Regardless of the weather, rain or shine, we have had a busy year at the clubhouse. We would like to thank all of our current and new members for their support. If you are new to the lake, one of the benets of join- ing the LTIA is being able to rent the clubhouse or the pavilion. The in- come generated from rentals plays an important role in allowing us to not just maintain, but also improve the clubhouse. Hello Summer! We fi nally made it past the dark days of our second win-ter, had about a half week of spring and bam…it got hot. So hot in fact we were in the water before Memorial weekend and not just the kids.

Regardless of the weather, rain or shine, we have had a busy year at the clubhouse. We would like to thank all of our current and new members for their support. If you are new to the lake, one of the benefi ts of join-ing the LTIA is being able to rent the clubhouse or the pavilion. The in-come generated from rentals plays an important role in allowing us to not just maintain, but also improve the clubhouse.

We had multiple rentals in April, May, almost every weekend in June and July, and dates are booked in September.

Somehow in between we managed to have the large window wall, ceiling, beams and duct work painted. It really is amazing what a diff erence a coat of toasted almond and linen truffl e paint can do. This couldn’t have been accomplished without your support,

including rentals, membership and just volunteering.

We have a few people to thank who really helped to make this project come together…Al and Rosie Fer-rell worked to get bids, met with the contractors. And with the help of Gail Lents, folded and moved all of the tables and chairs to prep. This also wasn’t their fi rst paint rodeo. Along with help from Gail and Rick Lip-pi last fall, they cleaned and white-washed the brick fi replace. Every li le bit helps and makes a huge diff er-ence…all in between rentals.

4th of July Fireworks Display REGULATIONSThe state fi re marshal has set a 500 ft. SAFE ZONE during the set-up until after the display. This means that the “A & I” coves will be off -limits to non-residents of these coves. The residents leaving and entering those coves will be required to do so using a route closest to the shoreline as indicated in RED on the map.

The SAFE ZONE will be marked with a line of buoys. DO NOT ENTER THIS AREA!!! The fi re-works will begin at 9:30pm. It is MANDATORY that we follow the fi re marshal’s request or the display WILL BE CANCELED. Thanks in advance for your cooperation, the LTIA Board.

Girl Scout Troop 818 appreciates the contributions made by the Lake Tishomingo community.

More than 1.4 million personal care items were col-lected in 2018 by The Girl Scouts.

Over 2,000 items were collected and donated to the Hillsboro community. Over 500 items were collected from The Lake Tishomingo community.

Gazebo Construction

The new 12-foot octagonal ga-zebo on the lake front recreation area was donated by the Lakeside Gardeners. The Gardeners paid for materials and provided all the labor.

Work began May 16 with the pouring of the concrete base and fi nished June 8 with the instal-lation of the hand railings and balusters.

The project was headed by Frances Hovis. She and Robert Hovis, Sheila Frauenfelder, and Rich Hirsch created a beautiful new addition to the lakefront.

LTPOA Meeting Minutes April 2018

LTPOA Minutes April 10, 2018Board members present, Steve Blaha, Doug Leeker, Ken Sto-

jeba, Roy Hummel, Jon Riche, Shelby Reneski, Mike Steeno.At 7:15 pm, President Steve Blaha called the meeting to order.

There were 5 residents in a endance, all recited the Pledge of Al-legiance.President’s Report

President Steve Blaha asked for a moment of silence for Char-lie Lents and Mike Jones, lake residents who had recently passed.

President Steve Blaha asked the board members if they read last month’s minutes and if they had any additions, corrections or deletions. With nothing new to correct or add, Steve Blaha asked for a motion to dispense with the reading of the minutes and approve them as printed. Shelby Reneski made a motion to ap-prove the minutes and it was seconded by Mike Steeno. MOTION PASSED.Treasurer’s Report

Shelby Reneski read the fi nancial report for April 2018. There was a cash infl ow total of $703.07 which included $615 from as-sessments, $55 from gate cards, $20 from pontoon trailer rental and $13.07 from interest. Cash outfl ow consisted of $188.45 to Ken Stojeba for Bobcat ba ery and truck tags, $59.99 to Charter, $18.43 to Phone.com, $123.90 to Ameren, $500 to Mark Stubits for clearing from the gate to the 4 way stop and $6,250 to Shelton Landscape for a down payment on the clubhouse landscaping; for a total of $7,140.77. The new checking account balance was $102,614.66.

