CONFIRE – Consolidated Fire Agencies
This is a new and vital position with a variety of
transformational challenges and opportunities for an
experienced technology leader to help improve customer and
operational services for San Bernardino County’s regional 9-1-1
fire and EMS emergency communications provider.
CONFIRE is a Joint Powers Authority (JPA) located in Rialto in San Bernardino County, California. It was established in
1990 to provide communications, dispatch, computer information systems support (IS) and geographic information
systems (GIS) to the CONFIRE member and contract agencies. CONFIRE Communications Center’s (Comm Center)
primary mission is to provide 24-hour fire, EMS and rescue dispatch services to the agencies that comprise the
organization. These include Apple Valley Fire Department, Big Bear Fire Department, Colton Fire Department, Loma
Linda Fire Department, Montclair Fire Department, Rancho Cucamonga Fire District, Redlands Fire Department, Rialto
Fire Department, Running Springs Fire Department, San Bernardino County Fire Department, San Manuel Fire
Department and Upland Fire Department. There are over 100 fire stations in this area serving two million people.
Comm Center dispatches over 200,000 fire and EMS incidents per year.
The CONFIRE Information Services Division supports this operation and provides complete information services to
several of the CONFIRE agencies. The CONFIRE IS Division is undertaking a $5 million upgrade of its technology
infrastructure and network to serve the expanding needs of these public safety agencies.

OVERVIEW of the of the position and CONFIRE Technology
The Information Services Manager will be a key member of the CONFIRE Leadership Team and will report to and
receive overall policy direction from the CONFIRE Director. The IS Manager will oversee all facets of the CONFIRE IS
operation which is accomplished by 19 highly qualified and dedicated IS professionals who serve over 1400 users that
work in a 20,000 square mile area in a 24-hour/365-day public safety environment. Today’s dispatchers, firefighters
and paramedics are equipped with state-of-the-art tools to enhance their ability to perform their public safety roles.
Incident Commanders have an array of technical options to help manage complex fire and rescue incidents. Large
incidents may require CONFIRE IS team members to respond to the scene to support the command posts technology
requirements. Supporting this rapidly changing technology landscape is the primary role for the IS Manager.
The IS Manager will oversee a team that is situated in multiple locations. Team members often must travel long
distances to provide service. Empowering decision making and providing the tools and support for the IS team will be
an essential component of the IS Manager’s role. Ensuring the work groups communicate effectively and provide
mutual support is vital to the team’s success.
This is a new position at CONFIRE. Previously, the CONFIRE Director managed the IS mission. The complexity and ever-
increasing demand for reliable, responsive and public safety grade information services has created the need for a
dedicated position to oversee this critical aspect of the CONFIRE operation. The IS Manager will immediately become
part of a leadership team made up of the CONFIRE Director, Business Manager and Communications Manager, along
with subordinate supervisors and agency liaisons. The IS Manager will deliver reports and interact with the CONFIRE
Administrative Committee, which is made up of Fire Chiefs from each CONFIRE member agency.
Network Administration, database development and management, business application and desktop support, vendor
and contract management, planning and budget management, along with employee development and human
resource administration are key components of this role. Developing a means to effectively communicate with agency
members regarding CONFIRE IS issues, policies, suggestions and feedback will be a key expectation.
The Administrative Chiefs and CONFIRE Board of Directors have recently approved funding for the most significant
technology infrastructure improvement project ever undertaken by CONFIRE. This exciting project has been in
development for two years and is just getting underway. The IS Manager will shepherd this historic effort to a
successful outcome.

The Ideal Candidate The new IS Manager will have outstanding leadership qualities that encourage strength, stability and credibility of the
team, demonstrating a strong focus on improving and enhancing customer service. This ideal candidate will have
prior management experience in a complex IS/IT environment, preferably within a public safety organization, having
elevated the organization to greater technology enhancements to better support core functions and improve service
delivery. The successful IS Manager chosen to lead this fast-paced and robust environment will convey an outstanding
technological vision while providing hands-on management and leadership to successfully guide CONFIRE IS to greater
achievements through a collaborative approach in decision-making and problem solving techniques. Additionally, the IS
Manager will provide strong fiscal management, especially in partnering with external vendors and other providers.
Compensation and Benefits up to $122,500 annual salary (July 2017)
In addition to a competitive salary, CONFIRE offers an excellent benefits package including:
•Medical/Dental Insurance: A subsidy is provided in the amount of $230-$492 monthly
•Vision coverage provided at no cost to employee and eligible dependents
•Retirement: 2.5% @ 67, vested after 5 years
•457(b): .5x employee’s contribution up to .5% of bi-weekly base salary
•401(k): 2x employee’s contribution up to 6% of bi-weekly base salary
