Minutes of the

50th Annual Convention of

The Episcopal Diocese of Spokane October 17-19, 2014

The Marcus Whitman Hotel and St. Paul’s Church Walla Walla, Washington

Friday, October 17, 2014 First Legislative Session Call to Order: The Convention was called to order at 2:05 p.m. at the Marcus Whitman Hotel by the Rt. Rev. James Waggoner, Bishop of Spokane. The Chair recognized Convention Chaplain, the Rev. Pat Bell, who offered prayer and meditation. Bishop Waggoner welcomed the Convention.

The Chair recognized the Rev. Birch Rambo and Sandi Blackaby on behalf of the Host Committee, who welcomed the Convention and offered a short history of the area.

The Chair welcomed and recognized newly ordained clergy, the Rev. Anita Rognas, and clergy new to the Diocese, the Rev. Paul Philips and the Rev. Jillian Ross from the Lutheran Church, serving at St. Matthew’s, Prosser. The Chair welcomed and introduced Diocesan Staff, including new staff members Steve Dodds and Catherine Wetherald. The Chair introduced those on the dais:

• J. Scott Miller, Chancellor and Parliamentarian • Ken Beck, Secretary of Convention • The Rev. Canon Karen Schomburg, Canon to the Ordinary, Chair of Convention and

Program Committee and Chair of Dispatch

The Chair recognized the Chair of the Convention and Program Committee to introduce the Convention theme, “Grounded in Faith, Growing our Future” and to note that this was both the 150th anniversary of St. Paul’s, Walla Walla and the 50th Annual Convention of the Diocese.

The Chair recognized Chair of the Worship Committee, the Rev. Linda Bartholomew, who introduced Convention worship.

Appointment of Committees and Officers The Chair appointed J. Scott Miller, Chancellor, as Parliamentarian and announced the chairs of Convention Committees:

Committee on Credentials, Robert Stevens Committee on Dispatch, the Rev. Karen Schomburg Committee on Elections, the Rev. Chris Hagenbuch

Committee on Resolutions, the Very Rev. Bill Ellis Committee on Nominations, Marcia O’Leary Committee on Constitution and Canons, J. Scott Miller

The Chair recognized the Chair of Credentials, who reported: Number of clergy entitled to vote, 48 Quorum of voting clergy, 25 Number of clergy with vote registered present, 35 Number of clergy with seat and voice only registered, 5 Number of congregations entitled to lay representations, 37 Quorum of congregations entitled to representation, 20 Number of congregations represented by lay delegates, 34 Number of lay delegates registered, 72 Quorum of lay delegates, 37 Number of lay persons with seat and voice only registered, 1

The Chair recognized the Chair of Dispatch. Motion to accept the Credentials Report and waive calling roll carried.

The Chair recognized the levels of experience represented by delegates present. Ernie Campbell, with 44 years of experience at Conventions was recognized.

The Chair recognized the Chair of the Dispatch. The Chair of Dispatch moved the adoption of the Special Rules of Order and Convention Voting Procedures. Motion carried. The Chair of Dispatch moved the adoption of the Scheduled Order of Business as printed in the packet, which requires a 2/3 majority. Motion carried. Election of Secretary

The Chair recognized the Chair of Nominations, Marcia O’Leary who nominated Ken Beck of St. John’s Cathedral, as Secretary of Convention. There being no further nominations, the Chair declared elections closed. Ken Beck was elected as Secretary of Convention The Chair recognized Ken Beck, who appointed Peggy Johnson as Assistant Secretary of Convention Election of Bishop’s Nominees

The Chair nominated J. Scott Miller as Chancellor, who was elected. The Chair nominated Gloria Lund as Registrar who was elected.

The Chair recognized the Chair of Dispatch. The Chair of Dispatch moved unanimous consent to grant privileges of the floor to guest speakers, the Rev. Marianne Borg and the Rev. Jarmo Tarkki. Motion carried. The Chair recognized the Chair of the Resolutions Committee who announced resolutions properly before the Convention. The Chair of Resolutions reported resolutions timely submitted.

The Chair announced last call for additional resolutions. There being none, the Chair declared the time to submit resolutions closed.

The Chair recognized the Chair of the Committee on Nominations who announced the following nominations:

Standing Committee, Lay Order: Robert Stevens of St. John’s Cathedral, Spokane Standing Committee, Clergy Order: The Rev. Jeff Neuberger Diocesan Council, At-Large Member: Jeannie Jackson of St. Matthew’s, Prosser

The Chair recognized the Very Rev. Bill Ellis, who moved that the elections be by acclamation, since they were not contested. Motion carried. Courtesy Resolutions

The Chair recognized the Chair of Resolutions who moved the following: Be it resolved that this Convention extend its thanks to the Rev. Pat Bell for his contribution to our convention as the Chaplain, and be it further Resolved that we extend our greetings to Carolyn Terry, a delegate to this Convention, wife and widow of the late Bishop Jeff Terry. Carolyn is a native of eastern Washington and has been active in this diocese her whole life. We wish her well as she prepares to relocate to the west side of the state, and be it further Resolved that we give our thanks to the staff of the Marcus Whitman Hotel for their hospitality, especially those who maintain the rooms and prepare and serve the food we eat here, and be it further Resolved that we extend our thanks to the people of St. Paul’s Church here in Walla Walla for their hospitality as our hosts for this 50th Convention of the Diocese of Spokane, and be it further Resolved that we extend our thanks to the people whose care and expertise keeps us on track during the Convention, particularly Mr. Ken Beck, our Secretary, the Rev Karen Schomburg, Chair of Dispatch of Business, Mr. Scott Miller, our Chancellor and Parliamentarian, and our Bishop, the Rt. Rev. James Waggoner. We give thanks as well to the rest of the diocesan staff, whose work behind the scenes both in preparing for the Convention and in running it have contributed to its success, and be it further Resolved, that we offer our thanks to the Rev. Marianne Wells Borg and the Rev. Jarmo Tarkki for their challenging and inspiring presentations to us at this Convention.

The foregoing resolutions which were adopted by acclamation. The Chair recognized the Reverend Birch Rambo, Rector of St. Paul’s, who introduced the “Mayor of Walla Walla in 1860, Mr. E. B. Whitman.” The “Mayor” welcomed the Convention to Walla Walla and provided a sketch of early Walla Walla history.

The Chair recognized the Chair of Dispatch of Business for announcements. The Chair of Dispatch announced the following: What is a Consent Calendar? All resolutions are initially put on the Consent Calendar. There are three Consent Calendars for three types of resolutions:

• Resolutions which do not affect Constitutions and Canons • Resolutions submitted for a first reading

• Resolutions submitted for a second reading Delegates will vote once for all the resolutions on the Consent Calendar. Any delegate can remove any resolution from the Consent Calendar. Before the vote, the Bishop will ask if any delegate would like to remove a resolution from the Consent Calendar. The Chair of Dispatch made announcements.

Bishop Waggoner announced that he brings greetings and blessings from the Presiding Bishop, Katherine Jefferts Schori. She gives thanks for the people of the Diocese of Spokane.

The Chair declared the first business session in recess. The first workshop with guest speakers with the Reverends Marianne Borg and Jarmo Tarkki was held.

