Tax repeal hits a snag Bethlehem businessmen and

visiting lobbyists at a Delmar public hearing last week made a case for retention of a new state law permitting towns to grant property tax exemptions of up to SO percent to new and ex­panding businesses.

There was no expressed op­position to the cutbacks at an hour-long hearing held by the Bethlehem 'town board. Prior to the session the Bethlehem Central board of education had voted 6-1 to urge repeal of the law, and the chairman of the board of assessors, Gilbert Houk of Selkirk, had recom­mended the town enact legisla­tion repealing the measure.

Gordon Morris, a director of the Bethlehem Chamber of Commerce, told the board the chamber had voted in favor of the law remaining on the books. William D. Bennett of Delmar, immediate past -presi­dent of the chamber and' a prominent Selkirk business­man, added: "If we do knock it down (the exemption law),

we can forget industrial growth in our town." Commented Robert Wiggand: "I feel it's time that a town such as OUTS

takes the initiative to attract business to the town. It's time to give the Chamber of Com­merce something to put in their brochures to attract business here."

Jeffrey Zogg, a Delmar resi­dent who has been lobbying in the state Legislature for the law, called it "a far-sighted piece of legislation." Zogg, an executive in a building contrac· tors' trade association, de­clared he was "extremely dis­heartened" that the Bethlehem school board had turned down the opportunity to endorse the law. The board, he said, showed "a lack of foresight, in that the law would create a more viable tax base,"

Supervisor Harry H. Sheaf­fer said town officials "will do a lot of research before we reach any decision." Sheaffer said board members would at­tend similar sessions in Guild­erland and study transcripts of public hearings in Guilder­land and Colonie.

Remark, not ruling stings Bethlehem

A statement by a federal court judge that was seized upon by Albany's two daily newspapers left Bethlehem resi­dents with a sour taste just be­fore Christmas in a U.S. Dis­trict Court Tuling that other­wise would have been just an­other news story. As a result citizen respect for U.S. juris­prudence dropped several pegs as Bethlehem's town board be­gan the task of studying alter­natives for its next move.

The decision by Chief Judge James T. Foley dismissing a show cause order sought by the town of Bethlehem against the U.S. Dept. of Labor to block establishment of a Job Corps youth training center in Glen­mont had been widely pre­dicted. It would have caused little stir if it hadn't been for one sentence buried on page 18 of a 25-page opinion re­leased by Foley's office last Wednesday. In describing the Job Corps program as U a noble attempt to better the lives of the underprivileged and to en­courage them to become law abiding and productive citi­zens," Foley added this sen­tence: "It is a remarkable coin­cidence that in the Christmas Season of 1976, we address the question as to whether room for lodging is to be permitted in an American Town named Bethlehem."

The town's suit, inspired by months of bureaucratic camo­flage and shoddy treatment of town officials by Dept. of La­bor officials, had indifferent support from Bethlehem citi­zenry other than the immediate neighbors of the Our Lady of

In the evolving shift of com­munity mood to a pro-Job Corps attitude - except for miffed town officials - Foley's "room for lodging" comment evoked a unanimously nega­tive reaction from towns­people. The Albany Times Union picked that one sen­tence out of the long legal document and plastered it across the entire top of Page One of last Thursday's edition. The Knickerbocker News add­ed fuel by reprinting it in an italicized box half a page wide in the main local news section. The groundswell criticism was centered on the issue: would a jurist make such a remark if the plaintiff had been Colonie or Guilderland and the season Thanksgiving or the Fourth of July~

Bethlehem officials late last week had no comment on the statement, but s~id they would study the ruling before taking further steps in the issue. UN a­turally, we are disappointed," commented Supervisor Harry H. Sheaffer.

In substance, Foley's deci­sion rejected the town's peti­tion to order the center closed and upheld the DOL's argu­ment that there was no need to make any environmental surveys on water supply, sew­age disposal, impact on the neighborhood and other fac­tors. In his written opinion Foley cited numerous court de­cisions as precedents and said the Job Corps decision to move into the Glenmont campus and not to issue an environmental impact statement was "neither arbitrary, capricious, an abuse of discretion nor otherwise not in accordance with law."