The Major Projects Fund has an account balance of $203,542.64 as of February 28 2018. Interest accrued in the amount of $86.44, leaving a balance of $203,629.08 as of March 31, 2018. Roy Hummel made a motion to accept the fi nancial report and it was seconded by Doug Leeker. MOTION PASSED.

Shelby Reneski asked for approval to pay bills totaling $27,907.42, which included Holloran Contracting for patio, sidewalk and BBQ area ($18,400) and concrete driveway ($8,400), Charter ($59.99), Phone.com ($18.43), Shelby Reneski for Stamps ($10), Ameren Utilities ($124), and to Mark Stubits for irrigation at the clubhouse ($875) and for plow truck cleaning supplies ($20). Ken Stojeba made a motion to approve paying the bills and it was seconded by Doug Leeker. MOTION PASSED.

Ma Holloran’s bill for the patio, sidewalk and BBQ area was originally $30,300. Ma included a donation of $11,900, reducing the bill to $18,400. A round of applause was given in thanks.Building

Ken Droege sr, lot M26 has requested to repair/replace the existing dock and add a boat lift to the West side. Doug recom-mended approval. Jon Riche made a motion to approve and it was seconded by Roy Hummel. MOTION PASSED.

Doug reported the lot with the “gro o” is for sale as a poten-tially build-able lot. Doug plans to inform agent that the property is smaller than the required 40,000 square feet for new construc-tion.Security

Roy reported on a piggy backing (tail gating) incident at the gate. The individual was confronted by residents at the gate.

Roy also spoke with the individual who was apologetic.ATV signage was added around the gate as well as other

areas. ATV use through these areas causes erosion, which causes the need for increased maintenance.Gate

Rich Hirsch reported the most used code in March was by Ma Holloran at 5.8 uses per day. Rich noted Jeremy Christo-

pher’s code was previously used along with Triple C. This code use appeared high for the month. Therefore, Rich recommended a new code be issued for Triple C and the Christopher code be canceled.Maintenance

Ken reported he was in the process of obtaining bids for grass cu ing. Also, he has explored the possibility of obtaining asphalt millings which are left over from the I-55 project. The millings would be used to re-surface the community parking lot.Old Business

Doug discussed some researching he has been doing regard-ing chain dredging as an alternative to excavation for silt removal. The dredging would remove silt from low lying areas near the inlet and disperse the material to the channel in the deeper end of the lake. This process does not remove the material from the lake. However, the impact is thought to be minimal and the cost may be substantially lower than fully excavating and removing the silt. Doug has consulted with Brian Stephens regarding the impact on fi sh and other wildlife. The dredging could also be done without lowering the lake. Doug discussed having a representative from the company come and give a presentation to the board in order to answer questions and get more information.

Steve obtained an electrical bid for the new irrigation at the clubhouse. The board discussed ge ing the irrigation up and run-ning before the summer heat. The electrician was recommended by a lake resident. Mark Stubits was asked to do the trenching prior to the electrical work. Mike Steeno made a motion to hire the electrician and it was seconded by Roy Hummel. MOTION PASSED.New Business

Mike Steeno provided a summary of research he has com-pleted of our historical documents, restrictions and bylaws. Mike has organized the documents and decisions of the lake in order to clarify and be er organize the information for the board and all residents. In the future, the board intends to use Mike’s work to update the website with a more consolidated version of the rules, regulations and bylaws.

Shelby asked for approval to place liens on properties whose assessments have not been paid. Jon Riche made a motion to fi le the necessary liens. Ken Stojeba seconded the motion. MOTION PASSED.

Jon Riche stated he was unable to complete the April minutes prior to the meeting. Steve Blaha said we would approve these minutes at the June meeting.Treasurer’s Report

Shelby Reneski read the fi nancial report for May 2018. There was a cash infl ow total of $4,356.84 which included $4,331.04 from assessments and liens associated with assessments, $15 from gate cards and $10.80 from interest. Cash outfl ow consisted of pay-ments to Holloran Contracting for patio, sidewalk and BBQ area ($18,400) and concrete driveway ($8,400), Charter ($59.99), Phone.com ($18.33), Shelby Reneski for Stamps ($10), Ameren Utilities ($117.77), and to Mark Stubits for half the cost of the irrigation at the clubhouse ($875) and for plow truck cleaning supplies ($20) for a total of $27,901.09. The new checking account balance as of April 30, 2018 was $72,631.96.

