The Board of Trustees met in the Board room at 9:00 a.m. on June 4,

1951, with the following members present: Simpson, Reed, Del Monte,

Burwell, Sullivan, Patterson, Brough, Jones, and ex-officio, Stolt.

Absent were: McCraken, Hansen, Nel<ton, Bush, and ex-officio, Barrett

and lfumphrey.

President Simpson informed °the Board that President lfumphrey was in

the hospital and I<auld be unable to attend the meeting of the Board. It

was decided, however, that the Board would meet following the Commence-

ment luncheon to act on routine matters which could properly be considere

in President Humphrey's absence.

Mr. Del Monte moved, Mr. Burwell seconded, and it was carried that

degrees be awarded to the candidates listed herewith, totaling 575 for

the fall, winter, and spring quarters of 1950-51.

APPOINTMEl1SConsidering the recommendations in the President's Report, attention

was given first to appointments. Mr. Sullivan moved, Hrs. Patterson

seconded, and it Has carried that the following appointments be approved:

1. Mr. Berger A. Strand as Assistant County Agent in Park County,

effective Jtme 1, 1951, at a salary rate of $3,600 per year.

2. Hiss Irene R. Payne as Service Chemist in the Department of

Research Chemistry, with the rank of Instructor, effective July 1, 1951,

at a salary of $3,960 for eleven months' service.

3. Mr. Otto Snarr, Jr, as Supervisor of Extension Classes in the

Division of Adult Education and COIIlJl[JIlity Service, with the rank of

Instructor; effective September 1, 1951, at a salary rate of $4,140 for

the academic year 1951-52,

4. Mr, John Bert Barnes as Supervisor of Extension Classes and Com­

munity Service in the Northeast Agricultural Jtmior College, with the

rank of Instructor, effective September 1, 1951, at a salary rate of

$3,840 for the academic year 1951-52.

5. Mr. Albert C. Conger as Director of the Southeast Center and Conger

Supervisor of Extension and Community Service, with the rank of Instruc-

tor, effective September 1, 1951, at a salary of $4,368 for the academic

year 1951-52,

6, Mr. Robert J, Justus as Director of the Wyoming Union, effective Justus

July 1, 1951, at a salary rate of $4,800 for eleven months' service.

Mr. Del Honte moved, Hr. Reed seconded, and it was carried that LEAVE OF ABSENCE

Mrs, Verna J, Hitchcock be granted a sabbatical leave for the period Hi tchcock

July 1 to September 1, 1951, in order that she may attend Cornell Univer-

sity from July 2 to August 11 and, during the remainder of the leave,

visit home economics departments at the University ofMarjl.and, the'Ohio

2. Department of Guidance. Mr. Del Honte moved, HI'S. Patterson

seconded and it Has carried that the amount of $75.00 be appropriated to

permit purchase of necessary supplies for continuance of the Child Guid-

ance Clinic during the summer of 1951.

3. Deoartment of Animal Product; on. In order to meet the Univer-

sity's obligation for furnishing milk to stock Farm employees during the

period when the University's herd is under inspection for tuberculosis,

Hr. Jones moved, Hr. Brough seconded, and it >las carried that Experiment

Station estimated sales be increased by $768.00, that Stock Farm esti-

mated sales be increased by $768.00, that the authorization for part-

time employees of the Animal Production Department in the Experiment

Station be increased by $562.00, and that the authorization for part-time

employees of the Animal Production Department in the Instruction budget

be increased by $974. 00. It shall be understood that this increase in

>lages to Stock Farm employees is in lieu of milk due them as compensation

and shall be continued only until such time as milk is a.gain available

from the University's herd.

Beard approve the following amendment to Paragraph (2) of Section 11-1.2

(c) of the Regulations of the Beard of Trustees and Section III, e, 3, (b

of the Regulations of the University Faculty with regard to the member-

ship of the President 1 s Advisory Committee:

"Each college or school shall be entitled to one representative,if a member of the staff meets the eligibility requirementslisted above, except that the College of Liberal Arts shall beentitled to two representatives. Deans of colleges or schoolsshall not be eligible for election."

Mr. Del Monte moved, Mr. Brough seconded, and it was carried that

the following regulations of the College of Liberal P.rts ,,"ith regard to

faculty appointments and promotions for that College be approved:

C. (13-1.1 through 13-10.6) Faculty Appointment and Promotion.

1. Policy

It shall be the policy of the College of Liberal Arts ofthe University of Wyoming that faculty members will beadvanced in rank as rapidly as (a) they meet the require­ments, later defined, for the higher rank, (b) the needfor a staff member (additional or replacement) in thehigher rank develops, and (c) the budget permits. Noactual or implied table of organization limiting the num­ber of faculty members holding any rank will be set up.

