CONSTITUTION

Preamble WHEREAS, having been organized in 1849, we the Churches of the Judson Association of Baptists, being convinced that an association of churches can more effectively perpetuate the cause of Christ, do adopt the following Articles as written bond of fellowship, cooperative function, and administrative pur-pose.

Article I - Name This Association shall be called the Judson Baptist Association.

Article II - Mission The mission of this Association shall be to further the cause of Christ by enabling the churches in wor-ship, ministry, evangelism, fellowship, and discipleship; and to provide staff leadership and volunteer ser-vices in order to fulfill this mission…

Article in - Membership A member church shall be a Baptist church, cooperating with the Judson Baptist Association, the Ten-nessee Baptist Convention, and the Southern Baptist Convention. Member churches agree with the gen-eral intent of The Baptist Faith and Message. A church may become a member of the Association by petitioning the Association in writing at any time, but at least ninety (90) days prior to the annual meeting. Petitioning churches shall be under the watch care of the Association until voted upon at the next annual meeting. A church may voluntarily withdraw from the Association at any time by notifying the Association in writing. However, such withdrawal shall not become final until voted upon by either the Executive Board or Messengers at the Annual Meeting.

Article IV - Authority The Association shall abstain from internal problems of a participating church except upon request of the involved congregation, and shall exercise no ecclesiastical authority over any church.

Article V - Annual Meeting The Association shall meet annually in October, the time, date, and place to be set by the messengers in the annual meeting.

Article VI - Parliamentary Procedure Robert's' Rules of Order (latest revised edition) shall be recognized as the authority in parliamentary procedures.

Article VII - Messengers The voting body at the Annual Meeting of the Association shall be comprised of messengers duly chosen by the churches. Every Church in this Association shall be entitled to a minimum of three (3) messengers. A church is entitled to an additional messenger for every twenty-five (25) members, or fraction thereof, exceeding fifty (50) members. No church shall be entitled to more than ten (10) messen-gers.

Article VIII - Officers Section A:

1. The officers of this Association shall be a Moderator, Vice-Moderator, Clerk,Treasurer, Trustees, and Directors of Associational Departments, all of whom shall be elected annu-ally, except as otherwise specified, and shall continue in office until a successor is elected.

2. Annually elected Officers shall be recognized and take office just prior to adjournment of the business session of the Annual Meeting.

3. The Nominating Committee shall nominate officers at the Annual Meeting, and an op-portunity for nominations from the floor shall be given.

4. Interim Officers may be appointed as deemed necessary by the Executive Board.

5. All Officers are expected to attend the Annual Meeting, the quarterly Officers Meet-ings, and the Executive Board Meetings unless providentially hindered.

Section B: 1. Trustees

The Association shall have three (3) trustees, each serving for three (3) years on a rotation basis, with one (1) new member being elected each year. The duty of the trustees shall be to hold in trust all properties of the Judson Baptist Association, and to transact all legal mat-ters pertaining thereto, subject to the direction of the Association.

2. Moderator

The Duties Of The Moderator Are:

a. To preside over the Annual Meeting, called meetings, and the Executive Board Meetings;

b. To encourage fellowship and mutual care among the churches of the Associa-tion;

c. To appoint members of special committees as the need may arise, and as by the Association; d. To serve as an ex-officio member of all committees.

3. Vice-Moderator The Duties Of The Vice-Moderator Are:

a. To serve as parliamentarian at the Annual Meeting of the Association, called meetings, and Executive Board Meetings;

b. To preside over the Annual Meeting, called meetings, and the Executive Board Meetings in the absence of the Moderator;

c. To become Moderator in the event the Moderator should become unable to serve;

d. To serve as Alternate Treasurer in the event the Treasurer is absent or unable to fulfill his or her duties for a period of thirty (30) days or more. 4. Clerk The Duties Of The Clerk Are:

a. To serve as recorder for the Annual Meeting of the Association and the Execu-tive Board Meetings;

b. To prepare and publish the Minutes of the Annual Meeting and the Executive Board Meetings. 5. Treasurer The Duties of The Treasurer Are:

a. To submit a financial report at the Annual Meeting and the Executive Board Meetings; b. To approve records of all money received and disbursed;

c. To account for and disburse the Associational funds. The Associational Treas-ury shall not be used by anyone other than the Treasurer; d. To be chairperson of the Budget Committee. 6. Sunday School Director It shall be the duty of the Sunday School Director to offer encouragement and assis-

tance in establishing and/or promoting the Sunday School of all churches the Association. 7. Discipleship Training Director It shall be the duty of the Discipleship Training Director to encourage, promote, or as-

sist in establishing a Discipleship Training program in all churches the Association. 8. Music Director The Duties of The Music Director Are:

