Currently, many of these owners are able to hide behind corpora-tions and partnerships, making it difcult for tenants to get problems withtheir housing resolved without engaging in litigation. The legislation alsoqis that cpat wns pvid a bick and mta cntact addssfor each of their principal partners. Under current law, many landlordssolely list addresses of private mail operating services on their registrationstatements. One of these addresses in particular is merely a storefrontlled with P.O. Boxes.”

According to John Whitlow, MRNY’s Supervising Attorney, he authored Intro87-A to be short and effective (bill text on right). It is modeled after another transparency law already on the books for Single Room Occupant (SRO)dwllings.

“This bill uses the SRO law already on the books. All we needed to do wastwak it a littl [adding a bick and mta addss qimnt] and pandit to mutiple dwellings. Right now many corporate landlords are faceless,

nameless, and placeless. We added that Brick an Mortar part so that ten -ants wldn’t hav t g t ct t knw wh thi landlds a.”

While it’s a short bill without substantial enforcement language, the teeth of this bill lay in its pw t blck cpat landlds wh dn’t adh t itsdisclosure requirements from ling nonpayment claims against their ten-ants, ntil thy cmply.

The bill, if passed by City Council this summer, would go into effect some-time in the fall, 90 days after the Mayor signs it into law.

(2) An identication of the owner bynam, sidnc and bsinss addss.If the owner is a corporation, the identi-catin shall incld th nam and ad-dress of such corporation together withth nams, sidncs and bsinss

addresses of the ofcers. [In the caseof any class A multiple dwelling usedfor single room occupancy pursuant tosection two hundred forty-eight of themultiple dwelling law, if] If the owner of a mltipl dwlling is a cpatin, thidentication shall also include the namesand addresses of any person whoseshare of ownership of the corporationexceeds twenty-ve percent. For thepurposes of this subdivision, any personowning a share of a parent corporationshall be deemed to be an owner of ashare of a subsidiary corporation equalto the product of the percentage of his or her ownership of the parent corporationmultiplied by the percentage of the parent

corporation’s ownership of the subsidiarycorporation. If the owner of a multipledwelling is a partnership, the identica-tin shall incld th nam and bsinssaddress of such partnership together with th nam, sidncs and bsinssaddresses of each general partner andfor each limited partner whose share of ownership of the partnership exceedstwenty-ve percent, the names, residenc-es and business addresses of all suchlimited partners. If the owner is under the age of eighteen years or has been

 dicially dclad incmptnt, his h legal representative shall le the registra-tin statmnt.

§2. Subdivision a of section 27-2098 of the administrative code of the city of NewYk, as amndd by lcal law nmb 56 for the year 2008, is amended by add-ing a new paragraph 6 to read as follows:(6) If the dwelling is a multiple dwell-ing, the total number of dwelling units insch dwlling and th avag mnthlynumber of units not lawfully occupiedwithin th si-mnth pid pi t whna registration statement for such multipledwelling is required to be led.

§3. This local law shall take effect ninetydays after enactment.

On June 24, 2010, the NYC Rent Guidelines Board (RGB) adopted renewal lease guidelines for rent stabilizedapartments, lofts and hotels with lease effective dates between October 1, 2010 and September 30, 2011. Theguidelines are contained in the Apartment & Loft Order #42 and Hotel Order #40, both of which may be viewed/downloaded from RGB’s website (on left). Since the economic recession of 2008, RGB has decreased its annualrenewal increases, from 3 percent last year to 2.25 percent this year. Yet, it may or may not offset the 4.5 percentincrease adopted in the summer just before the recession. It, along with the 4.5 percent increase of 2006 remains

Homeownership Education and Counseling (NCHEC).

