Health officials said theybelieve heavy rains and hottemperatures contributed to theoutbreak of cholera, an intes-tinal ailment which is spreadthrough contaminated foodand water.

HAVANA (AFP) - An out-break of cholera in easternCuba has killed at least threepeople, 130 years after the lastknown case of the disease wasreported on the island.

Health workers have identi-fied 53 people infected withthe illness in the coastal townof Manzanillo.

In a statement published inthe official newspaperGranma, Cuba's ministry ofpublic health said in a state-ment that the three fatalities

would likely be higher than the$17 charged for a similar unitthat the company already sellsto hospitals, clinics and physi-cians.

The company's presidentand chief executive DouglasMichels said the test wouldallow people "to learn theirHIV status in the comfort oftheir home and obtain referralto care if needed."

The Centers for DiseaseControl and Prevention esti-mates that 1.2 million peoplein the United States are livingwith HIV infections -- ofwhich about one in five are notaware they are infected.

There are about 50,000 newHIV infections every year andmany of those infections aretransmitted from people whoare unaware of their HIV sta-tus.

"The availability of a home-use HIV test kit provides an-other option for individuals toget tested so that they can seekmedical care, if appropriate,"said Dr Karen Midthun, direc-tor of the FDA's Center for Bi-ologics Evaluation andResearch.

The home testing kit, whichdetects both type 1 and type 2HIV antibodies, could identifylarge numbers of previouslyundiagnosed infections, ac-cording to the FDA.

Clinical studies for self-testing have shown that theOraQuick home HIV test hasan expected performance of 92percent for test sensitivity, thepercentage of results that willbe positive when HIV is pres-ent.

"This means that one falsenegative result would be ex-pected out of every 12 test re-sults in HIV-infected indi -viduals," the FDA said.

Similar testing indicatesthat one false positive wouldbe expected out of every 5,000test results in uninfected indi-viduals, according to the FDA,which is responsible for regu-lating medication in the UnitedStates.

WASHINGTON (AFP) - TheUnited States announced yes-terday it has authorized salesof the first over-the-counterhome testing kit for HIV, thevirus that leads to AcquiredImmune Deficiency Syndrome(AIDS).

The OraQuick In-HomeHIV test is expected to beavailable from October at30,000 American retail outlets, its manufacturer said, with thekit allowing people to obtain aresult within 20 to 40 minutes.

The US Food and Drug Ad-ministration (FDA) and thecompany that makes the kit,OraSure Technologies, hailedthe approval as a major ad-vance in detecting Human Im-munodeficiency Virus infec -tions.

The test procedure involvestaking an oral fluid sample col-lected by swabbing the upperand lower gums inside a per-son's mouth, placing the sam-ple into the kit's developer vialand then waiting for the result.

The FDA noted that a posi-tive result from the test doesnot mean a person is definitelyinfected with HIV, but ratherthat an additional test shouldbe done in a medical setting toconfirm the result.

BERLIN (AFP) - Librarians ata German university havestumbled across a version ofthe 500-year-old world mapthat was the first to mentionthe name "America", they saidTuesday, calling the chancefind "sensational".

Experts did not even knowabout the existence of a fifthcopy of the map by Germancartographer Martin Wald-seemueller until it showed upa few days ago, Ludwig Max-imilian University of Munichsaid.

The discovery is muchsmaller and thought to have

been made after the 1507 orig-inal version, which Germanyofficially handed over to theUnited States in 2007 and nowlies in the Library of Congressin Washington.

The newly unearthed map,one of the so-called globe seg-ments, is believed to have beenproduced by Waldseemuellerhimself, who died in 1522.

"Consumer preference formobile computing devices isshifting from notebook totablet PCs, particularly in ma-ture markets," said RichardShim, analyst at NPD.

"While the lines betweentablet and notebook PCs areblurring, we expect maturemarkets to be the primary re-gions for tablet PC adoption.New entrants are tending tolaunch their initial products inmature markets. Services andinfrastructure needed to createcompelling new usage modelsare often better established inmature markets."

In its most recent quarterlysurvey on mobile devices,NPD said in May that Apple'siPad had 62.8 percent of thetablet market, with Samsung adistant second at 7.5 percent.

Since then Google said itwould sell its own brandedtablet made by Asus, whileMicrosoft introduced a tabletthat converts to a notebook, tobe on sale later this year.

