1.0 Call to Order

The meeting was called to order by President Kowalski at 1:45PM PM

2.0 President’s Report

A. Boston

Kowalski reported on the Chapter Presidents Council meeting during the National Conference in Boston. He described recent activities of the APA Board including discussion of the possibility of a standard percent formula for chapter dues and a proposal for consolidated chapter/national elections. Kowalski also reminded the Board about CPC grants and his desire that the Chapter seek a grant during the next funding cycle.

B. Diversity Committee

Kowalski reported that he has a candidate in mind to lead the Chapter’s Diversity Committee and sought the Board’s opinion on the desired direction/focus of the Committee. There was some discussion that the direction of the committee should generally be guided by the outcome of the board retreat but with sufficient flexibility as the chair sees fit. There was general agreement that there should be visible ways for the committee to connect to chapter activities, in particular the annual conference.

C. FAICP

Kowalski reminded the board that 2011 is a year for FAICP nominations and he sought participation in an ad hoc committee to find nominees on behalf of the Chapter. There was some discussion about announcing the nomination cycle to the membership to ensure that eligible and interested nominees have an opportunity to be included. The group was reminded that there are specific guidelines for nominees and nominators.

D. FTP

Kowalski reported that APA National is offering an ftp service to chapters. There was general agreement that this is something the Chapter should utilize, particularly for the awards process and the electronic library. Kowalski agreed to work with Paula Freeze to evaluate this service.

E. UIC Presentation

Kowalski detailed his participation on the UIC master’s project jury and he commended the students and participation from practitioners.

F. 2013 National Conference

Kowalski reminded the group that preparations for the 2013 National Conference (which will be held in Chicago) will begin in the coming months. The Chapter is responsible for forming and leading several committees/activities related to the host city.

3.0 Business Agenda

A. Approval of the Minutes

Stonehouse motioned to accept the budget and Lazarra seconded the motion. All were in favor. The motion passed. Simone asked if it were possible to explore more aggressive options for earning interest on our money market account. Carlisle was directed to explore other rate options.

C. Approval of Chapter Development Plan A final draft of the Chapter Development Plan was presented for Board consideration. Comments were received from the general membership and incorporated as appropriate. Simone moved to approve. Stonehouse seconded. All were in favor. 4.0 Discussion Agenda

A. 2011 State Conference Owen updated the Board on the progress of planning for the 2011 State Conference. She detailed that the conference website is scheduled to go live in the next couple of weeks and that programming, special events and mobile workshops were well underway. Stonehouse suggested that the Chapter explore some way to facilitate room sharing for attendees. It was suggested that the Chapter’s facebook page may be the most appropriate venue to allow individuals to make such arrangements. B. PODO Update Blue reported the success of the “beta” version of the plan commissioners training and announced that six more were currently in the works. He detailed that the track at the fall conference will also include a “train the trainer” session for plan commission staff members to receive training. Blue described the invaluable partnership with the Chaddick Institute and explained that costs to attendees and costs to the Chaddick Institute must be carefully balanced and equitable. C. PDO Update

Simone reviewed recent activities including entering CM requests for the ISS conference, the fall AICP training at CMAP, a desire to seek more CM providers in the state and efforts to formalize AICP scholarship opportunities. D. Sponsorship for Conference Kowalski presented alternatives for sponsorship for Board consideration. Discussion ensued regarding the benefits of “bundled” sponsorship versus an “a la carte” menu for potential sponsors. After discussion and direction from the Board, Kowalski agreed to work with Paula Freeze on an optimal alternative to roll out with fall conference solicitation. 5.0 Other Business There was no other business at this time. Who is the APA-IL

APA-IL’s Annual Conference is organized by the members of APA-IL, including the APA-IL Board and

other volunteers to make the conference a success. APA-IL plans this conference each year to further

the needs of all APA-IL members and the planning community. APA-IL is you and you are APA-IL.

Conference Overview

APA-IL is thrilled to have Evanston as its host city for this year’s conference. The conference committees

have been hard at work to create a program of sessions, mobile workshops and social events that you

are sure to enjoy. The conference site is the historic Hilton Orrington Hotel, which is centrally-located in

downtown Evanston, with convenient public transportation service provided by both Metra and CTA.

This year’s conference will include new programs and events, including a one-day track for planning

officials, a guided bike ride and a pub crawl. In addition, APA-IL is introducing a two-tiered system of

sessions to offer topics at both an introductory and advanced level. Perennial favorites, including the

awards luncheon, opening reception, 5K run and speed planning are back again this year. Explore the

The annual APA-IL conference draws hundreds of participants from around Illinois. This year’s

Reservations and Cancellation

All applications must be accompanied by a 50% deposit. Full payment must be mailed and received three weeks

prior to the event. Booth fee includes a listing on our website with an option of a direct link and a listing in the

onsite program. You may complete the reservation form online but all payments must be made by mail to the

address above.