a. To encourage and/or assist with the music program of all churches in the Asso-ciation; b. To plan, attend, and participate in all Associational Singings. 9. Brotherhood Director It shall be the duty of the Brotherhood Director to offer encouragement in establishing

and promoting the Brotherhood organization in all churches of the Association. 10. WMU Director The Duties of The WMU Director Are:

a. To offer encouragement and assistance in establishing or promoting the WMU Organization in all churches of the Association;

b. To promote and encourage missions and giving to mission offerings;

c. To attend state and regional WMU functions as often as is practical and feasi-ble; d. To serve on the Missions Committee. 11. Youth Director The Duties of The Youth Director Are:

a. To assist and encourage all churches of the Association in developing a continu-ing program of youth training and active participation in evangelism, soul winning, and church leadership; b. To serve on the Evangelism Committee. 12. Evangelism Director The Duties of The Evangelism Director Are:

a. To lead the Association in formulating plans for the annual Associational Evan-gelism Conference and Associational Revival; b. To lead the Association to address the priority of evangelism;

c. To develop programs and functions to involve the Associational evangelistic ac-tivity and training;

d. To serve as chairperson of the Evangelism Committee. 13. Stewardship Director The Duties of the Stewardship Director Are:

a. To encourage and assist all churches in the Association in developing an ongo-ing stewardship program;

b. To plan and direct stewardship commitments to the Associational Mission; c. To serve as a member of the Budget Committee. 14. VBS Director The Duties of The VBS Director Are:

a. To assist and challenge churches to start, improve and enlarge all areas of VBS through planning, training, administration, consultation, program interpretation, and co-operative projects; b. To serve as a member of the Evangelism Committee. 15. Media-Library Director It shall be the duty of the Media-Library Director to maintain historical records of the

Association.

Article IX - Annual Report It shall be the responsibility of each church to complete the Annual Church Profile

(ACP) provided by the Associational Clerk. All ACPs are due and should be returned to the Clerk by the September First of each year, and must in any event be returned not later than the first day of the Annual Meeting.

Article X - Executive Board

The Executive Board of the Association shall consist of all Officers of the Association,

the Chairperson of all standing committees, one (1) elected representative from each church, and all church pastors in the Association.

The Executive Board shall meet quarterly. Additionally, the Moderator may call the Executive Board into session at any time upon notice to all Board Members, stating the purpose of the meeting.

Executive Board shall have the authority to transact any necessary Association busi-

ness arising between sessions, and shall make an annual report to the Association. The Associational Moderator, Vice-Moderator, Clerk, and Treasurer shall be the Offi-

cers of the Executive Board. The Moderator or Vice-Moderator shall preside during all Board

meetings, and the Clerk shall keep a written record of all proceedings.

Article XI - Discipline Disciplinary action may be taken by the Association for the following reasons: 1. Neglect of a church to send messengers to the Annual Meeting for two (2) consecutive

years; 2. Neglect of a church to submit the Annual Church Profile for two (2) consecutive years; 3. Neglect of a church to financially support the Association for two (2) consecutive years; 4. A gross doctrinal error, as determined by the Association; 5. The Moderator, the Director of Missions, and/or a committee appointed for that pur-

pose should seek reconciliation with the church.

Article XII - Amendments Any proposal for amending the Constitution must be presented in writing to the Asso-

ciation during the business session of the annual meeting. A period of one year must be given for publication before consideration by the Association and a two-thirds (2/3) vote of messengers pre-sent shall be necessary to make such changes.

Article XIII-Staff

Director Of Missions The Director of Missions shall give general supervision and direction to the total pro-

gram of the Judson Baptist Association, for the purpose of achieving the objectives as stated in Article II. He shall be called and employed for an indefinite period of time by vote of the Executive Board and/or the Messengers of the Annual Meeting, upon recommendation of the Personnel Search Committee. A detailed job description for the Director of Missions is attached. (Job de-scription not made available to Clerk)

Article XIV - Committees

The following committees, including chairpersons, shall be nominated by the Nominat-

ing Committee at the Annual Meeting, and an opportunity for nominations from the floor shall be given. Each committee member shall serve one year beginning at the conclusion of the Annual Meeting.

1. Annual Meeting Committee This committee shall consist of at least four (4) members, and have the following re-

sponsibilities:

a. To propose an order of business for the Annual Meeting;

b. To propose place, dates and speakers for the Annual Meeting at least two years in advance;

c. To publicize the complete order of business for the Annual Meetings to the churches in the Association at least thirty (30) days in advance;

d. In cooperation with the Moderator and other program personnel, to arrange for all facilities needed for the Annual Meetings;

e. To receive invitations from churches and suggestions for program emphasis and personnel for future sessions. 2. Budget Committee This committee shall consist of at least four (4) members, and shall have the following

responsibilities:

a. To work with the Treasurer, who shall serve as chairperson, in developing and recommending an overall financial development plan;

b. To work with the Treasurer in developing and recommending an Associational budget based on the Constitutional Objectives stated in Article II;

c. To make recommendations concerning proposed expenditures not included in the budget;

d. To review expenditures periodically and recommend budget adjustments if needed. 3. Evangelism Committee The committee shall consist of at least four (4) members, and shall have the following

responsibilities:

a. To promote the cause of Christ by encouraging all churches to be evangelistic in outreach and in ministering to the lost.

