CHAIRMAN’S REPORTIt is my great honour and pleasure to be the 33rd Chairman of the Joint Structural Division (JSD) for Session 2011/2012. I am pleased to report that the JSD has a membership of 6,030, (an increase by 4.4% as compared with last year at 5,776) including 257 Fellows and 3,992 Members, of which 1,948 are also members of the IStructE.

Committee Activities

• The JSD has organized over 30 activities in the session including:• Technical meetings, seminars and site visits covering a range of topics• Annual Dinner• Annual Visit• Structural Excellence Award• Annual General Meeting• Annual Seminar

Major Events

Annual Dinner 2011 was successfully held on 28 October 2011 at the Holiday Inn Golden Mile Hong Kong, drawing a record-breaking attendance of near 450 members and guests. Guest of Honor of the occasion was Mr YEUNG Ka-sing, Chairman of the Hong Kong Housing Society.

Structural Excellence Award 2012, aiming to promote excellence in structural engineering and achievement by structural engineers, was completed in April 2012. Winners of the Structural Excellence Award 2012 were ruled by the Judging Panel after site visits and presentations by the finalists on 21 April 2012. Result of the awards will be announced at the Annual General Meeting on 10 May 2012 by Chairman of the Judging Panel, Ir Prof Paul PANG Tat-choi.

Annual Visit 2012 was led by senior members of the JSD to Seoul in South Korea from 26 to 30 April 2012. It began with a technical seminar at Korea University to foster knowledge exchange and experience sharing in structural engineering. There was very fruitful interaction with delegates from Korean-American Scientists and Engineers Association and Korean Council on Tall Building and Urban Habitat. Annual Visit was concluded by visiting two structures that were under construction, namely Lotte Super Tower and Dongdaemoon Design Plaza.

Annual Seminar 2012 will be held on 12 June 2012 with the theme “Contemporary Design Approaches and New Technologies in Structural Engineering”. With Professor Timothy Tong, President of the Hong Kong Polytechnic University as the Guest of Honour, Professor Nicholas Trahair, University of Sydney and renowned overseas and local speakers from academia to prominent professionals will share their insights and experience on structural engineering.

Structural Engineers in the Society

The JSD has been actively serving the community. We have members sitting on Government committees and boards providing professional advice to the Government in the interest of professional engineers and the community at large. Members also take part as experts in the accreditation of university programmes, training schemes, as well as assessing the registration for Registered Professional Engineer under the Engineers Registration Board. Quality Building Award 2012

Quality Building Award (“QBA”) was founded in 2001 with the aim to acknowledge building teams that develop buildings with outstanding quality. QBA2012 is the 6th episode with the theme on Building Excellence for the Future. With JSD as the chairing organization, I become chairman of the Organizing Committee. In QBA2012, there is recognition of quality work by different professions with, inter alia, Quality Structural Engineer Award for outstanding achievement in structural engineering. Announcement of the awards will be on 8 June 2012 to acknowledge excellent building projects for the great effort contributed by the profession on Building Excellence for the Future.

CHAIRMAN’S REPORTProfessional Recognition and Training

With the full support from the JSD, written examination of the HKIE Structural Examination was successfully held on 17 November 2011. Those passing the written examination will also need to pass the professional interview to be held in June/July 2012 before becoming a corporate member of HKIE under the Structural Discipline.

IStructE Matters

The Chartered Membership examination was held in Hong Kong on 13 April 2012 with 242 candidates attending the examination. Last year, 255 candidates took the examination achieved an all-time-best record with a passing rate at 35.7%.

Professor Roger Plank, the 91st President, and Mr Martin Powell, Chief Executive of the IStructE, came to Hong Kong in December 2011 for the Presidential Visit. In the evening of 6th December 2011, Professor Plank delivered his Presidential Address on “Adding value: Structural engineering as a global profession”. Following the tradition, the President also presented certificate to newly elected Fellows and Members.

Appreciation

Activities of the JSD cannot be realized without the staunch support by our members and committee members. I would like to express my heartfelt thanks to all members of the JSD, in particular the senior members and the JSD committee, for the dedicated efforts and unfailing support throughout the entire Session. I fully believe that the JSD will achieve a new height in the Session to come.

