Ramadan comes to colour our days with its distinctive ambience.

Some people may think we in smart government are representing only

computerized machines and that in their point of view makes us far from

the warmth of the spiritual influence which Ramadan presents. But how

can smart applications and protocols be part of worship and spiritual

practices? Smart technology during Ramadan interacts with the pulse

and consciousness of those rites in a comprehensive integration.

Technical teams are always busy to make sure the smart religious

services that are provided by many of the government entities are in

order to provide these services in Ramadan. The services include the

ePay gateway integrated with the Zakat Fund, and Dubai Cares. The

vision of interconnected government has become extended to the world

of charity organizations to link all these associations operating in the

Emirate of Dubai with one database in order to standardize and ensure

the attaining of donations by those who deserve them.

With our monitoring for the users, we can easily notice the growing

number of users using government religious smart and online services.

Dubai International Holy Quran Award, and other websites are two of

many websites which attract the public’s attention. We work hand in

hand to provide these services and more to come to meet the growing

demand by the public.

We will also distribute our technical and customer service teams in

different departments to respond to our partners in government entities

and provide technical support and assistance where needed. Our

technological nature and our digital programs don’t isolate us or hinder

us from being part of the spiritual side of Ramadan.

Ahmad Bin Humaidan, Director General of Dubai Smart Government Department (DSG), has participated in the Second Talent Forum, which has recently been held at the Inter-continental Hotel Dubai Festival City. The forum, organized by Hamdan Bin Rashid Al Maktoum Award for Distinguished Academic Performance, hosted experts and specialists in exploring, fostering and guiding talented students as well as teaching and administrative staff and parents.

Dubai Smart Government Department has announced the accession ofDubai Aviation Engineering Projects Organization to 50 government entities after meeting the requirements of government resources planning systems (GRPS). Employees’ salaries in Dubai Aviation Engineering Projects Organization have been paid for the month of April through this system, which has been provided by a team from the government

Dubai Smart Government (DSG) was the strategic sponsor of the Internet of Things Expo at the Dubai World Trade Centre. DSG held a Hackathon competition that included 36 participants coming from high tech backgrounds who came up with innovative solutions that contribute to the future of smart cities. The teams worked in three categories: Smart Life, Smart Economy, and Smart Tourism and came up with innovative ideas and projects.

Dubai Smart Government Department (DSG) has bagged two awards at the ITP Technology .Gov Awards 2015. DSG won awards for its Customer User Experience Lab and its MyID service.

The ITP Group held a ceremony to honour the winners recently at the Emirates Towers. The trophies were awarded to DSG, represented by Marwan Bin Haidar, Executive Director of Planning and Development, and the specialized teams connected with the two services.

Several apps for a smart community The apps included Emirates Charity from IACAD.

Through this app, you can donate to charity projects from anywhere and at any time for the benefit of charities in the UAE. IACAD’s official app also offers many smart services such as requesting for religious advice (Fatwa), prayer timings, searching for a mosque and other services.

Individuals and institutions in one appThe IACAD app provides services for individuals,

whether nationals or residents in Dubai. As for the business services, they include a range of services for companies, institutions and groups in Dubai.

The IACAD smart app includes the following services: • Get the timings of prayers in the Emirate of Dubai• Get an electronic copy of the approved Friday Sermon

for each week• Request to determine the direction of Qibla for praying

in open spaces or places in which the direction of Qibla is not clear

• Request a Fatwa (religious advice) and receive answers for religious questions

• Knowing the locations of mosques in Dubai or locating the nearest mosque

• Donating to a mosque with materials or devices • Allocating a land for any donor who wishes to build a

mosque in Dubai. • Registering in a summer program organized by the

Princess Haya Bint Al Hussein Islamic Cultural Centres • List of the Holy Quran centres for teaching Quran as

part of the Al Maktoum project for memorizing and teaching Quran

• Access to IACAD’s electronic publications such as books, magazines, and publications

• Request to register in Sharia (Islamic Law) courses in Princess Haya centres

An app that takes care of the community Dubai Foundation for Women and Children has

appealed for donations through the Emirates Charity app of IACAD. This step came to facilitate the donation process for donors who wish to support the foundation’s efforts in combating the phenomena of domestic violence and human trafficking in the context of the foundation’s plan towards delivering smart services. Donations can now be made easily through credit cards on a smartphone app or the website in a few simple steps to keep up with the requirements of today.

The Emirates Charity app aims to connect charities and foundations Dubai with an easy electronic system that is integrated financially and managerially to enable donors whenever and wherever they are to lend a helping hand and donate online through the website or their smartphones and empower charities to improve the management of financial and administrative operations and build bridges of instant communication and exchange information with other charities on one side and with IACAD on the other side using the latest, and most secure technology. City builders race category within Hamdan bin Mohammad Award for Smart Government

The Model Centre, an affiliate of the Secretariat-General of the Dubai Executive Council (DEC), has announced the criteria and conditions of “City Builders’ race” to boost work environment at government departments. The race was part of Dubai Government number-one Agenda” Expo meeting with the participation of 29 government entities which follow the criteria set for the race within the Hamdan bin Mohammed Award for Smart Government in 2015 which aim to stimulate the joint activities among different government departments in order to improve the government services to leading and competitive levels.

