    TO PREVENT LIFEBOATACCIDENT

    WHILE LAUNCHING

In the last few decades more people

have been killed during lifeboat drills

than being saved by it during actual

    emergency situations. Also when found

out, maximum of these accidents was a

result of failed lifeboat releasing mechanism. It is a known fact that many of the accidents in

the past occurred because of the problems related to the release of lifeboat hooks.

    Never enter lifeboat without ensuring

    compete closure of release hooks.

Incomplete resetting of the release hooks

can cause the lifeboat to drop and may

    resulting in the death

To prevent free fall due to incomplete

Resetting on-load hook life boat should

be installed free fall prevent device as

per maker instruction if vessel have on

    board it

Seating positions of persons should be

carefully selected to maintain a good

trim of the lifeboat If the seat belt is

mot fastened, serious injury or death

    may occur

When using remote control gear from

Within the boat never wind the cord Or

wire around fingers, hand or wrist as

this may result in the cutting off of

fingers/hand Do not stop the swinging

out operation at deck position. Stopping

shakes the lifeboat and may cause

    casualties

    WHAT WE SHOULD

    DO WHILE LIFEBOAT

LAUNCHING1. Check that the reset lever on each hook is horizontal & in contact with stop

    2. Check that the release handle is in the closed(locked) position

    & safety pin installed

    3. Prepare transceivers, & confirm the communication condition

    4. Turn on the power switch of start panel & don life jackets

    5. Confirm the connection of the painter on the painter release device

    6. Release of safety pin for winch hand brake lever

    7. Release of davit arm stopper

    8. Confirm that the remote control wire is drawn into the lifeboat

    10. Ensure the bottom plug is fitted & tight

    11. Turn on the power supply switch,

Open the fuel oil & cooling seawater valve

    12. Close the drain valve on exhaust pipe

    13. Confirm that all crew board & their

    seatbelts are fastened

    14. Start engine

    15. Pull down the winch remote control wire

    16. Confirm that the lifeboat is waterborne

    17. Pull out the release handle safety pin, pull the release handle to the fully ope

    18. Release the painter

    WHAT IS EXACTLY

    MEANING OF GALE

    WARNING ON THIS

    NAV. MESSAGE ?

    ◈ Gale Warning : 34 Knots ~ 47 Knots

What is your expectation max. wind

speed as per above gale warning

    message?

Wind gusts may be a further 40% stronger

than the average given here, and maximum

waves may be up to twice the height.

Finally the maximum expected wind speed is

    up to 65.8 Knots.

Master should be consider pick up anchor to

drift at widen sea or stay anchorage base on

    expected max. wind speed.

It is just 10 minutes average

    speed

    What knowledge we should

need to know to take action

    more earlier to prevent same

    case of accident as above.

The four major factors are effect to judgement

Process. Total holding power, Total force,

Horizontal outer force, Chain breaking load are

    key factors.

    ◈ Total holding power

    Anchor holding power + Resistance

    of cable

Sum of Wind force + Water pressure

    ◈ Horizontal outer force

Sum of Wind speed + Water pressure and Dynamic force by waves It is

temporarily & impact force due to ship’s dynamic movement by waves so that it is totally effect to anchor chain breaking load, not effect holding power

    ◈ Total force

    ◈ Chain breaking load

The design and standard breaking load of stud link chain cables are given in the table

NOTICEPROHIBIT ANCHOR OVER □□□ MTRS DEPTH DUE TO WINDLASS LIFTING

    POWER

notice must be posted on the bridge

stating windlass hauling capacity and Amaximum anchoring depth basis“up and

down”weight of anchor and chain cable.

◈ Vessel with 18 ton under anchor weight

You need to know total weight

Anchor & chain at that moment

the total weight should be less

    than windlass lifting power

It is suggested that a 20 percent allowance be

deducted from the lifting power of the windlass

    to allow age and friction

    ◈ Determining method of Anchoring

◈ Vessel with 18 ton over anchor weight

: Conduct Walk back drop anchor

    Over50m

    Conduct Free fall (brake let

WHAT IS THE WEAKEST POINT IN YOUR BODY ? THE ANSWEAR IS EYE !

We experience three eye injury accidents on this

    year as below ;

    th 20 Feb. 2012 / H.Highness

3rd engineer used 'wire cup brush' to maintain

the globe valve. Then the wire brush's tiny thrix

splattered his left eye at 1100 on 20th Feb.

Immediately ship's crew took emergency measures,

but one alien substance remained. The vessel

arrived at DXB on 21st Feb., the patient received

hospital treatment and eliminate the alien

    substance.

    ND2 Apr. 2012 / H.Highness

The OS worked chipping & grinding on main

deck starboard coaming. Then another worker

splattered metal dust to OS's eyes. Immediately

ship's crew took emergency measures, but one

alien substance remained. The vessel arrived at

DXB on 3rd Apr., the patient received hospital

treatment and eliminate the alien substance.

    st 31 May. 2012 / H.Confidence

The OS worked chipping & grinding on aft upper

deck. Then the metal dust splattered his eyes.

Immediately ship's crew took emergency measures,

    but alien substance remained.

The vessel arrived at BUSAN on 30th May, the
