He congratulated the graduands and urged them to join him in charting a new course for the nation, stressing “together we can work to reinvent our country and negotiate better tomorrow for all.”In his address at the ceremony, the Minister of Education, Mallam Adamu Adamu said that the government is committed to strengthening the capacity of the polytechnics to train competent persons capable of contributing to the social, economic, industrial and technological development of the nation. He reiterated that Technical and Vocational Education and Training (TVET) is the ultimate solution to the problem of unemployment in the country.The Minister urged polytechnics and other institutions of higher learning in the country to develop career guidance that will enable the youth to engage in lifelong learning and development as well as key into the transformation agenda of the Government because it has a major role in the area of TVET. He said that the youth cannot be useful in the task of nation building unless they acquire the skills and technical knowhow considering the fact that development of a nation depends on its youths which consti tute the bulk of the workforce.

Umaru Tanko Almakura, Governor of Nasarawa State; Ambasador Muhammad Buba Ahmed (Magajin Garin Nasarawa), former Minister of Sports; High Cheif Ikechi Emenike, a philanthropist; and Sen. Abubakar Danso Sodangi (Dan Malikin Nasarawa, Jarman Lere).A total of 20,302 graduands comprising 6,451 Higher National Diploma (HND), 9819 National Diploma (ND) and 4031 Diploma were awarded diplomas and certificates in various courses run by the polytechnic for the combined convocation for the 2013/2014, 2014/2015 , 2015/2016 and 2016/2017 academic sessions.

Rector added that institutions have a role to play in ensuring that the curriculum contents of the polytechnic which focus on science, technical and skills acquisition is practically accomplished.According to him, the polytechnic has taken the bull by the horns in addressing the challenges facing the institution among which is the convocation ceremony which was last done in 2013. restoring growth, investing in our people, and building a globally competitive economy.He also stated that Nigeria has successfully drawn up and commenced the implementation of a sectoral framework for skills development under the Nigerian Skills Qualifications Framework (NSQF), which he said provides a system for the promotion, standardization and recognition of working skills irrespective of where or how the skills are acquired.Mal. Adamu said the NSQF being a sectoral framework is only a p r e c u r s o r t o t h e n a t i o n a l

Qualifications Framework (NQF) that will incorporate all education and training achievements both in the formal, informal, and non-formal training sectors. He said the national Framework will integrate in a competency–based training and a s s e s s m e n t s y s t e m , a l l qualifications available in the country and allow seamless transition among the various institutions that are available in the different sectors of the economy. According to the Minister, “What it requires today is that, in line with African Union's Continental Strategy for Technical and Vocational Education and Training, CAPA must seek to undergo – and engender a continental – paradigm shift on TVET”.To attain the paradigm shift on TVET, the Minister said African countries must first strive to restore glory to the image of TVET; and ensure and coordinate the emergence of effective continental partnerships to support the development of human capital for sustainable development.The Minister who declared the conference open on behalf of Nigeria's President, Mohammadu Buhari GCFR, said the Federal Government of Nigeria has laid out its new Economic Recovery and Growth Plan 2017 – 2020 (ERGP) as its strategy for economic growth and sustainable development. required in industry.In her goodwill message, wife of Nigeria's President, Mrs. Aisha Buhari who was represented at the event by the former Minister of Science and Technology, Mrs. Pauline Talen, gave the assurance of her commitment to the promotion of education in the country. Sir Joseph Ari, the Director General/CEO of Nigeria's Industrial Training Fund (ITF) who delivered the conference's keynote address expressed the need for Africa to develop technologically and industrially as identified by the UN G e n e r a l A s s e m b l y w h i c h proclaimed 2016 – 2015 as an industrial decade for Africa.Dr. Ari noted that to achieve this g o a l a n d t h e S u s t a i n a b l e Cont. on Page 15

theme: “Funding of Education for the Achievement of Education 2030 Agenda”. was held in Abuja from

