required to perform the essential duties of a Jr. Operator/Instrument and
Controls Tech/Hydro & CT Operator/Maintenance Tech/Special Skills
Technician. The physical demands of this job are classified as very heavy

I. General Job Description
Jr. Operator:
Assists Senior Operator in providing efficient operation of the power plant or plants during all stages of
operation whenever and as necessary.
Operates steam, combustion, and hydroelectric turbines, aligns drains, and makes all necessary
adjustments as directed by Senior Operator and operational procedure.
Inspects all plant equipment inside and outside, checks and lubricates equipment in accordance with
prescribed procedure, periodically records readings on log sheets as directed, and reports all non-
routine items found to Senior Operator. Performs maintenance as directed.
Travels to remotely locate hydroelectric turbine and combustion turbine plants and performs work as
directed.
Maintains familiarity with safety policies, observes and practices all safety precautions. Maintains
familiarity with and abides by all applicable internal and external policies and procedures regarding
NERC and FERC compliance.
Adheres to applicable laws, regulations, and permit requirements including environmental permit
requirements.
Performs water tests and operates water treatment equipment such as demineralizers, reverse osmosis
units, and filtration systems.
Carries out security duties, including screening/identifying visitors and performing security patrols to
enforce security policies.
Checks for fire and safety hazards, equipment deficiencies, and environmental issues and reports to
the Senior Operator.
Studies the operation of the entire power plant and participates in training program so that he or she
will increase in competency and be able to assume the duties of a Senior Operator.
Assists in firing of the boiler and all duties related to burning fuel oil including unloading and
transferring oil, cleaning strainers, and spill cleanup.

Assists with equipment lockout/tagout for maintenance by positioning energy isolation devices, as
directed by the Senior Operator and procedure.
Develops and presents monthly safety meeting presentations, and participates in plant safety
committee, as requested.
Operates switches in switchyard and breakers and switches within the plant station service system to
route power as necessary and as directed observing proper operational and safety procedures.
Instrument and Controls Tech:
Ensures efficient operation of the power plant by maintaining all plant instruments, indicating and recording
devices, controls, and the plant electrical system wherever located.
Performs maintenance, calibration, and repair on plant control and electrical systems hardware and
software including but not limited to boiler or heat recovery steam generator control systems, prime
mover control systems, generator excitation and voltage control systems, and balance of plant control
systems.
Maintains plant’s continuous emissions monitoring systems, as required, for compliance with State
and Federal regulations.
Reviews maintenance requests, develops and follows a schedule of inspection and testing pertaining to
instruments and electric service necessary to optimize plant operation and alarm condition monitoring.
Maintains familiarity with safety policies and plant lockout/tagout program and observes and practices
all safety precautions. Maintains familiarity with and abides by all applicable internal policies and
procedures regarding NERC and FERC compliance.
Maintains plant communication equipment including digital control networks, intercom/PA systems,
telecom systems, and wireless data systems. Maintains the plant electric service system, elevator,
industrial power devices, lights, heat, air conditioning, services wiring and auxiliary power batteries.
Maintains and utilizes historical plant performance database, interprets control system software, and
performs data analysis as needed to support plant systems troubleshooting, maintenance
troubleshooting, or engineering evaluation.
Implements modifications, as directed, to various control and electrical systems by procuring
competitive pricing, installing the equipment, configuring software or settings for proper function, and
updating drawings.
Travels to remotely located hydroelectric turbine and/or combustion turbine plants and performs work
as directed.
Adjusts control system parameters as necessary to optimize control loop tuning and alarm condition
monitoring.
Leads effort to troubleshoot plant systems and makes recommendations to correct problems.
Maintains a technical reference file of instruction books, drawings, schematics, etc. that will aid in
comprehending and maintaining the plant instruments.
Coordinates with supervisor in developing and maintaining a stock of spare parts and special tools
required to service plant instruments and electrical system.
Hydro &CT Operator:
Assists Senior Operator if applicable, in providing efficient operation of the power plant or plants during all
stages of operation whenever and as necessary.

maintenance including pipe fitting, millwright, machinist, welding, etc.
Executes the duties of the Maintenance Supervisor during absence as directed.

