1. ThroughthePacificvoiceandtheFijiPresidency,COP23shouldrecognizeintotheUNFCCCprocessthepriorityofclimatechangeintersectingwiththeworldofwork.Thisincludesalleconomicsectors,alleconomicactivities,andallstakeholders(governments,employers,workers,civicsociety).

2. ThisWGshouldcontributetotheadaptationandmitigationcommitteesofUNFCCC–andactivelyparticipateinthereviewprocess.

3. Actionsshouldbedesignedintoworkplacestoincreaseclimateresilienceasitimpactssecurity,peaceandstability.Theimpactofclimatechangeeventscanleadtounemploymentandinternal/externalmigrationwhichaffectbusinessactivitiesandjobsecuritywhichcanleadtoconflict.

4. Financial mechanismsandinterventions(GEF,GCF,multi-funding)shallincludedecentlocalemploymentgenerationandskillsdevelopmentasakeytargetforalltheinvestmentsgeneratedtomitigateandadapttoclimatechangewhilereducingunemployment,particularlyforyouth,womenanddisadvantagegroups.

5. Vulnerablesectors(e.g.agriculture,tourism,buildingandconstruction,fishing,water,health,transport)thatoperateunder5metresoverthesealevelorintheriverbankswillneedadedicatedjusttransitionplanningtoassistwithbusinessrelocation,employmentmobilityanddisplacementinsomecases.Dedicatedfinancialresourcesshouldbeallocatedtodesignincentivestogetherwithlocalstakeholdersthatcanincludelocallyacceptablepractices(culturalaspects)forvulnerablecommunitiesandinformalworkersintotheprocess.

6. TheJusttransitionframeworkshallbeappliedtohighemittersandhighpollutingindustrysectorstoplanforemploymentmobilityaseconomicactivityinthesesectorsdecrease.

7. Dedicatedplanningshouldbedevisedtotakeadvantageoftheopportunitiesfordecentjobcreationandgreenentrepreneurship activitiesinalleconomicsectorsbutparticularlyintheenvironmentalgoodsandservicessectorwhichcanbothhelptomitigateandtoadapttoclimatechange.

8. TheWG,asinitiatedinthePacificshallbeinclusiveinthespiritoftalanoa andincludegovernments(Ministriesoflabour,environment,others,employers,workers,andotherstakeholderswithalsospecializedUNagenciessuchasILO. 17