(AFP) - Tablet computers areexpected to overtake notebookPCs by 2016 as consumersshift to newer devices like theApple iPad, a survey saidTuesday.

The survey by research firmNPD said tablets will be "thegrowth driver" for the mobilecomputer market over the nextfew years.

Overall mobile PC ship-ments including tablets willgrow from 347 million in 2012to over 809 million by 2017.

Notebook PC shipments areexpected to increase from 208million in 2012 to 393 millionby 2017, but tablet shipmentsare expected to grow from 121million to 416 million in thesame period.

A key driver for tabletgrowth is adoption in NorthAmerica, Japan and WesternEurope, which will account for66 percent of shipments in2012 and remain in the 60 per-cent range throughout the nextfew years, NPD said.

Monti, who had hostedfour-way talks in Rome inpreparation for the big summitin Brussels, said the results"constitute a step forward to-wards the Europe that we Ital-ians want: more gearedtowards growth and more sta-ble."

Eurozone leaders had cob-bled together 120 billion eurosto boost growth.

ROME (AFP) - Italian PrimeMinister Mario Monti saidyesterday that he would try topersuade an unwilling Finlandand the Netherlands to playball on using the European Sta-bility Mechanism to stabilisebond markets.

"We will try to overcomeopposition from countries likeFinland and the Netherlands, which have a certain intoler-ance towards stability mecha-nisms," Monti said a daybefore debt crisis talks withGerman Chancellor AngelaMerkel.

The deal reached at an EUsummit in Brussels last week, which bolstered confidence inthe euro and brought swift re-lief to crisis-hit Italy andSpain, must be "crystallisedand consolidated" at eurozone

The global lender citedrisks to US growth, includingthe limited room for monetarypolicy to counter the drag ofdeficit cutting and an erosionof skills in the labor market.

But the IMF emphasizedthat weak consumer spending, which accounts for about 70percent of the economy, re-mained a key obstacle to re-covery three years after theGreat Recession.

Congress remains dead-locked over how to avoid themandated measures, and thepolitical impasse was not ex-pected to end before the No-vember 6 presidential election.

The IMF warned that lea -ving the measures to take ef-fect could force a US con -traction early next year, slam-ming an already fragile worldeconomy.

It noted the nation's debtceiling will need to be raised inearly 2013, after a historic bat-tle over the same issue in Con-gress last year roiled marketsand cost the United States itscoveted triple-A debt rating forthe first time.

The looming need for thelimit hike was "bringing backthe risk of heightened uncer-tainty and financial market dis-ruption," the Washington-based institution said, calling itto be lifted as soon as possible.

The IMF criticized Presi-dent Barack Obama's proposedfiscal 2013 budget, which callsfor slashing the nation's deficitby three percentage points toabout 5.5 percent of gross do-mestic product.

Even if as expected thedeficit cutting is less than threepoints, the IMF warned that"this smaller reduction wouldbe too rapid, given the weakeconomy."

"The composition of spend-ing should be as growth-friendly as possible," the IMFsaid, suggesting a larger deficitof about 6.25 percent of GDPwould be appropriate.

It called for spending on in-frastructure, measures to easethe housing crisis, and workertraining programs in the dis-

WASHINGTON (AFP) - TheInternational Monetary Fundyesterday pared its growthforecast for the US economyand warned that the Obama ad-ministration could be slicingthe deficit too fast for the weakeconomy.

It also said the country's"tepid" recovery was underthreat from the pre-pro-grammed "fiscal cliff" combi-nation of sharp spending cutsand tax increases at the year-end, and a worsening of the eu-rozone debt crisis.

The IMF estimated 2012US economic growth at a 2.0percent, down from April'sforecast of 2.1 percent, citingsluggish consumer spending, the key driver of gross domes-tic product activity.

But even that outlook wasat risk both from the domesticpolitical stalemate and deepe -ning international economicchallenges, the global crisislender said.

"It is critical to remove theuncertainty created by the 'fis-cal cliff' as well as promptlyraise the debt ceiling, pursuinga pace of deficit reduction thatdoes not sap the economic re-covery," the fund said in its an-nual report on the USeconomy.

IMF managing directorChristine Lagarde, speaking ata news conference, highlightedthe risks to the global economyof US political inaction on thelooming domestic challenges.

"The domestic effect wouldbe severe, with negative spill -overs to the rest of the world,"Lagarde said.

She said the threat of thefiscal cliff and the debt ceilingnot being moved has erodedconfidence in the country.