The Major Projects Fund has an account balance of $203,629.08 as of March 31, 2018. Interest accrued in the amount of $83.68, leaving a balance of $203,712.76 as of April 30, 2018. Ken Stojeba made a motion to accept the fi nancial report and it was seconded by Roy Hummel. MOTION PASSED.

Shelby Reneski asked for approval to pay bills in May total-ing $3,034.07, which included bills from Mark Stubits for the completion (2nd half) of the clubhouse irrigation ($875), trenching for irrigation electrical ($250), material for concrete pad at the lake front ($75), 4/13 and 4/27 grass cu ing at the community house ($240) and grass cu ing to the 4 way stop ($80); Charter ($59.99), Phone.com ($18.33), Ameren Utilities ($114.75), 6 month rental of Mickey’s portable toilets ($540) and Mooney landscapes for installing a 6” gu er and downspout drainage at the community house. Ken Stojeba made a motion to approve paying the bills and it was seconded by Doug Leeker. MOTION PASSED.Building

Doug has taken a tour of the lake and everything looks good. No further report.

John Wideman, D37-43, cited a previous discussion with Doug. A le er was sent to Mr. Wideman informing him of his responsibility to pay for some road damage that occurred during his construction project. His building is complete and the road repair was discussed with Doug and has been corrected. Mr. Wideman requested a le er from the LTPOA stating the revised agreement and that the issue has been resolved. Steve stated he would get a le er to Mr. Wideman.Security

Roy asked if we would like to continue with GCI security for this season. This includes security at the gate as well as the patrol boat. Roy recommended the same schedule last year. Mike Steeno made a motion to continue as planned with GCI and it was seconded by Ken Stojeba. MOTION PASSED.Gate

Rich Hirsch noted that occasionally the call bu ons on the digital keypad at the gate can be grayed out, making the system inoperable. This happens when the internet goes out and/or needs to be reset. If any resident notices that icons on the keypad are grayed out, please notify a board member, or Rich, so the connec-tion can be reset.

MaintenanceKen was in the process of coordinating the delivery of the

asphalt millings for the parking lot. He will continue to keep us posted when he gets fi nal pricing for the material.

Doug Silhavy, C41, asked if the LTPOA would consider purchasing gravel for the maintenance of the road in Tishomingo Forest. There was discussion regarding a prior title search in order to determine ownership of the roads in The Forest. The board recommended verifying the ownership of the owner roads and agreed to come to a decision by the next meeting.

These tickets fund the fi reworks on a yearly basis. If enough tickets are not purchased in time, we will have to cancel the 4th of July fi reworks for 2018. Clarue sent an email announcing the presence of a dreaded groundhog near the dam. She has contacted some trappers in order to remove the pest. Water testing is in process and should be complete by June. Red Oak Landscaping had recently cut the grass on the dam was asked to keep the spillway cleared, which will be an additional $50 per occurrence.Old Business

Mike Steeno had recently a ended a local meeting to orga-nize opposition to the proposed 259 acre quarry on Tishomingo Rd. Many residents of Lake Tishomingo were present and the meeting was fully a ended. Numerous adverse issues were dis-cussed including: blasting, silica dust in the air, decreasing prop-erty values, noise pollution, and potential damage to our dam and lake water quality. There is a public planning and zoning meeting on June 14, 2018 regarding the potential zoning change to allow the quarry. The board plans on a ending this meeting and discussed gaining as much support from lake residents as possible. Doug brought up that quarries are typically eventually used as landfi lls after they are excavated. Mike will put together a le er to send to all residents to inform them of the situation and urge them to a end the June 14th meeting. Mike Steeno made a motion for the LTPOA and Lake Tishomingo to offi cially oppose the quarry and do anything possible, with in our means, to aide in the opposition of the quarry. The motion was seconded by Ken Stojeba. MOTION PASSED.

You have probably seen the signs on Tishomingo Rd, and Hwy 21, opposing the proposed quarry. Minnesota’s St Peter Sand Co wants to blast, grind, and haul silica sand.

