Councillors meet with local plumbing business on-site at Roma SaleyardsWith Small Business Week celebrated across the state last month, Councillors David Schefe, Cameron O’Neil and Peter Flynn visited WestWet Plumbing at the Roma Saleyards to see first-hand the vital contribution small businesses make to the Maranoa community.

WestWet Plumbing Owner and Director Greg Gibson said being selected to undertake works on this milestone project has been great.

“We currently have four staff as well as myself working on the Roma Saleyards project with works expected to be complete later this year,” Mr Gibson said.

“Roma Home Improvement Centre are supplying the majority of the plumbing supplies for us and are doing a superb job working within our schedule to ensure we always have the materials we need on site at the appropriate time.”

Councillor David Schefe, Portfolio Chair for Local Business said it is good to see a local business involved in this regional legacy project for our region.

“Council has been committed to supporting small local businesses where we can.

We are very pleased to have Greg Gibson and his team at WestWet Plumbing on board for this major project at the Roma Saleyards,” Cr Schefe said.

Discussions continue between Council & APLNGFollowing is a joint statement from Council and APLNG:

Council and APLNG met for the second of four planned meetings to discuss the future of temporary workers accommodation facilities.

The meeting focused on representatives putting forward their proposals and finding areas of common ground.

Representatives from the Office of the Coordinator-General again attended as observers.

The next meeting is scheduled for 10 June 2019.

Council Meeting Snapshots - 22 May 2019Below are a number of highlights from the Council Meeting on 22 May.

Cobb & Co Festival 2019Council formally approved the use of the replica Cobb & Co Coach, housed in the Surat Cobb & Co Store Museum, in the Cobb & Co Festival to be held from 23-25 August 2019. The Festival commemorates the last Cobb & Co run in Australia, and the opportunity to travel part of the route in the coach is a key attraction.

New signage for the front of the Cobb & Co complex – ‘Surat Library and Visitor Information Centre’ was approved.

First Five Forever – Show TourCouncil agreed to partner with Empire Theatre’s Projects Company Pty Ltd to bring the First 5 Forever Show Tour to Roma, Mitchell, Injune and Surat libraries in July. The cost of $3,500 was provided through funding from the State Library of Queensland.

Western Queensland Primary Health Network (WQPHN)Council accepted the offer of $50,000 from Western Queensland Primary Health Network (WQPHN) to fund activities and events to support improved mental health and resilience in drought affected areas. The funding is being allocated to community groups across the region.

Request for assistance from Injune Race ClubInjune Race Club was granted in-kind support to the value of $2,650 for their race day on 8 June 2019.

Tender 19020 - Purchase and Removal of Scrap Metal BatteriesLiberty Recycling Pty Ltd T/A Liberty Recycling was the successful tenderer for the purchase and removal of scrap metal and car batteries from Council’s waste management facilities.

Transport Infrastructure Contract – Sole InviteeCouncil was the Sole Invitee from Transport and Main Roads to complete a section of the Carnarvon Highway, 56-60 kms north of Injune.

Funding secured for new Mitchell Bore No.3Council was notified that it has received $600,000 to install Mitchell Bore 3 through the Queensland Government’s 2019-21 Local Government Grants and Subsidies Program (LGGSP). With the project set to total $1 million, Council will be contributing $400,000.

Works now completed on sheep dog arena revamp at Bassett ParkThis project has seen the reconfiguration of the central holding yard to allow sheep dog trials to now take place in the northern yard (closest to the cattle stalls). The old boundary fence and area used to store the stock was also upgraded as part of the project.

Councillor Cameron O’Neil, Portfolio Chair for Facilities and Bassett Park Advisory Committee Chair said that Council had worked closely with a number of Bassett Park users to identify these improvements to the southern end of Bassett Park following the completion of the Netball Precinct.

“The upgraded Sheep Dog Arena will significantly improve the running of sheep dog trials. It will also provide new opportunities for competitors to camp and use the area in and around the southern yards,” Cr O’Neil said.

PROJECT UPDATES

Duke Street South reconstruction project updateThe Duke Street South Reconstruction Project remains on track for completion by 30 June 2019.

Residents may have noticed that the concrete kerb has recently been completed to the north of the Walsh Street intersection. Concrete driveways are currently being constructed in consultation with adjacent landowners and works have also progressed to the south with the excavation of the Corfe Road intersection and placement of road pavement to the south of Walsh Street.

Traffic changes have been implemented, with the opening of the Raglan Street (Warrego Highway) intersection for ‘Local Traffic Only’ to businesses on Duke Street South (Roma Southern Road).

Motorists are reminded that access to Roma Southern Road is now via Currey Street and Corfe Road detour. These changes are necessary to accommodate the works at the Corfe Road and Duke Street South intersection and are planned to remain in place for the coming weeks.

Council wishes to remind residents that local businesses surrounding the works remain open for trade and, where required, Traffic Controllers are in place to support and guide customers to their required destination within the work site.

Wild dog exclusion fence completedCouncil, in partnership with V Gate Collaborative Area Management Group, South West NRM Ltd, and the Neabul Wallam Cluster Group, has completed the Maranoa Collaborative Area Management Project.