The meeting had two sessions, Official Session and the Ministerial Session.The Ministerial Session was presided over by the Honourable Minister of Education, Mallam Adamu Adamu and supported by the Honourable Minister of State for Education, Prof. Anthony Gozie Anwukah and the Deputy Governor and Honourab le Commissioner for Education, Science and Technology, Kano State, Prof. Hafiz Abubakar. Other members of the Council at the Ministerial Session were the State Commissioners for Education and the FCT Education Secretary.The Ministerial Session was preceded by a two-day Officials' Session which was chaired by the Permanent Secretary, Federal Ministry of Education, Arc. Sonny S.T. Echono held at the NICON Luxury Hotel, Abuja and supported by the Director, Educational P l a n n i n g , R e s e a r c h a n d Development (EPR&D), Federal Ministry of Education, Dr. (Mrs.) Chioma C.J. and Vocational Colleges; and that t h e p r o c e e d s f r o m t h e commercialization of the products from the production units of Technical and Vocational Colleges be ploughed back to the Colleges.The Council further approved the r e - e s t a b l i s h m e n t o f S t a t e Education Development Fund (SEDFund) and other funds to create additional but sustainable funding source to improve education service delivery in post-basic schools for the achievement of 2030 Agenda; and the development of a frame work that w i l l d r i ve Pub l i c P r iva t e Partnerships in the establishment, management and administration of Vocational Enterprise Institutes. On suggested sources for adequate funding of education in Nigeria, the C o u n c i l a p p r o v e d t h e establishment of Education Bank and Students Loan Boards by States at concessionary interest rate to allow students easy access to fund; that Education Fund should be established by all States of the Federation with special emphasis on funding Teacher Development and Secondary Education; the Establishment of a Special Intervention Fund for persons with

Special Needs; that investments in education should be tax deductible; that contracts and other financial transactions should be taxed to fund education; that revenue generated from FME Parastatals should be ploughed back to the Education Sector; and that right conditions should be created for Alumni to plough back to their Alma-mater.Council also approved the Hosting Roster for 2019 – 2023 as follows; 2019: Bayelsa, Oyo and Traba States; JCCE Reference, JCCE Plenary and NCE meetings respect ively; 2020: Enugu, Adamawa and Ekiti States; JCCE Reference, JCCE Plenary and NCE Meetings respectively; 2021: Benue, Abia and Lagos States; JCCE Reference, JCCE Plenary and NCE Meetings respectively; 2022: Cross River, Yobe and Ebonyi States; JCCE Reference, JCCE Plenary and NCE Meetings respectively; and 2023: Zamfara, Delta and Ondo States; JCCE Reference, JCCE Plenary and NCE Meetings respectively. The meeting's communiqué was adopted by the Council by a motion moved by Gombe State and

ndseconded by Rivers State on 2 August, 2018.

Delegates took time to l o o k a t t h e M i n i s t e r i a l Memoranda, Reports from the Reference Committees, FME Parastatals, States and the FCT respectively.After extensive deliberations on all the Memoranda presented to the Council and other issues on how to improve Nigeria's Education Sector the Council among others approved the National Policy on Open Educational Resources (OER) for Higher Education in N i g e r i a f o r i m m e d i a t e Implementation; the separation of Christian Religious Studies (CRS) Curriculum, Islamic Studies (IS) Curriculum and National Values Curriculum for implementation in Primary and Junior Secondary Schools nationwide; the teaching, learning and assessment of Christian Religious Studies (CRS), Islamic Studies (IS) and National Values as stand-alone subjects at the basic education level.Other approvals included; that Federal, States, the FCT and relevant Stakeholders collaborate to develop a policy on safety and security in schools; the draft National Policy on Science and Technology Education be adopted as amended, for use by all education stakeholders; that Governments, stakeholders and the p u b l i c t o p a t r o n i z e a n d commercialize the products from the production units of Technical

