ExecutiveSummaryIntroductionandComposition:TheJohnsHopkinsDiversityLeadershipCouncil(DLC)hasbeenakeyadvocateforprogressivechangeatJohnsHopkins(JH)since1997.ThescopeofDLC’smissionspansJHanditssurroundingcommunitiesandincludesadvancingdiversityandinclusionbyrecommendingpoliciesandprogramstoseniorleadershipaswellasfacilitatingkeycross-institutioneventsandinitiatives.Duringthe2016-2017academicyear,theDLCwascomposedof54totalmembers,14exofficioand40termedmembers(9faculty,24staff,5studentsand2postdoctoralfellows)representingthefollowingJHDivisions:

The40termedmemberswereselectedviaanannualnominationprocessandareservingtermsofeither3years(faculty,staff)or1year(students).Theremaining14membersareservinginanexofficiocapacitytoprovideadministrativesupportandconnectivitywithkeyofficeswithintheadministration.Eachyear,DLCactivitieskickoffwitharetreat,duringwhichDLCmembersidentifythecouncil’sobjectivesfortheyearandformsubcommitteestocollaborateinpursuingthem.ThisreportcapturesDLCactivityduringthe2016-2017academicyearandincludestwomainsections,thefirstcoveringDLCeventsandinitiativeswhichconsistedoftheannualDiversityConference,DiversityInnovationGrantsProgram,DiversityRecognitionAwardsandtheRaceinAmericaLectureSeries.Thesecondsectioncontainsyear-endreportsfromourvarioussubcommittees.Recommendations–MeasuringClimateandInclusion:TheneedforsystematicquantitativeandqualitativedatatomeasureclimateandinclusionatJohnsHopkinswasakeythemethatemergedacrossoursubcommittees.

The2016JHUReportonFacultyCompositionestablishesabaselinecharacterizationofthediversityofourfaculty.Weseetheneedforsimilarlyrigorous,data-drivenapproachtocharacterizingandtrackingprogresstowardsourstrategicgoaloffosteringandmaintainingawelcomingandinclusiveclimateinwhichallfaculty,staffandstudentscanthrive.SupportforthefollowingrecommendationscanbefoundintheClimateandCultureSubcommitteeReportlaterinthisdocument:

• WerecommendthatJHUAdministrationestablishanexpectationthatJHDivisionsconductsurveystomeasureclimate/inclusionandengagementcoveringfaculty,staffandstudentsevery2-4years.Further,werecommendthatsurveyresults,keyfindingsandactionplansbemadepubliclyavailablewithin6monthsoftherespectivesurvey.

• WerecommendthattheOfficeofInstitutionalResearchactasahubforsurveyinstruments,resultsandbestpracticestohelpfacilitateactivityattheDivisionallevel.Further,werecommendthatOIRcontinuetoexpanditsdashboardcapabilitytoincorporatenewlyacquireddatasetstowardseasingtheprocessofgleaningkeyinsightsfromthesedata.

EstablishmentoftheStudentExperienceSubcommittee:The2016JHURoadmaponDiversityandInclusionnotedtheformationofaDLCSubcommitteefocusedonstudentissues.ThisyearweestablishedtheStudentExperienceSubcommitteewhichwelcomesparticipationfromDLCmembersaswellasinterestedstudentsacrossHopkins.Thesubcommittee’s18members(amixofstaffandstudents)metonabi-monthlybasisfordiscussionsfocusedonapproachestomeasuringcampusclimateandpotentialnewprogramminggivingstudentsregularvenuestodiscussdiversityandinclusion.SuccessfulLaunchoftheHomewoodCouncilonInclusiveExcellence:Finally,althoughtangentialtothefocusofthisreport,wenotethesuccessfullaunchoftheHomewoodCouncilonInclusiveExcellence(HCIE)inresponsetolastyear’srecommendationbytheDLCandacorrespondinggoalintheDiversityRoadmap.HCIE’spurposeistoadvanceandsupportthefulfillmentofacollectivediversityvisionforHomewoodandtoprovideaccountabilityfordiversityprogress.The2016-2017Councilincluded9faculty,4staff,1postdoc,3graduatestudents,6undergraduates,and4exofficiomembers(27memberstotal).LeadbyProf.JeffGray(Whiting),Prof.ChrisNealon(Krieger)andAssistantDeanDarleneSaporu,theCouncilhasheldDiversityChampionsworkshops,evaluatedpilotcoursesoninclusion,plannedgraduatestudentorientationdiversitymodules(plannedforFall2017),andcreatedaHomewoodMasterMentoringplan.TheestablishmentofHCIEmarksthefirstcampus-widecross-cuttingteamfocusedondiversityandinclusioninoveradozenyearsandakeystepontheDiversityRoadmap.