b. To plan and conduct evangelistic rallies, revivals, and conferences annually. 4. Missions Committee This committee shall consist of at least four (4) members, and shall have the following

responsibilities:

a. To lead the Association to address the priority of missions in the United States and around the world;

b. To assist the Director of Missions in the mission work of the Association.

5. Nominating Committee This committee shall consist of at least four (4) members, and shall have the following

responsibilities:

a. To select, interview, enlist, and recommend Associational officers, standing committee members, and chairpersons; b. To present workers to the Association at the Annual Meeting for election;

c. To assist Associational program leaders in discovering and enlisting qualified persons

to fill positions in their respective organizations;

d. To make recommendations for filling vacancies in positions that may occur during

The Judson Baptist Association Held their 158th Annual Session

October 20, 2007 The meeting was called to order at 8:30 am. Rolling Hills Baptist Church was the host for the 2007 meeting. There were 72 people in attendance, with 13 Churches being represented. The number of Messengers totaled 43. In absents of Brother Scott Peterson Pastor of Rolling Hills, Brother Ken Hill welcomes everyone. Moderator Brother Ron Melton Calls the meeting to order, and leads the opening prayer. Music Leader Jerry Harrison leads the congregation in When We All Get to Heaven. Roll Call and Seating of the Messengers: Burns – 1 Eastside – 2 Faith – 2 First Baptist White Bluff – 3 Liberty – 2 Maple Grove – 0 Missionary Ridge – 5 MT. Zion – 3 New Hope – 8 New Life – 0 Old New Hope- 6 Parkers Creek – 6 Rolling Hills – 3 Motion was made to seat the Messengers, a second followed, the vote carried without opposition. Director of Missions Brother William Gray stated that his report was in the book of reports; at this time he also asked if there were any special prayer request. Request was shared and was offered up at this time. In the absents of Brother Jerry Jenkins Devotion was delivered by Allen Cochran. Brother Allen spoke on Commitment. Bringing to light that with out Commitment to God, growth, reaching the lost whatever the case may be would not even could not happen. Michael Gray a member of the Kenya Mission team gave a brief report on their plans and goals, being very passionate about how the group has bonded just preparing for the trip. Bro. Gray speaks on Crossover TN, and how he would like to see Judson become more in-volved. Memorial for the Deceased was presented by Bro. Ken Hill Speaker for the day was Mark Miller from the TBC; he congratulated the Judson Association on their on going support for the TN Baptist Children’s Home. Department Reports were given at this time. For each Director that had a report, there is a written copy that can be read. Recommendations from the Nominating Committee were brought before the floor at this time. Bro. Ron Melton made the motion that the named nominees be accepted, there was a second and the vote carried without oppression. Treasure Lucille McFarlin presented the treasures report after reviewing the report Bro. Ron Melton made the motion it be accepted as read, there was a second and the vote carried with-out opposition.

Treasure Lucille McFarlin presented the Proposed Budget for the upcoming year. After re-view Bro. Ron Melton made the motion that it be accepted, a second was made and the vote carried. Chairman of the Annual Meeting Committee Jerry Harrison presented the report for the next year after review Bro. Ron Melton made the motion that it stand as read, a second was made the vote carried with out opposition. Old Business There was no business tabled from the previous year. New Business Bro. Gray brings to the floor a recommendation that this years Minute Books be dedicated to Brother William ( Bill ) Darnell. Brother Darnell Pastor of Old New Hope passed away this year after a long illness. Motion was made and there was no opposition. The Evangelism Committee brings to the floor the opportunity to hold the Tent Crusade Sep-tember 14-17 2008. A motion is made followed by a second, the vote carries without opposi-tion. Brother Gray brings to the floor that the new members of the Building Committee will hold this position for three years. This recommendation was made at the council meeting held in October 2007. The reasoning for this is as we are ready to start plans on beginning the Associational Build-ing; this committee is to obtain plans, permits, etc. Their goal is to be able to present some form of an outline at the Executive Meeting that will be in January of 2008. At that time all Churches will be able to review any and all plans, etc. There was no need for a vote of any kind as the Building Committee had been accepted, and there were no questions or opposition to the Building committee continuing with their work to be presented at the next board meeting. An offering was taken at this time for the WMU Endowment fund. This years Honoree is Miss Edna Tidwell, for her passion, love, life long work for missions. Brother Howard Coles brings the Annual Sermon. Brother Jerry Harrison leads the Invitational Hymn. Brother Ken Hill leads the dismissal prayer and blessing for the noon meal. W.M.U. has had very productive year. • Assisted with a soup and chili supper to raise money for the Men’s Ministry Disaster Relief fund. • Several churches within the association made and donated pillows to the Cannon Cancer Clinic in Dickson. • Attended training session at Forrest Hills Baptist in Brentwood. • Sponsored a Day Camp at Cedar Crest Camp in August, 53 people of all ages attended the camp this year