Upon acceptance of an application by APA-IL, it shall be a legally binding contract between the applying

organization and APA-IL; provided that either party may cancel this contract on the condition that written notice of

such cancellation is received by the other party at least 60 days prior to the scheduled opening date of the show as

provided herein. The amount of the fee paid that will be refunded is based on cancellation date and only on

condition that such cancellation is made in writing and approved by APA-IL. The following policy applies:

Paige, AICP (Administrator) From: Bob Zimmerer (Mentoring Program Co-Coordinator) Date: Wednesday, June 29, 2011 Re: Overview of Mentoring Program At recent meetings of the Executive Board/Committee (Committee), the Committee indicated a desire to know more about the Mentoring Program (Program) – e.g. how does the program work, how much involvement is there, how have students reacted, etc.? Thus, I would like to address that desire via this memorandum as well as via a follow-up discussion at the Committee’s next meeting on July 8, 2011. The Current Program The attached PowerPoint®-presentation, which I created for a visit to UIUC last fall, provides a nice overview of the Program. To summarize, the Program is a way for students (who are members of the APA) to get in touch with practicing planners (who are members of the APA-IL and also known as mentors) at a level of commitment they are comfortable with – from a relationship of just occasional electronic communication to a full-blown friendship. APA-IL’s involvement in these relationships is limited to introductions – i.e. helping mentors and students meet, which Michael Mays (the other Mentoring Program Co-Coordinator) and I do by a) maintaining a website (Yahoo!®-group) and a database of mentors’ profiles, b) communicating with mentors and interested students, and c) spreading the word about the Program at various student-run events. At present, there are 60 mentors and 25 students participating in the Program, which means that 35 mentors are “idle” in that they are not mentoring a student. However, based on informal conversations with a number of mentors, others are participating outside of the Program. Successes & Challenges For those students who participate in the Program, reaction has been positive. The attached document entitled “Mentoring Program Testimonials” provides the perspectives of two students who recently participated in the Program. Another success has been our outreach efforts as of late. Traditionally, Michael spent one-third of his time outreaching to students, one-third of his time communicating with mentors and students, and one-third of his time maintaining the website and database. However, since I joined Michael and the two of us have been working together, we have been able to increase the amount of time we spend outreaching to students. For

instance, during this past school year, the two of us attended and presented at four events (as opposed to one or two) and we visited UIUC for the first time. Moreover, we worked with the Chicago Metro Section, the (APA-IL) Young Planners Group, and the UPPSA (the student organization at UIC) for a mass mentoring/networking event, which allowed us to help mentors and students meet in-person. Despite the positive experiences of past participants, which we have shared with current students, and our greatly increased outreach efforts, from what we can ascertain, additional student interest has reached a plateau. We attribute this to a few factors. First, students are busier than ever – especially in the current economic situation where many students are pursuing other efforts at the same time they pursue their studies. (Moreover, there are also a lot more part-time planning-students these days.) Second, the CUPPA at UIC recently started its own mentoring program. Finally, and probably the most significant, there are mentor-student relationships forming outside of the Program. We believe this is due to a desire of students (an increasing amount of whom are non-planning students and therefore not members of the APA) to seek “unofficial” mentors who are in roles where APA-membership is not common – i.e. typically not paid for. Such “unofficial” mentors include planners, though frequently not in title, at the City of Chicago, the Chicago Metropolitan Agency for Planning, various transportation and housing agencies throughout the state, and at various not-for-profit organizations throughout the state – such as the Center for Neighborhood Technology and the Active Transportation Alliance. The Next Level Given all the above, we believe there are three steps we can implement to overcome the challenges we face and take the Program to the next level, all of which interrelate. First, designate a few “Ambassadors” for the Program. These “ambassadors” would be people who can advocate the Program and attend multiple events at UIC, UIUC, and at other universities, colleges, and organizations. Second, grow the pool (i.e. diversity) of the mentors – especially the number that are in non-traditional planning roles. Finally, the website and database should be more automated and open so that interested students can search for a mentor on their own time – as opposed to being dependent upon Michael or me. Notably, the Executive Committee can help us implement these steps by allowing us to do the following:

a. Make the process for interested students be more open (i.e. let students contact mentors directly),

b. Recommend and/or help us find potential “Ambassadors,” c. Open up the Program to recent graduates who are APA members, d. Open up the Program to non-APA members, and e. Use the APA-IL’s Editor/Webmaster to help us reconfigure the Program’s website

and database to allow for “a” and “d.” I look forward to answering any questions you, or any member of the Committee may have, during the discussion on this matter at the Committee’s upcoming meeting.