Masa'udu Adamu Kazaure has canvased for a system of skills training that ensures that all types of skills for employment are recognized and benchmarked on a common framework.Dr. Kazaure who wants a paradigm shift in skills training from the conventional Technical and Vocational Education and Training (TVET) to institutionalization of National Skills Qualifications Framework (NSQF) said the NSQF is fundamental to the recognition, validation, certification and h a r m o n i z a t i o n o f s k i l l s qualifications acquired from different learning environment. In a PowerPoint presentation on “Promoting Impact of TVET th rough Deve lopmen t and Harmonisation of Occupational S t a n d a r d s a n d Vo c a t i o n a l Qualifications Frameworks” at the 2018 Commonwealth Association of Technical Universities and

thPolytechnics in Africa (CAPA) 40 Anniversary Conference held in Abuja, Dr. Kazaure said the challenges facing the development of TVET in Africa can be addressed th rough the p romot ion of Vocational/Skills Qualifications Framework.He highlighted the factors h a m p e r i n g t e c h n i c a l a n d professional skills capacity building systems in Africa to include; Poor relations with the labour market, Weak private sector participation, Out-dated curricula, Skills mismatch, Low access and poor infrastructure, Low funding and lack of supportive policy, Lack o f t r a i n e d p e r s o n n e l a n d inadequate programmes.He therefore argued that these challenges could be addressed t h r o u g h Vo c a t i o n a l / S k i l l s Qualifications Framework; a

concept which according to him, emphasis a shift from a centralized, public sector, state-controlled system to a decentralized, regulated, and partnerships based learning and training system.Explaining further, Dr. Kazaure said t h a t N a t i o n a l Vo c a t i o n a l Qua l i f i ca t ions (NVQs) a re competence-based qualifications which demonstrate that the holder has the nationally benchmarked skills and aptitude required to perform the job in question; and which could provide avenues for upward progression in the labour market and into higher level education and training routes if desired; and which are also designed on the basis of 'National Occupational Standards' (NOS), which define the standards of p e r f o r m a n c e r e q u i r e d f o r competence in an occupation”.The Executive Secretary noted that Africa can achieve substantial progress in building the skills of its workforce if countries can make hard choices of investing in skills to optimize overall productivity growth (Skills for persistent non-wage, informal employment versus skills for catalytic and higher productivity sectors), and investing

stakeholders to include; Training Providers/Centres, which are responsible for training, assessment and registration of prospective c a n d i d a t e s / t r a i n e e s f o r certification; the Awarding Body, which is responsible for developing standards for the qualifications they are awarding certificates for; Sector Skills Councils (SSCs), which are group of industry professionals in specific sector in the world of work responsible for generating standards for qualifications in accordance to emerging trend in the industry or world of work; and the Regulatory Authority, which is the umbrella under which National Skills Qualification operates. The body also has database of every registered candidate, qualified assessors, verifiers awarding bodies, and other professional working in the Framework.He added that institutionalizing Skills Qualifications would also r e q u i r e a L e g i s l a t i v e a n d Governance Framework, which ensures effective management and coherence of training provision across the entire spectrum of skills training; Quality and quality assurance, this assumes critical

he Kaduna Polytechnic Chapter of Women in TTechnical Education and

Employment (WITED) held her maiden National Conference recently to further enhance the part icipat ion of women in Te c h n i c a l a n d Vo c a t i o n a l Education and Training (TVET).The three day conference with the theme ''Care for the future'' which was held at the main campus of the Polytechnic in Kaduna also aimed at exploring more job opportunities and ensure sustainable lifestyle for women.In a goodwill message, the Executive Secretary of the National Board for Technical Education (NBTE), Dr. Masa'udu Adamu Kazaure expressed the Board's readiness to continue to support the involvement of women in TVET towards creating more jobs and ensuring sustainable lifestyle for women.Dr. Kazaure who described the dearth of women participation in TVET as worrisome, noted that the population of women participating in technological programmes is less than 10%. He further noted that available statistics show that Kaduna Polytechnic has less than 30% female academic staff with a lower percentage of them involved in technical work.According to him, the involvement of women in TVET must be addressed at the early stage of enrollment in school. “This can be tackled by addressing the challenge of low child enrollment in primary and secondary levels of our education” he noted.He stressed that WITED and other stakeholders must embark on massive sensitization campaign through outreach programmes to