DISCIPLINE MATTERS

The HKIE Structural Examination The HKIE Structural Examination consists of TWO parts: (a) written examination and (b) professional interview. Applicant passing both parts and meeting the experience requirements under the relevant routes to membership will be eligible to become Corporate Member of the HKIE in the Structural Discipline (subject to meeting other requirements in the HKIE Constitution). Passing the written examination is not a pre-requisite for taking the interview or vice versa.

The 3rd written examination of the HKIE Structural Examination (2011) was held on 17 November 2011 at the Kowloon Bay International Trade & Exhibition Centre. It consisted two sections in the form of multiple choice questions (one hour) and design questions (six hours). 248 candidates attended the written examination and 63 passed with a passing rate at 25.4%. Examination results were announced in early April 2012 and the professional interview will be held in June/July 2012.

ANNUAL SEMINAR 2011

The Annual Seminar 2011 was successfully held on 14 June 2011 at the Jockey Club Auditorium of the Hong Kong Polytechnic University. With the theme on “Meeting the Challenge of Low Carbon Emission”, the Annual Seminar was overwhelmingly received with over 400 participants.

Ir Dr Koon, Chairman of JSD (2010-2011), started the Annual Seminar with the Welcome Speech. Two Keynote Speeches, delivered by Ir Enoch Lam, Deputy Secretary for Development (Works) 2, Development Bureau, and Ir Dr the Hon Raymond Ho, Member of Legislative Council (Engineering Functional Constituency), repeatedly indicated a need of inputs from different disciplines including structural engineering to meet the challenge of climate change. Distinguished speakers of the Annual Seminar included both local and overseas professionals and academia (in order of presentation): Mr Partridge from Australia, Ir Dr Vincent Cheng, Professor Davalos from USA, Ir Dr K S Lam, Professor K S Wong and Mr Daniel Ho. Finally, Ir Professor J G Teng concluded the Annual Seminar by the Closing Remarks urging a need to achieve low carbon emission.

ANNUAL DINNER 2011

ISTRUCTE PRESIDENTIAL ADDRESS 2011As always, the Presidential Visit was a lifting event of the Joint Structural Division (JSD). It was JSD’s honour to receive Professor Roger Plank (BSc PhD CEng MICE FIStructE) the 91st President, and Mr Martin Powell, the Chief Executive of the IStructE. The Presidential Visit lasted between 5th and 8th December 2011 had provided us a forum for members of the IStructE in Hong Kong to meet the President in person, to learn the latest development of the IStructE from the Chief Executive, to exchange views and let the President to better understand the matters in Hong Kong.

The President began with official visit to the HKIE headquarters on 5th December 2011. On 6th December, the President and the Chief Executive met the students and academics of The Hong Kong Polytechnic University and met the government officials of Hong Kong Housing Authority. In the same evening, he delivered his Presidential Address which was well received by rounds of applause. The Chief Executive also updated us on institutional matters and topical issues of IStructE. This was followed by the highlight of the evening, the Certificate Presentation Ceremony. With sharing of pride and happiness by new fellows and members together with their families and senior members, the President presented the certificates to them, all were captured with numerous flashes by cameras. On the last day of his visit, the President met the students and academics of City University of Hong Kong and the Presidential Visit was concluded by site visits to Shatin and Kai Tak.

Organizing Committee

The Structural Excellence Award (formerly Structural Awards) aims to promote excellence in structural engineering demonstrated through the design and construction of buildings and structures completed in the last two years. The first award was held in 1998/1999 and this year is the fourteenth event. On 17 March 2012, the Judging Panel short-listed seven finalists. Following site visits and project presentations on 21 April 2012, awards were decided with emphasis on engineering approach, innovation/unusual features, buildability, sustainability/durability, energy efficiency/environmental consideration and aesthetics.

There are two categories of entries, namely Hong Kong Projects and Mainland/Overseas Projects. Grand Award of Hong Kong Project goes to the Tin Shui Wai Public Library cum Indoor Recreation Centre, and Grand Award of Mainland/Overseas Project goes to the China World Tower, Beijing.

Functional and Design ConceptThe project is to provide a public library and an indoor recreation centre to meet the cultural and recreational demand of the population in Tin Shui Wai. The completed building also signifies the idea of a town hall with a piazza as place for gathering. The structural design of the building must therefore conform to the unique architectural concept.al foundation solution for building structures in close proximity to MTR structure in order to avoid excess stress acted on the MTR line tunnels and to maximize site development potential.