Begun as a pilot four years ago, the program receives funding from a JPMorgan Chase Foundation grant to Neigh-bor Works America. This year about a dozen place based trainings will be delivered across the country. “Neighbor Works identies industry experts to present the trainings while Chase employees provide insight andexpertise from a local perspective,” said Johnson. NeighborWorks America’s homeownership and community lending training arm, the NeighborWorks Center forHomeownership Education and Counseling (NCHEC), has trained and certied thousands of non-prot grouprepresentatives in homeownership, foreclosure intervention and nancial education. Of that total,$100,000,000 is available for the Sustainable Commu-nities Regional Planning Grant Program, $40,000,000is available for the Challenge Planning Grant Program,

POSITION:The Association for Neighborhood & Housing Development (ANHD) seeks a dynamic, highly produc-tive Director for the Initiative for Neighborhood and City-wide Organizing (INCO). INCO is a very suc-cessful collaboration between ANHD and the Neighborhood Opportunities Fund (NOF) that providesfunding and capacity-building support to 15 neighborhood-based housing organizing groups across thecity to strengthen the grassroots affordable housing movement. RESPONSIBILITIES:The INCO Director is responsible for all aspects of the program, including:• Working with the 15 funded INCO groups, which receive $40,000-$50,000 each annually for fouryears, to provide intensive capacity-building support for community organizing, including one-on-onesppt, gp tainings, and cdinatd p-t-p mnting.• Supporting the funded groups in planning and implementing local, neighborhood-level organizingcampaigns.• Working closely with NOF, the funders collaborative that provides the grants, providing regular reportson INCO activities, and support to NOF’s Funding, Selection and Advisory Committees.• Planning and coordinating citywide advocacy and organizing campaigns on housing policy issues that

bring together the energies of the funded groups, and the broader ANHD membership, to win majorhsing plicy changs.• Providing signicant support to other ANHD housing policy advocacy campaigns .• Some evening and weekend work required.

QUALIFICATIONS:• A minimum of ve years of professional experience in community organizing .• At least three years experience in a senior position supervising other organizing staff.• Experience directing a nonprot program or department.• Strong experience designing and implementing organizing skills training.• Signicant experiencing directing outcome-oriented campaigns to win policy change.• Commitment to New York City’s neighborhoods and respect for community organizing and grassrootsganizatins.

• Must be very self-directed, creative and highly productive.• Bi-lingual (English/Spanish); program fundraising experience; knowledge of NYC housing issues pre-ferred.

RESPONSIBILITIES:

The Tenant Program Director will supervise NHN’s tenant team and oversee organizing and advocacyin all aspects of the organization’s work with low-income, largely Spanish-speaking tenant residents inSnst Pak, Bklyn.

Tenant Counseling: The bi-lingual Tenant Program Director will supervise the program’s one-on-onecounseling and referral services to tenants facing housing problems including; livability and repair is-sues, rent and eviction issues, landlord harassment and language access issues. He/she will alsopvid dict cnsling t tnants t advis thm gading thi ights; ngtiat with landlds, hlpthem to access potential public subsidies, and refer them for legal and other services. The position alsoincludes teaching Tenants’ Rights Workshops in English and Spanish at local community organizations

Community Organizing: The Director will work on the local and city-wide level to promote decent, af -fordable housing in and around Sunset Park. The Tenant Program Director will supervise and work

together with tenant program staff and interns to support the activities of the neighborhood group UNA(United Neighbors in Action), a community organizing project which focuses on education about ten-ants’ rights and housing issues, as well as tackling quality of life issues in the neighborhood. UNAmembers are involved in coalition campaigns and citywide advocacy work that affect affordable hous-ing. UNA gathers together individual leaders identied through building-based organizing, as well asNHN’s advocacy work with individual tenant clients. The Director will facilitate meetings, educate ten-ants on their rights, and assist tenants in the formation of tenant associations, with the goals of lead-ership development and increased civic participation. The Tenant Program Director will work withthe current Tenant Counselor/Organizer to develop local community leaders by conducting leadershiptainings and n-n-n mnting.

Supervision The Tenant Program Director will provide supervision including, helping staff to plan andimplement organizing strategy, supporting staff and interns to meet ongoing challenges of frontlinesocial service work, providing staff development and continuing education, as well as helping to trackprogram outcomes, monitoring and improving the quality of services.

Grants and Contracts Reporting The Tenant Program Director will help to organize and gather data toassist in the preparation of reports to funders. The Director will be responsible for evaluating programdlivabls in cllabatin with th Intim ectiv Dict and Dvlpmnt Cdinat.

Community-building/Collaborations: The Tenant Program Director will maintain relationships with otheraffordable housing, community development, and housing organizing groups and coalitions, partici-pating in city-wid campaigns, dvlping and maintaining patnships in sch a way as t badnNHN’s reach, and seek greater efciency and effectiveness in the use of program resources.
