T his summer we have multiple exciting events that we will either host or take part in and, as always, we

are looking for volunteers:

SUMMER, SUMMER, SUMMERTIME!!!!!

Friday, July 27th from 8:45 AM to 12:00 Noon we will host a Mini-Clean Sweep to complete the work started at the O’Rorke Bridge under passage that connects Stutson Street and River Street. We are excited to have volunteers from the Webster United Church of Christ assisting CCA with this mini-clean sweep. I would like to also thank Pat and Pam O’Neill and Khalize Beamon for starting this project on June 9th and removing a ton of overgrown shrubs, bushes and trees.

Saturday, July 7th from 10:00 AM to 1:00 PM the Falleson Road Block Club will host their annual block party and the location this year is at the Brewster Harding Park. The All in Brass Band directed by Tom Allen will kick off the activities and the Charlotte Colonials Football Team will have a friendly game of kickball. The Charlotte Colonials will take on a team from the neighborhood for bragging rights. There will also be a game of dodge ball with water balloons, a 50/50 raffle and door prizes. The block club committee will serve donuts, muffins, water and juice. Please bring a chair, blanket and pack a lunch for the family for a day of fun in the sun!

Wednesday, July 18th from 5:00 PM to 7:00 PM we will participate in the Northwest Neighborhood Service Center’s Neighborhood Outreach at the Charlotte Harbortown Home at 4575 Lake Avenue. There will be over 50 different

agencies, non-profit groups and organizations giving out information and advice. CCA will be grilling some hots and provide some ice-cold drinks, on a first-come-first-served basis.

Monday, August 6th CCA will host

our annual Community Picnic, and every-

one is invited. Please bring your neighbors

and friends! This year the picnic will be

held at CCA’s new home base at the former

Lakeside Presbyterian Church at 75 Stutson

Street, Rochester 14612. Monster Hots

will again provide hots, hamburgers and

sausages as the main course! We ask that

you bring a dish to pass along. Also, thank

you to Tom and Rhonda Bruce for opening

this space to the community!

Tuesday, August 7th from 8:45 to 12:00 Noon we will host another Mini-Clean Sweep to spruce up Turning Point Park and to clean up around the end of Boxart Street. We are excited to have volunteers from the St. Thomas Episcopal Church youth program assisting CCA with this mini-clean sweep!

T he CCA’s Community Development Committee has been analyzing the great ideas vetted from

the charrette held last fall and has begun selecting the most desirable ideas to pursue. The Committee’s work will ultimately result in a new, community-driven long-term vision plan for development of the Port of Rochester and surrounding areas. A preview of the new vision plan will be presented to the community at the CCA meeting, September 10, 7 pm, Robach Community Center.

Port of Rochester & Charlotte Community Vision Plan Update by Sue Roethel

Tuesday, August 7th from 5:00 PM to 7:00 PM CCA will be hosting National Night Out Against Crime in Ontario Park. We will partner with the Northwest Neighborhood Service Center, Rochester Police Department, Maplewood Neighborhood

Association, Lyell Otis Neighborhood Association, et al, to take a stand against crime in our neighborhoods while having a night of fun! CCA will again fire up the

grill to cook some hots and provide some ice-cold drinks on a first-come-first-served basis.

We couldn’t take part or host these events in our community without your support and participation! If you would like to volunteer at any of these events and/or on any of our committees, please contact us at infocharlottecca.org. We are a stronger community when we all work together!

T he CCA Nominating Committee is soliciting nominations for the 2019-2020 Board of Directors. The following positions are

up for election this year:

President, Secretary, and four (4) Directors. Elected candidates will serve a two-year term from 1/1/19 to 12/31/20.

According to the Bylaws, all board members must be CCA members in good standing for at least two months prior to election and, with one exception, must reside within the boundaries of Charlotte. Current Bylaws allow for one seated Board member to reside outside of the Charlotte community.

Nominations must be received in writing by September 10, 2018.

Voting Rules: New or renewed members, effective as of September 10, 2018, are eligible to vote for Officers and Directors. More information about the elections and proxy voting will be coming soon.

Additionally, the Board is looking for community volunteers to sit on the Nominating Committee, which is responsible for screening all nominees to verify that they meet the necessary qualifications.

Anyone interested in serving on the Board of Directors or the Nominating Committee should contact Sue Roethel, Board Secretary and liaison to the Nominating Committee at [email protected] or 585-865-6101. Nominations may be submitted via email or by mail to the Charlotte Community Association, P.O. Box 12768, Rochester, NY 14612.

September 10 - Last day for nominations to be received by Nominating Committee.

