History of PACE and GAP3GAP – Funding that helps to cover, or fill the gap for short term, non-credit training that Federal dollars cannot cover. State Code 260 I• GAP Code language was passed into law during the 2012 session

PACE - Pathways for Academic Career & Employment / State Code 260 H• PACE Code language was passed into law during the 2012 session

Funding/state appropriation for GAP was made available during the2013 session and PACE was made available for the 2014 session.

GAP approved programs and PACE information on our webpage.

PACE and GAP are administered by the 15 Community Colleges in Iowa

Targeted PopulationsWho are the targeted populations?

Individuals included in target populations are those individuals who

meet one or more of the following:

• Are deemed by definition to be low skilled.• Earn incomes at or below 250 percent of the federal

poverty level.• Are unemployed.• Are underemployed.• Are dislocated workers.

GAP Funding/Eligibility 5GAP can provide funding to community colleges for need-

basedtuition assistance to applicants to enable completion of

continuingeducation certificate training programs for in-demand

occupations.

GAP funding is based on financial need

1. Based on the applicant’s family income for the twelve months prior to the date of application, and is based on financial need.

2. The applicant’s family size.

3. The applicant’s county of residence.

GAP Funding/Eligibility6Also, an applicant must also have a demonstrated capacity

toachieve the following outcomes:

• The ability to complete an eligible certificate program.

• The ability to enter a postsecondary certificate, diploma, or degree program for credit.

• The ability to gain full-time employment.

• The ability to maintain full-time employment over time.

What can PACE do?

• Provide funding to community colleges to develop projects that will lead to:

• Gainful, quality, in-state employment for targeted

populations by providing them with both effective academic and employment training to ensure gainful employment and customized support services.

• To create a student pipeline between the Community Colleges to their local employers.
