Presented by: Kate Carter, Kansas Attorney General’s Office and Justin Branner, Johnson County Sheriff’s Office This course will utilize the Fair and Impartial Policing (FIP) Perspective developed by Dr. Lori Fridell, University of South Florida, to suggest a new way of thinking about the issue of biased policing. The course is based on the science of human bias, which suggests that biased policing is not, as some contend, due to widespread racism (and other prejudices) in policing. In fact, the science suggests that even well-intentioned humans manifest biases that can impact on their perceptions and behavior. This training presents what is known about human biases and provides guidance for promoting fair and impartial policing. This course will also identify important information about racial or other biased-based policing by exploring the new statutes and how the changes will impact law enforcement in Kansas.

Racial Profiling: What Law Enforcement Needs to Know—April 2015

Presented by: Michael Birzer, Ph.D., Wichita State University This training accomplishes four primary objectives. First, participants will be presented with an overview of the challenges and complexities of addressing the racial profiling controversy including what police stop data can and cannot tell us. Second, an overview will be provided of how minority citizens in Kansas experience what they believe to be racial profiling. These experiences were investigated as part of a study the instructor recently completed for the KDOT. Third, Kansas Law Enforcement officers' perspectives pertaining to racial profiling will be presented. Law enforcement perspectives of racial profiling were investigated as part of recent research the instructor was commissioned to carry out by the KDOT. The training concludes with an overview of what law enforcement officers can do to begin to resolve the perception of racial profiling among racial minority citizens.

TASER (CEW) Instructor Certification Course—April 16-17, 2015

Presented by: TASER International This course provides the basic operational theory and practical training to instruct users to reasonably safely and effectively operate TASER CEWs. This course covers the TASER X26, X26P and X2 CEWs, and will certify those who successfully complete the course as TASER instructors for a period of 2 years. This course is open to sworn law enforcement officers, military personnel, and licensed professional security employees. Part 1 of the courses is completed online. New instructors will spend approximately 4 hours online before participating in 16 hours of practical training (Day 1 and Day2). Kansas UAS Summit (Unmanned Aerial Systems)—April 20, 2015

Presented by: KDOT Aviation The goal of the Kansas UAS Summit is to bring forth important issues involving unmanned aerial systems (UAS) and to help identify federal, legislative and/or state action that facilitates the continued commercial development of UAS. Leading up to the summit, working sessions will be established to focus on the unique needs of each UAS interest group (Agriculture, Emergency Management/Law Enforcement, Research and Survey, Small Business Interests). The morning session of the summit will recap the meetings of each user segment of UAS, while the afternoon will provide time for a roundtable discussion with the Governor and legislators.

Death Investigations—April 20-24, 2015

Presented by: Chuck Fann Topics include causes of death (drowning, fires, gunshots, etc.), and basic body handling. Students will learn how to: Conduct an investigation of death resulting from criminal, suspicious, known causes, or undetermined causes. Interview witnesses and prepare full descriptions of scene and pertinent facts relating to the death. Examine and secure official possessions. Gather evidence and related materials at the scene. Presented by: Jeremy Floyd, CLEET Certified Instructor, Central Christian College This course will prepare law enforcement officers both mentally and physically when dealing with the use of deadly force. Course objectives will include: Discussion of officer involved incidents using a firearm; Discussion on current, nationwide statistics in law enforcement officers killed and feloniously assaulted in the line of duty.; Preparing mentally and physically for duty and/or potential combat. Presented by: KLETC Staff Instructor, Dan Lehr This 2-day, 16 hour course is intended to improve the officer’s ability to deal with sudden, close-range assaults with firearms. Instructional topics and drills include: Refining the draw; One-hand firing techniques; Precision placement; Post-shooting tactics.

This program will involve both live range fire and the use of non-lethal training ammunition.

Patrol Rifle Operator A: The Fundamentals—June 17-18, 2015

Presented by: KLETC Staff Instructor, Dan Lehr Patrol Rifle ‘A’ is the first of 3 two-day courses in the Patrol Rifle Operator Series. Patrol Rifle ‘A’ introduces the officer to the AR-based patrol rifle, or serves as a refresher course. Subjects covered include – function of the AR system, care and cleaning, putting the weapon into operation out of the unit, keeping the weapon running by proper reloading and malfunction clearance, zeroing with both optics and iron sights as well as basic rifle marksmanship. The officer completing this segment will have a sound fundamental knowledge of the AR-based patrol rifle and its operation. There are no prerequisites to attend this course. Participants must supply their own patrol rifle with 3 magazines; sling; 1 rifle magazine pouch; duty pistol with 3 magazines; duty pistol belt; eye protection; ear protection; ballistic vest; range clothing. Use of Force Review—June 23, 2015

Presented by: Deputy Narciso Narvais, Sedgwick County Sheriff’s Office Upon completion of this course participants will have a working knowledge of force continuums and their function. Participants will become familiar with a generally accepted force continuum and be able to use it in making decisions regarding force. In addition, participants will understand the importance of appropriate, controlled escalation in force situations. Learning Objectives: Describe the use of force continuum and explain its levels, constraints and cues; List the four reasons that police officers use force; Identify ethical considerations regarding the use of force; Describe the impact that improper use of force can have on community policing; identify three factors that must be present prior to any lawful use of force to protect the officer or another person; Define the "one plus one theory" as it applies to the appropriate use of force; Identify and list, in order, the levels of resistance to law enforcement authority, beginning with the lowest; Identify and list the levels of control available to an officer, beginning with the least intrusive; Describe appropriate escalation, as it would apply to a force situation beginning with the officer's approach to the situation.

DDACTS: Date-Driven Approaches to Crime & Traffic Safety—June 23-25, 2015

Presented by: NHTSA and IADLEST Data-Driven Approaches to Crime and Traffic Safety (DDACTS) integrates location-based crime and traffic data to establish effective and efficient methods for deploying law enforcement and other resources. Using geomapping to identify areas that have high incidences of crime and crashes, DDACTS uses traffic enforcement strategies that play a dual role in fighting crime and reducing crashes and traffic violations. Drawing on the deterrent of highly visible traffic enforcement and the knowledge that crime often involves the use of motor vehicles, the goal of DDACTS is to reduce the incidence of crime, crashes, and traffic violations across the country.