Saturday, October 18, 2014 Second Business Session Call to Order. The Chair Called the Convention to order at 8:50 a.m. and recognized the Chaplain for gathering prayers. The Chair recognized the Chair of Dispatch who asked for a report from the Credentials Committee. The Credentials Chair reported that: 36 of 37 congregations are present; 90 of 91 registered lay delegates are present; and 48 of 48 clergy are present, resulting in a quorum present in each category.

The Chair recognized Margaret Rehberg, who will be collecting donations for collecting donations for Pulmonary Fibrosis research.

The Chair recognized the youth present at the Convention and asked for unanimous consent for the youth to have seat and voice.

The Chair announced that a communications specialist was available to help congregations at the Convention with social media releases via Facebook, etc.

Bishop’s Address The Bishop addressed the Convention.

Colin Haffner, Camp Cross Director, reported on Camp Cross. Jane Gober reported on Diocesan Youth Programs.

The Rev. Jane Schmoetzer, Chair of Administration and Finance, made a report on the budget. Treasurer George Durrie reported on proposed Askings and moved to adopt the diocesan Askings of 22% for budget year 2015. Motion carried. The Chair introduced the Rev. Susan Cleveley (RDT Leader) and the Rev. Lee Kiefer (Deployment) as extended Diocesan staff, in addition to those who work at Paulsen House.

The Chair recognized the Rev. Kris Christensen for a report on the first year of Specialized Mission in the Diocese.

The Chair recognized the Very Rev. Michael Bamberger who reported on Episcopal Relief and Development.

The Chair recognized Dr. Mike Henneberry who reported on the Diocesan Foundation. Dr. Henneberry recognized Kay Rafferty of the Diocesan Stewardship Committee to present the John Shepard Stewardship Award for 2014 to the Episcopal Church of the Resurrection, Spokane Valley.

Dr. Henneberry introduced Director of the Foundation, Steve Dodds, who introduced the Rev. Mary Beth Rivetti, Chair of the Growth and Development Committee. She announced availability of $20,000 for grants and the application deadline. The Chair declared the Convention in recess for workshops and Noonday Prayers.

Bishop Waggoner called the Convention to order at 2:20 p.m. Chaplain Pat Bell open the session with prayer.

Resolution 2014-05 Advise Convention of Proposed Amendments to Prayer Book Resolved, that Resolution A059 of the 77th General Convention, entitled “Revise BCP for Revised Common Lectionary,” having been published on Pages 1 through 3 of “Resolutions Referred to Dioceses from the 77th General Convention” published on the diocesan web site, has been made known to this Convention as required by Episcopal Church Constitution Article X.

The Resolutions Chair moved adoption of R2014-01. Resolution adopted.

Resolution 2014-01 Amend Constitution Art. XVIII (First Reading) Resolved, that Article XVIII of the Constitution of the Episcopal Diocese of Spokane be amended as follows: Article XVIII: The Diocesan Foundation

Section 1. . . .

Section 2. The members of the foundation are the elected and ex officio members of the Diocesan Council. The members shall meet within thirty days of the adjournment of the Annual Convention to elect the trustees of the foundation and consider matters referred to them by the trustees. The members of the foundation shall meet at other times at the call of: (i) the Ecclesiastical Authority, (ii) the vice president of the Diocesan Corporation, or (iii) the Board of Trustees of the foundation. The Foundation shall be governed by a Board of Trustees consisting of at least five members. The Trustees shall be selected as follows:

a. The Bishop, serving ex officio; and b. One trustee appointed by the Bishop, who shall serve at the pleasure of the

Bishop; and c. The remaining members shall be selected by the Board of Trustees from

individuals residing within the geographic boundaries of the Diocese of Spokane.

Section 3. Between the annual meetings of the membership of the Foundation, the The Board of Trustees of the Foundation may fill vacancies in its own membership by a majority of the remaining Trustees. Members elected under this subsection serve without restriction until the next Annual Meeting of the members. Section 4.

The Board of Trustees shall maintain complete written accounts of the Foundation’s assets and activities. These accounts shall include all separate accounts of the diocese, parishes and missions. The Board of Trustees shall make a written report of these accounts to the Annual Diocesan Convention. That report shall include any proposed amendments to the Articles of Incorporation or the Bylaws of the Foundation. Section 5.

No portion of the Foundation’s assets or earnings on the assets shall be used for stipend or emolument to any of the Trustees.

Section 6. The Foundation shall be an institution of the Diocese of Spokane, subject to the Constitution and Canons of both the Diocese and the Constitution and Canons of the Episcopal Church, including but not limited to restrictions on alienation and encumbrances on real property, and accession to the requirement that all property is held in trust for the Episcopal Church.

The Resolutions Chair moved adoption of R2014-02. Resolution adopted.

Resolution 2014-02 Amend Constitution Art. VII (First Reading) Resolved, that Article VII of the Constitution of the Episcopal Diocese of Spokane be amended as follows: Article VII: Officers of Convention Section 1.

The Bishop of the Diocese shall be President of Convention. If there is no Bishop, or none able to act, the President of the Standing Committee, or in the absence of the President, the duly elected Secretary of the Convention shall call the meeting to order, and a President shall be elected from among the Priests of Convention.

Section 2.

(a) At each annual Convention, a Secretary shall be elected. The Secretary shall perform the duties appropriate to that office and other duties specified by Canon or by action of Convention.

(b) With the approval of Convention, the Secretary shall may appoint an Assistant Secretary. If the office of Secretary is vacant, the Assistant Secretary shall act as Secretary. If there is no Assistant Secretary, the Secretary of the Standing Committee

shall act as interim Secretary of Convention until the next regular or special Convention. Section 3.

The Treasurer of the Diocesan Corporation shall be ex!officio the Treasurer of Convention and of the Diocese. The Treasurer shall perform the duties specified by Canon or by the action of Convention, and shall report annually to Convention of all monies entrusted to the Treasurer’s care. Section 4.

The Registrar of the Diocese shall be elected annually by Convention on nomination of the Bishop. The Registrar shall perform the duties specified by Canon or by the action of Convention. Section 5.

a. The Chancellor of the Diocese, and any Vice-Chancellors, shall be elected annually by Convention on nomination of the Bishop. They shall be attorneys The Chancellor of the Diocese shall be an attorney licensed in either Washington or Idaho and a lay communicants in good standing of a congregation of this Diocese. They shall be the legal advisers to the Bishop and Convention, and to all officers and agencies of the Diocese. However, in matters of clergy discipline they shall advise the Bishop only. The Chancellor of the Diocese shall be the legal advisor to the Bishop and to the Standing Committee, but only when it is functioning as the Ecclesiastical Authority.

b. In matters of clergy discipline the Chancellor of the Diocese shall serve as legal counsel to the Bishop.

c. The Chancellor to the Convention shall be elected annually by the Convention on nomination of the Bishop. The Chancellor of the Convention shall be an attorney licensed in either Washington or Idaho and a lay communicant in good standing of a congregation of this Diocese. The Chancellor of the Convention shall be the legal adviser to the Convention, and to all officers and agencies of the Diocese.

d. The Bishop has the discretion to appoint one or more Vice Chancellors as deemed appropriate.

Section 6. The terms of office of the Secretary, the Registrar and the Chancellors begin when elected and terminate when their successors are elected and qualified.