Mini Clean Sweep at the River (part one…)

Charlotte Welcome Sign Demolished

A wayward driver left a few beer cans and their teeth at the scene after ramming through the flagship “Welcome to Charlotte” sign on Lake

Avenue near Burley Road. A red truck drove through the sign and the driver fled the scene. Unfortunately this sign is very valuable and will be difficult to replace. CCA is working with the Rochester Police Department to have the incident report reflect the damage in order to approach the driver’s insurance company for reimbursement. Fortunately, there were no injuries; but now CCA must deal with an unplanned cost.

Anyone with any information about this incident early in the morning of June 2nd is asked to call 311 with information.

“Seen Your Style “ Pop-up Boutique Comes to Beatrice Place

B eatrice Place, 600 Denise Road, is hosting a lunch-n-learn and pop-up boutique on Thursday, July 12

at 12:00 noon. There is a nominal fee of $5.00 for the meal.

Based in Webster, New York, “Seen Your Style” is a pop-up boutique experience that typically serves residents in senior living communities throughout the greater Rochester area, and can also be taken to senior centers and private residences. Protecting Our Pets

I was pleased to join my colleagues in the New York State Senate and participate in the Legislature’s 8th annual

Animal Advocacy Day. This year’s event brought together lawmakers, law enforcement and hundreds of pet owners and advocates to raise awareness of important animal issues. The safety of our animals is a responsibility in which we all need to share. That’s why I was proud to support several Senate-approved bills to protect pets from harm, including measures to:

Prohibit violators of “Buster’s Law” from having a companion animal.

Toughen penalties for the theft of a dog or cat. Prohibit the leasing of dogs and cats. Increase the fine for abandoning an animal.

Toughen penalties for dog fighting and cruelty to animals.

Every bill speaks volumes on how important it is that we

systematically enact laws that not only protect our pets but,

ultimately, punish those that wish to do them harm.

In addition, this year’s State Budget includes $5 million for

the Companion Animal Capital Fund. This builds upon funding

secured last year by the Legislature, the first of its kind, to

provide humane societies, nonprofits and municipal shelters

with grants for capital projects through a competitive

application process.

My thanks to all of the pet owners, groups and

organizations who travel to Albany each year in support of

Animal Advocacy Day. It is because of your support that we

are able to determine the appropriate legislation that makes

the greatest difference in keeping our animals safe.

Northwest City Council Member

J une is City budget time and by the time you read this, we will have begun the 2018-19 fiscal year. Weighing

in at more than 500 pages, it is a challenge for City Councilmembers to sort out the details, never mind our citizens, so I thought some “highlights” might be helpful.

The budget includes modest tax and water-fee increases, leading to an average $43.37 additional charge per household. Expenditures for both capital and operations are 2.4% higher than 2017-18, which are offset by some additional fee increases, the use of both general fund and Enterprise fund balances (water, parking, etc.), the elimination of 9 vacant positions and $13.5 million in departmental and capital reductions.

Perhaps, the most controversial part of the budget was the proposed transfer of one police Lieutenant and three crime prevention officers (CPOs) from the Neighborhood Service Centers (NSC) to the general Patrol Division. This causes additional concern for residents and Council members because the assignment of officers is done by seniority and can impact NSC assignments as a whole as officers are shifted to fill vacancies.

The Rochester Police Department is also proposing to create a Community Affairs Division, which will oversee the NSC CPOs, as well as the School Resource Officers (SROs); positions that currently report up through the Patrol Division. While no one disputes the need for continued focus on improving police-community relations, a potential downside is the fact that NSC CPOs will no longer be a quadrant resource for the Patrol Division. In reporting to a city-wide Community Affairs Division, NW CPOs may be called upon for assignments outside of the NW/Lake Section for city-wide initiatives. One of the things that has worked well in the NW, in my opinion, has been Capt. Dearcop’s ability to coordinate Patrol and NSC resources, e.g., Memorial Day weekend at the beach and prostitution details on Lyell Avenue, etc.

I am hopeful that a new reporting relationship will not impact police services in the NW, but truly improve police-community relations. I will be keeping an eye on it and would be interested in your perspective as well.

Free Summer Meals for Kids and Teens 18 and Younger

T he summer is almost here and for families that can mean a lot more to manage when kids are

out of school. Whether playing sports, getting ahead with summer classes, or hanging with friends at a city R-Center, eating a nutritious meal is often the last thing on kids minds. Additionally, with the constant availability of junk foods everywhere, it is increasingly tough for children to make healthy choices.

Thankfully, Summer Meals is back, offering City of Rochester kids 18 and under a fresh, healthy, and free meal that fits in with their on-the-go style. Provided by the City of Rochester, Foodlink, or the Rochester City School District, kids can eat food that will keep them full and satisfied without spending a dime or leaving their favorite activities!

Summer meals can be found at R-Centers, schools, churches, neighborhood programs, and lots of other

places kids spend time during the summer. Also, don’t forget the Summer Meals Food Truck that stops at libraries, parks and other community sites around Rochester. Best of all, parents don’t have to take extra steps to get their kids involved – just drop in during the scheduled mealtime.