Sheaffer immediately sched­uled a meeting with Harry B. Rezzemini, town attorney, and John W. Tabner, Albanyattor­ney who argued the case in district court last month. At the session, scheduled for Mon­day of this week, a further

course of action was expected to' be mapped out. The town has at least three alternatives: appeal the ruling, drop the fight altogether, or file a court suit on the ground the DOL failed to make the environmental impact study before leasing the 240-acre campus for the re!la­bilitation center.

Histed slated for Ulion post

Edgar W. Histed, a Union­ville businessman, was expect­ed to be confirmed by the New Scotland town board this week as the new town assessor. The board was scheduled to take the action at a special meet­ing Monday called for the pur­pose of approving year-end bills.

Histed (pronounced High­sted) would succeed Michael A. U1ion of Voorheesville who is retiring Dec. 31 after more than 25 years in the assessor's office at the town hall. When the appointment is ratified by the board, Histed would be sworn into office at the board's annual organization meeting at I p.m. New Year's Day.

Histed has lived on Dela­ware Tpk., Unionville, for the past II years. He has served on the New Scotland assess­ment review board since its in­ception several years ago. He and his wife, Gladys, own the House of Charm beauty shop in Delmar. They have three children, Brent Histed and Gary Histed, both married and living in Unionville, and San­dra, at home.

Also scheduled to be sworn into office at the Jan. I ses­sion at town hall are Corinne Cossac, town clerk, and Harold Schultz, town justice, who were election winners in N 0-

vember.

Those tax bills are on the way

Work has started on prep­aration of 8, 383 Bethlehem property tax bills to be mailed on Jan. 10, as prescribed by law.

Some 400 new owners of Bethlehem properties were be­ing added to tax bills by five temporary clerks last week, as the first phase in a three-step schedule of preparation.

Kenneth P. Hahn, receiver of taxes and assessments, also reported that some 2,800 bills

that are regularly paid from bank escrow accounts by 30 different Capital District banks were designated for delivery to those banks on the same date as the mailing to homeowners.

Twenty temporary clerks will be employed by the Tax Dept. next week. Hahn sug­gests that if your taxes are not paid from an escrow account by a bank, and you have not received your 1977 property tax bill by Jan. 12, you should call 439-4955, extension 35, for details.

Oberlin choir to sing here

The Oberlin .College Choir will give a concert at St. Thomas Church in Delmar on Jan. 18 at 8 p.m. The program will feature works of Bruckner, Mendelssohn, Poulenc and di­Lasso, as well as the Te Deum of Haydn and two works of Mozart accompanied by a 15-member chamber orchestra.

The concert will be spon­sored by the Capital Area Council of Churches, as it was two years ago. Tickets at $2.50 and $1 for students are avail­able at the Bethlehem Library, Van Curler'S Music Store on Delaware Ave. in Albany or the Council of Churches office, 810 Madison Ave., Albany.

School district fights aid cuts

The Bethlehem Central School District could lose $225,000 if a Board of Regents proposal can make it through the Legislature.

In an attempt to equalize state aid between "poor" dis· triets and "rich" districts, the Regents are proposing a new formula to determine state aid.

Franz Zwicklbauer, business administrator for Bethlehem Central, finds the proposal "pretty shocking" and pre· dicts that all school systems in ' Albany county would lose money, with the possible ex­ception of Berne-Knox and Cohoes.

School districts must wait until the proposal is presented to the Legislature in the form of a bill before any formal lobbying efforts can be made. In the meantime, letters have been written to the State Ed· ucation Department asking for clarification of some points of the proposal.

Dr. Lawrence Zinn, superin­tendent of schools, said the Bethlehem school district will be working against attempts to lower state aid. In January, Mrs. Ann Patton, school board president, will meet with PTA people. With close to a quarter of a million dollars at stake, the school system will be look­ing for a unified network of people to fight any possible cut in state aid.

