472 5,635.25Program Description:The At Risk-The Co-occurrence of Child abuse, Animal Abuse, and Domestic Violence was

provided by Betsy Goulet. It was lecture format for people who work in fields which include domestic violence issues.

Incoming State’s Attorneys Conference is a general orientation course for newly elected State’s Attorneys.

The Advanced Trial Advocacy Program is a five day training for prosecutors who have at least four years experience or have tried at least 10 felony trials to verdict. The format is trial simulated. A course problem is sent to the participants in advance in order to “prepare for the trial”. Several hours of “trial simulated” exercises give the faculty an opportunity to critique the students on a one on one basis. The program is also approved for Capital Litigation. New initiatives for Spring Program included the availability of Courtroom presentation equipment for the first time.

The “Hot Tips for Prosecutors” was a program covering critical issues for courtroom prosecutors conducted by Judge Steigmann and Judge Shanes at the University of Illinois College of Law.

The Basic Trial Advocacy Program is a 5 day program patterned after the National Institute for Trial Advocacy programs, and is geared toward teaching effective trial technique in a learning-by-doing atmosphere. This program is for prosecutors with little experience in the courtroom. Students are assigned a hypothetical case that they will prepare to prosecute. The performances of all participants are videotaped and critiqued by experienced instructors. Innovations for the Spring Program included transmittal of case materials and trial exhibits in digital format, updated predicate question materials, modifications to the problem to incorporate a child witness, additional training modules for Domestic Violence prosecutions, Jury Selection and Courtroom presentation technology.

The Capital Litigation Program is a program for prosecutors in capital litigation. It is 13 hours of MCLE credit and is approved for Capital Litigation certification credit. It is all lectures.

“Ethics: The Movie” is a nationally recognized program incorporating a movie-based scenario followed by a jurisdiction specific lecture oriented to prosecutors, developed in Illinois to fulfill the four hour Professional Responsibility MCLE requirement.

Lorinda Lamken has had 12 years of experience as a prosecutor and has specialized in drug cases and crimes against children. Lorinda has served as an Assistant State’s Attorney in St. Clair, Winnebago, and Lee Counties. She has also had experience in general private practice, including employment law and railroad cases. Lorinda received her undergraduate degree from University of Illinois –Champaign, and is a 1992 graduate of the Washington University School of Law in St. Louis.

Pat Hahn is a former elected State’s Attorney from Lawrence County and has also served as an Assistant State’s Attorney for Crawford and Wayne Counties. Prior to working as a prosecutor, Pat spent 7 years engaged in the general practice of law where he concentrated in the areas of insurance defense, estate planning and family law. Pat received his undergraduate degree from Eastern Illinois University and is a 1993 graduate of the University of Illinois College of Law.

DESIGNATED ILLINOIS RESOURCE PROSECUTORSLorinda and Pat have been announced as the resource prosecutors for the state of Illinois by the National Association of Prosecutor Coordinators. Program Manager, Denise Massey, indicated that Illinois is the 19th state to have designated resource prosecutors. Lorinda and Pat have already begun networking with other resource prosecutors across the country to accumulate information to be shared with the prosecutors of our state.

TRAININGIn May, the special unit attended a training conference on sexual assault, domestic

violence and stalking in Anaheim, California, which was funded by the Office on Violence against Women and the Department of Justice. The conference was directed towards prosecutors, law enforcement, victim advocates and judges with an emphasis on the importance of using multidisciplinary teams to provide services to victims of violent crimes. Victims at the conference spoke of the need to be kept informed during the prosecution of a case, but also of the need to have services available after the judicial process ends.

In June, the special unit traveled to the National Advocacy Center in Columbia, South Carolina to attend a NDAA training on the prosecution of elder abuse cases. Similar to cases of domestic violence, elder abuse cases often go unreported and involve victims who are reluctant or recalcitrant. Lorinda and Pat brought back many resources that they wish to share with other prosecutors throughout the state.

GRANT ACTIVITIESThe special unit has met with either the State’s Attorneys, or their representatives, in Jefferson, Rock Island, Sangamon and Tazewell Counties to introduce themselves and to discuss any requests and suggestions. By September 15, the unit intends to have met with all 20 of the targeted counties in the grant. The unit plans to conduct regional trainings to address issues involving cases of Sexual Assault, Domestic Violence and Elder abuse. Among the specific topics that are being considered are the propensity statute, conditions of bond, sentencing guidelines, civil no contact orders, violations of orders of protections, and dealing with reluctant/recanting victims. Not only would the special unit conduct trainings, but when possible bring in other experts to share their knowledge with prosecutors.

State’s Attorneys who have conflicts of interest have begun to use the services of the special unit. Lorinda has been assigned the prosecution of a McLean County board member charged with violation of an order of protection. Pat will be handling a domestic violence charge against a defendant who is also a witness to a murder in Williamson County.