2. Criteria to be Considered in Promotion

a. Preparation. The attainment of an ea....."ed doctor'sdegree shall be the standard preparation for Universityteaching in the departments of the College except asotherwise provided. While the doctor's degree isaccepted as the standard of preparation it must berecognized that exceptional cases may arise in whichan individual may be qualified for the highest rankwithout having any academic degrees.

b. Teaching Ability

(1) Ability to organize the knO\<1edge of one's fieldand to correlate it with life problems.

(2) Effort to keep abreast of new developments in thefield.

(3) Ability to arouse interest and response fromstudents.

Instructor:

Instructors shall have a master's degree and at least oneyear of additional study or of professional experiencein the field in Yhich the instructorship is granted.

Assistant Professor:

a. Doctor's degree, with evidence of continuing interestin scholarly activity in his field,

b. Four years of college teaching experience.

Associate Professor:

a. Doctor I s degree,

b. A total of at least seven years of successful col­lege teaching,

c. Achievement in scholarly activities,

d. Ability to motivate or direct scholarly activity instudents.

Professor:

Qualifications those of Associate Professor plus in­creased emphasis on academic distinction as recognizedboth on and off the campus, and therefore as contributring to the influence and prestige of, the Universityof }/yoming. Establishad reputation as a teacher andscholar.

The weight assignad to each criterion in the several rankswill vary with the individual.

To meet unusual situations or to recognize an outstandingindividual exceptions to the above requirements may be made.

For the inform...ation of the Board, President Humphrey had included

in his report a letter from Va-. L. G. Meeboer, Business ~!anager, indicat-

ing that the Stearns-Roger Manufacturing Company would be unable to

install switchgear in the POl·/er Plant before August, 1952, and also that

no detailed plans and specifications had been prepared by that firm, but

that they would be Willing to give to any engineer the University might

select such date as they have to help him complete the necessary work.

Hr. Sullivan moved, 111'. Jones seconded, and it was carried that the

Board approve the budget requests for full-time personal services in the

NorthHest Center, the Northeast Agricultural Junior College, rod the South

east Center, all of Hhich Hould be paid from Deposit Liabilities except

for the portions of salaries Hhich would be paid from Extension Classes

and Camnnmity Service funds. In connection Hith the discussion of the

budget requests for the Centers, President Simpson brought up the ques-

tion of Hhether or not it is desirable to have salary vouchers for Center

submitted to a member of the Board of Trustees for signature prior to

payment. It was his opinion that such a procedure ,<as unnecessa.ry and a

Haste of time. HI'. Sullivan moved, 111'. Jones seconded, and it ,JaS carrie

that this practice be discontinued and that said vouchers be submitted

directly to the University Business Hanager for payment.

There was some discussion of the insurance progress report prepared

in the office of the Business Hanager. Since the report contained some

recommendations for expenditures, however, it was decided to defer oon-

sideratian of the report until President Humphrey could be present for

the discussion.

Hr. L. G. Meeboer, Business Manager, submitted a report from J·lT. C.

Jensen, Superintendent of Buildings and Grounds, indicating Hr. Jensen's

estimated cost of la.'1dscaping around ,lyorning Hl.ll to be $6,342. Since

no detailed plans Here presented, no action Has taken by the Board.

In the Addendum to the President's Report, consideration was given

first to appointments. Jolr. Sullivan moved, Mrs. Patterson seconded, and

it Has carried that the following appointments be approved:

1. 111'. Dean R. Robinson as Assistant County Agent-at-large, effec­

tive June 5, 1951, at a salary rate of $3,600 per year.

Exneriment Station. Mr. Reed moved, Hr. Brough seconded, and it was

carried that the Board approve the recommendation of Dean H. M. Briggs

that a~ additional $500 from Regional Research money allotted "to the

Experiment Station be appropriated to the Supplies budget of the Animal

Production Department and that the vlool Department budget be reduced by

$200 to take care of the reduction in Regional Research money allotted to

that Department.

University's power needs as previously authorized by the Board. Accept--

ance of this contract had been approved by Mr. Reed, Hr. Burwell, and

Mr. Jones, members of a committee appointed for that purpose.

Mrs. Patterson and Hr. Del Honte reported on the meetings which they NURSllIG SCHOOL Snm.,:;

had attended in Casper and Rock Springs respectively in connection with

the study of the best location for the two nursing schools to be estab-

lished under authorization of the Legislature. They indicated that tie

final report should be ready for presentation to the Board of Trustees

some time during the month of Jtme and that plans should be completed so

that the schools can begin operation in the fall of 1951.

At 5:15 p.m. Hr. Del Monte moved, Mrs. Patterson seconded, and it

was carried that the Board recess and await a call from President HumphreJ

for the next meeting, and that the annual election of officers be deferr'"

until that time.
