COMMUNITY BUS TAKING PASSENGERS TO MT MAGNET The Sandstone Community Bus will be travelling to Mt Magnet once a month for Shire business. If anyone needs to travel to Mt Magnet, we may have available seats. We can take a maximum of 6 passengers so please book - please be aware that we adhere to a strict time schedule. The bus will leave from the Sandstone Shire Administration office at 10am and will leave Mt Magnet opposite the IGA at 1.30 pm for the return trip home. Please book your seat by contacting either Rhonda or Margaret at the Shire office (T: 08 9963-5802).

FROM THE DESK OF THE CEO

WELCOME

I have enjoyed my return to Sandstone, which was effective from 11 May 2016. I leave again on Friday 3 June 2016 and will be replaced by Mr Mike Fitz Gerald. Mike will be here for two weeks, after which you will then see me return! Mike has a long association with local government, and like myself takes on acting CEO assign-ments from time to time.

Projects I am pleased to advise that the installation of the astrodome at the School is finally underway. At this stage, the concrete base has been poured. The review of the Shire’s Town Planning Scheme and Local Planning Strategy has now entered the last stages. Town Planning Scheme No2 has now been signed off by the Shire President and the CEO and submitted to the Minister for Planning for final approval. The Local Planning Strategy will also now be advertised as well. I have also written to the Department of Lands confirming that the Shire will take over the land management order from the Education Department and that the future use will be for communi-ty purposes. This is the last step in the process regarding the management of the school and its grounds passing to the Shire. The Police House sub-division is also in its final stages with the electricity and water connec-tions arranged for the new subdivided blocks.

Local Emergency Management Arrangements

The Local Emergency Management Committee was reactivated back in October of last year. Since then, the Committee has revised its Local Management Emergency Arrangements and the Local Recovery Sub-Plan and it hopes to sign off on these at its meeting on 9 June 2016. These arrangements are important as they give clear guidance on how to deal with an emergency incident in the Shire that may result from such things as the devastation resulting from bushfires, or a major traffic incident or even a plane crash.

Outcomes of the April Council Meeting At the April Council meeting, Council resolved to adopt its Budget Review for 2015/16. Each year, Council must review its adopted budget half way through the financial year. At this stage, the Shire expects there to be a surplus going forward into 2016/17 of $272,000. LOCAL GOVERNMENT PENSIONER RATES CONCESSION FOR

2016-17

As part of the 2015/16 State Budget, the State Government announced that from the rating year commencing 1 July 2016, the 50% concession allowed to eligible pensioners on Local Government rates would be restricted to a capped amount. Western Australia was the only State not to provide a dollar cap on Local Government rates. The pensioner rates capped amounts will be set each year, consistent with the manner in which senior’s rates caps are set. The gazettal of the cap amounts usually occurs in late June, prior to the commencement of the rating year. The pensioner rate capped amount has been announced as $750 for 2016/17. The Shire does not administer the laws in regard to pensioner concessions. If you wish to lodge a complaint regard-ing the capping of the pensioner rebate you will need to contact your local Member of Parliament.

2016 Sandstone Golf Club Season

The Sandstone Golf Club commenced the new season on Sunday 10

th April, tee-

ing off at 12.00 midday. New players welcome. It takes about 4-5 hours to play 18 holes, and is great low impact exercise. We will play every Sunday through to October, when the season officially finishes. Special events during the year include: Meekatharra Open- May Leinster Open- July Sandstone Club Championships – August Sandstone Open - 10/11

We also play the Putts and the SSC competitions, with various novelties through-out the year and keep the eclectic with the winners at the end of the season. Fully Affiliated Membership with Golf WA and official handicaps via Golf Link- $55 Players are then eligible for Sandstone Golf Club trophies and to compete away in other Open events, such as Meekatharra and Leinster. COMPLIMENT The General Manager, Elected Councillors, and all staff I recently visited and overnight stayed in Sandstone as part of a group of 10 persons, on motorcycles and accompanying vehicles. Our trip commenced in Adelaide SA and travelled via the Goldfields Highway to Broome and ultimately in Darwin prior to returning through the centre. Our group unanimously agreed that Sandstone was the cleanest and most friendly of every town vis-ited. We, as a group felt it worthy that your local government and its personnel be congratulated on presenting your town in such pristine condition. Local Characters and People who have lived in Sandstone in the Past - pg 405