WHEREAS there is no need or purpose to maintain two separate corporations; and

WHEREAS essentially all diocesan business is conducted in the name of the Washington corporation; and

WHEREAS the Committee on Constitution and Canons recommends that the Constitution be amended as indicated, now therefore

BE IT HEREBY RESOLVED that Article XVII of the Constitution shall be amended as follows:

Section 1.

The Diocese shall be incorporated for legal and secular purposes under the laws of the States State of Washington and Idaho by the name and title of “The Episcopal Diocese of Spokane.” Section 2.

Any amendment of the Articles of Incorporation or the By-laws of the Corporation must be approved by Convention.

BE IT FURTHER RESOLVED that pursuant to Article XX section 3 of the Constitution the first reading for this resolution shall be at the 2013 Diocesan Convention, and if it receives the necessary majority vote by both orders voting separately, the second and final reading shall be at the 2014 Diocesan Convention.

Resolution 2014-11 Amend Article 11 Para 4: Electing Alternate Deputies (Second Reading; First Reading was Resolution 2013-11) WHEREAS Diocesan Constitution Article 11 §4 provides the method of electing Alternate Deputies to General Convention; and WHEREAS subsection (b) provides that Alternates shall be ranked in the order of votes received but subsection (c) indicates that delegates should cast the same number of votes as the number of Deputies to be elected; therefore

Individuals who withdraw from the election for Deputy may continue as candidates for Alternate Deputy.

(a) In the ballot for Alternate Deputies, voters shall cast no more votes in each Order than the number of Alternate Deputies to be elected from that Order one vote for a candidate from each Order.

(b) Voting for Alternate Deputies is not by Orders, and a majority vote is not required.

(c) Alternate deputies shall be ranked in the order of the total number of votes that they receive.

Resolution 2014-14 Amend Article VI, Sec 3: Delegates from Specialized Missions (Second Reading; First Reading was Resolution 2013-5C) WHEREAS Article VI at Section 32 of the Constitution of the Episcopal Diocese of Spokane provides the Bishop with authority to appoint delegates to Diocesan Convention only from unorganized missions; and WHEREAS there is a need to provide for formation of other types of faith communities; and WHEREAS the Canons of the Episcopal of Diocese provide for specialized missions; now therefore BE IT HEREBY RESOLVED that Article VI of the Constitution shall be amended as follows: Section 3. The Bishop or the Vicar may appoint one delegate from each unorganized mission and each specialized mission.

Chris Hagenbuch, who moved that the offerings at Sunday’s festival Eucharist be designated half for ERD’s response to the Ebola outbreak in West Africa and half to the discretionary funds of the five newly ordained deacons. Motion carried. The Chair called on Dispatch for announcements.

Sunday, October 19, 2014 Fourth Business Session

The Chair called the meeting to order at 9:00. He opened the session with prayer. The Chair called on the Chair of Resolution for the second presentation of courtesy resolutions.

Second Presentation of Courtesy Resolutions Be it resolved, that we send our greetings to several bishops north of the 49th parallel, the Rt. Rev. Melissa Skelton, Bishop of New Westminster, the Rt. Rev. Logan McMenamie, Bishop of the Diocese of British Columbia, the Rt. Rev. John Privett, Bishop of the Diocese Kootenay, and the Rt. Rev. Barbara Andrews, Bishop for the Anglican Parishes of the Central Interior, and be it further Resolved, that we extend our thanks to Dan Clark, who portrayed Mayor E.B. Whitman, Dick Phillips, who portrayed William Phillips, and Mark Raddatz who portrayed Bishop Lemuel Wells, and be it further Resolved, that we give our special thanks to the parents of Kate and Birch Rambo for naming their children in such a manner as to identify exactly the location of the parish they serve, located as it is on the corner of Birch and Catharine streets. In accordance with this, we further recommend that future search committees of the diocese of Spokane simplify their search processes by restricting their inquiries to people appropriately named, so that, for example, the next dean of St. John’s Cathedral should be named either “Grand” or “12th.” The Chair recognized the Reverend Mary Beth Rivetti, who offered the following courtesy resolution submitted clergy of the Southeast Region of the Diocese: Whereas the clergy of the Southeast Region assembled in Colfax on Friday, September 12, 2014, a date long established by mutual consent and invitation, to assist with the physical closure of the Church of the Good Samaritan; and Whereas the work was long, hard, dirty, dusty and backbreaking; and Whereas we eagerly longed for all of our clergy brothers and sisters of whatever age or physical capability to be present with us in this task; and Whereas we were grateful that a member of the diocesan staff, Laurie Boss and her son spent the entire day working hard alongside us; and Whereas we missed the company of our brother Birch; and Whereas there are some church artifacts that are too precious to be shared lightly with other congregations, or consigned to the archives of the diocese, or even removed to the county landfill; and

Whereas we are extremely grateful for his months of effort in bringing us all here to Walla Walla; therefore be it Resolved, that the Clergy of the Southeast Region thank our brother Birch for his hard work and his gracious hospitality; and be it further Resolved, that we confer upon T. Birch Rambo, III, the care and custody of the Velvet Jesus of Colfax in token of our appreciation and regard. The Chair recognized the Dean of the Cathedral of St. John the Evangelist, the Very Rev. Bill Ellis, who issued an invitation to join the Cathedral for the 2015 Diocesan Convention. It was moved and seconded to accept the invitation. Motion carried.

The Chair recognized the Rev. Pat Bell, who invited the Diocese to join in celebrating the 25th anniversary of St. Luke’s, Coeur d’Alene at the 2017 Diocesan Convention. It was moved and seconded to accept the invitation. Motion carried. The Chair announced that donations were being accepted for the Church Periodical Club.

The Chair noted transitions in the Diocese. The Chair recognized Coralee Brewer for a word on the United Thank Offering.

The Chair thanked the keynote speakers for the presentations over the weekend. The Chair recognized delegate Tom Rodda, who expressed a concern about the budget presentation. The Chair recognized the Rev. Gretchen Rehberg, who thanked Coralee Brewer for her words on turning gratitude into generosity. The Chair recognized the Rev. David Hacker, who thanked the Diocese for support of Noah’s Ark on the Yakama Reservation, a Jubilee Ministry of the Episcopal Church. The Chair thanked the Chair of the Convention and Program Committee, Karen Schomburg, for making the 2014 Convention a reality. The Chair adjourned the business meeting at 9:25 and opened up the floor for conversation and questions with the guest speakers. The Chair thanked the guest speakers and invited Convention attendees to the festival Eucharist at St. Paul’s at 10:30, following which the Convention adjourned sine die.

Bishop’s Address to Convention

Good morning. Good morning to everyone. It’s great to see a full house by now and to begin our second day together — after a terrific evening of hospitality at St. Paul’s and gathering in other ways.

So good morning. And a special thank you to St. Paul’s for the hospitality and the welcome we’ve already received. And thank you to our speakers, who may or may not be with us here this morning. We look forward to hearing them as the day goes on, and being able to engage with them, to have the conversation. Because that may be the most enriching part of all.

This morning I’ll offer a prayer for Convention. And it’s one that could have been written exactly for this convention. It wasn’t. But it was written for another convention, for a General Convention, and it might sound familiar because it’s the prayer that Frank Wade wrote for the 2009 Convention. And I’ve used it before.

