EXECUTIVE SUMMARY In partnership with the Kangaroo Island Council, the Department of Planning, Transport and Infrastructure (DPTI) and the Office of the Commissioner for Kangaroo Island, (OCKI) the Kangaroo Island Transport survey was conducted to better understand Kangaroo Island’s transport needs for tourists and residents, and to determine the future demand for transport – the type and frequency of use. The main purpose of the survey was to:

• Identify the transport needs of the Island’s population • Use the results to assist in planning the future transport needs of the Island

This report documents the findings from the Kangaroo Island Transport Survey. A summary of the main findings from the survey is provided below. More detailed results are provided in the main body of this report. Main Findings Tourists

• The majority of tourists/visitors to Kangaroo Island arrive on the ferry with their own transport. This is likely to explain why tourists generally find getting around the Island to be quite easy. Self-drive packages/tours appear to be very well promoted, providing value for money and convenience, which goes a way to understanding why many visitors arrive with their own transport.

• Local, on island transport services are not widely advertised to tourists and from the results of the survey, not widely used.

• From the comments, many tourists stated they would like to see a ride share (taxi/Uber) service made available on the Island and/or a regular bus service.

• When asked how community transport services on KI could be improved, the small number of tourists who found getting around the island difficult or very difficult stated they wanted to see:

o Regular bus services o Sealed roads o Reduced cost of transport services already on the Island

Residents • Like tourists, residents said they travel by car, either as a driver or as a passenger.

Only 3% of residents responding to the survey make use of the transport services. This is mostly due to the convenience and reliability of driving their own vehicles and being able to easily carry items while travelling. Many feel that self-driving is the most convenient choice. They also require regular transport services to remote areas, especially to transport residents who don’t drive, or are elderly or disabled.

• When asked about the transport options available on the Island, residents stated that information about the SeaLink service was easily found but the service was expensive to use and too infrequent. The Rockhopper service rated low for being able to find information about the service and needed to have more pick up points to encourage residents to make it a preference over using a car.

• It was also suggested that services provided by disability/community support groups had very strict eligibility criteria and were not easy to book to align with medical appointments.

Tourist Operators • Of the six surveyed, tourism operators responded to the survey but their comments

identified a need for: o transport closer to venues and a ring route for regular pick ups o improved road conditions

Recommendations From the results and responses, the below recommendations are suggested:

• Collaborate with bus operators for improved service • Consider the Regional Areas Committee structure being piloted in Port Pirie to

better use existing resources

INTRODUCTION At 155 kilometres long and up to 55 kilometres wide, Kangaroo Island covers an area of 4,416 km2 with a population of 4,611. There are more than 5,000 registered motor vehicles on the Island. The tourism industry contributes 64 per cent to the Island’s Gross Regional Product and Kangaroo Island attracts over 200,000 visitors annually:

Kangaroo Island has many transport options available, ranging from private small-group and four wheel drive tours to coach tours that visit the “must see” attractions. Visitors to the Island can take self-drive tours using their own vehicles, or hire a car on the Island through Budget Rent-A-Car and Hertz. SeaLink operates daily coach connections from the terminal at Penneshaw on Kangaroo Island to American River and Kingscote. SeaLink fares range from $25 for children to $49 for adults, with discounts available for residents and online bookings. An initiative of Kangaroo Island Council, the DPTI and OCKI, Rockhopper provides a public transport option for residents and visitors to Kangaroo Island. This service was introduced in March of 2014 and is promoted on the Council website and in the local paper. The survey suggested that it was not widely advertised. It comprises two routes around the Island with SeaLink providing a third option.

SURVEY DELIVERY & RESPONSES The transport survey targeted the following population groups:

• Residents • Tourists/Visitors • Tourism Operators

The survey for residents and tourists commenced on 27 January 2017 until 3 March 2017. Six tourism operators responded to the survey and to gain an understanding of the nature of transport they provide to their tourists and see whether their needs are being met. The table below lists the number of responses to each survey and the channel it was collected:

SURVEY RESULTS – TOURISTS/VISITORS TO KI Reason for visit The majority of respondents identified as coming to Kangaroo Island for a holiday rather than on business.

When planning the survey, DPTI met with Tourism KI that advised that backpackers visiting KI were in need of affordable transport options to get around. From the survey responses collected it is not clear that a large number of backpackers were amongst responders.

Getting to KI Most visitors came across from the mainland on the SeaLink ferry, and the majority with their own car:

Bring your own transport to the Island Most visitors to the Island who came via the SeaLink ferry (without their own transport), used the SeaLink shuttle buses or had friends/family drive them around. Visitors who flew over mostly used private charter buses. Less than 5% of all respondents used the Rockhopper service. Of the visitors who travelled by ferry with their own transport, brought a vehicle that they own.

Your travel patterns When asked to rate how easy they found it to get around the Island (where one is very difficult and five is very easy), fewer than 15% of visitors rated this as difficult or very difficult. More than 65% of visitors found it easy or very easy to get around Kangaroo Island.