Unusual FeaturesGeologically, the site lies on cavernous karstic area with cavities of maximum height of 11m, three nos. of faults and depth of cavity-filled bedrock varying from -10 to -60 mPD. Building blocks have strategically been located and extensive ground investigation have been carried out to avoid overstress of underneath cavities and to tackle the sinkhole hazard. Cross-hole seismic geophysical method was employed to delineate the spatial extent of the cavities. Four instrumented piles have been continuously monitored for the stress, strain and settlement to study the shaft friction of concrete socket in marble.

Structurally, double-deck structural steel mega trusses have been employed to achieve 2-storey open-column free spaces of 42m-span inside the indoor recreation centre. This structural system has fulfilled the serviceability/vibration requirements and also provided alternative load paths for the ultimate load requirements for the building. It is the first of its kind in Hong Kong to have 2-storey large-span floors in a single building having multi-functional uses subjected to human-induced rhythmic loading. Again, in-situ validations of the dynamic material properties and responses have been carried out during both construction and upon completion.

Besides, fire engineering approach was adopted to demonstrate the structural stability of the steel trusses without passive fire protection during fire. Computational fluid dynamic models and finite element models incorporating material properties at elevated temperatures have been employed to study the structural responses (including the connections) of the steel trusses during fire. Again, such steel trusses are the first of its kind in Hong Kong to be designed without fire protection, yet achieving the requirements of FRC code.

Green engineering features (including green roof, sunlight as illumination, recycling of grey water, PFA concrete, etc) have extensively been incorporated to reduce the energy consumption in construction and in future life of the building. Noise mitigation measures (e.g. sound barriers) and anti-air pollution measures (such as low-sulphur diesels, recycling wastewater) have been incorporated during construction to minimise the nuisance to nearby residents and schools.

ConclusionThe project with a development cost HK$600 million was completed on time, with good quality and within budget in late 2011. It provides the second largest public library in Hong Kong and the only indoor heated swimming pool to a population of 271 000 in Yuen Long and Tin Shui Wai Districts. The foundation and structural design matches with the distinct architectural concept and unique requirements. It also represents a positive contribution to the visual environment and the cultural traditional Ping Shan heritage trail, while fulfilling its purpose as a town hall for the community.

A signature residential developmentOpus Hong Kong is a twelve-storey residential building overlooking Victoria Harbour conceived by Pritzker Prize-winning architect Frank Gehry. It is a signature luxury residential development by Swire Properties.

An unconventional residential buildingUnlike conventional residential buildings having regular floor plates or other buildings with curved edges, this building has irregular floor plates with free-form edges. This poses the structural design challenges described below.

Structural design conceptThe structure combines a traditional concrete core with innovative periphery columns at the front and stacked box structures at the rear.The floor plan rotates continuously between storeys, engaging the in-plane stiffness of the floor plates, with connectors extending from the floor plate to brace the inclined columns.

floors are concrete flat plates, offering maximum flexibility for the column-free internal spaces.

Slender twisting columnsThe architectural concept of ‘swaying reeds’ demanded slender, twisting columns set away from the facade on the front face of the building.The slender and efficient concrete-filled f457mm CHS columns were designed, clad with heat-treated 120° curved glass panels and anchored robustly within the edge thickening of the floor plate.

Stacked box structuresThe stacked box structures are the architectural expression of the rear of the building. The total twisting of the stacked boxes over the height of the building is 25° on plan – an offset equal to the width of an entire box.

The floor plates are designed to restrain the boxes from toppling over, as well as to resist the local vertical transfer forces at each level, with embedded steel in the slabs at the lower levels.

Innovative transfer system designThe unobstructed visual connection from the rear of the building to the sea at ground level requires the transfer of core structures two levels above.An asymmetrical transfer system including single column supports at the front and rear is provided.The offset of the rear column from the point of symmetry is balanced by a highly concentrated band of reinforcement forming an internal cantilever beam within the transfer plate.

Advanced wind engineering and building monitoringArup used its advanced wind engineering skills to optimise the structure and prove occupant comfort. Full-scale response monitoring during construction and wind events, rare for a structure of its size, confirmed the building performance.

Integrated design processThe ‘total design’ process embraced the use of Building Information Modelling (BIM), fully integrating architectural, structural, services, cladding and civil engineering solutions and rationalising the complex geometry and interfaces.