Janet Fisher Janet fisher arrived in Sandstone in May 1934 as a newly qualified, double certificated registered nurse to the Sandstone hospital. Mrs. Shilling was the ma-tron at the time. The twenty seven year old Janet Paterson, as she was then, had never been ‘bush’, and had no experience of what it would be like to work in a small hospital without a doctor. The week after she arrived, the matron left her alone with a patient to care for. She was terrified. She had been sent there by the Medical Department because she was young. A great deal of her time was spent scrubbing floors and cleaning the many windows. Her pay was 3pd per week plus keep. The only other employees at the hospital were the matron and a cook/laundress. The wards were heated by wood burning, railway style pot-belly stoves (the rectangular type, where the wood is fed in through the end). There was no hot water in the bathroom, so cold showers were the order of the day. The wash-ing for the hospital was done in a copper outdoors. As a young nurse, she actually burned down the kitchen section of the hospital. While filling a kerosene lantern on the kitchen table, she had spilled some on the table, and when she lit the lamp, the spilled kerosene caught fire. One of their most common patient problems was drunkenness and the “DT’s”. The treatment for the DT’s was intramuscular paraldehyde. She says she will nev-er forget the smell of it. Janet Fisher had very clear memories of the cooler, as one day she found a large Bungarra that had climbed up into the water tray at the top to get to the water. The pharmaceuticals available then were very basic, and the nurses often had to make up their own drugs (that is, mix them). She later married Len Fisher, a tall red-headed Scot who was a miner, and they lived in Sandstone until the late 1950’s when Len Fisher died of a brain tu-mour. They had five children, Jane, Helen, Christopher, Rosalind and William. Af-ter the hospital closed down, Janet Fisher conducted a nursing posts from a small room built behind her house. She had this room built at her own cost. More next month….

butter biscuits

Ingredients

125g butter, softened

1/2 cup caster sugar

1/2 teaspoon vanilla extract

1 egg, at room temperature

2 cups plain flour

1 teaspoon baking powder

1 tablespoon milk

2 tablespoons pure icing sugar, to serve

Method Step 1

Preheat oven to 180°C. Line 2 baking trays with baking paper.

Step 2 Using an electric mixer, beat butter, sugar and vanilla in a small bowl until pale and creamy. Add egg and mix until well combined. Sift flour and baking powder over butter mixture. Add milk and stir until just combined.

Step 3 Using 2 teaspoons of dough at a time, roll dough into balls. Place on baking trays lined with baking paper. Using a lightly-floured fork, flatten biscuits slightly (allow room for spreading).

Step 4 Bake for 12 to 15 minutes, swapping trays over in oven after 10 minutes, or until light golden. Allow to cool on trays for 5 minutes. Transfer to wire racks to cool completely. Dust with icing sugar.

Serve.

Apple crumble dessert cake

Ingredients 220g butter, chopped, melted

4 eggs, at room temperature

2 3/4 cups self-raising flour

1 1/2 cups caster sugar

1 cup sour cream

1/3 cup Foster Clark's custard powder

1 teaspoon vanilla essence

800g can apple pie fruit

Double thick cream to serve

Crumble topping

3/4 cup plain flour

1/3 cup white sugar

1 teaspoon baking powder

1 teaspoon ground cinnamon

75g butter, chilled, chopped

Method

Preheat oven to 180°C. Grease a 5cm-deep, 20cm x 30cm (base) roasting dish or slab pan. Line base and sides with baking paper, allowing a 2cm overhang at both long ends. Using an electric mixer, beat melted butter, eggs, flour, caster sugar, sour cream, custard powder and vanilla essence for 3 minutes or until pale and fluffy. Pour half the mixture into prepared dish or pan. Spread apple over mixture. Top with re-maining mixture. Make crumble topping: Combine flour, white sugar, baking powder and cinnamon in a bowl. Using your fingertips, rub butter into flour mixture until mixture resembles coarse breadcrumbs. Sprinkle topping over cake mixture. Bake cake for 1 hour to 1 hour 15 minutes or until a skewer inserted into the centre comes out clean. Serve warm with cream.