Let us pray.

Lifegiving Spirit, you have made us in this diocese part of a story worth telling. We thank you for the wonder of all you do in us, through us and among us. We thank you for the joy and purpose, the struggle and value, the richness and power, of living this particular chapter, our time. As we come together grant us pause, reflection and perception to recognize what you are doing in our lives. Grant us the language, courage and opportunity so that the story you are telling with our lives might touch both us and others. In the name of Jesus the storyteller, we pray. Amen.

In that prayer it says, “grant us pause, reflection and perception to recognize what you are doing in our lives in this diocese.” Well, this morning I am going to go so far as to tell you what I believe that Jesus is doing in our lives.

You know, Marianne yesterday spoke about even before she came into being a Christian she knew that Jesus was in her life, that there was a relationship there and Jesus was doing something in her life. It may be at this time a bit audacious to say, “Well, let me tell you what God is doing, and what God is saying in our lives.” But if so, then I will claim being consistent. Because there are those who might recall that in my very first sermon as Bishop of this Diocese the theme was that we are called to be bold, to be audacious, we are called to be bold in Christ. That was the charge.

And some will remember that carried forward; it physically carried forward. We had banners made, big blue and white banners that said “Called to be bold in Christ.” Some of you had those. They were around, and they were very much a part of the fabric of the Diocese, was that we’re called to be bold. Nothing timid about the Gospel.

Now we lived it out in different ways, sometimes so boldly and sometimes not. But we had the banners.

The years went by. The banners were put away. And during that time my hair went away. I was reminded of that when a loving couple visited the office one day and said, “We want to show you the ‘Called to be bold in Christ banner,” and they unfurled it across a whole room. And of course it said: “Called to be bald in Christ.”

I wondered if there was a problem of respect. And I still have the banner but not the hair.

So if we are called to be bold in Christ, and we are, then we must ask, “What is Jesus up to these days in God’s Church?” We’re hearing that already at this Convention. And in this 50th year of this Diocese and the 150th year of St. Paul’s Church.

I’ll tell you something about what I see and what engages me, and begin with, a few months ago I was sitting in the office of Paulsen House, and I received a call from Elizabeth Bird Givens. I didn’t know who that was, who she is. And she called to say, “I am sending you the chalice and the paten that belonged to the Rt. Rev. Lemuel Henry Wells, Bishop of the Missionary District of Spokane.” She said, “I am sending that back to you.” She went on to say Bishop Wells’ chalice and paten had been sitting in a case in her living room, because once upon a time those vessels were given to her father, the Rev. Robert Macbeth Bird. He was then a young priest in the Diocese of North Carolina. But he received Bishop Wells’ chalice and paten from a priest named George Hurlburt, who had served in the Diocese of Spokane, and while here he was given that chalice and paten. She said, “My father cherished these vessels for what they stood for in every way, and more importantly he used them for 60 years as an active priest in the Church. And he always took care to make sure the rest of us knew the history that went with the chalice and the paten. And he would be pleased to know that they are being returned to the Diocese of Spokane”

So I asked her, if they were sitting there on the shelf, sitting there in the case, “What actually prompted you to send them back.” And she said, “one evening as I looked around my living room and I saw them I realized something; that I have a part in God’s story in Spokane, and it needs to be shared.” She said what really struck her was the truth that she had a part in God’s story, and it needs to be shared. She said, “I don’t have any choice; this must be done, that I must share what I have as a part of God’s story in your diocese.”

What a holy truth she spoke. For that is indeed part of her story. It is part of our story. It is part of the story of Jesus and of the Church. We each have a part of that story, and it needs to be shared. Whatever our heart is. For God’s mission, for us to really know the abundance, as a diocese and as people, that Jesus spoke about. ‘Cause that’s what happens when we’re willing to share our part of the story, and to do that freely.

We’ve already heard, and I think we’re convinced, that life in the Church these days is perplexing. How do we make the Church grow? We see dwindling congregations. We see numbers not in spirit but in numbers. And we worry about it. And as Jarmo said yesterday, you know, we want to know how, “How do we make this grow?” We worry about the numbers.

And I’m not going to suggest that we subscribe to Jarmo’s practice of getting balloons and a dog, and talking to children. I’m just not convinced that’s a good church growth strategy. There’s something questionable about that.

But we do want to know what to do. You talk about it, we talk about it. What do we do? We want to know how to make the Church flourish. And we should. And yet, it isn’t such a mystery. There are all types and sorts of programs that tell us it will happen. But it may be that Elizabeth Bird Given has already told us. We each are to share what we have, our story, our gifts, as part of the story. We don’t even have to understand how it’s going to work. That’s not our task. But we do have to share it.

We’ve been hearing since we arrived the parts of the Walla Walla story, of people who come in costume to tell us what was happening back the, and who was doing this, and what it was like. They have a part of the story to share.

I have something that is part of the story of Spokane, and need to share it. That was the truth, it is the truth, of the story of Lemuel Henry Wells. He was indefatigable. If you read his diary it tells us that one week he could be meeting with Bishop Morris in Oregon — All of this was by horseback, basically — and a week later he’s meeting with Chief Joseph somewhere. It tells us that he could be in Walla Walla doing some work, and then his diary says then he looked up after some time on the horse and he was in Ritzville, he was working there. And he was really boundless — some might even say boundary-less — in the sense that he had something to share, and he wasn’t going to be deterred from it. And share it as widely as he could.

Part of the characteristic of that ministry was he refused to be restrained by what too easily stopped others. Because it was too important, what he had to share.

There is no magic in figuring out the future of the Church; we simply contribute our part. And we help each other do it faithfully, generously. And especially collaboratively. Together we figure it out, as we contribute what we have.

We start with being grounded in faith, what we believe, whom we believe in, the story of Jesus; that’s where we start. But then there are two givens that go with that. And that is, we do it together. We’re not called to be isolated. No one person has all the parts of the story. It calls on each of us to share.

There’s a good book out. Joshua Wolf Shank is the author. And the title of the Book is Finding the Essence of Innovation and Creativity in Groups. He says if we really are looking for genius and looking for vision, we’re not going to find it by sitting alone and just struggling harder. He says what we’re going to do is we’re going to find it by — dynamic collaboration is what he calls it — is being engaged with one another — in honest, prayerful ways and doing it boldly. That we must do, and do it now.

Let us be free from spending too much time, as some of us are inclined to do — present company — spending too much time pondering, pausing, trying to figure it all out before we take the next step. Just a month ago the House of Bishops of the Episcopal Church met with one — in one of the dioceses in our province, Province VIII. We went to Taiwan. You’ve seen some of the

pictures and heard some of the stories. We were there for a reason. And it was a very good reason. We were there to be with the people in the churches, and to hear about how they together are collaborating and working together to build the Church.