Thisyear,wewelcomedabout500gueststothediversityconference,offeringtheJohnsHopkinscommunityprogrammingcoveringtopicsrangingfrominvisibledisabilitiestotransgenderawareness.Ourkeynotespeaker,DaliaMogahed,gaveafascinatingpresentationonhowIslamophobianotonlyhasanegativeimpactonMuslims,butonallcommunities.Inthe

surveywesentoutafterward,oneofourguestscommented,“Thekeynotespeakerwasfantastic;shegaveoneofthebestpresentationsIhaveeverheard.”Eachyear,theselectionofworkshopsisdeterminedbyaworkinggrouprepresentingasubsetoftheDiversityLeadershipCouncil.Anumberofourguestscommentedonthevarietyandqualityoftheworkshopspresented,andwethinkdoingdirectoutreachtopotentialpresentershelped.ProposalsaresolicitedthroughtheDLC’slistservaswellasthroughactiveoutreachtothought-leadersacrossJohnsHopkins.Thispastacademicyear,weofferedthefollowing20workshops,selectedfromatotalof26proposals:

ThisyeartheDLCfundedandhelpedfacilitatethefollowing5innovativeprojectsselectedfrom36proposals.TheprojectselectionprocessutilizedJHU’sIdeaLabplatformforcrowd-sourcingofideasandcrowd-votingforideaselection.Ourgrantrecipientsworkedwithlocalhighschoolstudents,builtbridgestoBaltimore’sthrivingLatinocommunity,educatedothersontheimportanceofmentalhealthforthosefacingintersectingformsofoppression,andhelpedinspire.TheleftmostphotoabovedepictstheBaltimoreSTEMOutreachProjectandtherightmostphotobelowshowsJHUPresidentRonDanielskickingofftheWomenofHopkinsexhibitatGarlandHall.

DiversityRecognitionAwardsTheDiversityRecognitionAwardsarerigorouslyselectedbymembersoftheDLCandrecognizeexceptionalcontributionstodiversityandinclusionatJohnsHopkins.Theseawardsrepresentanacknowledgementthatinstitutionalizinganinclusiveculturerequireswidespreadcommitmentandacriticalmassofindividualcontributions.

Thisyear’sawardsceremonywasaccentuatedbyaperformanceofapiecebyPeabody’sJudahAdashi,playedbycellist/vocalistLavenaJohansonandlocalpoetTariqTouré.Theresultwasgorgeousandhaunting,andmanyguestsremarkedonhowimpressedtheywerebythisuniqueandheart-breakingperformance.Our2017awardscelebratedoutstandingcontributionsfromthefollowingindividualsandteams:

RaceinAmericaLectureSeries

Forthe2016-2017seasonoftheJHUForumsonRaceinAmerica,wehadhundredsofguestscomeouttohearthought-provokingdiscussionsonsensitivetopicsrelatingtoourowncommunityandthecountryatlarge.Panelparticipantandco-founderoftheBaltimoreTransgenderAllianceMonicaYorkmansaidshewouldneverhaveexpectedconversationslikethesetobehappeningatHopkins.Wewelcomedhighly-respectedspeakerssuchasscholarRobinKelleyandseasonedjournalistRaySuareztonotonlyspeaktothecommunity,buttoalsohavesmallandpersonalconversationswithourstudentsabouthowtheycanparticipateinthedifficultworkofdismantlingracism.