In October 2007, the West Island Line (WIL) scheme was gazetted under the Railway Ordinance. One of the WIL stations, Kennedy Town Station will be located at the site of the existing Kennedy Town Swimming Pool on Smithfield Road. As a result, re-provisioning of existing pool is on the critical path of MTRC WIL as construction of Kennedy Town Station cannot be commenced until the new complex is completed and in operation.

To match the overall construction progress of the West Island Line, the Complex has to be completed within 20 months of time and allowed move-in of the swimming pool operator on or before 14 March 2011.

To fit the unusual tight construction schedule, the construction of foundation, superstructure, structural steel truss and metal roof cladding sysem must be constructed concurrently, and at the same time allowing access and working space for the delivery and installation of the filtration plants of the swimming pool. facilitating the excavation and basement construction.

The piling system of the Project included 75 nos. of large diameter bored piles (dia. 1.5m & 2.0m) of 40m average depth. The construction site was divided into 8 zones for foundation works and completed in 8 months.

The construction of superstructure was divided into 5 portions and took 7 months to complete. The construction of south area was deferred for allowing site access and the allocation of mobile crane for steel roof erection.

There were 16 nos. of steel truss members fabricated in PRC and delivered to the construction site for erection. The largest members weighted 29.1 tones and 17m long. Production period took 3 moths whilst the erection of the steel truss took another 3 months.

Installation of the metal roof cladding system would be commenced upon 30% completion of the truss erection. The whole cladding system on steel roof was completed within 4.5 months.

By dividing the Foundation Phase, Reinforced Concrete Superstructure Phase and Steel Roof Erection Phase into different zones, areas or portions in order to allow different phases to be constructed concurrently, the whole project can be completed on the scheduled date accordingly.

Key facts:At 330m tall, this 74-storey tower is the tallest in Beijing and in China within a high seismicity zone The mixed-use development has a gross floor area of 300,000m2 Composite core, composite columns, steel beams and braces form the lateral structural system of the building Steel plates are embedded into normal reinforced concrete wall to form composite steel plate shear wall, improving the seismic performance of the core significantly Arup overcame the challenge of building the China World Tower in a high seismic region by proposing a composite structure of concrete and steel, a combination that tolerates movement without being too flexible. We also introduced a unique bracing system; and composite shear wall system which embed steel plates into normal reinforced concrete wall to the structural core of the tower that extends from the basement to the 16th floor – a first in China.

To satisfy local authorities and experts entirely, we also conducted a shaking table test on a 1:30 scale physical model to prove that our proposed design would withstand earthquake with intensity 8 for design level and intensity 9 for severe level of earthquake.

The greatest concern and challenge was earthquakes. Our design team developed a structural design solution to assuage the concerns of the local authority and an expert panel review.

The structure is made of concrete and steel, striking a balance between the two materials’ respective stiffness and ductility. Composite columns, steel beams and braces form the structural core of the building. For greater robustness, we introduced a composite shear wall system with embedded steel plate in reinforced concrete wall that extends from the basement level to the 16th floor, and a perimeter of composite columns and beaMs The building’s tapering form makes it necessary to reduce the number of perimeter columns at the middle and high zones of the tower, which forms a distinctive pattern on the façade.

To withstand seismic movements, our design team introduced a unique bracing system. Typically, concentric bracing is used but the force that this type of bracing exerts on the column joints is not desirable in a seismic zone. An eccentric brace that does not join to its opposite corner was introduced on each floor and on each face of the core. Such eccentric brace system is act as “structural fuse” and hence reducing the potential damage to the building in serve earthquake.

Besides nonlinear elasto-plastic time history analysis, to satisfy the concerns of the local authority and expert panel entirely, we also conducted a shaking table test. Sending stimulated shockwaves through a 1:30 scale physical model, Arup demonstrated that the China World Tower would withstand an earthquake with intensity 8. This new method of analysis provoked a great deal of interest in the Beijing planning community as such comprehensive tests have never been undertaken in Beijing before.

COMMENDATION MERITAL SHAQAB EQUESTRIAN PERFORMANCE ARENA FOR QATAR FOUNDATION, QATAR, DOHA

Arup teamed up with the creative Architect, Information Based Architecture (Amsterdam) won the international design competition of the 600m Guangzhou New TV and sightseeing tower (now known as the Canton Tower) in 2004. The Project was completed in 2010 which the grand opening was officiated by the Mayor on 29 September 2010.

