STRAP REPLACEMENT

1. PLANNING INFORMATION

Effectivity

This Service Bulletin is applicable to a limited number of KIT MOUNTING BRACKET COMPACT manufactured by Orolia S.A.S., whose serial numbers are listed in Annex as indicated below:

KIT MOUNTING BRACKET COMPACT is equipped with self-stripping strap (hook and loop) fitted with a metal buckle. Orolia’s KIT MOUNTING BRACKET COMPACT approved definition, in accordance with ETSO and TSO approvals, are fitted with Self-stripping Strap (P/N S1820512-01) having 4 mm diameter metal buckles. Orolia’s quality control has discovered that, in 2019, a limited number of self-stripping straps were manufactured with 2.7 mm diameter buckles which is not compliant with the approved definition.

Description

This Service Bulletin describes how to replace the Self-stripping Strap (P/N S1820512-01) from the KIT MOUNTING BRACKET COMPACT listed in 4 ANNEX 1 – List of concerned KIT MOUNTING BRACKET COMPACT when installed onboard. KIT MOUNTING BRACKET COMPACT listed in 4 ANNEX 1 – List of concerned KIT MOUNTING BRACKET COMPACT which is in stock must be returned to manufacturer.

Mandatory

KIT MOUNTING BRACKET COMPACT in stock must be returned to manufacturer for correction under Part 21.

Analysis by analogy: The 2.7 mm diameter buckles used in this S1820512-01 is also used and approved in the Self stripping Strap of the S1840502-02 UNIVERSAL MOUNTING BRACKET in similar installation configuration with the same ELTs.

So, the risk is classified as low taking into consideration the use of an unappropriated size of buckle which is used in another bracket design for the same application.

However, Self-stripping Straps (P/N S1820512-01) from the KIT MOUNTING BRACKET COMPACTs listed in 4 ANNEX 1 – List of concerned KIT MOUNTING BRACKET COMPACT remain non-compliant with the approved definition of P/N S1840502-01 and shall be replaced.

This Service Bulletin must be accomplished before June 30th, 2020.

Approval

Once the Self-stripping Strap is replaced, this Service Bulletin does not contain any modification information that revises the approved definition and therefore does not require governmental or other regulatory agency approval.

Onboard standard exchange of Self-stripping Strap (P/N S1820512-01) from KIT MOUNTING BRACKET COMPACT: less than 15 minutes once access gained to the ELT location.

3. ACCOMPLISHMENT INSTRUCTIONS

FOR KITS IN STOCK – LRU Part 21

Under PART 21, for Kits in stock, please retrieve the KIT MOUNTING BRACKET COMPACT and contact either your distributor or Orolia's Customer Support to obtain a Return Material Authorization (RMA) number in order to return the complete KIT MOUNTING BRACKET COMPACT to either your distributor or Orolia S.A.S..

Refer to Section C of this Service Bulletin for Orolia S.A.S. contact information.

FOR KITS IN STOCK – LRU Part 145 (0 hours) Alternative

As an alternative, Approved Maintenance Station under PART 145 may proceed with the replacement of the Self-Stripping Strap in the Kit instead of the return of the full Kit. (1) Instruction of the identification of the S/N of the KIT MOUNTING BRACKET COMPACT:

1. Look through the transparent plastic envelope.

2. Check the S/N of the KIT MOUNTING BRACKET COMPACT against the list in Annex 4: the S/N is visible on the inside of the Mounting Bracket as shown on Figure 6.

(2) Instructions for Removing the Self-stripping Strap (P/N S1820512-01)

1. Cut the top of the plastic envelope of the Kit neatly with a cutter or a pair of scissors immediately bellow the seam.

2. Remove the Self-stripping Strap from the Kit envelope. (3) Instruction for Replacing the Self-stripping Strap (P/N S1820512-01)

1. Get the replacement Self-stripping Strap.

2. Insert it inside the Kit envelope. (4) Instruction to Affix Inspection Control Label

Refer to Section 3.C(4). (5) Instruction to Dispose of Self-stripping Strap (P/N S1820512-01)

Refer to Section 3.C(5). (6) Instruction to seal the Kit envelope

1. Make sure all the items of the Kit are inside the envelope. 2. Seal the envelope with a heat sealer as near the top as possible.

FOR KITS INSTALLED ONBOARD

CAUTION: When actioning the ON/OFF/ARM switch, PULL LEVER TO UNLOCK and SET TO POSITION.

IMPORTANT: The replacement of the Self-Stripping Strap should be possible without ELT and Mounting Bracket removal. If removal of the ELT or Mounting Bracket is necessary, refer to the instructions in the relevant manual found in Section K References of this Service Bulletin.

(1) Instructions for Removing the Self-stripping Strap (P/N S1820512-01)

1. Switch the ELT to "OFF" to avoid potential false alert - refer to Figure 1.

2. Unfasten the Self-stripping Strap and lay it flat.

3. Firmly pull on the buckle to disengage the strap and slide it out of under the Mounting Bracket.

(2) Instruction of the dentification of the S/N of the KIT MOUNTING BRACKET COMPACT

1. Lift the ELT from the Mounting Bracket, it should be possible without disconnection. 2. Compare the S/N of the KIT MOUNTING BRACKET COMPACT with the list in

Annex 4: the S/N is visible on the inside of the Mounting Bracket without removal as shown on Figure 2. This S/N shall be declared to Orolia.

(3) Instruction for Replacing the Self-stripping Strap (P/N S1820512-01)

1. Get the replacement Self-stripping Strap.

2. Fit the self-stripping strap back on the bracket by sliding it underneath in the dedicated slot.

3. Check that the ELT is fitted on the bracket "Flight direction" arrow pointed towards the front of the aircraft.

4. Slide the self-stripping strap through the buckle until white retaining strap fastener grips the self-grip fastener underneath the bracket.

5. Ensure the buckle is correctly positioned (indifferently on right or left side of ELT) regarding the horizontal center line of ELT and firmly adjust and tighten the retaining strap – refer to Figure 4: Buckle position.

IMPORTANT: Once installed in the mounting bracket, the installer must be sure that the transmitter is firmly attached in its bracket by trying to extract it manually, thereby verifying there is no play and that it remains attached when extraction from the bracket is attempted.

CAUTION: “Caution: an incorrect tightening of the hook and loop fastener could lead to an unsafe situation preventing the transmission of the distress message by the ELT.”

6. Set the ELT back to the initial configuration. (4) Instruction to Affix the Inspection Control Label

An inspection control label has been provided with the Self-stripping Strap – Refer to Figure 5.

1. Get the inspection control label provided.

2. Stick the inspection control label on the side of the mounting bracket.

3. Tick the box “Applied” with a permanent marker once the Self-stripping Strap is replaced.

(5) Instruction to dispose of Self-stripping Strap (P/N S1820512-01)

These self-stripping strap (P/N S1820512-01) shall either be:

- returned to the distributor or Orolia S.A.S. to be scrapped at the below address or

- scrapped by the Aircraft Operators or owners if they return a "Scrapping Certificate" (refer to ANNEX 2 – SCRAPPING CERTIFICATE DOC19063B) to either the distributor or Orolia S.A.S.