The award will be given to the best joint government service to prove superior performance that meets the needs and expectations of customers and contribute to smart government model.

All teams participating in the race and applying the application of the Dubai model of government services can apply to participate in this award. The conditions of participation are as follows:1) submission of the application by the City Builders

race team through the government entity in which the team belongs to.

2) The service should be listed on the agenda of the builders city services and accredited by the Dubai model center in the current annual session.The evaluation measurement of this category

includes 40% of the results to measure the service performance, 30% for the user’s experience and 30% of the measurements of the involvement of the improving of service personnel. Results of measuring service performance is then measured after optimization based on accurate and reliable information provided by government entities. These results are evaluated in terms of the scope of improvement which represents the area, the level of optimization through the amount of the influenced users, and can be expressed in the output of the service such as the number of transactions / cases influenced by improvement, or the number of users.

The first donation platform to donate through mobile where charity organizations gather with wide possibilities for payment and detailed information for users on the projects and important charitable activities was launched in 2013. iKhair application is available for smart devices. It could collect more than 1.2 million dirhams in one year. A user can donate through more than 17 charity organizations and now the application has more than 11,000 users. iKhair donations have grown by 400% in one year from 245,000 dirhams when the application was launched in 2013 to more than a million dirhams at the end of 2014.

The main concept of the application is to provide a platform for users of smart phones to donate in an appropriate and easy way through their smart phones without having to remember the bank accounts or the credit card numbers for the transformation of donations which are transferred immediately to the charity organization in seconds.

Zakat Fund app:

just one click awayThe smart app launched by the Zakat Fund aims to increase awareness of Zakat, demonstrate the effectiveness of the concept of Zakat and its key role in the development of individuals and societies, and work on reviving this duty in implementation and practice for the benefit of the different segments of society that are in need in accordance with its expenditures that are religiously known.The Zakat Fund app provides its services through smartphones compatible with the operating systems of Android, iOS and Blackberry and these apps can be downloaded for free

through their respective stores.

This app helps the Zakat Fund users whether they are performing their Zakat duties, or inquiring about Zakat, or are eligible for Zakat in completing their paperwork through eight packages easily and conveniently. This comes in line with the direction of the UAE government towards transformation to smart government services and within the concept and strategy of the Zakat Fund which calls for “a modern vision for a religious duty”.

Packages that cover the needs of allIt is worthy to mention that the Zakat Fund provides its

services on smartphones through three service packages: the first is for beneficiaries, the second is for those performing their Zakat duties and the third one is for those who are eligible for Zakat. The app provides the first category services about Zakat including adequate information about the duty of Zakat in the Quran and Sunnah, the conditions for paying Zakat, the religious Zakat expenditures, Zakat resources, Zakat Al-Fitr, alms and donations expenditures. The first category also includes the Fatwa service where it

allows users to send their Fatwas and questions online and this category include Zakat accounts for individuals and businesses and stocks Zakat.

The second category of the smart services package has been allocated for those performing their Zakat duties which include the “Pay your Zakat” services which offer a classification for the Zakat or donation to be paid in addition to the value that can be paid by those performing their Zakat duties through the SMS messaging service or the “Zakat Phone” through which the user can write the amount to be paid and the credit card information and pay within seconds. Finally, there is information about the conditions and method of payment available in both English and Arabic languages and the steps to be followed to complete the process.

As for the third category in the smart services package, it is devoted to “those who are eligible for Zakat”. This service includes Zakat requests where you can apply to receive Zakat, follow-up files, to whom it may concern certificates and apply electronically and directly through the phone. •

DEWA’s smart app: Entrepreneurship in services and user satisfaction

Dubai Electricity and Water Authority (DEWA) recently launched its updated app for smart phones and devices which contains entirely new services and features such as requesting to turn on the service when moving to a new house, requesting the final bill when evacuating the current house in addition to requesting an interim service delivery during weddings and other events. The authority also launched its new app dedicated to Samsung

gears and smart cars.

DEWA is keen on activating the smart government initiative launched by His Highness Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai. DEWA has been working within an integrated strategy to be proactive in providing its services via smartphones and devices to facilitate user

access anywhere and at any time. The authority has taken the initiative to provide creative and innovative solutions in the field of smartphone apps and devices since 2010 which enabled users to complete their paperwork and submit requests, comments and suggestions through smartphones and devices. •

Smart Excellence

Dubai Government Excellence Program (DGEP) is a global tool for business development and government efficiency, and it is credited with restructuring and simplification of several government procedures, as well as enforcing the happiness of the citizens as a basis model of government services delivery. All that paved the way to achieve smart transformation in the government sector, after it’s work cycle became based on excellence. However, DGEP team considered that his mission would not be complete without spreading the culture of excellence, creativity, innovation and building an entire generation of government employees experienced in this field.

Hence DGEP initiated the “smart training”.