And while we were there I was reminded of something about not waiting or pondering or pausing too long, simply just doing what we believe we’re called to do. And that’s happening in this Diocese, certainly, in some visible, powerful ways. But while we were there in a simple way, we had met with the children at this school — we were at St. James’ Church in Taichung. And they had grown from a shack to a huge church, 300 children, preschool. And they had wonderful programs for us. And in the room as the program came to an end they said, “We have a special treat for you. It’s called our Taiwan milkshake.” I don’t know whether you’ve ever tasted that or know what it is. It’s one of those it really helps to know what’s in it. We found some other foods like that. It really helps to know because there’s a thick straw — it looks like a milkshake, and there’s this thick straw. And you drink from the straw there are these globs that suck through it. Gloria and I had experienced it before so we knew that. So we knew it was okay. But there was something we didn’t know. And that is they give you the plastic cup and it’s just full to the rim. And there are numbers of us sitting in rows. The cup is full and they give you a plastic straw, and it’s fairly thick to get the globs through. And they said, “You just punch it down in there and you’re set to go.” Well, I looked at some people to my right and they just like punched it, just like that. And I thought, “Well, for goodness sake, you don’t have to be violent about a milkshake.” You know? And the next person just jabbed it in there like that. And I thought — “For goodness sake.” And so, I took mine, and I though, “Well, I’ll just push the straw in. That’s what you do.” You know?

And so I pushed it in, and pushed it, and it didn’t quite go, and I pushed it a little more, and the top flew off, and it went all over. It was on my trousers, it was on my shoes, it was on my floor — on the floor, and I looked and the lady to my left had been watching me. And hers was all over her. And she gave me that look, like….

And somebody noticed, and they brought a mop, and they brought towels, and — just when you’re trying to be inconspicuous, and — And then one of the young men said, “You know, if you’re going to drink it just have to do it. You just take it and you stick it in there.” Apparently he was right ‘cause my method didn’t work very well at all.

But I think about that. I think sometimes it is too tempting to debate, to discuss, to ponder, to wonder, to say, “When we get the resources,” and to say, “You know, we have something that has to be shared and has to be done in this story,” and we just do it.

And this diocese is doing it. We said three years or so ago, “We have to do the basics of the Christian faith even better than we’re doing it.” “We have to have lifelong formation for all people in all places, making disciples.” “We have to embark on leadership development.” “We have to do that.” And it was wrapped in a package called Congregational Development. That’s really what it is. And we said, “It’s going to be expensive and we don’t know how we’re going to cover it but we’re going to send some people to Seattle to the Congregational Development Institute; we’re going to try it out and see what happens.”

We did that. And people said, “Well, where’s the money going to come from,” and we said, “We’ll find the money.” And like so many stewardship stories, as we went forth with it, the money came, from places expected and unexpected. We now have a terrific — terrific congregational development program in this Diocese. We held our first College for Congregational Development this past August, our own college for that, and we were overbooked. We had to say no to people. 36 people there for the conference that is about transformation. And some — who were some of the people who were there? Raise your hand. How many of you experienced some transformation while you were there? — Don’t put your hands down. Please. And it’s happening. It’s happening. And thank you.

And it will continue to happen. Because we — we don’t know everything about the future of the Church, but we do know this: We have gifts to share that are part of the story, and it has to happen.

And then the Episcopal Church came out and said, “We’re doing the enterprise zones, and if you have some creative ministry, some new mission program that you want to start, we’ll give you $20,000 if you raise $20,000.” And we talked about it at Diocesan Council and said, “We have to do this.” And somebody even had the nerve to ask, “Well, where do we get our $20,000?” I didn’t know. But I said, “We’ll get it.” I knew there were some places we might get it. But we said, “We don’t know where we’re going to get the $20,000, but we know they’re offering it and we know we want to do this program because it’s about feeding people, it’s about teaching people, it’s about developing mission teams across the Diocese, it’s getting families and children involved; we want to do that.”

And we didn’t have time to ponder and to pause. There’s always time to pray but then there’s time to act. We said, “We’re going to do it, we’re going to apply for it.” And we did. We received a $20,000 grant. We had the PINE program in the Lower Yakima Valley, with three different groups down there. And there were some families went. And they stayed and they learned about mission and being a mission team.

We had it in Spokane. The Cathedral sponsored it in a big way, and the West Central Episcopal Mission made it happen. With help from St. Andrew’s and other churches, we did that.

And it wasn’t a perfect program. We did it so quickly we didn’t get all the pieces put together. It was perfect enough, though, that a child tasted broccoli for the first time in her life. And it was perfect enough that we had three newspaper stories about it, and people were calling from the Presiding Bishop’s office wanting to talk about, to say, “How do we do that.”

And it’s a matter of saying, “We have a part in the story, and we have to share it.”

We have a full-time executive director of a foundation here to say more opportunities will come, and we have to have the resources. We may not know where it’s all going, but we know that God is calling us to share, and to share in new and different ways as we go. Congregational Development, the PINE program, that’s just two. They’re happening everywhere. We saw it at St. Paul’s yesterday where they said, “We’re not sure how we’re going to do this.” Pat Jones can tell you — She told us yesterday — “We don’t know how we’re going to do it but we’re going to start offering meals on Tuesdays and Thursdays.” And they’re now on their way to having served

ten thousand people, if not by the end of this year some time soon. And you’re doing it, and we’re doing it in this Diocese.

Growing the future is about us all, sharing our story and our part in the story. It’s about doing it together. It’s about dynamic collaboration. It’s about candor; it’s about speaking the truth. Say it when it’s working, say it when it’s not working. What a difference it makes when we all share.

And when we do it together. Some of you noticed on Facebook that my mother celebrated her 91st birthday this past Monday. I put it on Facebook and wrote a nice note. Gloria and I called her. We did that and that was fine. We had good conversations, it was a very special day. And then I looked up on Facebook and 140 people had responded to that. And I made a copy of it and sent it to my mother. She does use a computer, and uses it well. And she said, “In some ways this is the best birthday I’ve ever had, because look at all the people who are wishing me happy birthday; even if they don’t know me they’re wishing me happy birthday.”

It is about dynamic collaboration and — Nobody has the answers. And we don’t get them by sitting in a corner figuring it out ourselves. Maybe the rare person does. I won’t.

Elizabeth Bird Givens sent me a note yesterday. She said, “Bishop Waggoner, my family joins me in sending our best wishes to our brothers and sisters in the Diocese of Spokane on the occasion of the 150th anniversary of the founding of St. Paul’s, Walla Walla. It is a remarkable testament to the pioneering ministry of Bishop Lemuel Henry Wells. Sincerely yours, Elizabeth Bird Givens.”

What Elizabeth Givens gave this diocese was much more than a chalice and a paten. She gave us a challenge, and she gave us truth. Now that is a remarkable testament to the pioneering spirit of Bishop Lemuel Henry Wells. But more than that, she showed us the path to the future. Amen.

Bishop’s Guild Willi Storey, President

Mission: The purpose of the Bishop's Guild is to support the Bishop and his mission as called upon.

Activities/Accomplishments: With our “Spring Fling” each Spring we raise enough money to donate $5,000 to help support the Bishop's Scholarship Fund and our participation in the Cathedral Bazaar allows us to give $1,000 to his Discretionary Fund each year.

Goals, Ambitions, Expectations: To add new people to our membership list to help with these activities and as they enjoy the fellowship of the Guild.