The Planning & Zoning Commission conducted a public hearing June 14 for Condi-tional Use Permit CU18046. The meeting was a ended by hundreds of people. At the hear-ing the P&Z professional staff recommended denial of the permit.

The Commission then voted unanimously to deny the permit -- partly based on the staff recommendation but also because there were so many people present. The meeting room was packed. Every chair was taken. People were si ing on the fl oor completely fi lling every empty space between chairs. Around the perimeter of the room they stood three-deep and hundreds more fi lled the hallway and vestibule.

The Fight Is Not OverEven though the Planning & Zoning Com-mission denied the permit, it must still be considered by the Jeff erson County Council. They meet at 6:30pm on alternate Mondays. They do not have to post their agenda any more than 36 hours in advance, so we won’t know until the Friday before the meeting when the quarry will be voted on.

The most eff ective argument against the quarry is politi-cal: hundreds of us again have to show our opposition. We have to a end the meeting when the permit will be voted on.

Watch your email and signs at the entrance to the lake for information about the Jeff erson County Council Meeting. Plan to a end and show your opposition to the quarry.

Jefferson County Preservation Task ForceThe commi ee organizing the opposition to the quarry is being led by our own LTPOA VP Mike Steeno. The JCPTF meets 7 pm every Monday in our Community House. They hired a orney Kathleen Henry of the Great Rivers Environ-mental Law Center. Soon the task force will be asking for donations and having fund raisers (fi rst one is Sept 8, Meth-odist Church hall on HWY B) to help cover all the expenses of this fi ght.

carcinogen of micron size particles.• the property borders both new and old Hwys

21 -- it will deter any desirable development, residential and commercial, along the Hwy 21 corridor.

• there are about 2000 people in a 5-mile radius that will be subjected to air, ground water, and noise pollution

• they plan to operate two shifts and have 150 trucks per day hauling sand out. That means 150 empty trucks coming in and 150 full trucks going out.

• Tishomingo Rd is a very long road that is the only access to many properties

• slow and heavy truck traffi c will damage our county roads and seriously impede access for hundreds of people

• obstruction of Tishomingo Rd endangers anyone who needs Big River Ambulance or Goldman Fire assistance

• everyone on Tishomingo Rd, including Lake Tishomingo will be aff ected

• residential property values in the area will suff er

WATER ACTIVITIES RULES AND REGULATIONS(Revised 2015 By LTPOA Board)

I. FISHING1. Fishermen must be accompanied by a lot owner except

by special arrangements made with the lake patrol.2. Fish may be taken using a rod or pole. Only three rods or

poles per person are allowed, and there is a three hook limit on each rod or pole.

3. Trotlines and jugs are prohibited.4. The maximum number/quantity of fish per take, creel,

catch or possession shall be according to the Tishomingo Anglers Association’s current recommendations in accordance with the continuing effort to improve and modify each species and their population. These regulations are formulated after consulting our local fisheries biologist.

II. PATROL BOAT 1. The LTPOA patrol boat operator is responsible for water

safety and enforcement of Water Activities Rules and Regulations and Boat Registration and Regulations.

2. The patrol boat will be operated in a safe and courteous manner and has the right-of-way on the lake at all times.

III. BOAT & MOTOR IDENTIFICATION 1. All boats must be registered with the LTPOA and must be

the property of a lot owner. 2. Registration stickers will be furnished for those boats in

compliance with the LTPOA Boat Registration Rules and Regulations. Stickers must be placed on the left (port) side of the craft near the block and lot identification.

3. Boats of all types must have the owner’s lot and block number placed on each side of the craft in letters not less than three (3) inches in height. Placement should be toward the front of the boat if possible.

IV. BOATS - All boaters must be in compliance with Missouri State Rules and Regulations

1. The maximum boat length allowed is seventeen (17) feet excluding pontoon boats.

2. No boat shall be overloaded beyond the OBC rated capacity, or have a motor that exceeds the OBC maximum rating.

3. No hydroplanes, jet skis, inboard motor, or air boats (swamp buggies) are allowed. All outboard motors must be propelled by a marine propeller, NO jet drives are allowed.