The Maranoa Collaborative Area Management Project was funded under the Queensland Feral Pest Initiative and involved installing 202kms of exclusion fence to help control the wild dog population, therefore helping protect the livelihoods of the landowners.

Councillor Wendy Newman, Portfolio Chair for Rural Services, said exclusion fencing remains a popular method of controlling wild dogs across the Maranoa.

“Approximately 32% of the landmass in the Maranoa region is now behind some form of exclusion fence,” said Cr Newman.

“Both Council and the community recognise the important role that these fences play in both the economic sustainability and state of mind of our rural producers.”

The ongoing impact of drought conditions in the region has highlighted the need to ensure that the land can be as productive as possible.

V-Gate Collaborative Area Management Group President, Bruce Foott said it’s great to see the fence completed - it’s been a long road since the idea was first floated back in 2013 at a Landcare meeting.

“There was some pretty rough terrain, including sheet rock, brigalow melon holes and major creeks that required innovative solutions, but I’m confident that the standard of work completed will provide an effective wild dog barrier for years to come,” Mr Foott said.

The Maranoa Collaborative Area Management Project has helped increase employment in the community and the health and wellbeing of benefited landholders, and directly injected $1,079,075 into the local economy.

Council has identified the important role that small stock, particularly sheep, has in the long term economic prosperity of our region and is proud to have been successful in obtaining the funds to allow these projects to come to fruition.

The Queensland Feral Pest Initiative has received funding through the Queensland Government to support the growth of a productive and prosperous food and fibre sector in Queensland. Funding has also been provided through the Australian Government Agricultural Competitiveness White Paper, the Australian Government’s plan for stronger farmers and a stronger economy.

QUEENSLAND WASTE LEVY starting 1 July 2019

The Queensland Government has developed a new waste management and resource recovery strategy to reduce the amount of waste we generate and grow the resource recovery and recycling industry by creating a waste levy for Queensland.

Starting 1 July 2019, operators of waste disposal sites within the levy zone (i.e. Council) are required to pay $75 per tonne for general waste, $155 per tonne for Category 1 regulated waste and $105 per tonne for Category 2 regulated waste (the applicable levy for waste disposed of at their landfill) to the Department of Environment and Science.

Council is one of 39 of 77 local government areas included in the levy zone. The levy zone covers around 90 per cent of Queensland’s population and is where the majority of waste is generated and disposed.

Councillor Geoff McMullen, Portfolio Chair for Waste said Queensland is creating waste faster than our population is growing and only recycling 45% of the waste that we produce.

“This levy is being implemented by the State Government because Queensland has become a dumping ground for interstate rubbish since we are the only mainland state without a waste levy,” said Cr McMullen.

The waste levy will not affect the cost for residents putting out their kerbside wheelie-bins, however there will be an increased cost for disposal of waste at the refuse sites in the Maranoa region.

Businesses and residents are encouraged to look at how they can reduce waste. Separating waste streams and recycling as efficiently as possible will help decrease the amount of waste going to our landfills.

There will also be a financial benefit to landfill users who separate their waste. Anything separated that can be recovered will not attract a fee. However, if mixed waste is received, the user will be charged the highest of the fee categories applicable to the type of waste received for the full volume of waste.

The waste levy aims to:• reduce waste to landfill• encourage waste avoidance• provide a source of funding to enable better resource

recovery practices• provide certainty and security of feedstocks for advanced

technology• facilitate industry investment in resource recovery

infrastructure.

The activities and events are set to run from Friday, 28 June – 15 July.

Please note that children under 10 must be accompanied by an adult at all times and children under 12 attending library activities must be accompanied by an adult at all times.

Activities are run by Council and other community groups. Please be sure to check the program to register.

Dog registrations due in June!As of early June, residents will begin to receive their annual registration renewals for the 2019/20 financial year. Registration renewals are due by 30 June 2019 with the registration period running from 1 July 2019 to 30 June 2020.

If your animal is desexed Council offers a significant annual registration discount.

Payment for registrations can be made at any Council Customer Service Centre or via BPay, phone or mail.

New registrations can be completed in person or by contacting Council.

If residents have not received a renewal notice by Friday, 14 June, or are needing to update their animals’ details, please contact Council’s Community Safety Team on 1300 007 662.

It is important to note that non-payment of registration renewal by the due date may result in a fine being issued.

Stock routes water facility capital works completedCouncil has completed the 2018/19 Stock Routes’ Water Facility Capital Works Program by upgrading nine stock route water facilities across the Maranoa region.

Council has been contracted and fully funded by the Department of Natural Resources, Mines and Energy (DNRME) with Council receiving $178,350 in funding for the program from a state-wide pool of $800,000.

Councillor Wendy Newman, Portfolio Chair for Rural Services, said the primary purpose of these upgrades is to help provide water for travelling stock.

“The water facility repairs and upgrades also make these water points more reliable for our residents, who use them frequently,” Cr Newman said.