Canon to the Ordinary The Rev. Karen Schomburg

One year ago this month I began my role as Canon to Ordinary at Paulsen House. It has been a year full of learning, building relationships and finding my way of living into this position. My goals have been to learn and improve in areas that are new to me, put energy and enthusiasm into areas of strength that I already have, and to always remember that I am here to serve God’s mission in this Diocese. The following are some of the key elements of the past years work:

• Chief of Staff o Reorganized staff structure and hired new employees. o Lead staff reviews and bi-weekly planning meetings o Daily support to employees

• Oversight and implementation of clergy retreat and clergy conference • Assist in the planning and implementation of Diocesan Council meeting • Work with the Executive Committee and the Bishop to coordinate the work of the Council between meetings • Offer support to the Foundation as needed including but not limited to communications, strategy, and interoffice management • Work with new Communications Director on launch of new website, creation of new Diocesan Digest, and communication branding of our Diocese. • Diocesan liaison and support to PINES project at West Central Episcopal Mission • Development of a grant process and procedures for the Diocese • Support to Camp Cross • Primary contact person for Episcopal Relief & Development in response to the wild fires in Central Washington • Support in all aspect of diocesan leadership as requested by the Bishop, offering council and a listening ear to the needs of his office. • Plan diocesan convention programing and support the JCA as convention coordinator in all areas

• Work with the Bishop and the Foundation Director on long range strategic planning and visioning.

One of the highlights of last year was our Clergy Conference with guest speaker Bishop Mellissa Skelton. Bishop Skelton led our conference with a focus on congregational development. Later in the summer she led our first diocesan college for congregational development, which was a huge success.

My goal for next year is to continue living into this position with an open mind and heart, further defining my role(s) based on the needs of the Bishop and our diocese, with an emphasis on leadership development, strategic planning, and communications.

Camp Cross Colin Haffner

Mission: The mission of Camp Cross is to form disciples for the transformation of the world. Focus areas: Camp Cross builds and nurtures a life with God by focusing on relationships, prayer, discipleship, and service. Core values: Camp Cross reinforces these focus areas through the practice of: • being present: to appreciate and engage the people and the place • being grounded: to seek God’s presence and activity in our lives together • being real: to share the faith that is in us in thought, word, and deed • being helpful: to actively seek and support the well-being of others Camp Cross is an Episcopal camp operated through the Episcopal Diocese of Spokane. We welcome campers of all faiths and backgrounds to live and grow in Christian community built on Episcopal and Christian theology. At Camp Cross, we are dedicated to building the Kingdom of God by cultivating in our guests the capacity to pray, serve and care for one another with the respect that all people deserve. Activities/Accomplishments: In 2014 Camp Cross invited its guest to "share your treasure," for all camp sessions this summer. Campers of all ages experienced this theme through many outstanding curriculums put together by our wonderful resource volunteers, counselors and staff in coordination with our summer camp director, Jane Gober, who also serves at St. Paul's Episcopal Church in Walla Walla during the year. These curriculums emphasized how to share our gifts through prayer, God and service to one another. “I recently had a very spiritual trip a few weeks ago, … … I am only 15 years of age and before this past experience I was never really a strong believer of God or Jesus. My parents took me to church; I didn't think much of it. They got me involved in acolyting, and again I didn't think much of it. Thinking back on those days I thought of it as chore, … … a few years back my mother started sending my sister and I to a camp run by our local Episcopal diocese. I have been attending this camp since 2008, but it was this year that I truly had my eyes opened. This year, being my first year of the Senior High session, I finally got to meet people around my age who are open and willing to talk about God and their personal experiences and opinions… … Because of everyone at that camp, especially those who whispered those unforgettable words, the priest who sat next to the lost me, and the staff member who pushed me down the road I think I am being called to take.” – Sr. High camper, Colton Branson The summer was once again a resounding success. Total registrations continued to rise, and our facility rentals grew once again. The Camp Cross site and facilities were in near continuous use through the second to last week of September this year, including members of the All Saints' Episcopal Church choir and the newly formed Camp Cross Advisory Committee to assist with decisions about the current state of Camp Cross. Also new this year we combined the Mid High and Sr. High sessions into one with great success. You may see a video put together during this session on our website at www.campcross.org or at the Camp Cross table at convention. It is definitely worth a watch to see all that our camp sessions encompass. We continued to address facility and maintenance needs at Camp Cross. Over the past three seasons we have updated and focused on cabins, roofs and general beautification at Camp Cross. This year we continue addressing some of these needs, including infrastructure work on our water lines and preparing to replace parts of the septic lines and damaged carpeting on the Saints-A-Cross pontoon boat and in the classrooms. This year we increased our marketing and presence with the start of the "Cross Talk" newsletter and have seen an increase in donations. We were able to replace the motor on the Saints-A-Cross, thanks to donations from All Saints' Episcopal Church and the Service League from St. John's Episcopal Cathedral. Donations from St. David's Episcopal Church and St. Stephen's Episcopal Church allowed us to give a free t-shirt to all of our youth campers this season. The overall year has seen many new and great things come about for Camp Cross, and puts the camp in a great spot for the future. Be sure to come and see us in 2015! Goals, Ambitions, Expectations for the ensuing year: Our biggest goal for the coming year is to continue the upward trend in registrations. We will work to increase camper registrations by 50 in 2015. Camp Cross will work to be more present throughout the diocese through Sunday visits and the implementation of the Camp Cross Ambassador Program that would place a youth and alumni contact in each parish. We plan to in develop and introduce a new combined camp session for our Intermediate and Jr. High aged campers in 2015, and we will continue to work with local Idaho state agencies to resolve our limited parking situations and address the growing safety concerns of increased lake traffic

throughout the week. Lastly, we will also be working on switching our website over to a new design through Digital Faith and the Episcopal Diocese of Spokane.

Chaplains to the Retired Clergy The Revs. JP & Barbara Carver

The Chaplains to the Retired Clergy department of the Church Pension Group has undergone a significant update of its organization and function. The “Enriching Your Retirement” presentation is being presented to the dioceses as a stand alone program. We are working with the CPG group and Bishop Waggoner in planning a week in July 2015 when they will make the rounds of the Diocese to contact as many of the Retired Clergy, Spouses and Surviving Spouses as possible. Activities/Accomplishments: The COM spends significant time on our formation programs for deacons and priests. We are in a partnership with the Church Divinity School of the Pacific (CDSP) in order to provide the academic component of the formation for priests. Due to changes at CDSP we are engaged in conversations currently about how this partnership might proceed in the future. There are currently different “tracks” for formation for priesthood allowing for flexibility both for the individual and the diocese and we have postulants in each track. The

diaconal formation program has been structured to have a formal postulancy period involving an internship in a different ministry setting and a set candidacy formation time, with continuing education required post-ordination. Ministry formation weekends have been set to coincide with COM meeting weekends and are now held at Immaculate Heart Retreat Center, this has provided for better communication between the COM and folks in formation as well as improved scheduling. Goals, Ambitions, Expectations: The COM is looking at our programs for lay ministry licensing, with the goal of having clearly understood formation and training expectations for licensing. We offered our preaching workshop in June, offered every two years for those who desire to be licensed to preach, as well as those who simply want to refresh their preaching skills. We look forward to our ongoing work of lay ministry formation. We would like to see more structured offerings of lay formation for ministry take place on the diocesan level and hope to work on this goal during the coming year.