schools and holding town hall meetings to reach parents so as to disabuse their minds of biases against women participation in technical/technological field of study.The Executive Secretary who was represented by Engr. Jeremiah Emokhare, a Deputy Director in the Board, reiterated the Board's con t inuous suppor t to the involvement of women in technical fields of learning stressing that “Having Nigeria become one of the first 20 economies in the world may not be possible without significant n u m b e r o f w o m e n f u l l y participating in TVET”.The lead paper presenter, Dr. (Mrs.) Dorcas Adeagbo in a paper titled “ Te c h n i c a l E d u c a t i o n a n d Employment for Women in Nigeria: A Path Way to Sustainable Care for the Future” stated that the conference will afford opportunity to review the importance of t e c h n i c a l e d u c a t i o n a n d employment of women in caring for the future of the country.Dr. Adeagbo who described the theme of the workshop as timely, noted that sustainable care for the future has become a global phenomenon which must be in front

with the Commonwealth of L e a r n i n g ( C o L ) h e l d a stakeholders' meeting to further review and fine-tune the draft policy and come up with the final national policy/strategy and procedures on Open, Distance and Flexible e-Learning (ODFEL) for the Nigerian TVET sector.While declaring open the three-day meeting which was held at the NBTE Centre of Excellence (CoE) for TVET in Kaduna, the Executive Secretary of NBTE, Dr. Masa'udu Adamu Kazaure said that when the review process is completed, the Board would provide copies of the documents to all stakeholders as well as ensure that the ODFEL Policy and Strategy is ratified and implemented throughout the TVET sector.Dr. Kazaure who was represented at the meeting by the Director of Vocational Technical and Skills D e v e l o p m e n t D e p a r t m e n t (VT&SD) of the Board, Engr. A b b a t i D a w a k i n - K u d u M o h a m m e d s a i d t h a t t h e documents, which have been submitted to the Governing Board of NBTE for noting, would be forwarded to the National Council on Education (NCE) for approval.“Once approved by the NCE, the policy would be a national document available for usage and implementation by all relevant stakeholders in the country”, he added, disclosing also that 29 Polytechnics have already been recommended to commence the Open, Distance and Flexible e-Learning (ODFEL) in Nigeria.Dr. Kazaure stated that the Open learning, distance education and flexible learning are teaching and flexible e-learning approaches that focus on opening access to

education and training provisions, freeing learners from the constraints of time and place thereby offering adaptive and flexible learning opportunities to individuals and group of learners. In his explanation, “Open, Distance and Flexible e-Learning (ODFEL) refers to a system of teaching and learning characterized by separation of teacher and learner in time and/or space; the use of multiple media for de l i ve ry o f i n s t ruc t i on o r instructional materials; involves two-way communication and occasional face-to-face meeting for tutorials and learner-learner interaction”.In a remark, the facilitator of the meeting and Consultant of the Commonwealth of Learning, Dr.

Philips Uys commended the NBTE for providing alternative learning opportuni t ies in the TVET institutions.He noted that with the advantages of modern technologies, institutions can leverage on the benefits to expand access to education without inhibitions.Also speaking, the representative of the Director, Centre of Excellence for TVET, Mr. Jeremiah Emokhare who expressed the appreciation of the Board to all stakeholders at the meeting, noted that there was no better time to widen access to education than now considering the number of students seeking tertiary education annually. He commended the Board for ensuring that TVET institutions are not left behind.

In a goodwill message, the representative of the M8 Global Network, Dr. Lovedays Egbedion described the initiative as novel. He noted that the project will reposition the educational system for global competiveness.O b s e r v a t i o n s a n d recommendations were made at the end of the stakeholders meeting in which participants made valuable contributions to add value to the document and ultimately to the proposed ODFL Policy.

