1st UEX MISSION, INTENT, AND CONCEPT
UEX MSN: On order, 1st UEx deploys to the AO to end Jematt Kuraba’s (JK) aggression against Malaysia & Indonesia. If
deterrence fails, 1UEx destroys elite Jematt Kuraba guerilla forces & defeats other insurgent forces to restore the territorial integrity of Malaysia and Indonesia , and eliminate JK’s offensive capability in order to restore regional stability.
INTENT: The 1st UEx will defeat all Jematt Kuraba (JK) forces in the states of SARAWAK and SABAH and destroy the JK base of operations in Northern INDONESIA. The 1st UEx main effort will be the 1st Brigade Combat Team (BCT) which must defeat attacks of JK conventional units inside the principal states of SARAWAK and SABAH. Combined and Joint Air Component Command (CJFACC) and Combined and Joint Special Operations Task Force (CJSOTF) initially support 1st UEx with CJSOTF simultaneously conducting Special Operations against guerrilla and terrorist elements of the JK. Combined and Joint Forces Maritime Forces Component Command (CJFMCC) conducts sea control operations to prevent inter-island movement of JK elements and show of force operations in FILIPINO and MALAYSIAN waters to preserve freedom of navigation in the theater and to demonstrate coalition resolve to defend its members’ territories. My first priority is the preservation of the state governments in SARAWAK and the Malaysian state of SABAH. To accomplish that the 1st UEx must rapidly defeat threats to the cities of KUCHING and KOTA KINABALU. The operation will be conducted in 5 Phases.
CONCEPT: This is a five phase operation
Phase 1 The Malaysian military and the 1st UEx will establish a base of operations in AO CLAW at the KOTA KINABALU Airport to ensure that the capital, its port, and airfield remain operational and under state government control.
Phase 2 1st UEx secures the capital city of KUCHING in AO JACK and, with assistance of CJSOTF, locates and defeats JK forces operating in the city and surrounding area.
Phase 3 1st UEx will conduct conventional attacks on JK forces and facilities in AO SLEDGE vicinity of Bintulu.
Phase 4 O/O 1st UEx attacks to destroy the JK’s headquarters on the INDONESIAN side of the border. 1st BCT is the main effort.
Phase 5 O/O transition of all military operations to MALAYSIAN forces and the complete withdrawal of US forces.

Cdr’s Intent for Fires/Effects: PHASE 1: Initial focus of F&E will be to shape the battle area for 1st UEx entry operations. Shaping operations will engage: enemy C2 notes that can report friendly unit activity or place effectsinto the entry airfields. Once forces have completed entry, F&E will prepare to support primarily the destruction of HPTlocated in AO CLAW. PHASE 2: The primary effort for fires and effects in Phase 2 will be supporting the urban assault by 1 st BCT into KUCHING and Batu 7 south of KUCHING. The 1st Aviation Bde and the Fires Bde will support the attack of the 1st BCT with lethal and non lethal. The primary targets are similar to Phase 1: enemy C2 nodes, but will also concentrate precision strikes on JK forward operation cells and operation base to minimize collateral damage. PHASE 3: Fires and effects during this phase will concentrate on close support for ground maneuver and subsequent air assault into OBJ SLEDGE. Once the air maneuvers are complete, fires and effects will BPT strike HPT throughout AO SLEDGE Such as command and control nodes and JK resupply bases.

It is flying standoff tracks to the West of the JOA to provide EO/IR/SAR & COMINT/ELINT. •Predator-B is operating throughout the area of operations and is available to tasking while transiting the UE and BCT’s AO. •Rivet Joint is providing 24-hour coverage. It is flying standoff tracks (90km) to the West of the JOA to provide COMINT/ELINT coverage of the area of operations. •HUMINT is operating throughout the area of operations.
