dining hall. Many residents remember walking across for lunch, until the new building opened in Docwra Rd in 1969.

June 1970 saw the Library move from its old home in St Mary’s Hall in the High St to the Ayletts building.

The Museum was opened at Easter 1975.

The Library has been central to our communities and is now under threat of closure and the Ayletts Trust has been pleased to able to help facilitate the joint Parish Council Working Group in finding a way to try to keep a community lead facility operating from the building. Perhaps now is the time to try something different and take up gardening, with an allotment. Stoney Flint Allotments can be found just over the railway lines in Church St, Kelvedon, accessed by the lane adjacent to the houses on the right and we have a number of plots available for immediate occupation. The normal rent is £30 per year, payable in September, but these are now on offer at half price for the remainder of this year.

We currently have nearly 60 tenants actively involved in managing their plots, growing a wide variety of vegetables, fruit and flowers, many of whom will be only too pleased to offer advice and sometimes assistance to new plot holders. The Allotment Association is actively involved with the day to day running of the site on behalf of the Parish Council, and regularly hold work groups and barbeques at the site. They are currently raising money and seeking grants to install a composting toilet on the site. With over 20 active female gardeners regularly working on their plots, we have recognised how important it is that we provide adequate facilities for use by all. Members of the Association are also able to

purchase seeds from Kings Seeds at half price at the end of each year.

There is no restriction on age, gender or where you live, we only ask that if you take on a plot you work it and grow produce. We have tenants aged from 17 to 80 years living in and around Kelvedon, who have enabled the site to grow and develop over the years, but there is still room for a few more to join us. The best plots

will obviously be taken by the first applicants, so why not take the step.

Becoming an allotment tenant could not be easier. A call to Derek Walsh on 07708016974 or e mail [email protected] will result in an offer of a conducted tour of the site with the opportunity to take immediate occupation of a plot. The paperwork can be sorted out afterwards with the Parish Council. We have a set of rules and conditions for tenants on the site, which are not onerous or over restrictive, but are designed to make it a pleasant place for all to enjoy the fruits of their efforts.