The participants who noted that the introduction of ODFEL in TVET will expand access to education as well as create the required and skilled manpower need for the country further resolved that all relevant and critical stakeholders should be identified and involved in the processes that will lead to the actualization of ODFEL in TVET institutions in the country. They reiterated the need to develop a comprehensive Human Resource Information Systems for TVET; need to encourage institutions to

design and develop Institutional Policy and Strategy on ODFEL based on the NBTE template; need for synergy and resource pooling among stakeholders; need for more advocacy and sensitization to increase awareness of ODFEL in TVET institutions across the country; NBTE to strengthen Learner Support Services in TVET institutions as well as called for an expanded stakeholders meeting to d i s c u s s a c t i o n p l a n a n d implementation strategies in due course.

E x c e l l e n c e f o r T V E i n collaboration with the Librarians Registration Council of Nigeria (LRCN) has organized a three-day training workshop to equip l ibrar ians and informat ion managers of TVET institutions with basic knowledge and skills required to meet the current ICT needs of library users.Addressing participants at the opening of the workshop, the Executive Secretary of NBTE, Dr. Masa 'udu Adamu Kazaure commended the efforts of the Board's Centre of Excellence for TVE and the LRCN in organizing the workshop which he described as timely, noting that the Board was determined to build the capacity of Librarians and information managers in the TVET sector for sustainable service delivery.Dr. Kazaure who was represented at the occasion by the Director, Vocational, Technical and Skills Development of the NBTE, Engr. in re-training, re-tooling and re-engineering the professionals and the profession.'Our role as a Council would be continuing in capacity building of librarians to prepare them for massive deployment of e-libraries in the country'' he added.While urging government at all levels to equip TVET institutions with the requisite library facilities, Prof. Afolabi noted that librarians are major stakeholders that can bring about the definite change needed in the education sector.In a communiqué issued at the end of the workshop, participants noted that e-Library has become a n e c e s s a r y r e q u i r e m e n t f o r educational system around the world therefore, sustainable funding is required in the area of e-Resources subscription, acquisition and deployment of infrastructure, t ra ining and re- t ra ining of Librarians and library staff in electronic resource management to efficiently deliver information services to the users. And that the e-Library is a veritable facility for the i n t e n d e d F l e x i b l e S k i l l s Development/Tertiary Institution e-Learning Resource Project.Participants therefore resolved that more practical sessions and case studies of successful e-Libraries be included in subsequent workshops,

organizers should spread the venue for the workshop to cut across the geo-po l i t i ca l zones in the subsequent workshops, LRCN and N B T E s h o u l d o r g a n i z e a curriculum review exercise of ND and HND that will comprise more of ICTs concepts,NBTE shou ld exp lo re t he possibilities of building consortium amongst the TVET libraries considering the huge financial constraints faced by the institutions and Heads of TVET institutions libraries are encouraged to explore off-line e-library services.Participants further recommended that Heads of TVET institutions libraries should explore Open Access resources in order to enrich their library collections, National Library of Nigeria (NLN) should as a matter of policy make the submiss ion of e -copies of publications collected as legal deposit in order to enrich our national (local) content of e-resources, and commended the role o f T E T F U N D i n L i b r a r y Development in Nigeria.Participants however lamented the downward trend in the allocation of Library Intervention Fund by TETFUND which they said is having negative effect on Library operations and called on NBTE to intervene on behalf of TVET Libraries.

of the country and can serve the interest of every Nigerian this he said informed the decision of the group to honour Dr. Kazaure who has distinguished himself in various callings.In his response, the Director Vocational, Skills and Technical Education Department (VSTD) of the Board, Engr. ADK Mohammed who received the visitors on behalf of the Executive Secretary commended the team for the visit. He said that the award is well deserved as it is a privilege to be awarded as an Anti-Corruption Ambassador. He added that the NBTE will continue with its legacies of fairness, transparency and corruption free.He called on the group to be just in

their entire endeavour because the future is in their hands and also urged them to go by the books and be corruption free which will solve the major problem of the country.In his remark, the Chairman of the Board's Anti-Corruption and Transparency Unit, Arc. Kabir Dayyabu advised the corps members to be upright in their doing. public servants also lamented insufficient funds to sponsor more staff for anti-corruption training.He said the Board recently hosted the NYSC Anti-Corruption club while the Federal University Dutsinma will soon pay a familiarization visit to the Board and expressed the hope that the cordial relationship between the