Al Shaqab is Qatar Foundation’s (QF) equestrian center of Education City complex in the State of Qatar. It is now the region’s leading equine education resource center and features the breeding of Arabian horses. The facilities spread out over 980,000m2.

The Performance Arena with a length of almost 350 metres and a height of 34 metres acts as the focus of the development, which houses three primary functions; eastern end - warm up arena, western end - indoor performance arena, central area - outdoor performance arena.

A single roof solution is created that provided a clear expression of roof as the all-encompassing entity shielding the activities below from the harsh Arabic climate, which also house the performance lighting within the envelope instead of conventional hi mast configuration. In terms of aesthetics, the structural solution is designed with aim to celebrate the primary structure by keeping it visually strong and very simple.

Standardised connections, layouts and detailing have been adopted as far as practicable. The level of standardisation in fabrication and the ability to prefabricate the trusses at ground level and then lift into place are thereby reducing the need for vast temporary support hence reducing safety risks.

The local area is subject to high temperatures and large temperature variations during a given day and across the year. Due consideration had been taken into account for the economic and feasible erection method in the structural design in addition to normal structural design considerations.

This is a pioneer BIM embedded structural design project dated back to 2005. Digital 3D geometry data was shared between BIM model and structural analysis model, hence providing greatly enhancement of design communication and data exchange with dramatic reduction of design time. This methodology is further extended to the construction stage in collaborate with the contractor to setup the construction method and shop drawings preparation.

Fire engineering approach was conducted to determine the structural fire protection requirements of the steel roof structure. It is concluded that all primary elements of steelwork can be left unprotected, which achieve significant cost saving.

Slender “Wings” structure is subject to a number of movements including: wind-induced & vortex induced vibration and flutter. A wind tunnel Aerodynamic Stability Study was carried out that this allowed the structural solution and shaping to be fine-tuned to minimize the risk of wind-induced vibration. The Canton Tower in its own form is environmentally friendly which now becomes a new landmark in Guangzhou and its citizens.

COMMENDATION MERITHANG LUNG JINAN PARC 66

The Parc 66 in Jinan with a retail floor area of over 170,000m2 is the most prominent retail development in the city. The project comprised of two multi-levels mall complexes with large open span retail and remarkable eight levels clear headroom atriums. The East and West malls are linked with two multi-level bridges providing seamless retail spaces. The feature roof in the shape of a Chinese dragon covered from end to end of over 250m and spanning 50m over retail space. The basement of development site is also located in a sensitive area of Jinan in the neighborhood of the world-famous underground springs including Baotu Spring also named as the “No. 1 Spring of the World”,

The Atrium Roof is a special feature roof with a dragon shape profile, constructed in structural steel frames in the form of a varying box section, spanning over 50m across and covering the

shopping mall. Each frame and each leg of the frames are supported on different levels resulting in an asymmetric arrangement. The heights of the legs are different as well. The structural analysis including seismic and wind utilize an integrated concrete and steel modeling taking into consideration of the differences of the structural properties and damping ratios. In the entrance atrium the columns free stand over 50m in height curving and twisting along to fit into the dynamic architectural curving façade profile.

The Central Bridge supports 3 retail floors and the roof. A barrel design approach is used to form the main structural framework and support both the 3rd floor and the roof, an internal arch or barrel inside barrel is used to support both the 5th and 6th floor. The “barrel” is support on structural legs in form of inverted tripods, connecting to critical points of the barrel structure.

The South Bridge spans 50 m and is 20 m wide and it is designed to be supported by a two storey Vierendeel truss on each side. The design takes into account of stability and serviceability, accommodating the open floor space requirement and the façade design without bracings. The Foundation Raft adopted a balanced raft approach avoiding piling works Preservation of the famous underground spring water is also the key objective of the development. Depth of basement and choice of foundation type has been well coordinated and selected to minimize the impact to the underground Spring water.

Sustainability is the prime objective of the project. The LEED certification requirement had been coordinated since the early design stage and integrated design amongst the consultants and the contractor result in obtaining GOLD certification of LEED for the project.

The Marina Bay Sands® Integrated Resort is the largest of a series of projects in Singapore to form a new downtown area around Marina Bay. It comprises Casino, Theatres, Exhibition hubs, the ArtScience Museum (ASM) and three 55 storey hotel towers linked on top by the SkyPark® observation deck with a feature of a 66.5m cantilever.