Most visitors brought their own car and found it easy to get around. It could be assumed that due to having visited the Island before or having familiarised themselves with options whilst planning their trip, they were prepared for the limited transport options available. For visitors who found getting around the Island difficult or very difficult, the comments made were around:

• A lack of regular bus services • Not enough sealed roads • The high cost of existing transport services on the Island

Transport services used on the Island The majority of visitors to Kangaroo Island arrive with their own transport and use this to get around the Island. Very few made use of Rockhopper, community disability services or hire cars. The high numbers of respondents who used their own vehicle could be attributed to the many Kangaroo Island tourism sites which promote the comfort and convenience of exploring the Island at your own pace in the comfort of your own vehicle.

When analysing the data on how visitors travelled to the Island, those who arrived by air were more likely to travel around the Island on private charter buses, whereas cruise ship visitors were split between hire cars, private charters and SeaLink shuttles. Survey feedback indicated that there is a lack of accessible information about the Rockhopper service, as it is not listed at all on a number of sites. Lonely Planet

Employment Status From the responses to the survey, a quarter of residents are not currently employed, are retired or are stay at home parents/carers. This is in contrast to ABS data hence the results of the survey may not provide an accurate indication of the demographics of all residents on the Island.

Employment Industry Agriculture, forestry and fishing employs more than 15% of the working population of Kangaroo Island residents who responded to the survey, followed by accommodation & food services and retail. 30% of residents who responded stated they are not employed (including retirees and stay at home parents/carers), at school, or declined to answer (paper surveys). For those that were employed, their place of residence and the main employment industries has been mapped and is shown below and displayed in Map 6 “Residents: Industry of Employment” on the following page. Reason for travel and mode of transport used To get around the Island, most residents said they travel by car, either as a driver or as a passenger. Less than 1% of residents make use of the transport services (Rockhopper or SeaLink shuttle) for the below trips:

Residents use the SeaLink shuttle to get to/from the ferry when they are travelling to the mainland.

Times and days of travel From the results of the survey, the majority of residents travel between 9am and 3pm, followed by the morning and afternoon “peak hours” of before 9am and after 3pm.

Reasons for modes used Convenience and the ability to carry items when they travel were the main reasons given for using the mode they do. The below chart shows the top five reasons for preferred mode of transport.

Residents stated that they use the SeaLink shuttle to get to/from the ferry when they are travelling to the mainland. Current transport services When asked if specific transport services met their needs, responses shows that the SeaLink shuttle service rated much higher than the Rockhopper service, and was used by more residents.

Rockhopper KI Council supports the provision of transport services for disadvantaged community members. The Rockhopper service provides public transport around KI and is supported and promoted by the KI Council. Tourists use this service to get to attractions and residents to come into Kingscote for medical and/or social appointments. The Rockhopper service comprises two route services:

Western Route

• Operates in the morning and afternoon on Tuesdays and Fridays • Covers Kingscote, Parndana and Vivonne Bay • Operated by KI Transfers with KI Council responsible for taking the bookings • Dial-a-Ride component within Kingscote/Brownlow area on its days of operation

Eastern Route

• Wednesdays • Covers Kingscote, American River and Penneshaw • Operated and bookings done by SeaLink • Morning and evening Rockhopper times are consistent with SeaLink shuttle times

and coincide with ferry times When asked what would encourage them to use the Rockhopper Service more, an increase in frequency and more destinations on the route were the main choices selected. Other reasons articulated by residents included:

• A bike rack • More pick up points (which could be quite a distance from their residence) • Inconvenience of travelling to designated pick up points (which could be quite a

distance from their residence) and therefore it is more convenient to keep using the car

Residents found information about the Rockhopper service easy enough to understand, but not quite so easy to find:

Comments from customers suggested:

• More advertising was needed on the service as new residents were unaware of the bus service’s existence.

• That they were unaware that the service existed. • An increased social media presence might improve information accessibility.

SeaLink Transfer Service SeaLink owns and operates one of the largest coach, touring and 4WD vehicle fleet on KI and on mainland South Australia. All coaches and vehicles are available for group and charter work. The Rockhopper coach service is operated by SeaLink twice daily between Kingscote, American River and Penneshaw connecting with SeaLink ferry services. A shuttle service operates between Kingscote Airport and the Kingscote town ship. Bookings for both services are necessary. Comparing these results to the SeaLink shuttle service, customers rated the information as easier to find and also easier to understand:

However, the comments about the SeaLink shuttle were based more around the cost of the service and the frequency:

• Too expensive • Not enough services run during the day • Very infrequent and difficult to use it around working hours

Services provided by Disability/Community Support Groups Very few residents stated that they use community transport services provided by disability or community support groups. The comments made about these services supported the suggestion that information about these service is very difficult to find, and the services are not flexible enough to make appointments etc.:

• “The service is not usually available when requested. There is no same day service for appointments (even though medical appointments can only be made on the same day.) There are too many rules about what the transport can be used for.”

• “What services? My belief is that you need to be a client and there is strict criteria. Passenger Network bus was just increasing its use when it was stopped.”

• “No information readily available about what it can provide”

Private charter buses are also not widely used by residents, with most stating they may use them for social events where a larger group of people need to be transported. Comments from Residents Residents were invited to leave a comment on how transport services on Kangaroo Island could be improved. The comments have been summarised and the main categories of responses were:

• More services − hop on hop off bus − wider coverage of destinations, including remote areas − to get to events at night