with one profession of Faith. • Prepared and served breakfast to volunteers helping to raise the tent for the Crusade in September. • The Judson Association was represented at two conferences throughout the year, and three different training

sessions. • Attended the Executive Board meeting in Brentwood in November. I appreciate the opportunity to have had the honor of being the W.M.U. director for the past year, And look forward to the challenge of working with each church again in the up coming year, to do what we can in the Mission felid. One of my goals is to have more training course’s closer to home so that more women in the association will be able to attend. Again I thank you for your support. Kim Cunningham

VBS Report 2007 Judson Association

VBS this year was full of fun and excitement. Our athletes learned to join a team that never loses. By keeping your eyes on Jesus you will hit a home run that will not only carry you home to heaven , but if you play your position correctly and follow God's game plan, you will lead others home. 2007 in the association we saw 1026 enrolled in VBS, 13 were added to the Sunday school enrollment of churches and 57 souls were saved for the Kingdom. I don't know about you but that excites me! I al-ways ask, is it enough? No it will never be enough until every soul is ready for the day of Our Glorious Savior's return. So believe, pray, serve and for those who do not know Him, tell. Tell them of His wonders and grace. Tell them how He provides and heals. Tell them how He saved us, by shedding His precious blood that covers all sins. Keep your eyes on Jesus, the Living Savior! Next year's VBS theme from Lifeway is Outrigger Island. We will explore a paradise here on earth of waterfalls and beaches but it will in no way compare to the Paradise of Heaven, where Jesus, God's Son, The Way, The Word, prepares a place for us. Below is the scripture and motto for next year's theme. May I encourage you to become involved in VBS at your church. It is the most important method of evangelism at hand. Look at the numbers from the 2006 Southern Baptist Directory. Number of churches reporting VBS: 1,790 Number enrolled in VBS: 268,319 Number decisions for Christ reported during VBS: 8,187 Number of prospects discovered for our churches: 19,103 Scripture: Psalm 86:11 "Teach me your way Lord, and I will live by Your truth" (HCSB) "Teach me thy way, O Lord: I will walk in thy truth." MEN'S MINISTRY REPORT JUDSON BAPTIST ASSOCIATION

ANNUAL MEETING OCTOBER 20, 2007

1. Three churches started or revamped their Men's Ministries.

Burns - (Director: Randy Sauer) Faith - (Director: Alan Cochran) White Bluff - (Director: Chris Swaw)

2. New Hope's men met on Saturday March 10th and built a wheelchair ramp for Allenia Mansell and her mother Carolyn. Jason Morris of New Hope headed the project. Lunch was provided by the ladies of Old New Hope. 3. Also on March 10th, Parker's Creek hosted a chili supper and singing with the proceeds going to our associational disaster relief unit. We raised over $1700.00. Thanks to Kim Cunningham and the WMU for putting the supper together and to The Cochrans, The Gos-pel Echoes and The Spencer Boys for lifting up the Lord in song. 4. In May, several of the men at New Hope participated in a 31 day Men's Bible Study led by Bro. Wilson Spencer. It was based on the life of David. A new class for young men has been planned based on Timothy. It will be led by Bro. James Parham. 5. The 3rd Annual Father-Child Fishing Day was held on June 9th at Lake Woodhaven in Montgomery Bell State Park. This annual event is designed to give fathers some one-on-one time with their sons and/or daughters. 6. In July, a group of men from the association got together and did some mowing and weed- eating for Bro. Ronnie Pendergrass, due to his health concerns. 7. A large group of men gathered on September 8th to raise the tent for our annual Crusade. Breakfast was provided by the WMU. A smaller, but determined group gathered on Sep-tember 13th to take it down after the Crusade. Thanks to all who participated, and also to the men who helped with parking during the event. 8. On October 5th & 6th, four men from our association attended the Middle TN Men's Conference hosted by Cedar Hill Baptist Church in Springfield.

Faith Baptist Church Elected a Youth Minister Liberty Missionary Baptist Liberty had a Hertiage Day to celebrate it’s 127th Anniversary. Rev. William Gray was the guest speaker. There was a wonderful meal in the fel-lowship hall afterwards. Mt. Zion Baptist Erected a concrete bench to Commemorate the first Sunday School Class and honor Claudine Daugherty and Wilma Daugherty who were members of that first class.
