Basic Testing Facts ○ Required testing in 2015: ELA, Math, Science,

History/Government (required field test), and English Language Proficiency

○ Grades 3-8 and 10 assessed in ELA and Math

2014-15 District KAAC Members

Tasks to complete before testing ○ Latest version of KITE must be downloaded/installed

on each computer that will be used for testing

○ All staff involved in the testing process must receive test security and ethical testing practices training

○ TEST records must be submitted to KIDS

○ Documentation to support student test selection and staff training must be maintained

○ KELPA-P materials must be sorted for each building in which ELLs are tested (must print any additional copies needed for testing)

○ KELPA-P sound files must be saved to a CD or downloaded to computers.

○ Work with your IT staff to set up a Local Caching Server (LCS) to relieve bandwidth issues during testing.

Kansas Interactive Testing Engine

= KITE

○ provides an online testing interface for students that includes practice items and formative tools.

○ has several components, including ○ KITE Client, an application students use to take

tests ○ KITE Educator Portal, an application that allows

educators to enroll students in formative tests, monitor tests, and view reports.

KITE Client:

○ is the web-based interface used by students for taking

tests.

○ once launched, prevents students from accessing

unauthorized web pages or applications on the student's

computer during testing

○ KITE Requirements (hardware specifications) are

available on the KAP website:

○ Apps for iPad and Chromebooks are available for free at

each computers app store.

KITE Client:

Features for students include:

○ easy-to-use navigation through test items and test sections;

○ built-in accommodations and tools for improved student access; and

○ the ability to include technology-enhanced and technology-enabled item types for more realistic ways of assessing student skills.

Features for teachers include:

Training for Anyone Involved in the KAP

Before the Start of Testing

○ Required training in Test security, info can be

documented through an individually signed

agreement to follow both test security and testing

ethics protocols found at www.ksde.org >

Assessments/Testing

Required Documentation

○ The District Test Coordinator must have a copy of each student plan or a summary sheet for what qualifies each student for accommodations.

○ A student’s need for an accommodation must be documented on one of the following plans: student improvement plan, ELL plan, 504 plan, or IEP.

○ The required information on the plan that serves the purpose of documenting individual student need for an accommodation: ○ student name ○ student grade ○ building/district ○ Evidence of need for the accommodation:

○ reading test scores; ○ progress monitoring data; ○ documentation accommodation is used in classroom for both instruction and

testing; ○ date accommodation was implemented

Required Documentation ○ The District Test Coordinator must have documentation

training in Test Security and Testing Ethics was provided to every individual who is/will be involved in the Kansas Assessment Program.

○ The documentation of Test Security and Testing Ethics training should indicate the date(s) training was provided in each building as well as the method used to provide training (district-wide training, faculty meeting, small group training, individual training, etc.)

○ A copy of the signed agreement to abide by the Test Security and Testing Ethics training from each individual involved in the KAP must be retained by either the District Test Coordinator or the Building Test Coordinator .

○ Sample agreements are provided in the Kansas Assessment Examiner’s Manual.

KIDS and Kansas Assessment

Program

○ All information about students in your district gets into the KPA through the KSDE’s KIDS portal

○ Communicate regularly with your district KIDS data person

○ Familiarize yourself with various uploads from your district to KIDS, the timeline for submission, and what each upload does within the KPA

○ TEST (populates test roster and allows tickets to be issued),

○ STCO (connects students to courses they take),

○ EXIT (documents students no longer attend a school), and

○ EOYA (end of year accountability reporting)

TEST Records ○ The TEST Collection focuses on gathering data for

the Center for Educational Testing and Evaluation (CETE) to use in generating testing rosters for State assessments.

○ The window for submitting TEST records to KIDS is September 8, 2014 – June 12, 2015.

○ TEST records cannot be submitted outside of this window.

○ The student data that is submitted for TEST should be current as of the day the student takes an assessment

○ Individual student TEST information must be resubmitted if the student’s status changes after the initial submission of the TEST record.

TEST Records Submission Guidelines: ○ TEST records should be submitted for all students in

grades 3-11 who are eligible to take State assessments.

○ For State Assessments, students entering a particular school after March 7, 2015 do not have to be tested.

○ TEST records required for all ELLs, grades K-12; required to test if entering school before the test window closes.

○ A student’s most current TEST record by Accountability School and test subject will be used to provide information to CETE for State assessments.

○ STCO records are also required for educator accounts with CETE.

TEST Records

Submission Guidelines (continued):

○ The assessment results of all students submitted

to KIDS on TEST records will be counted by

KSDE for accountability purposes. Therefore it is

important that TEST records be submitted in a

timely manner so that accountability calculations

and assessment rosters will be accurate.

○ The demographic fields from the most recently

submitted TEST record are used to determine

student sub-groups for accountability purposes.

○ TEST record specifications can be found on the

KIDS website under the Documents tab.

Accommodations ○ Accommodations provide an individual student access to the

assessments, but do not change what the assessment is measuring. ○ Some accommodations that are allowed are no longer being

reported to KSDE, (e.g. separate setting, frequent breaks, scribe, communication device, other, directions signed to student, student signed responses, Braille writer/slate, student reads test aloud to self, and translation dictionary).

○ The need for an accommodation must be documented in an IEP or 504 plan.

○ Some accommodations can be documented in an ELL plan or Student Improvement Plan (see Kansas Assessment Examiner’s Manual).

○ Human readers are allowed in only very rare circumstances during 2015 Kansas Assessments.

○ All accommodations are entered in KITE in the student’s PNP (Personal Needs Profile)

Special Circumstances Coding (SC) ○ SC codes are used to document certain situations. ○ In some cases the coding may document why a student did

poorly (e.g. truancy, chronic absences, parent refusal, etc.) but will not exclude the student from ESEA or QPA calculations.

○ In other situations it will exclude the student from ESEA or QPA calculations (e.g. long-term suspension of a general education student, homeschool student, student moved before testing, etc.).

○ The full list of SC codes is provided in the Kansas Assessment Examiner’s Manual.

○ SC codes will be submitted to KSDE by the District Test Coordinator via a template that will be provided by KSDE. That template will be due to Mark Stephenson by May 1, 2015.

○ Some SC codes can only be used by KSDE and are marked “Call KSDE.”
