Re: 2020 July Monthly City Council Report
INTRODUCTION The coronavirus (COVID‐19) and the safety protocols affiliated with it are still at the forefront. As such, we remain active participants with our partnering agencies in information gathering, response efforts, and preparation. With hurricane season peaking, we continue to work with our emergency management team in planning efforts. As an organization, our persistence in finding the right people to fill our vacancies has led to increased interviewing and testing. This month we added three new team members: two police officers and one community service officer. Our long time Community Service Officer Anthony DeLucia retired and was given a retirement drive‐by (due to COVID) event at the YMCA.
Training Sgt. Mark Haueter attended a School Resource Officer conference. Officers George Guyer and Officer Julie Pohutsky received School Resource Officer Training. Officer Pohutsky received her Crisis Intervention training. Officers Julie Pohutsky, William Prigge, and Officer Mitchell Kelley continued MIPD Field Training. Sharon Kovacs and Joan Taylor completed their Law Enforcement Communications Course. All Sergeants completed the Basic Police Supervisor Workshop from the Institute of Police Technology and Management.

Reserve / Auxiliary Program Activity Hours
Reserve and Auxiliary Police Officers are unpaid volunteers who are certified by the State of Florida to perform in the law enforcement role. These officers must meet the Department’s and State of Florida’s annual retraining / certification requirements. Reserve and Auxiliary personnel are required to volunteer a minimum of 16 hours per month. They perform a variety of functions for our Department and community which are outlined in the chart below. Particularly they assist full‐time personnel at community events or special duty functions (requests for an officer to be assigned and compensated by the outside vendor) and during significant weather events such as hurricanes or flooding. Reserve and Auxiliary Officers provide an additional uniformed police presence in neighborhoods, commercial areas, schools, parks, and beaches. Once a month Reserve and Auxiliary Officers have a staff meeting to review policy changes, attend training and address planning and logistical requirements. The below chart signifies the logged hours that have been devoted to the particular assignment by the Reserve and Auxiliary Officers.

Beach Details: Our beautiful beaches are a focal attraction for our visitors. Although there were not any traditional July 4th festivities for the first time since the City’s incorporation, the MIPD has taken steps to increase our presence on the beaches from both a police and code perspective. First, educational promotions about our habitual issues of glass, animals, litter, etc. were conducted utilizing our social media platforms. Next, we incorporated a plainclothes non‐traditional approach to address those issues which resulted in numerous citations issued to the violators. We increased our presence on the waterways and in conjunction with other City Departments, “No Parking” areas were increased around the beach areas that lead to more parking enforcement.
13
Sea Turtle Activities Overview: • Successes: o Sand Dollar Island: two Sea Turtle nests hatched, and the hatchings went straight to the water. o Area of Marriott Crystal Shores ‐ hatched without any disorientation. • Communicated with beachfront condos sharing the weekly sea turtle activity and alerting them to soon‐to‐be hatching nests. • Investigated a complaint regarding trailers being left out on the beach overnight – unfounded. • Established that there was not a Sea Turtle obstruction violation at Residents Beach. • Coordinated evening “flashlight/cellphone” patrols with night shift police officers. • Established procedure and night storage location for Marriott’s beach ‐ behind their chickee huts.