Objectives:

• IdentifyandcatalogexistingsurveymechanismsandpreviouslycollecteddatasetsatJH.

• Identifybestpracticesonclimateandculturesurveyinstrumentanddatamanagementatpeerinstitutions.

• Proposeenhancementstoexistingsurveymechanisms,dataanalysisapproaches,post-surveyfollow-throughandcommunicationaroundmeasuringclimateatJH.

Approach/Activities:Thesubcommitteecollaboratedwithinstitutionalpartnerstogatherinformationaboutexistingsurveymechanisms.Duringthisprocess,wereviewed9differentsurveyinstrumentsincludingclimateandexitsurveyscoveringfaculty,staff,studentsandpostdocsconductedwithinthelast2years.Althoughthesetofsurveysreviewedisnotexhaustive,ourintentwastoidentifyarepresentativecross-sectiontocharacterizetrendsandbestpractices.KeyFindings:Inreviewingtheseinstruments,weobservedthefollowingtrends:

• Thecoverageofexistingsurveymechanismsdoesnotextendacrossallfaculty,staffandstudents.

• Sharingsurveyresultsandactionplanswiththesurveypopulationisnotaconsistentpractice.

• Frequencyofsurveysisinconsistent.Weidentifiedthefollowinginternally-administeredsurveysaspositiveexemplarsatJohnsHopkins:

• JHPhDExitSurvey:AdministeredonarollingbasisbyOfficeofInstitutionalResearch(OIR);reportspublishedonline;robustdataset.

• JHPostdocSurvey(SchoolofMedicine):AdministeredannuallybytheJHPostdoctoralAssociation;clearlyestablishedactionableitemsbasedonfeedbackbetweensurveyedpopulationandAssociateDean’soffice.

Amongpeerinstitutions,weidentifiedtheMassachusettsInstituteofTechnology(MIT)asanexemplarofbestpracticesinadministeringclimatesurveysandcommunicatingtheirresults.AccordingtotheMITwebsite,“everyfouryears,allfacultyandstaffaresurveyedinordertoexaminethework-lifeenvironmentforfaculty,instructionalstaff,researchers,postdoctoralscholars,administrativestaff,supportstaffandservicestaffat

MIT.”ThechartbelowshowsasnapshotdepictingthecoverageandcomprehensivenatureofMIT’sapproach.

Recommendations:

• WerecommendthatJHUAdministrationestablishanexpectationthatJHDivisionsconductsurveystomeasureclimate/inclusionandengagementcoveringfaculty,staffandstudentsevery2-4years.Further,werecommendthatsurveyresults,keyfindingsandactionplansbemadepubliclyavailablewithin6monthsoftherespectivesurvey.

NextSteps:Asanextstep,wehopetogainfeedbackandultimatelyconcurrencefromJHUseniorleadershipontherecommendationsabove.Inourview,carryingouttheserecommendationsisbestchampionedandledfromwithintheadministration.WeontheDLCofferoursupporttotheadministrationinrealizingthisvisionasadvisors,workinggroupparticipants,potentiallyasfocusgroupleadsandultimatelyasadvocatesfortheeffort.

• WorkwiththeViceProvostforFacultyAffairstodevelopsustainableandsystemicplansfortheFacultyDiversityInitiative(FDI)andaccountability.

• Leveragedatafromexistingsurveystogainadditionalinsightsintofacultyretentionanddevelopment.