Communications Cate Wetherald, Director of Communications

(half time) Mission: The communications department helps congregations connect easily with the diocese and each other, shares information in a way that strengthens and reinforces our mission, and expands our ministry. Activities/Accomplishments: Since joining the staff in March of this year I have:

• Written and begun a strategic communications plan.

• Created a new interactive website using Digital Faith (CMS) that allows for inclusion of multiple sub-domains: one for each congregation, mission, and ministry; saving time, money, and frustration.

• Started using Google Analytics, and Search Engine Optimization (SEO) techniques to analyze and raise our rankings on the web.

• Updated the emailed newsletter (Diocesan Digest) template.

• Begin publishing news and events to the diocesan website which is now shared throughout our diocese, region, and beyond.

• Updated and/or created policies and best practices regarding use of social media.

Stewardship Diverse, active projects specifically of the Stewardship team at the Foundation have been on hold for two years with the exception of our commitment to and membership in TENS (The Episcopal Network for Stewardship), the active invitation for churches to apply for a Fr. John Shepard award for Stewardship each year, and occasional consults with individual churches as requested. Over two years ago a team of Kay Rafferty, Stewardship Facilitator, The Rev. Jane Schmoetzer, and The Rev. Martin Elfert, worked together and discussed the essence of putting together Web site materials for the Foundation under the Diocese website. Working together with Sam Fletcher, draft materials were prepared for evaluation and discernment. With the loss of Sam and the search for a full time Foundation Executive Director, those materials remained in temporary storage until the Website could be re-vised. With the arrival of both Cate Wetherald and Executive Director Steve Dodds, the Stewardship Team has begun to go into high gear. This June, the Foundation sent two members of our Diocese to the TENS conference in Atlanta (a very long way to go) and benefited from the materials and talks presented there in a very profound way. This year we continue the John Shepard Award; we welcome with great enthusiasm Steve Dodds to the leadership of the Foundation; and we are running, not walking, to install an exciting website for Stewardship while developing a vibrant diocese wide active team for Stewardship. The last halfyear of 2014 is most exciting. Leading up to this time, we have been grateful for the support of the Foundation Board, and extremely uplifted by the hard work of Carol Neupert who stood in the Executive Director Chair of the Foundation for us to help build the office and to help “hold on” to a Stewardship arm of the program. Working with Steve Dodds in 2015 will be a genuine pleasure and filled with production and excitement for all churches. Susan Cleveley Presiding Members: Presiding Members (PM’s) hold clericus meetings within each region. Considering each region’s unique needs, each Presiding Member meets with regional clergy 4-9 times per year for fellowship, theological reflection, study and conversation pertinent to their ministries and congregational work. They call and preside over the two regional gatherings held in the spring and fall and are ex-officio members of Diocesan Council. Regional Developers: As members of the bishop’s staff, Regional Developers (RD’s) work within each region providing support, resource and training to congregations, their leaders and clergy through vestry/bishop committee retreats, congregational meetings, large/small group facilitation, consultation with congregational leaders. Additionally, Regional Developers work collaboratively with the Presiding Members to equip leaders for ministry and facilitate the regional gatherings and clericus events. Regional Gathering Days:

1. On March 29, 2014 the Regional Development Team and congregational developers hosted the Spring Regional Gatherings which connected approximately 215 diocesan leaders for fellowship, sharing and training. The bulk of the day was spent focusing on fiduciary and legal responsibilities and practices within our congregations. In preparation for participating in those gatherings, congregational leaders were asked to reflect on administrative, financial, and legal practices they engaged in at their congregations. They were encouraged to come with questions and a willingness to talk about those practices.

2. Our Fall Regional Gathering Day held on September 27, 2014, included preparation for diocesan convention and listening as a spiritual and discerning practice that informs and shapes how our work gets done. As part of the preparation for the day each congregation was asked to engage the Sources of Transformation model (taught at the Spring Gathering Day) in their congregation. Each congregation was encouraged to bring a poster to the gathering day sharing what they did and learned after engaging the model.

During this time of sharing we learned where God’s spirit was transforming our hearts, minds and practices. These ministry posters will be displayed at convention as part of our celebration and sharing in the Good News of Christ’s transformational work happening throughout the diocese.

Congregational Development: 1. A $20,000 Roanridge Trust Award provided for congregational development training to

the broader church and partial funding for the launching of the 2014 Episcopal Diocese of Spokane College for Congregational Development (CCD).

2. In March, 34 leaders representing 14 dioceses across the United States and Canada gathered in Spokane for three and a half days of training and fellowship lead by the Rt. Rev. Melissa Skelton, Bishop of the Anglican Diocese of New Westminster. Acting as our director, Bishop Skelton returned in August for the inaugural Spokane College for Congregational Development. Based on the curriculum developed in the Episcopal Diocese of Olympia, the College is an intensive two-year course of practicum and study designed for congregational teams wanting deeper, intentional learning, skills development and practice in the area of congregational development. 34 participants from 17 congregations and two dioceses attended the weeklong intensive in Spokane. Through the generous underwriting of the bishop, every Spokane diocesan attendee received a 50% tuition reduction to offset their fees. The training staff included: the Rev’s Susan Cleveley, Lee Kiefer, Gretchen Rehberg and Marda Steedman Sanborn, Canon to the Ordinary, Episcopal Diocese of Olympia.

3. We also aided six congregations in the last 12 months through our ongoing partnership with Holycow! Consulting and offering ‘in house” consultants for those interested in taking the Church Assessment Tool© (CAT). The CAT is an instrument that invites members to bear witness to their perspectives, experiences, and aspirations. The information is used to generate a report which provides leaders with a high level of organizational intelligence that allows for better decisions in less time with more confidence. We are unique in the Diocese of Spokane in that we offer interpretive consulting as well as application consulting, meaning we aid in understanding the data gathered and developing next steps based upon that understanding.

4. Lastly, the Regional Development Team, as diocesan staff and ex-officio members of Diocesan Council, the RDT assisted the bishop with facilitation during the four scheduled council meetings. At the bishop’s request, the Rev’s Susan Cleveley and Gretchen Rehberg served on the council planning committee alongside the Rev. Cn. Karen Schomburg and Andrew Tudor.

Treasurer George Durrie, Treasurer

Mission: The mission and purpose of the Treasurer is to oversee and assure the "receipt, care, and disbursement" of the funds of the Diocese. This person is responsible for ascertaining the soundness of the financial practices of the Diocese and maintaining its fiscal integrity.