Spanning 15.5ha, Marina Bay Sands® posed unique engineering challenges such as densely packed site works, soft marine clay geology and deep basement excavation next to sea water.

The development is supported on a mixture of precast prestressed r.c. piles, bored piles, barrettes and diaphragm walls, with general depth of basement excavation of 18m below ground level. The project entails numerous geotechnical innovations. To facilitate bulk excavation and minimize shoring in difficult soil environments, the design team introduced a 100m diameter circular cofferdam and a 75m diameter twin-cell cofferdam without cross wall in the Hotel, and a 130m diameter semi-circular cofferdam in the ASM.

For the superstructure, the unique profile of the hotel towers, the geometrically complex ASM, and the SkyPark® which is positioned at 200m above ground are notably the most challenging aspects.

The structural form of the SkyPark® is a pair of box girders of 4m width and varying depth between 3.5m and 10m with post-tensioned cables. Movement joints and bearings are designed to allow for gravity, wind and seismic considerations. At the cantilever, a tuned mass damper is installed to cater for the dynamic response under excitation of wind and human vibrations. Arup completed the SkyPark® design successfully with a combination of innovative engineering approaches, robust dynamic analysis and advanced 3D modeling technologies, which enabled the 7000 tonnes of steelwork to be erected safely and efficiently at 200m above ground.

The sculptural form of the ASM consists of ten petals of varying height and width arranged evenly at 36 degrees on plan. Each petal is formed by a steel truss system of varying depth. The eccentric shape of the building is resisted by the diagrid acting as a vertical cantilever in conjunction with the inclined columns. The integration of engineering and architectural design of the ASM is perhaps the most sophisticated undertaking in Singapore. Similar to the Sydney Opera House, another waterfront icon which Arup is famously known for, the ArtScience Museum is likely to be celebrated as a successful architectural icon for Singapore.

ARUP X WZQ BRIDGE

Arup was invited by Wu Zhi Qiao Charitable Foundation to design and build a footbridge in Mixia Village in Yunnan, China where a makeshift bamboo bridge used to be the only link for the nearby villagers but was often damaged by river flooding.

In December 2011, Arup engineers travelled to Yunnan to build this Arup-designed bridge with representatives from Wu Zhi Qiao Charitable Foundation and student volunteers from Hong Kong and Yunnan. From design to construction, the Arup x WZQ Bridge took two years – from a global design competition, vigilant planning and multiple visits to finally building the bridge by hands –to deliver a safe, culturally sensitive and highly sustainable bridge.

Located in a rural village in Yunnan, this bridge was a challenge to design and build due to the remoteness of the site, which made buildability a major underlying issue. The design of the bridge, the choice of construction materials, and structural member’s individual length and weights had to be carefully examined and reviewed.

To withstand the devastating floods, the bridge has an impressive 20m clear span with a vertical clearance of 6m. Hot-dip galvanised steel was chosen as the main structural material for its durability, minimal maintenance and robustness in surface damages during construction, with rocks and stones from around the site used as counterweights. The design had to be flexible enough to cater for possible site errors and simple enough to be understood by the team from a diverse background. All the details in the building process needed to be well considered, including method of jointing (bolt and nuts), joint locations, sequence of installation, weight of individual members and temporary works design.

Lack of electricity and inaccessibility of the site to heavy machineries and trucks drove a completely manual operation at heights of 4 to 5m above the water level. Moving the steel members manually along the mountainous tracks and across the running river with the heaviest single component reaching 200kg, was certainly another challenge. To solve this problem, a suspension cable system was built from scratch using the temporary supporting frames built from locally available bamboo, steel wires, anchors and pulleys. One side of the cables was anchored into a large boulder while the opposite side was tied to separate stone gabions.

To prepare for the on-site construction, the team conducted a series of laboratory tests on the bamboo, and attended rope-tying courses and practical exercises to ensure connections could be secure and the bamboo frames could be as strong as predicted. A full scale bridge mock-up was built one and a half month before construction at the S-Couvrot’s Shanghai factory to test run the proposed construction process and, in particularly the bamboo frame and suspension cable system construction.

The project is a fine illustration of the social usefulness of engineers – applying engineering expertise to shape a better world – by creating a safe and stable lifeline to education and agriculture for over 3,000 villagers in rural China. This also sets a glowing example for all the younger generations of architects and engineers.

