Judicial Watch is a non-profit educational foundation that seeks to promote integrity, transparency, and accountability in government, and fidelity to the rule of law. You may be aware of our efforts to reform the House ethics process in recent years and our belief that high standards of ethics should be expected for all members of Congress.

Judicial Watch is aware of published reports that Rep. Alcee Hastings (D-FL) may, with your approval, take on the chairmanship of the Pennanent Select Committee on Intelligence. Judicial Watch urges you to reject Rep. Hastings for this position of special trust and responsibility. Rep. Hastings is one of only six federal judges to be removed from office through impeachment. Specifically, on August 3, 1988, the House adopted articles of impeachment against then-Judge Hastings. After a trial, he was convicted by the Senate and removed from office on October 20, 1989, for perjury and conspiracy to obtain a bribe. 1

According to The Washington Post, the Senate found that he "engaged in the bribery 1conspiracy and repeatedly lied under oath at his trial and forged letters in order to win acquittal." (Ruth Marcus, "Senate Removes Hastings," The Washington Post, October 22, 1989.)

In addition, Rep. Hastings' most recent personal financial disclosure report states that he has assets of no more than $15,000 and staggering liabilities ranging from $2,130,006 to $7,350,000.2

Any ordinary citizen with Rep. Hastings' demonstrated record of lack of integrity, ethical misdeeds and financial problems would be denied a security clearance. Respectfully, you should not put our nation's security at risk by placing Rep. Hastings at the head of the Permanent Select Committee on Intelligence. That he was elected to Congress simply does not mean he meets the high standards that might entitle him to committee leadership posts, let alone "select" committee posts that concern highly secret national security information.