Town board to organize Bethlehem town board will

hold its annual organization meeting at 7:30 p.m. Monday to make routine appointments and designations. The session is traditionally held on New Year's Day, but is being switch· ed this year because there are no elected officials to be sworn into office, and thus can be held at a time more convenient for the pUblic.

EROS new life for schoolhouse

Feura Bush School is an active building again as the Work Activities program of the Eleanor Roosevelt De­velopmental Services (ERDS) moves in this week.

The Ravena-Coeymans-Sel­kirk School District .approved use of the building for the center for retarded adults.

'"Basically a Work Activities Center is a pre-vocational cen­ter where adults who are re­tarded receive instruction in many areas," said Mrs. Doro­thy Crugnale. of ERDS, The goal of the center is to enable adults to obtain employment in private firms.

Other than pre-vocational programs. the center will in­clude activities of daily living, special parties and exercise and recreational programs. The center will be open 9-3 p,m, weekdays for classes and will be used at other times for related activities.

Initially about a dozen adults, age 18 and up, will par-

ticipate in the center, which has a potential for approximately 50 adults.

Formerly the Work Activi­ties Center was located in the Coeymans Civic Center in Ra­vena. The Montessori School has been located in the Feura Bush School for two years,

When the center is settled in their new building, an open house will be held for com­munity members and interested volunteers.

The building and grounds were leased by the town of New Scotland last spring, The town had planned a justice courtroom, community center, playground and family picnic area on the tract. New Scot­land supervisor Stephen Wal­lace said this week the town had relinquished its lease on the building but would retain the grounds. Wallace said the town would construct an ice skating rink on the site within the next two weeks, and would equip a playground in the spring and install hibachis and picnic tables in the grove ad­joining the schoolyard,

Christmas art for lung drive

Art classes at the Voorhees­ville Elementary School are working on a special art pro­ject. For the third time the American Lung Assn. will fea­ture children's paintings on their Christmas seals.

Grades kindergarten through third painted holiday scenes with encouragement from their art teachers Miss Margaret Fennell and Mrs. Corrine Weeks.

Children throughout the country are participating in this project. Eventually one painting from each state will be chosen for the 1978 Christ­mas seals.

The work of the American Lung Assn. of the Capital Dis­trict in preventing and con­trolling lung diseases is financed mainly by contribu­tions to the Christmas seal campaign.

Hearing on lot sale

The Bethlehem planning board will hold a public hear­ing Tuesday at 7:30 p.m. on a

proposal by a Glenmont resi­dent to sell a portion of her property for a building lot. The petition was filed by Evelyn H. Essex for approval to sell a tract of land with 348 feet of frontage on Feura Bush Rd. 'some 400 feet east of the Co­lonial Acres entrance.

Graders grout Hudson mosaic

Great works of art are not made overnight and the Glen­mont school's bicentennial pro­ject is no exception.

Students at the grade school are working on a mosaic of Henry Hudson's ship. the Half Mpon, that .they·started re­searching over a year ago. The school's bicentennial commit~ tee encouraged a project to re· present local history. Last Nov· ember. while the children were on a visit to the Bethlehem Historical Museum in Cedar Hill. a picture of the Half Moon caught their interest. Under the diretion of Mrs. Gayle Derosia. the school's art teacher. and Donald Robil­lard. principal. students then visited the town park in Sel­kirk where Henry Hudson docked his ship.

After visualizing the Half Moon against this background, a group of fifth graders sketch­ed the scene on a 4 by 8 sheet of plywood. Suggested colors

were also written in to aid students working on the mo~ saic. Tile stores were can· tacted and scrap tiles and chips were purchased.

The materials were set up in the 10 bby ot the Glenmont school with children being al­lowed and encouraged to use free time gluei'ng on pieces. The project became a commun· ity effort as adults and pre­schoolers visiting the school were also invited to join the glue-in.

Now, over a year later, the careful work of patiently plac­ing hundreds of tile chips will soon be completed, and then the mosaic will be grouted.

