Hello MPPA Family…Happy Summer! Let me start off by saying way to go MPPA! Social Chair Scott has planned a number of wonderful outreach events for the Chapter and the members showed up and showed out! First, it was Paint night. Everyone had a great time!

Second, it was “Suited to Succeed”; we received tons of donations for people returning to the work force.

A HUGE thank you to all of the members and your families who showed up to support the causes of all of these wonderful events. What a way to represent! It’s that time of year again; time to network with all of our Procurement Professionals at the National Forum. This year’s Forum is hosted by none other than us…MPPA at the National Harbor Gaylord August 21-24th! Come join your Chapter as we collect our award for Excellence in Education or Excellence in Membership. Yes, I claimed it! After the forum, it will be time to jump into the Crab Feast. The Crab Feast will be take place Saturday, September 17, 2016 at the Maryland Aviation Administration’s Poppinga Park, 7001 Aviation Blvd, Glen Burnie MD. This location has been such a hit; we decided not to mess with perfection! Please plan to attend this day of fun with your family and friends. We will have food, laughter, games and plenty of free parking. If you have any ideas for games or activities to take place at the Crab Feast, please share them with Social Chair Scott [email protected] and/or me no later than September 2, 2016. Registration and pricing will be available soon. October 15, 2016 MPPA will volunteer at the Maryland Food Bank and October 23, 2016 MPPA will volunteer at the Susan G. Komen, Race for a Cure. No additional volunteers needed for these events as Chair Scott has all of her volunteers primed and ready to go! No need to be sad…Social Chair Scott is already working on securing additional dates and times to volunteer at the Maryland Food Bank. Stay tuned! Also, coming back this fall is the “Suited to Succeed”. As you change your closet from Summer to Fall remember to put aside those donation items in anticipation of the clothing drive.

Looking forward to seeing you all at the July 28, 2016 General Membership meeting. The location is Kelsey's, 8480 Baltimore National Pike, in Ellicott City beginning at 11:30am. Registration is $25.00. The presenter is Mr. Anthony Johnson, Director, Department of General Services, Maryland State Agency Surplus Property Team. Mr. Johnson will speak about Federal Surplus Assets and how your Agency can access them. Registration will open soon. Hope you can join us.…

We will be collecting non-perishables, canned goods, feminine products, and monetary gifts for the Maryland Food Bank at this meeting. Monetary gifts may be donated at https://www.mdfoodbank.org. Have a happy and safe 4th of July. As always, thank you for making our Association what it is today; without your hard work and dedication we would not be successful!

Happy New Year! July is the beginning of most of our agencies fiscal year. I assume some of you just expedited several procurements to finish the old year. I also assume that most of you have plans to improve the process this year. A great place to start is by attending the July 28th MPPA meeting. Get a chance to meet new and old friends and enjoy a lunch. Follow this by attending the 2016 NIGP Forum at National Harbor, MD. August 19th to 24th. You don’t want to miss this opportunity to meet governmental procurement professionals from around the world. In September you can continue to improve by attending the MPPA Crab picnic. Excellent fellowship and food to be had by all who attend. Don’t stop now. October is for volunteering to make a commitment to MPPA leadership, because in November we will be electing new MPPA Officers and Directors. It is never too early, or late, to start improving. Let MPPA help you improve while you help improve MPPA. Happy New Year!

Announcements A Special Congratulations to Ms. Amanda Hendrix on receiving her UPPCC certification as a newly recognized CPPB. Great Job Amanda. Congrats to all of the newly certified CPPB’s and CPPO’s Reminder As a MPPA member in Good Standing, the following opportunities may be available for you: Stanley D. Zemansky Educational Aid Program MPPA offers scholarships for courses and reimbursement for certification exams to help members meet their educational and professional goals. MPPA members can apply for available scholarship funds for classes by filling out and submitting an application. Information and the scholarship application are available on MPPA’s website: www.mppainc.org , The Stanley D. Zemansky Educational Aid Program. Reimbursement for Recertification of CPPO, or CPPB MPPA offers reimbursement for recertification for CPPO or CPPB. Reimbursement will be limited to candidates who pay for the recertification themselves with no financial support for the recertification fee from their employers. Candidates will be reimbursed for the recertification fee only. Upon successfully obtaining the recertification, candidates must submit the application for reimbursement to the Recognition Chairperson. Members should request reimbursement within eight (8) weeks of obtaining their recertification. Upon receipt and proof of recertification, the Recognition Chairperson shall request reimbursement to the member from the Treasurer.

o HB 0195 Procurement - Prohibitions on Participation Providing that specified prohibitions on participation in procurement apply only for a specified period of time following the issuance of an invitation for bids or a request for proposals; providing that specified prohibitions on participation in procurement do not apply to a subsequent invitation for bids or request for proposals for which the specifications are reused under specified circumstances; etc. o HB 0403 / SB 0826 Construction Contracts - Change Orders (State Procurement Change Order Fairness