The following works have been completed across the Maranoa region:

• Albany Downs – New solar pump• Gammie Plains – New tank• Gunnalow – New trough• Yuleba – New tank and trough• Injune – New fence• Euthulla – New tank• Mitchell east – New facility and new tank trough and fence• Deepwater – New solar pump.

These facilities are used by travelling stock, as well as agisting stock and are sometimes accessed by neighbouring landholders, community facilities and schools.

The State Government allocates funding for the maintenance and upgrade of Stock Route Water Facilities and retains ownership, with Council providing ongoing management.

Quick guide for wheelie bin collectionCouncil is encouraging residents to place their waste wheelie bin kerbside the night before the designated collection day to avoid missing the early morning collection times.

Bins not placed kerbside prior to 5am may miss being collected.

Waste collection services are undertaken on the following days in towns across the region:

Amby - Wednesday

Hodgson - Wednesday

Injune - Thursday

Jackson - Thursday

Mitchell - Monday & Tuesday

Muckadilla - Wednesday (industrial service only)

Mungallala - Wednesday

Roma - Monday, Tuesday, Wednesday & Thursday

To provide collection vehicles with clear and quick access, please ensure that when placing bins kerbside:

• Wheelie bins face the road (the bin lid should open towards the road and the handles should be facing your property);

• The bin should be no more than 1 metre from the kerb;

• If you have more than one bin they are more than 30 centimetres apart;

• Bins do not block footpaths or driveways and are clear of parked cars, trees and poles.

The local law states that the container bin is to be removed 24 hours after the scheduled collection day. Any bins left on public land may attract compliance processes.

Mitchell locomotive exchange steams aheadDeputy Mayor Jan Chambers said that the project was set to provide fun for Mitchell families as well as a long-term attraction for visitors to the Mitchell area.

“We are very keen to get this project underway,” Cr Chambers said.

Council will facilitate Queensland Pioneer Steam Railway (QPSR) donating the MAS 1540 sleeping car directly to Booringa Action Group (BAG), who will be responsible for costs involved in storing, moving and restoring the sleeper.

In addition, Council also decided to undertake the following actions, as the survey results were close for the preferred location of the miniature railway:

a. Work with Booringa Heritage Museum to look at a location within their precinct, costs, installation and operators of the miniature railway and its components - noting this may not be the best location for community use;

b. Also undertake costings for locating the miniature train in the Park/Skate Precinct; and

c. Seek further input from the community during the master planning phase of the Mitchell Memorial Park in regards to placement and operators before a final decision on its preferred location is made.

“With the survey results close from April’s community consultation on the exchange, Council will be working with the community with regards to the best location for the miniature railway, as well as seeking costings.”

In addition, Council will work with QPSR and the community to facilitate the collation of material, construction and installation of the interpretive signs and mini-cab in the Mitchell Park.

A Dog’s Day Out! Roma Dog Park officially open!Over 40 excited dogs and their owners filled Shady’s Lagoon for the opening of the off-leash dog park last month.

The fun filled morning involved the official opening of the Dog Park, competitions judged by local vets, stalls and a raffle prize with all proceeds going towards the RSPCA.

Councillor Puddy Chandler, Portfolio Chair for Community Safety was pleased with the attendance at the opening of the off-leash dog park.

“It was great to see so many residents and their four-legged friends of the Maranoa coming to support the Roma Dog Park. It was a project that Council is delighted to provide for our community,” Cr Chandler said.

“With $250 raised for the RSPCA from raffle tickets sold on the day, Council thanks all those who donated and everyone for their support at the opening.”

Important information about backyard burningResidents are reminded of the Local Law related to lighting of fires in residential areas.

Lighting a fire

Under Council’s Local Law you cannot light a fire that:

• Is not enclosed in a fireplace that is constructed to prevent the escape of fire or any burning material.

• Could cause irritation (smoke or fumes), annoyance or distress to others.

• Could be a risk to people or property.

Burning off

Any fires bigger than 2x2m in diameter require a permit.

You can obtain a permit for burning off (such as on vacant land or on a road reserve), from your local Fire Warden, Queensland Fire & Emergency Services (QFES) Rural Fire Service (except where the fire is not permitted under Local Laws).

Only dry vegetation can be burned off. All other material such as tyres, plastics, rubber etc. must be disposed of at your waste transfer station.

Permits to light fires are free of charge and need to be registered on a permit hotline number with FireCom.

In case of a fire emergency or other emergencies, please always call triple zero (000).

Cooking fire

You can light a fire, such as a barbecue for cooking purposes or heating in winter time but you must make sure the fire cannot escape, and does not cause excessive smoke, irritation or annoyance to others.

Investigations

When investigating complaints about smoke and fumes Council considers:

• The amount of smoke or fumes being emitted.• The location and purpose of the fire. • Feedback from neighbours and those making a complaint.

Penalty

Council has the ability to issue an on the spot fine of $652 to anyone lighting a fire that does not comply with Local Laws.

Council is continuing to undertake urgent works to reopen roads impacted from the heavy rain in April. Council officers have prepared an application through the Queensland Reconstruction Authority to source funding for restoration works.