V. PONTOON BOATS 1. Pontoon boats cannot exceed 24 feet in length. 2. No such type of craft shall be permitted unless the owner

has a residence at Lake Tishomingo. 3. No such craft shall have any temporary or permanent

sleeping, cooking, sanitary or toilet facilities thereon. No enclosing or screening of craft.

4. Pontoon boats are restricted to “No Wake” (a very slow speed whereby the wake or wash created by the vessel would be minimal).

VI. MOTORS 1. No craft shall have attached a motor which exceeds a

total of forty (40) horsepower.

VII. MOTOR BOATING 1. From 10.00 a.m. until 7:00 p.m. (prevailing time),

maximum speed allowed. 2. From 7:00 p.m. until 10:00 a.m., all crafts shall be

restricted to “No Wake” (a very slow speed whereby the wake or wash created by the vessel would be minimal).

3. During ski hours all boats are to maintain a marine

pattern of counter-clockwise travel. 4. Zigzagging, facing toward the stern while operating boat,

reckless speed, operating craft while intoxicated and any other form of careless or reckless operation is prohibited.

5. Minimum clearance of freeboard from gunwale to the surface of the water while operating shall be six (6) inches for any craft.

6. Every craft must be equipped with an approved type of life preserver for each person aboard.

7. Boats operating after dark must be properly lighted. 8. All boating must be at least 100 feet from shore. 9. Right-of-way shall be in the following order: sailboats,

row boats, canoes, pontoons. 10. No boats are to enter swimming area under any

circumstances. 11. Reduce speed of all craft while in coves or launch area to

“No Wake” (a very slow speed whereby the wake or wash created by the vessel would be minimal)

12. If you see or think that anyone is in distress, make effort to help and notify patrol boat.

VIII. SKI AND SURFBOARD SAFETY 1. Skiing or surfboarding is permitted from 10:00 a.m. until

7:00 p.m. (prevailing time). 2. Skier must wear an approved life saving belt or jacket at

all times. 3. Keep boat and skier 100 feet from shore while operating. 4. All boats when pulling skiers must either be equipped

with a rearview mirror or have at least two occupants. 5. Travel counter clockwise at all times and circle counter

clockwise when picking up a fallen skier. 6. Never drive boat so that skier is closer than 50 feet from

any object. 7. Take signal from skier only and never sit on gunwale of

boat. 8. Operators of boats pulling skiers must be at least sixteen

(16) years of age. 9. Skiing from cove entrance is not permitted. Skiing should

start and end up on the main body of the lake.

IX. SCUBA DIVING 1. Any property owner or guest scuba diving must have card

signifying accredited course in techniques of diving. 2. Report to the patrol approximate area where you intend

to dive from. 3. Display diver flag on float or boat and stay within 100

feet of same. Boats and skiers to keep 150 feet from flag. Remove flag after dive.

4. No scuba diving in ski lanes except when search and rescue diving is being conducted.

5. Fish and game Laws must be observed by divers.

X. SWIMMING 1. All swimmers must stay within fifty (50) feet of the

shoreline except as noted below. 2. Swimming from pontoon boats is permitted (for short

periods of time) in the lane between swimming, 50 feet from shoreline, and the ski lanes, 100 feet from shoreline.

XI. BUOYS 1. No buoys/tethered objects may be used in Lake

Tishomingo without LTPOA approval.

XII. RESPONSIBILITY 1. Lot owners will be held responsible for the actions of their

guests.

Proper and effi cient operation of our sewer system is vital to maintaining the quality of the lake. If you appreciate clean lake water, you should consider serving on the sewer board.

Wanted: Volunteer for Sewer BoardThere is a new opening on the board of directors for

PWSD#13. The primary purpose of the board is safeguard the water quality and beauty of the lake. by ensuring that the system operates properly.

Directors meet monthly to review the treatment plant and residential system operations and fi nancial reports. In addition to overseeing the business of the district, directors frequently interact with the treatment plant operator and answer questions and provide assistance to homeowners.

The director qualifi cations are specifi ed by Missouri law. The position is open to anyone at least twenty-fi ve years old who has resided in the district for at least one year and is not delinquent in the payment of taxes or sewer fees.

If the district cannot get people to serve on the sewer board, the board will have to try to get Jeff erson County to take over operations. If that happens, then property owners will lose local control of our sewer system. This includes the fee structure and district funds. That means that Lake Tish sewer fees could be used to support other systems.