Act)

Prohibiting a unit from requiring a prime contractor, and a prime contractor from requiring a subcontractor, to begin change order work under a contract until the procurement officer for the unit issues a specified written change order; providing that written acceptance letters for a State Highway Administration or Maryland Aviation Administration procurement contract for construction have the same force and effect as change orders until the specified units issue written change orders; etc. o HB 0420 / SB 0417 Individuals With Disabilities - Minimum Wage and Community Integration (Ken Ca-

pone Equal Employment Act)

Prohibiting the Commissioner of Labor and Industry, under specified circumstances, from authorizing work activities centers and specified sheltered workshops to pay employees with disabilities less than a specified minimum wage; authorizing specified work activities centers and specified sheltered workshops to pay new employees less than the minimum wage only under specified circumstances; requiring the Development Disabilities Administration and the Department of Disabilities to develop and implement a specified plan; etc. o HB 0689 / SB 1009 Procurement - Prevailing Wage - Liquidated Damages

Making a contractor under a public work contract that knew or reasonably should have known of the contractor's obligation to pay the prevailing wage rate and that deliberately failed or refused to pay the prevailing wage rate is liable to a public body for liquidated damages of $250 for each laborer or other employee under specified circumstances. o HB 0788 (CH 0119) Procurement - Small Business Reserve Program - Program Oversight and Continua-

Designating the Governor's Office of Minority Affairs rather than the Department of General Services as the agency responsible for adopting regulations to establish procedures for compiling and maintaining a specified bidder's list of qualified small businesses that is to be posted on the Internet; requiring the Governor's Office of Minority Affairs to establish specified guidelines, ensure agency compliance, provide training and assistance to agency personnel, and collect data relating to the Small Business Reserve Program; etc. o HB 0837 (CH 0066) / SB 0342 (CH 0065) State Finance and Procurement - Public Senior Higher Educa-

tion Institutions - Policies Concerning Procurement Contracts

Requiring that specified policies of public senior higher education institutions promote specified purposes and be similar to specified provisions concerning required clauses for procurement contracts. o HB 1537 Procurement - Priority of Purchasing Preferences - Individual With Disability Owned Business

Altering the purchasing preference priority required to be given to individual with disability owned businesses by State and State aided or controlled entities when buying supplies and services.

Many thanks to Mr. William Armstrong, MPPA president, 1997, and of whom the May 1994 issue of

Fine Print declares, “it is noted for future historians that Mr. William Armstrong, CPPO, C.M. is

credited with conceiving the original concept of Purchasing Month. The concept is well on its way to

being recognized nationally and is rapidly gaining acceptance at the international level.” Thank you, sir

for your service to the profession and for responding so favorably to our request for information on the

observance of Purchasing Month in Maryland.

The Historical Committee remains very interested in obtaining MPPA historical information. We are

particularly interested in MPPA Newsletters prior to August 1987. Additionally, if anyone has any

documentation for when MPPA first observed Procurement Month, that you don’t mind sharing, or if

anyone knows where we might obtain other MPPA historical information, please contact Bill Davis at

[email protected].

For an idea of the kind of information needed, please see the proceeding scope of responsibilities for the

Historical committee or check the MPPA web site:

Specific Responsibilities: • Select a committee of members to assist in carrying out the duties of the committee.

• Establish criteria for types of information to be collected, including: MPPA Buyer, and Manager of

the Year; Honorary members; Years in which MPPA won national Chapter of the Year awards;

Stanley D. Zemansky awardees; Distinguished Service awardees; officers, directors, committee

chairpersons (including date(s) of service to MPPA); special events, such as year(s) MPPA hosted

NIGP annual Forum; members who have held national office and received national awards (e.g.

NIGP’s Albert Hall award, and Distinguished Service recognition).

• Verify information and data, to the extent possible to be made a matter of record for the Association.

In the event data, such as that which predates the committee is not authenticated in Association

minutes or other records, make appropriate notation that the information is deemed correct based

upon collaborative interviews with (name the) authorities.

• Collect, catalog, and file the information for future Association purposes.

• Inform the Executive Board in advance for purpose of planning regarding upcoming special pro-

grams or ceremony as may be appropriate, e.g., for the 25th Association anniversary. • Coordinate with other Association committees as appropriate such as Program, Recognition, and In-

formation and Research regarding announcements, programs, special events, and awards.

• Turn over to the succeeding chair Association archives, records and materials relating to the commit-

Summer has come in with a BANG! From the summer heat to the MPPA Super Hero’s! Those guys were AWESOME! It’s great to see so many of our members getting involved. MPPA is truly one big happy family!