Approach/Activities:TheFacultyRecruitmentandDevelopmentSubcommittee(FRDS)continuestoengagewithseniorleadershiptoadviseandpartneroninitiativesrelatedtorecruitmentandretentionoffaculty.Thisyearthesubcommitteefocusedondevelopingarecommendationaroundthedatanecessarytotrackandcharacterizeprogressonretaininganddevelopingfacultyfromunderrepresentedgroups.ThesubcommitteechairsmetwithChrisCelenza,ViceProvostforFacultyAffairs,aswellasRatnaSarkar,ViceProvostforInstitutionalResearch,ontopicsrangingfromtwo-bodyhiresandthesustainabilityoftheFDItotheapplicabilityofexistingsurveydatarelatedtofacultyretention.Thisyear,theFRDSalsoreviewedrelateddatafrompeerinstitutions.KeyFindings:RobustcollectionofquantitativeandqualitativedatawillbecriticaltothetrackingandsustainabilityoftheFDI.Theneedforacleardefinitionof“retention”wasidentifiedasanessentialpartofthisprocess,andsubcommitteememberMichaelFalkledthedevelopmentofastatementtosupportanevidence-basedmethodologytoquantifyfacultyretentionandattainment,alongwithsomebestpracticesaimedatfacultyretentionusedbypeerinstitutions.AccordingtotheJohnsHopkinsDiversityRoadmap,in“Fall2013,approximately6percentoffull-timefacultymembersatdegree-grantingpost-secondaryinstitutionsnationwidewereblackandanother5percentwereHispanic.”AccordingtotheAmericanAssociationofCollegesandUniversities,“womenconstitutealmost60%ofU.S.Collegestudents,andbecauseminoritieswillexceed50%oftheU.S.populationbefore2050,wemustdoabetterjobofpreparingandhiringmorepersonsfromthesegroupsforfacultypositionstobecomeresearchandthoughtleadersforthenation’schangingdemographics.”NextSteps:TheFRDSplanstodeliverarecommendationaroundsustainabilityandaccountabilityfortheFDIintheupcomingacademicyear.TheFRDSplanstoworkwithViceProvostSusanCourtneyandAssistantViceProvostLarryWilliamstoadviseonthefutureimplementationofFacultyForce,atooltotrackfacultydiversitystatisticsovertime.TheFRDSwelcomestheopportunitytobeacontributingvoiceatthetableforJHUannualassessmentsoffacultyrecruitmentandretention.

• AssessthestateofstaffdevelopmentatJHU,includingpracticesaroundretention,promotionanddevelopment.

• Capturestaffdevelopmentresourcesandprogramsofferedthroughvariousoffices.

Approach/Activities:Thisyear,wespentthemajorityofourtimeresearchinganddatagatheringtowardsestablishingabaselineunderstandingofstaffdevelopmentpracticesacrossJH.KeyFindings:Wehavefoundthatdatagatheringcontinuestobeachallengeacrosstheinstitution.Whiletherearebrightspots,suchastheeffortsofTalentManagement,muchneedstobedonetogatherdatatowardsimprovingtheexperienceofstaffacrossdivisions.Specifically,institution-widedatagatheringisnotdistributedinamannerthatistransparentoreasilyavailabletocrucialstakeholders.Leadershipanddeansofschooldivisionsreceivethedataandinformationfromreports,suchastheGallupPoll,yetthereisnoimplementationplanforactingonthedata.Wheredatagatheringdoesoccuritdoesnotcapturedataefficiently.Forexample,effortstoassessstaffdevelopmentandutilizationofcurrentprogramingishamperedbytheinabilityofprogramssuchasSAPtointerfacewiththee-learningandeducationsystem.Ideallythesesystemswouldalsocaptureemployeepromotions,lateralmoves,anddepartures.WelaudandsupportthecurrenteffortsofTalentManagementincreatingprogrammingthatalignswiththeDiversityRoadmapandseekstoredresstheseshortcomings.Currently,theyareoverhaulingsystemstoincreasesupervisortraining,mentoring,managementandself-assessment.Acomprehensivemarketingandcommunicationsplanisneededtoincreaseawarenessandparticipationinthesenewinitiativesandprograms.NextSteps:Intheupcomingacademicyearoursubcommitteewillcontinuedatagathering.Toimproveourapproach,wewillworktowardsdevelopingstrongercollaborationamongDLCsubcommitteesfocusedondatagatheringaswellaskeystakeholdersacrossJH,includingaffinitygroupsandtheInternationalAssociationofAdministrativeProfessionals.Lastly,wewillcontinuetobuildtowardsaworkingrelationshipwithTalentManagementtohelpchampionandsupporttheirvariousinitiatives.