Mentoring Program Testimonials

Testimonial #1: UIC MUPP Graduate – Class of 2010 (from November 2010) I joined the APA mentorship program in my first year and am still meeting with my mentor now that I have graduated. Having previously worked in municipal planning, I chose a suburban Planning Director as my mentor so that I could stay in touch with the municipal field and see how it works in Illinois. I arranged meetings with my mentor, going out to Glen Ellyn about once a quarter. You can meet and e-mail frequently, or less frequently like we did. I go out after work and we get food and a glass of wine and catch up on what we are each up to. I have enjoyed time with my mentor on a personal and professional level, seeing how she balances a management position and family. She provided perspective on class and extracurricular choices, giving feedback as to what is needed and desired in the municipal environment. However, her advice was often limited since she is not familiar with UIC and its program and has not been in school for some time. I believe that her feedback will be the most useful in the time to come as she provides advice and connections during the beginning of my professional career in Illinois. The program works best when expectations are clear and the mentee is patient. The student should also think about what they can bring to the relationship. Professionals enjoy a connection with the younger generation and new theories/technologies in the field. I told my mentor about what was going on at UIC and what we do in the program and got her involved in the internship program for the first time. Testimonial #2: UIC MUPP Graduate – Class of 2011 (from November 2010) As a first-year planning student with no planning experience, I was excited by all that I was learning, but felt like I didn’t really know what planners actually did in their day-to-day jobs. While my professors were great resources about topics in planning, they were mostly academics and far removed from the challenges faced by practitioners. Guest lecturers gave a glimpse into what I could look forward to, but an hour or two in a class was just too short to really get into much detail, and I had so many questions! I love that the APA-IL mentor program gave me the opportunity to choose the mentor that was right for me. I was able to look through resumes of new and seasoned professionals to find those that had the kind of experience that reflected my own career ambitions. While my goal is to become a municipal planner, seeing the wide range of experience encouraged me to consider other career options that I had not even known exist, particularly in the private sector.

Once I’d had my top 3 choices, I wasn’t really sure where to go next – what do you say to a complete stranger I chose off of the internet?!? Fortunately, my mentor was great! He contacted me and suggested that we start with phone conversation about what I wanted from this experience. From there, I was invited out to his office and had the opportunity to hear from him and his staff about their jobs, their everyday responsibilities and the challenges they face. We’ve continued our conversations by email about topics that come up in class and internship opportunities. It’s also been great to know when he will be at APA events – it always helps to know someone to connect with and get introduced to other planners, instead of facing a room of strangers by myself. I’ve loved my time with my mentor and intend to keep in touch well after our year in the mentorship program is over.

Zimmerer and Michael Mays of the Mentoring Committee for making this event a great success!

May 6, 2011

o Vijay Gadde participated in the first IL APA Conference Sponsorship Committee meeting on April 8,

2011, and reviewed the sponsorship list, levels, and deadlines. Vijay, along with other members of

this committee, will assist in recruiting potential sponsors and relay that back to the conference

consultant for logistical planning at the conference facility.

July 8, 2011

o Held CMS Board meeting on May 17th

. Reviewed the Chapter Development Plan, CMS goals, budget,

and activities for 2011. The CMS will provide a summary of the program evaluations at the annual

program committee meeting in October.

o Organized the May CMS program on ‘Making Complete Streets a Reality’ at the Hoffman Estates

Village Hall, which was attended by 37 area planners.

o Publicized the June 10th

panel discussion organized by the Elgin bicycle committee to CMS

membership.

registrants.

• Five citizen planner workshops are planned this year; 1) Region 1 in Belvedere as reported by Wayne

Dust – he has been in contact with Michael Blue and the option was presented to have Lori Marston

present at the workshop for a cost of $500; 2) Region 2 in the Peoria area as reported by Nick

Hayward and Jon Oliphant – they will be in contact with Michael Blue about this workshop and are

targeting October 13 for the event; 3) Region 3 in Champaign as reported by Lorrie Pearson – she

has been in touch with Michael Blue and is targeting September for the event; 4) Region 3 in

Bloomington as reported by Phil Dick – he is working with Mercy Davison, Rick Nolan, and Mark

Woolard on this event to take place on November 18; 5) Region 5 in Decatur as reported by

Stephanie Ashe – she is working on a program focused on sustainability and recycling for this event

to take place on August 26.

May 6, 2011

• The APA ISS Spring 2011 conference in Quincy on March 24 and 25 was a great success. A good

balance of regional and local planning issues was presented in the sessions. On the 24th, there were

five interesting presentations on sustainability in planning. The day was topped off with a field trip

to Lock and Dam 21 on the Mississippi River.