Special Skills Technician: Carries out a planned program of maintenance for power plants to ensure the continuous, smooth operation
of the plant in normal, abnormal or emergency situations wherever located.
Performs minor and major mechanical maintenance on all plant equipment, including but not limited
to combustion turbines, hydroelectric turbines, steam turbines, steam boilers, heat recovery steam
generators, pumps, motors, fans, compressors, valves, hydraulic systems, and cranes.
Performs preventative maintenance on all plant equipment in accordance with schedules to ensure
reliable equipment operation; also performs maintenance tasks in area of specialized skills.
Travels to remotely located hydroelectric and combustion turbine plants and performs mechanical
maintenance work.
Maintains familiarity with safety policies, and observes and practices all safety precautions.
Operates forklift or similar machinery, as necessary, to unload delivery trucks, install/remove
equipment, and for general material handling.
Checks for fire and safety hazards as well as any other matters important to the maintenance of the
plant as they arise.
Participates in training program and continually seeks to improve skills required for general
maintenance including pipe fitting, millwright, machinist, welding, etc.
Executes the duties of the Maintenance Supervisor during his absence, if so directed.
Directs Maintenance Helpers or Maintenance Technicians in accordance with Maintenance
Supervisor's instructions.
II. Physical Demand Requirements for Safe Job Performance

01. STANDING / WALKING: Employee must have the ability to stand and walk for prolonged periods
of time, and be able to walk over uneven terrain with functional balance that does not require any
special assistive devices.
02. SITTING: Employee must have the ability to sit for occasional periods of time when operating
equipment.
03. AGILITY DEMANDS: Employee must be able to move the extremities and spine through a
functional range of motion that will permit work to be safely performed from ground/floor level to full
overhead level. Working in awkward postures to include flexing and twisting of the body, stooping,
kneeling, and squatting while simultaneously reaching is required for this job.
04. COORDINATION/ POSITION SENSE/BALANCE: Employee must have general functional body
and extremity coordination to handle materials and/or tools and sense of body position and balance.

05. DEXTERITY DEMANDS: Employee must have good finger dexterity to manipulate small items
and functional hand-eye coordination. Employee must be able to safely use one and two hands
throughout the work period when handling tools and materials for conducting maintenance and repairs.
06. GRIP STRENGTH DEMANDS: Employee must have adequate functional grip strength to use tools
and safely lift and carry various parts and equipment throughout the work day (i.e., must be able to
conduct these tasks without compensatory motions of the body that create unsafe stresses on the body).
Employee must be able to functionally grip with adequate strength to safely hold onto railings of stairs
and ladders while climbing.
07. CLIMBING: Employee must have adequate strength and coordination to safely climb on equipment,
stairs, slanted ladders, vertical ladders, angled ramps. Employee must be able to safely hold onto
railings of stairs with one hand and the rungs of a ladder with two hands when climbing.
08. CARDIORESPIRATORY DEMANDS: Employee must have sufficient cardiorespiratory fitness to
be able to perform physically demanding activities such as lifting, carrying, pushing, pulling, standing,
walking, using tools and climbing stairs and vertical ladders with possible exposure to extremes in
temperature.
09. MINIMUM ESSENTIAL PHYSICAL CAPACITIES REQUIRED FOR JOB PLACEMENT: The essential functions for job placement are based on a job physical demands validation analyses.

XIV. Guidelines for Physical Demand Validation (PDV) Analysis
Physical demand validation analysis was performed based on guidelines established by the United States
Department of Labor (USDL) and the Occupational Safety and Health Administration (OSHA). Validation
of physical demands of job tasks is required for developing an accurate and valid functional job description
as required by guidelines consistent with the Americans with Disabilities Act (ADA) and EEOC regulations
for fair hiring practices. The physical demands described in this functional job description represent typical
physical demand requirements of job tasks analyzed. Physical demands may at times exceed those
identified in this report. Employees are required to adhere to all safety guidelines established by the
employer and seek assistance to perform any task which they may feel exceeds their safe capacities to
perform.