Approach/Activities:TheStudentExperienceSubcommitteeheldbimonthlymeetings,eachofwhichwaslocatedonarotatingbasisacrosstheBaltimore-areaJHUcampuses.ThegrouphadstudentrepresentationfromalmosteverystudentdivisionoftheJohnsHopkinsUniversityandMedicinesystem.Overthecourseofthesemeetings,weidentifiedasagrouppotentialareasforimprovementwithrespect tocampusclimatedatacollectionwithin thestudentbody. Indiscussing thecurrentlyexistingdatacollectionefforts,werecognizedthattherewasnocommonlexiconofquestionsfromwhichtosolicitstudentfeedback.Wealsorecognizedaneedtoconductbothinpersonandonline data collection so that a larger variety of student experiences could be collected andconsolidated.Additionally, the subcommittee conceptualized potential diversity-and-inclusion-focused townhalls acrossallof the JHUstudentbodies.As theywere conceptualized,each townhall eventwould be targeted to a different stratum of the populations underneath the diversity andinclusionumbrella.Theseideallywouldbothencouragestudentstodiscusstheirexperiencesinan environmentwith peers facing similar issues, and allow formore focused qualitative datacollectioncenteredaroundthethemeofthattownhallevent.NextSteps:LookingtowardthenextyearormoreoftheStudentExperienceSubcommittee,werecognizeacontinuing need to identify a strategy for securing effective and accurate representation ofdiversestudentsacrossallJHUstudentbodies.Furthermore,wenotethatittendstobethesameactive students whose input is solicited for student experience matters, particularly arounddiversityandinclusionefforts.Wealsoplantoconceptualizeanddraftaproposalforthetownhallevents,whichwillincludeallJHUstudentpopulations,andnotfocusononespecificcampus(e.g.Homewood)forstudentexperiences.Inconjunctionwiththesetownhallevents,weplantodevelop a proposal for a qualitative student experience survey targeted toward diversepopulations.

Approach/activities:Thesubcommitteecreatedaneedsassessmentthatwasdistributedtostaffandfacultyinspringof2017.187peopleparticipatedinthesurvey,sharingtheirperspectivesoncampusclimate/engagementwiththeLGBTQcommunity,andinformationabouttheiridentities.WeheldapublicpresentationofthedataonJune5.

Thesubcommitteecraftedastatementinsupportoftransgenderpeople,whichread“We,theundersignedstudents,faculty,staff,andalumniofJohnsHopkins,standinsupportoftransgenderandgendernon-conformingpeopleeverywhere.WecometogetherinhonorofTransgenderDayofRemembranceandResilience.Wesupporteveryone’srighttoexpresstheirgenders,receiverespectfulhealthcare,andlivefreeofgenderedviolence.WearecommittedtoimprovingJohnsHopkinsforpeopleofallgenders.”1117individualsaddedtheirnamestothisstatement,anditwaspublishedinTheJohnsHopkinsNews-LetteronNovember17,2016.

KeyFindings:Ofthe187peoplewhoparticipatedintheneedsassessment,103identifiedascis/straightpeopleand81asLGBTQ.67%ofparticipantssaidtheyarecomfortableorverycomfortablewiththeoverallcampusclimate.68%ofparticipantsratedHopkinsasveryorextremelyacceptingforLGBTQpeople.Therewasnodifferenceonthesequestionsbetweencis/straightandLGBTQindividuals.However,comparedtostraight/cispeople(M=3.34,SD=.93),LGBTQparticipants(M=2.92,SD=.92)reportedmorenegativeperceptionsoftheclimatefortransgenderpeople;t(174)=2.85,p=.005.