Training is the shortest way to reach excellence

This is the strategy that DGEP adopts as Mr. Mr Hazza Khalfan Al Nuaimi, Senior Manager of Excellence Initiatives, clarified when he was asked about the motivation for the launch of Smart Training Initiative. He explained that during the ongoing evaluation process to measure the excellence in government workflow, many government officials needed to understand more the excellence concepts. DGEP received continuous requests from the various working groups asking for a training program in this area. Though DGEP launched this first initiative of its kind, it

aims to build the capacity of government human resources and to empower them in the field of excellence, innovation and quality and the concepts of outstanding government performance applications.

Innovative approachThe initiative came in a response to the vision of His

Highness Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice President, Prime Minster and Ruler of Dubai to shift to the smart government. The first stage of the initiative will cover 37 government authorities in Dubai in order to promote the concept of continuing education in

government institutions in Dubai, explain the concepts and applications of excellence for the largest possible segment of Dubai government employees and ensure the efficiency and effectiveness of training in addition to harnessing new technologies to raise awareness and introduce the concepts and requirements of government excellence and spreading and disseminating the concepts of excellence, innovation and quality.

Training with high efficiencyAl-Naimi highlighted that the method of smart training

depends on the concept of interactive training over the internet and smart devices. The first stage includes the launch of 9 smart training packages relating to the concepts, standards and model of excellence, while the second stage will include the launch of 16 smart training packages relating to the first stage of training on excellence standards and applications and the self-evaluator courses for government excellence. The third stage will include 12 smart training packages complementing the second stage training on excellence standards and applications.

There is no doubt that Dubai’s initiative for Smart Training is seeking to develop the performance of government authorities in Dubai through the transfer of

knowledge among these authorities, promote a culture of excellence, and implement best practices in government work to strengthen the position of Dubai government as the government that cares about the happiness of its people just like His Highness Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice President, Prime Minster and Ruler of Dubai wanted it.

Open and free training for allPerhaps the most important characteristics of this

initiative are that the program is open, free and easy to use, creating an environment of excellence among staff, inclusiveness and the fact that staff do not incur the costs of training courses.

Smart certification Hazza concluded his talk about the program that the

user can apply for the test in the content of each training package after completing 80% of its content, to be eligible to submit the interactive test. If he passes the test successfully the user can get a smart certificate showing that he is qualified now in the concepts of government excellence. •

build an oil alternative economyIn his speech which enlightened the long term features for a future for the next generations in UAE, His Highness Sheikh Mohammed bin Zayed Al Nahyan evoked a moment that belongs to the distant future for a day that will arrive after fifty years when the UAE ships her last barrel of oil, and his highness wondered whether its going to be a day of joy or a day of sorrow. His Excellency Khamis Buamim, Chairman of Dubai Council for Marine and Maritime Industries, reviews the possible answers for this question, and opens a wide door for the smart change to contribute in

supporting and stabilizing the alternative economic resources for oil in UAE.

It was announced more than once that UAE will be the next Singapore in the navigation and maritime economy field. What drives you to this belief?

Simply everything in UAE drives me to this thought: the strategic position of the UAE is the most important one in the area because of its view to the Arabian Sea and the Arabian Gulf together, and in front of its eastern coasts passes the most important international shipping routes and the most linking one between the East and the West. And her Gulf is the incubator of the most important energy resources in the world, whether it was in terms of ease of its arrival to the emerging markets, or in terms of investments that it opens in front of the industries supporting the oil and gas sectors, and above all, the strategic navigation that the Emirates leadership aspires which counts that the maritime economy is one of the most important tributaries in the post-oil economy.

And thank God we prepared since an early time an advanced infrastructure in the country that is considered a first of its kind worldwide, whether in Jebel Ali port or Khalifa port and Kizad zone. So the UAE will be a perfect harbour to all international companies that work in the shipping sector and the logistics and trade services.

And how do you see the role of the smart transformation that the government is facing in accomplishing this strategic goal for the UAE in building its global status in in the economy?

We have come a long excellent way and we still have many to cross yet, and my trust in the smart transformation means that they are going to succeed in this racetrack perfectly. The most important thing we can be considered in the account of success are that multiple smart services

available to trading and shipping maritime sector and trade across borders. If those smart services turn to be one of the most important points to attract companies that suffer a lot because of bureacracy in other countries.

And what are the aspects still need completion?

It is necessary to launch smart services dedicated to the maritime sector. The most important ones are services that facilitate the moorage of ships in the country’s ports and the entry of its navigational crews, since it is still a security issue for the naval sector because of certain procedural and routine aspects. We hope we hope those smart services help facilitate those procedures and practicing business for ship owners and military companies, in addition to several other services that can make the UAE a navigational heaven.

What is your opinion of the smart transformation in the country?

It is not possible for this transformation to be truly complete in the country without reaching one window to serve the governmental services at all levels, and through all smart and electronic channels. This is the vision that HH Sheikh Mohammed Bin Rashid Al Maktoum, Vice President of the UAE and Ruler of Dubai and Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive, meant when they entrusted the government of Dubai with ensuring that the smart transformation is not complete till the procedures are similar for domestic and federal services with the user not even noticing any difference. That is the day when we will have reached our goal. •