It is hope the project will be finished soon, and then the Glenmont School will have a permanent reminder of the bi· centennial year.

Twin cinemas open In Ravena

Methodist Church to rebuild organ

The First United Methodist Church of Delmar has signed a $44,000 contract for major renovations to the church'·s 49-year-old organ.

The organ's age and frequent use have resulted in a variety of problems that limit the quality of organ music and the variety of selections.

When organist Rachel Dean Worth plays the rebuilt organ, she will have the benefit of additions and improvements to the pedal organ, the mixtures in the swell organ and the chimes. Two new stops will be added and the openings from the organ chamber to the sanctuary will be enlarged to

This overhaul was deemed necessary by the church's or gan committee in order to con­tinue quality music in the church.

The Methodist church has one of the largest choir pro­grams in the area. Under the direction of Mrs. Sydney Smith, four choirs representing 105 voices provide music each Sunday. In third grade. child­ren are invited to join thejunio choir. There are also the inter­mediate, youth and chancel choirs. Besides these choirs, there are special choirs such as the men's, women's, family and alumni choirs. \

The L.A. Carlson Co. of East Greenbush will do the refur­bishing and replacing of parts for the organ. The work is expected to be completed around Easter 1978. At that time, when the replaced or re­built parts are installed, the organ will be out of use for sev­eral weeks. The church's small­er, chapel organ will be used during the final construction.

Many out-of-town guests were present including five of the bride and groom's grand­parents who traveled fro Florida, Iowa and Indiana. Following a reception in the 1

church lounge and a dinner at LaCasa restaurant in Sel­kirk, the couple took a trip to the Paconos.

Mrs. Leeper is a graduate of . Bethlehem Central H i g h School and Hudson Valley Community College and is em­ployed by Bell Laboratories of Piscataway, N.J. Mr. Leeper is an alumnus of Burnt Hills­Ballston Lake High School, the University of Cincinnati, and State University College at Plattsburgh and is asso­ciated with Carbonne's Car­pets of Scotia. The couple are temporarily living in New Jersey but will make their per­manent home in the Capital District.

NEEDLE PAINTING

The name that comes to my mind when anyone mentions needlepainting is that of Cass Hedlund who lives in Dover, Mass. Cass has done some superb wall hangings and pic· tures that have the effect of be­ip.g painted but were actually rea ted with needle and yarn.

Needlepainting goes back to the Victorian era when mour­ning pictures with their gentle air of melancholy, their weep­ing willows and headstones, were very much in vogue. Many were done on silk; sometimes the background was painted with oils or water colors so that the finished

'product was a combination of painting and embroidery.

"In needle painting you literally paint with your needle," says Casso

She tells her students they can needle paint in all kinds of fibers - silks, cottons, wools. She uses upholstery fabric and rough-textured linens as well as smooth satins and linens.

Cass says, "Concentrate on the mood of your picture, be alert to texture and watch for the smooth flow of color. This

, means you must be in full con­trol of your stitches before you can start needlepainting. It's not for the beginner."

When you feel you have com­plete command of your stitches, a good "first" for needlepainting might be a single flower, followed by a se­cond project of a landscape with sky, trees and grass. An outline sketch serves as your guide for stitching. You add the details with your stitches and their texture.

Needlepainting is a techni­que which requires a palette of many colors, usually in small amounts. Needlepainters should be able to capture the many different blues in the sky and the way they fade one into another. That same smooth, almost invisible transition of color must be captured by the needle painter .

The town of Bethlchem has prohibited parking on all' streets and highways in the town between the hours of I and 7 a.m. from Nov. I to April 30. The new traffic ordinance is designed to facilitate snow removal by highway depart­ment plows. No one opposed the resolution last week at a public hearing that lasted less tnan six minutes.

mas tree at the same time by recycling the tree. The towns of Bethlehem and Guilderland in conjunction with the Garden Shoppe will grind your tree into mulch on two Saturdays, Jan. 8 and Jan. 15.