27%ofLGBTQparticipantswerenotoutabouttheirsexualorientation/genderidentitytoanystudents,forreasonsthatincludedlackofstudentinteraction,disinterestintalkingaboutpersonalliveswithstudents,andfearofrepercussions.However,only7%ofLGBTQparticipantswerenotouttoanycoworkers.40%ofLGBTQparticipantsreportedthattheirsexualorientation/genderidentityhadbeenanobstacletoaprofessionalgoalwithinthepastsemester.

MostparticipantswereinterestedinengagingmorewithLGBTQtopicsatwork.Theywereinterestedineducationalandsocialevents,opportunitiestoengagewithstudents,andlunchprograms.Obstaclesincludedlackofsupportfromsupervisors,lackoftime,andlocation.

NextSteps:LGBTQLifewillbehostinganewtransgender-specificworkshopinthefall.LGBTQLifewillalsoworktoincreasethevisibilityofexistingLGBTQresourcesforstaffandfaculty.

Approach/Activities:Oursubcommitteesuccessfullydeveloped,implemented,andanalyzedabaselinestatusassessmentofJHcommunityengagementprogramssupportingBaltimoreCity.EighteenJHcommunityengagementprogramswereinvitedtoparticipateinthestatusassessment,andall18completedtheinstrument.WeexploredthecurrentstatusofJH’sBaltimoreacademic-communityprogramsandwhatstrategicvisionandrecommendationscouldbeoffered.JHLeadershipcontinuestohighlightcommunityengagementasacentraltheme(JHU’sTenbyTwenty;JHM’sCommunityEngagementStrategy).However,manyoftheJHcommunityengagementprogramshavenotbeeninvolvedinthedevelopmentofnewinitiatives.Oursubcommitteeiscoordinatingamongkeystakeholderstodevelopbestpracticesandrecommendationsforleadershiptoconsiderinimprovingcommunityengagementactivities.OnMay9,2017,thecommitteehostedthefirstmeetingofJHcommunityengagementprograms.Sixteenofthe18programsthatcompletedthebaselineassessmentwererepresentedatthemeeting,beginningtoreviewresultsanddiscussbestpractices.KeyFindings:Theresultsofthebaselinestatusassessmentindicateawiderangeofprogramming,support,andpoliciesandprocedures.Severalprogramsdonottrackthenumbersandhoursofstudents,facultyorstaffthatparticipateincommunityactivities.Thereisalsoawiderangeofcommunityengagementactivitiesorganizedbythevariousprograms,includingcommunityconversations,capacitybuildingforcommunitypartners,individualvolunteeractivities,andmore.Theprogramsalsodifferbythenumberofpartnershipstheyhavewithlocalorganizations,andhowsuchpartnershipsareformed.Onlyasmallnumberoftheseprogramsreportedhavingcommunityadvisoryboardsandotherformalwaystorecognizecommunity.Theprogramsalsodifferintheirevaluationefforts,numberofstaff,totalbudgets,andabilitytoreviewactivitiesforriskmanagementandlegalconcerns.Themostcommonlycitedresourceneedsincludefundingforstaffsalaries/fringe,stipendsforcommunitypartners,andstipendsforstudents.Otherneedsincludetechnologysupportfortrackingandreporting,spaceforactivities,andfundsforprogramactivities.

NextSteps:ThegroupofJHcommunityengagementprogramswillcontinuetomeetseveraltimesperyear,andseveralareaswherethegroupisworkingtobuildconsensusinclude:howtodefinecommunityengagementandwhatactivitiesshouldbecountedincommunityengagementnumbers;whatstandardsshouldbeinplaceforreviewingcommunityengagementactivitiesforlegalandriskmanagementconcerns;andwhatresourcesandotherorganizationalstructuresandsupportsareneededtostrengthenourcommunityengagementactivities.
