  • Manage the subject effectively within the whole school curriculum; Set challenging targets for raising standards in physical education and school sport; Provide enough curriculum time to teach the requirements of the National Curriculum for physical education in all key stages; Develop young people's physical skills from one year to the next and improve their understanding of the importance of health and fitness; Raise standards in physical education and school sport by establishing accredited continuing professional development (CPD) programmes for all teachers; Support schools in Wales to extend opportunities for school sport beyond the school day by improving the quality and the breadth of after school activities for all young people whatever their age, ability, ethnicity, gender or geographical location; Establish Development Centre Partnerships and ensure they work together for the identification and development of good practice in PE and School Sport.

    Established in 2001 as an action from the P.E and school sport task force.

    Key Findings from the review

  • Inconsistency across Wales in the positioning of the programme in both the LA and in schools affects the impact of the programme.The huge developments that have been made in primary schools need to progress through secondary schools.Clarity in the priorities of the programme and how this is being measured needs to be secureGood practice needs to be identified and showcasedAreas for development

  • Aspires to every child to be hooked on sport for life and developing a nation of championsSport Wales .......High quality physical education and school sport is essential for this to be achieved. Physical literacy is as important as numeracy and language. Is this statement believed across your development centre?

    Everyone step forward be counted and feel good.Showcase what we are doing, validate with evidence and its all about well being.......*For this update lets just spend a few minutes reflecting where we started.These were the original 7 aims drawn up from the task force back in 2001.Over time other programmes have been added and PESS was focused on curriculum and in particular raising standards of PESS.We have impacted on time allocated to our subject but only at KS2 in 2000/1 it was 84 minutes a week on average it is now 104 minutes. Over the 8 years 33,884 CPD opportunities have been supported through PESSWhere has you development centre focused? Can you showcase your achievements can you evidence the impact these CPD opportunities are having on pupil outcomes?*This year nationally we conducted a review to see the impact the programme was having.6 LAs over a three month period.Also looked at identifying good practice on the ground and make recommendations for the future.Telford school sport partnership conference where Sue Campbell and Steve Grainger announced that the school programme was cut. Talked about the development tree, what is rooted in the system? These will carry on once the national funding is completed, the branches, this is innovative thinking which needs to grow. The blossom this is what we need to talk about showcase and celebrate. This is a useful model and something that we could utilise for PESS. Which aspects are our roots, branches and do we celebrate the blossom?

    *PESS is a highly valued programme for all the points mentioned above. Some things that are possibly rooted in the system are high quality training and resources that are impacting on confidence of teachers to deliver high quality PE. This is impacting on more consistence and higher standards of pupils at the end of KS2. This is gleamed by secondary teachers stating they are having to review and extend the curriculum at KS3 particularly in gym, dance and AA .The DC infrastructure is well established. Branches are the work that is being done through the programme in contributing to key skills such as ICT, it is also recognised in contributing to transition.*The blossom we need to do more of we need to showcase the good work that is happening on the ground. We now have PESS 4 teachers website, we need your help in identifying and capturing the information so that we can increase the stories that we have.. The images that you saw on the show reel this morning highlight the excellent work taking place across Wales. We have inconsistencies across Wales. It works well when the heads and local LA have signed up and see the value of the programme and the contribution it is making.To date we have focused our work at the primary stage. This as where there was most need initially with non specialists having limited training and not confident to deliver HQ P.ENationally we need to clarify the future direction of the programme and make sure that this is communicated to all our stakeholders.*In Wales we have many national agendas that PESS contributes to. With well being a key focus of the inspection framework and the school effectiveness framework PESS has a huge contribution to make towards the physical and mental well being of pupils..In the PESS programme we have vibrant professional learning communities we can showcase our work as good practice, Judith Davies and Bev Symmonds will be exploring this in their workshop today.Creating an active Wales states that activity as at the centre of the school ethos and physical literacy is as important as numeracy and language. Is activity at the centre of your school?Is our work embedded in the children and young people plans in your LA?Sport Wales has a vision for Uniting a Proud sporting nation.All the good work that we are doing needs to be embedded in these national priorities.*We have a whole host of supporters for our work. We need to advocate messages to head teachers to make sure this work continues. Listening to learners is a key part of the schools inspection. Conwy well being conference. Listening to learners, Do we really listen to what they are saying, are we feeding back to them and are they engaged in the next stagesQuestions being asked by inspectors when they visit schools... . Are pupils views about the school taken seriously?Do pupils help with planning schemes of work and activities?Do pupils make choices about how and what they learn? Young ambassadors are now in schools and will support this agenda. They are here today as well and leading a workshop.*As yet we do not know what the future holds for us. But we have much more to do. Especially in secondary schools. The schools effectiveness framework and the inspection framework support our work we must make these links and embed our work.We must make everyone aware of our key contributions. Young people need to feel good if they are going to learn, well being is essential to this and PESS has huge ontributions to make.*Here at Sport Wales we have two aspirations.Every child hooked on sport for life and to create a nation of champions.High quality P.E is absolutely fundamental if we are going to meet these aspirations. Every child experiences physical education, are the lessons motivating them and equipping them with the skills and confidence and motivation to participate in sport and physical recreation in school and the local community?Is Physical literacy as important as numeracy and language in your development centre, your school? If not why not? It is essential for us if we are to become a healthier nation.
