Apprentices from other open-shop programs, including the National Black Contractors Association, also would be shut out of work. In addition, local, small, emerging, and minority-owned businesses will find it difficult to bid city work. On Wednesday afternoon, the Rules Committee will have a second reading of the proposal, which was first considered on May 12. At that time, the committee was split 3-2 to move the issue forward for a second reading. If it passes the Rules Committee, it will be sent to the full City Council for consideration to place it on the November 3 rd ballot. Call to Action The proposed ballot measure to repeal Proposition A flies in the face of the voters' intent of the Proposition, and the five members of the City Rules Committee must be reminded of that, as well as the impact if Proposition A is repealed. Paycheck Protection Program Improvements Will Save Many Construction Jobs And Protect Construction Employers

Last week, the Senate passed and the President signed the AGC-backed Paycheck Protection Program Flexibility Act (H.R. 7010). Thank you to those who sent emails to Senators Feinstein and Harris asking for their support.

The CEO of the Associated General Contractors of America, Stephen E. Sandherr, issued the following statement in reaction to its passage: This new law improves upon the original Paycheck Protection Program by extending the coverage period to 24 weeks, revising the ratio of percentage of expenses allowed to be forgiven up to 60% payroll costs and 40% non-payroll, extending the maturity period for the loans from two years to five, and allowing loan recipients to defer payroll taxes through the end of 2020. Its enactment will save many construction jobs and allow thousands of construction firms to remain in business.

Having fixed several problems with a measure designed to help firms survive, it is time for Congress and the President to put in place measures to rebuild our economy. These measures include providing liability protection for contractors and other businesses that are taking steps to protect workers from the coronavirus, new infrastructure funding, and measures to stimulate broader, private-sector demand for construction and development."

SDSU Construction Management Major Close to Becoming a Reality Kate Carinder, SDSU Senior Director of Development, College of Engineering Working closely with construction industry leadership, SDSU is in the final stages of approval for the Construction Management Major (CONM) in the College of Engineering. "This has been a long time coming, but it is happening. Coursework was approved by the SDSU Senate last year and is now in its second review with the California State University System Chancellor's Office (CO)," said Thais Alves, Associate Professor and AGC, Paul S. Roel Chair in Construction Engineering and Management at SDSU. According the Janusz Supernak, Professor and Chair of the Civil, Construction and Environmental Engineering Department at SDSU, once the CONM is implemented, the J.R. Filanc Construction Engineering and Management Program will be one of the few in the nation to offer CONM and CONE majors, and both will be housed in the College of Engineering. The program will seek ABET accreditation. The CONM has great potential to thrive in association with other existing majors/fields of study at SDSU such as Real Estate and Interior Architecture. CONM students will take all CONE courses related to: Construction & Culture; Construction Concepts and Building Codes; Construction Methods; Virtual Design and Construction; Analysis and Design of Construction Operations; Construction Ethics, Law, and Contracts; Scheduling; Estimating; Principles of Engineering Economy; Project Management and Safety, and Financial Accounting. CONM students (ONLY) will take additional management related courses: Fundamentals of Construction Management; Management and Organizational Behavior; Project Controls; Preconstruction Management. Electives include: Environmentally Conscious Construction; Human Resource Management, Introduction to Operations and Supply Chain Management; Real Estate Principles; Real Estate Development. "Once the CONM is approved by the CSU system, the program can start recruiting students for the first class to start within two years. A big plus is that current students already admitted to SDSU will have the option to switch majors by taking courses before the first class is admitted," said Alves. "The goal is to recruit 20 students in year one, with an expected growth of 20 per year for an overall goal of 100 in the first five years." After that, SDSU plans to

establish a minor in Construction Management for engineering students. In an effort to help SDSU attract and retain the best and the brightest faculty for CONM, AGC San Diego has provided leadership and a $700,000 gift toward a goal of $2.5 million to establish the AGC Chair in Construction Management. According to Alves, having the AGC Chair campaign in full swing and on its way to being fully funded really let the CSU system know that SDSU was serious about establishing the program. Many requests come to the CSU system, but most come without funding. The AGC Chair campaign is a big win all the way around. With support from the industry, SDSU had already raised about $300,000 during a previous attempt at establishing the program several years ago. In addition to that and the AGC gift, Harper Construction and Marathon Construction have each contributed $100,000 to the campaign. "SDSU is very fortunate to have Jim Ryan, Eddie Sprecco and Mark Filanc providing leadership for the AGC Chair campaign," said Supernak. "Industry leadership, especially the AGC San Diego Board of Directors, has always been a big part of SDSU's success." working. The key to safety, though, is to not be so focused on the new area of concern, that we forget about the ongoing issues that are always posing challenges. Below is a perfect example of an area that needs our attention, with or without an ongoing pandemic. Please take a moment to see how our members are challenging Cal/OSHA to update their standards in order to keep our employees safe on the job site when working with rebar columns. During a discussion at our Safety Committee meeting, several members agreed that a specific Cal/OSHA standard should be updated to reflect safer practices for rebar columns. The current standard (1711) states "Reinforcing steel shall not be used as a guy or brace." However, over the past decade, it has become an industry practice to use rebar for internal bracing for the purpose of stability and worker safety. Yet, according to staff at Cal/OSHA, based off their existing standard, this industry practice is illegal and could be cited. In order to raise awareness of and prevent Cal/OSHA from thwarting it, the safer practice of internal bracing was addressed in a petition sent by member, Reese Fortin of Sundt Construction. In her petition, she showed that contractors, including Sundt, prefer to use internal bracing in lieu of guying/external bracing when possible. She also referred to a lengthy California Department of Transportation Study done at the University of Nevada, which shows that internal bracing creates greater column stiffness, which reduces the potential for column cage failure and collapse.