Joint Structural Division Awards are established to recognize the best Hong Kong candidates who score the highest marks in the professional examinations including the HKIE Structural Examination and the Chartered Membership Examination of the IStructE.

Sponsored by structural engineering firms in Hong Kong, Best Student Awards have been announced to commend our undergraduates who demonstrated excellent overall academic results and high level of competence in structural engineering.

ANNUAL VISIT 2012The Annual Visit was conducted from 26 – 30 Apr 2012. Each year, we organize overseas technical visit to foster knowledge exchange and experience sharing in structural engineering design and construction technologies between the professionals of Hong Kong and our overseas counterparts. This year a delegation of around 20 members visited various construction sites and professional institutes in Seoul to exchange the design experiences.

Through the technical visit, we gained detailed understanding on the design and construction technology of Korea and it ended with fruitful sharing of design experiences and structural engineering practice.

QUALITY BUILDING AWARD 2012

Quality Building Award (“QBA”) was founded in 2001. As a biennial award, it aims to acknowledge quality building teams that develop buildings with outstanding quality. This biennial Award has been capturing a lot of attention in Hong Kong and from Asia Pacific cities for over 10 years.

QBA2012 is the 6th episode with the theme on Building Excellence for the Future. Chaired by the Structural Division, with Ir Dr Eddie Lam chairing the Organizing Committee, QBA2012 was officially open for nomination on 1st July 2011. In QBA2012, there is recognition of quality work by different professions with, inter alia, Quality Structural Engineer Award for outstanding achievement in structural engineering.

QBA2012 received tremendous response of nominations. These projects represent the best buildings, showcasing the incredible designs, outstanding quality and innovative concepts. 19 finalists were chosen after diligent and rigorous work by Assessors’ and Jurors’ through a first screening and a two-day site visit on 14 and 15 January 2012. Presentation to Jury Panel by the finalists was concluded on 24 and 25 March 2012. Announcement of the Awards will be on 8 June 2012 to acknowledge excellent building projects for the great effort contributed by the profession on Building Excellence for the Future.

ISTRUCTE REPORT

REPORT BY CHAIRMAN OF THE ISTRUCTE SUB-COMMITTEE (HONG KONG DIVISION) 2011-2012 SESSION

It is my honour to serve our structural engineering community as Chairman of the IStructE Sub-committee (Hong Kong Division). Council Members of the IStructE from Hong Kong include Ir S T Chan, Ir Dr Eddie Lam and Ir Paul Tsang. The three Council Members and I have been serving as the link between the IStructE and the HKIE for the best interest of our members.

Chartered Membership ExaminationWith the assistance of our senior members, 172 Initial Professional Development Interviews were held in late summer last year. On 10th March 2012, a half-day seminar on the Chartered Membership Examination was conducted to provide the candidates with up-to-date information and techniques in tackling the questions set in the examination. The examination was held on 13th April 2012 with 242 candidates. In respect of the Hong Kong Division, Ir Prof James Lau and Ir Dr C K Lau are Chief Examiners, and Ir Dr H T Cheng, Ir Dr K S Law and Ir Helen Kwan are Marking Examiners.

Presidential Visit (5 to 8 December 2011)The Presidential Visit had provided a forum for our members to exchange views with Professor Roger Plank (BSc PhD CEng MICE FIStructE), the 91st President of the IStructE, and Mr Martin Powell, the Chief Executive. In the evening of 6th December 2011, Professor Plank delivered his Presidential Address on “Adding value: Structural engineering as a global profession”, and the Chief Executive also updated us on institutional matters. Followed by the Certificate Presentation Ceremony, the President presented a total of 54 certificates to newly elected fellows and members. Further, he met students and academics of The Hong Kong Polytechnic University and The City University of Hong Kong, and officers and engineers of the Hong Kong Housing Authority (HKHA). The Presidential Visit was concluded by making trips to two HKHA construction sites.

Final RemarksI would like to thank the IStructE Sub-committee and Committee Members of the Joint Structural Division for their devotion in organizing the various meaningful activities of the Hong Kong Division. In particular, I would like to express my deepest appreciation to all senior members who have conducted the Initial Professional Development Interviews and the Chief Examiners and Marking Examiners who have delivered very constructive and useful talks during the half-day seminar on the Chartered Membership Examination.