Activities/Accomplishments: Once again, the year's end report shows strong commitment of the congregations to the mission and ministries of the Diocese with Askings received at 95% of the budgeted amount. We continue to be among the nation's highest Episcopal dioceses in this regard. Unquestionably, the financial health and well-being of the diocese is founded on sound business and financial practices in our parishes. Reciprocally, the Diocese, as always, stands ready to assist congregations when faced with unforeseen difficulties. In this regard, and noting an effort to flag problems before they happen, I want to commend our Financial Officer, Laurie Boss, for her very beneficial interactive presentation to the NE Regional Gathering on some sound business practices and helpful insights into financial management of congregational affairs. The income picture remains steady. In addition to the strong level of pledged income from congregational Askings, investment income has made solid gains, benefiting both Diocesan and congregation budgets. Pledged income from Askings is projected to increase modestly for 2015, while our Diocesan pledge to the national church is basically the same as this year. The budget-building process saw significant improvements in the preparation of the 2015 budget. This is truly a "bottom-up" process that is geared to strengthening the ownership of and the accountability for the delivery of the programs and services at the local, regional, and diocesan levels that comprise the ministries and mission of the Diocese. All programs requesting budget support were obliged to indicate the outcomes they expected to achieve and how they intended to measure whether they achieved them. Budget proposals were gathered and assembled by the three program committees of the Diocesan Council (Formation, Mission Strategies, and Social Justice & Outreach), passed to the Administration & Finance Committee of the Council, and then submitted to the Bishop for review. As an additional accountability feature, the budget request form requires the name of the individual with signature authority for program funds. Goals, Ambitions, Expectations: I am hopeful that Laurie Boss is able to take her presentation on business practices and financial management to the other three Regions. This might be referred to as "preventive outreach" insomuch as the insights she provides can enable congregations to keep their finances is sound working order. I very much look forward to the rejuvenation of the Foundation under the leadership of Steve Dodds. His vision and energy hold great promise for the long-term stability of the Diocese, and for broadening and deepening the donor/participant base in delivering the Diocesan mission and ministries in Christ. We can expect further refinements of the budget-building process noted above. We know up front the such refinements will include helping programs with the development of both qualitative and quantitative measures of outcome success.

United Thank Offering Coralee Brewer, Chair

Mission: United Thank Offering (UTO) is a ministry of The Episcopal Church for the mission of the whole church. Through United Thank Offering, men, women, and children nurture the habit of giving daily thanks to God. These prayers of thanksgiving start when we recognize and name

our many daily blessings. Those who participate in UTO discover that thankfulness leads to generosity. United Thank Offering is entrusted to promote thank offerings, to receive the offerings, and to distribute the UTO monies to support mission and ministry throughout The Episcopal Church and in invited Provinces of the Anglican Communion in the developing world. Activities/Accomplishments: Worked to submit two grant applications to national. One for a standard grant and one for a shared international grant. Unfortunately neither was chosen. Also attended Regional ECW meeting. Goals, Ambitions, Expectations: 2015 grant application materials and information will be available on November 3, 2014. Please review if you are interested in applying. It has requirement and deadline information.

West Central Episcopal Mission The Rev. Kris Christensen

Mission: As a specialized mission of the Episcopal Diocese of Spokane, West Central Episcopal Mission: responds to the practical, relational and spiritual needs of West Central residents; and serves as a bridge community where we accompany individuals as they encounter the culture of urban poverty, practice building relationships, and become advocates for the poor in their communities. Activities, Accomplishments Since Last Report to Convention In 2013, the Diocesan Convention acted to close Holy Trinity Episcopal Church in Spokane and to use the associated property for the Diocese’s first specialized mission. A considerable amount of effort went into making the necessary legal and administrative changes. West Central Episcopal Mission’s Executive Director, the Rev. Kris Christensen, worked with diocesan staff to dissolve Holy Trinity, quit claim all property to the diocese, create the legal entity needed for West Central Episcopal Mission (WCEM), open bank accounts for WCEM, and develop the structures and systems necessary for WCEM to operate. Because this was the first specialized mission in the Diocese, many of the necessary steps were unknown. In particular, Finance Officer Laurie Boss and Chancellor J. Scott Miller worked extremely hard researching and implementing the creation of WCEM. Since a specialized mission has neither a vestry nor a bishop’s committee, we created a board which serves at the bishop’s pleasure. Although WCEM, as a ministry of the Diocese, follows diocesan policies and procedures, the board has overseen the development of policies unique to WCEM’s operations. The board also directs fundraising and manages the finances of WCEM in consultation with the Diocese and Foundation. Operationally, we continued and expanded some of the ministries developed by Holy Trinity:

• Wednesday Dinner Table & Saturday Breakfast Table – served over 8,000 family-style meals over the last year

• West Central Community Garden o provide 40 raised beds tended by neighbors, individuals and volunteers o provide growing space to Project Hope (see below)

Washington University o continue to host volunteers from around the diocese and beyond for hands-on

mission training o are engaging more neighborhood residents in serving one another, especially

through Breakfast Table and St. Lawrence House

• Community Kitchen o taught weekly summer cooking classes to youth employed by Project Hope o teach weekly cooking classes to West Central residents

Seeking to be good stewards of the property and other resources, and to meet the growing needs of West Central residents, we added and reorganized some services:

• Served as Spokane host site for the PINE Project • Served as a host site for the Diocese’s first Simplified Summer Feeding Program • Expanded our partnership with Project Hope, an organization dedicated to providing

education, training, and “green collar” job opportunities to at-risk youth in West Central. Project Hope:

o Uses space in the community hall and chapel for meetings o Uses outdoor space to wash produce and prepare for various farmers’ markets o Stores equipment at WCEM o Helps maintain the Community Garden and tends several growing beds

• Surveyed our Dinner Table guests regarding their unmet needs, then converted the former rectory into a neighborhood center, St. Lawrence House, dedicated to meeting those needs while providing a gathering place for the development of community. Services include:

o laundry o showers o hygiene supplies o Life Pax emergency food packs o social service referrals & assistance o advocacy for neighbors living in unsafe conditions or in need of other services o mental health triage, referral, and advocacy

Goals, Ambitions, Expectations for the Coming Year In 2015, we hope to:

• Add funding streams through concert fundraisers, public-private partnerships, paid sharing of space, and additional grants.

• Develop opportunities to “tell the story” to more congregations, schools, and organizations

• Develop a schedule of in-kind donation drives for items such as hygiene supplies, food, and gardening supplies.

• Expand capacity to receive more volunteers from churches, schools, and the community

• Host additional mission groups, especially during the summer

• Work closely with the Foundation on our fundraising and public relations efforts

• Continue our development of a neomonastic model of service engaging volunteers in a rhythm of prayer, learning, and fellowship.

Women in Ministry Evita Krislock, Chair

Members: All women of the Episcopal Church with a focus on the women within the Diocese of Spokane. Mission: To network, support by providing resources of people, encouragement, and ideas of ministry opportunities for women in the church as we continue to build relationships from the local level on to the wider church. Activities/Accomplishments: Three women, MaryKay Ferrell (CPC), Coralee Brewer (UTO) and Evita Krislock attended the Province VIII annual meeting in May. It was a great opportunity to meet new sisters in Christ as well as be inspired by the growing ministries in the Diocese of Nevada. Our Women in Ministry Facebook page continues to serve as a place where women can stay connected, share thoughts and publicize events around the Diocese. At the May meeting Evita Krislock was elected to serve as our Province VIII representative on the national ECW board. Coralee Brewer is now serving as our United Thank Offering chairman and MaryKay Ferrell continues on as our Church Periodical Club chairman. Camp Cross was the location of another amazing weekend under the theme of Forgiveness, what a perfect setting for a women's weekend retreat.

Goals, Ambitions, Expectations: Our goal in the coming year is to gather all interested women from around the Diocese and bring them to Triennial, Salt Lake City, June 2015. It is our expectation that in the coming year each region will host a women's weekend led and inspired by the women in that region, building an ever growing network of Women in Ministry.