On the 25th, there were very good presentation on Mississippi River projects, disaster mitigation and

recovery, the annual Tri-State Summit (Illinois, Missouri and Iowa), and presentations on reclaiming

neglected properties. Alan Mallach, FAICP, noted author and research director of the National

Housing Institute, gave an excellent presentation on “Tackling Vacant Properties” that included

problem solving tips and techniques in dealing with vacant properties where you have no

responsible owner. He then led a very good interaction with questions and answers. The day was

topped off with a field trip to Quincy’s East Historical District.

• Five citizen planner workshops are planned for this year: Regions 1, 2 and 3 (Champaign-Urbana)

are interested in scheduling Michael Blue Planning Officials Training sessions for the fall; Regions 3

(Bloomington-Normal) and Region 4 (Decatur) are also moving forward with plans for citizen planner

workshops for the fall.

• The APA ISS Spring 2012 conference will be in Decatur.

Legislative Committee The purpose of the Legislative committee is to a) keep abreast of federal, state and local legislation important to planning, b) advise on matters involving the federal, state and local legislation relevant to the Chapter, c) prepare the Chapter’s response to National APA Policy Guide Drafts, d) solicit and receive comments and provide analysis on key legislative issues to enable the Executive Committee to be informed on, assume a policy stance, and take action, if necessary.

2011 Committee Activity Reports July 8, 2011 o Participated in the Quarterly APA Legislative Webinar on May 26. This quarter’s webinar was on the

2011 Continuing Budget Resolution, and the Administration’s 2012 Surface Transportation proposal. o Two bills we were monitoring, that were still alive at end of the session, included:

HB1056 – Zoning Decisions – Establishes procedural rules when zoning decisions are under judicial review. Passed both Chambers on 5/29; sent to Governor.

HB1091 – Public-Private Partnerships for Transportation – Allows IDOT and ISTHA to enter into public-private partnerships. Passed both Chambers on 5/28; sent to Governor.

o Two additional bills, which surfaced over the year focused on economic development opportunities for municipalities, including:

SB540 – TIF Administrators – This bill, introduced in the Senate, was heavily amended in the House to make a multitude of significant changes to Illinois' TIF statute, including required certification of TIF Administrators, publication of TIF finances, payments to other units of government and developers, etc. The amendments passed the House, but the Senate Local Government Committee did not vote to concur with the amendments. Consequently, the Senate did not take action on the matter before the Legislative Session adjourned on May 31, 2011. This may, however, come back in some form either in the fall veto session, or next January.

HB1730 – Economic Development – This fairly broad bill allows corporate authorities to appropriate and expend funds for economic development purposes.

o The fall veto session will begin October 25, 2011. o Participated in CMAP Legislative Working Group meeting on Wednesday, June 29, 2011; reviewed

federal and state legislation which affect planning. Discussions centered on bills sent to Governor, federal transportation issues, and upcoming veto session.

Legislative Committee The purpose of the Legislative committee is to a) keep abreast of federal, state and local legislation important to planning, b) advise on matters involving the federal, state and local legislation relevant to the Chapter, c) prepare the Chapter’s response to National APA Policy Guide Drafts, d) solicit and receive comments and provide analysis on key legislative issues to enable the Executive Committee to be informed on, assume a policy stance, and take action, if necessary.

Mentoring Committee The purpose of the Mentoring Committee is to connect student planners with practicing planners in order to a) develop the next generation of planners by exposing student planners to the networks and wisdom of practicing planners and b) redevelop/reinvigorate the current generation of planners by exposing them to the cutting-edge research, technologies, and theories student planners know. The work of the Mentoring Committee is split between maintaining a database of mentors, which student planners can access to connect with a mentor, and promoting the program to student planners in multiple ways.

2011 Committee Activity Reports March 4, 2011 o The Mentoring Committee collaborated with the Chicago Metro Section (CMS), the Young Planners

Group (YPG), and the Urban Planning & Policy Student Association (UPPSA) @ UIC to put together a networking event at Jak’s Tap in late January. The event was well received and attended by planners of all ages, experience-levels, and backgrounds. The 64 attendees, and 9 organizers, seemed to enjoy the casual atmosphere, informal discussion topics, and “forced” intermingling. This was a great opportunity for all four committees/sub-groups of APA-IL to promote themselves and generate interest in not only their particular causes but also planning in general.

o The Mentoring Committee also began to think about its goals and objectives for the coming year(s) – especially in relation to how to be more “open” when it comes to mentorees.

May 6, 2011 o Aside from “the usual” (i.e. helping interested students find a mentor), the Committee began

preparations to provide an overview of itself and the Mentoring Program at the July meeting of the APA-IL Executive Board/Committee.
