John is a civil engineer experienced in design management, project management and construction management of civil engineering

and building projects generally in industrial environments.

His experience has been gained during 15 years involvement with the mining and consulting industry and over the past 28 years as

the founding director of Capital House Australasia, an engineering and project management company based in Perth.

He has experienced administration of numerous contract forms as client, contractor and superintendent both in Australia and

internationally.

His project experience encompasses heavy and light industrial facilities and infrastructure, civil engineering in connection with

The following provides an outline of employment and project episodes during my career with specific reference to projects in which I have been involved in either the development and management of contracts or contract administration. I commenced private practice in 1990 forming a consulting engineering business with Brian Nelson under the name Capital Engineering Pty Ltd. As the Managing Director I have been responsible for all contracts entered into by the company since its inception. These contracts range from the routine consultancy services under contracts forms similar to AS 4122-2000 and BMW contracts for major building works to significantly complex contracts for Design and Construction (both in the role of consultant and as contractor), design and project management contracts and EPCM contracts. I have been responsible for negotiating and administering a range of significant international contracts for the company’s role in the following projects: • Design and construction of the 25 storey Ministry of Trade Building in KL, and; • Design and construction a 30,000 seat stadium in Melaka, Malaysia, and; • Design and construction of a 4 storey basement car park using top down construction in KL, and; • Design and construction a 12 storey hotel, casino in Subic Bay the Philippines, and; • The design of specialised casting connection pieces used in the assembly of the roof for Chep Lap Kok

Airport terminal in Hong Kong, and; • Design of a 2,500 head per shift abattoir and 100,000 head sheep feedlot in Qatar, and; • Design of a 20,000 head beef cattle feedlot in Ain Sokhna Egypt, and; • Design of upgrading works for a 200 head per day beef cattle abattoir in Ain Sokhna Egypt, and; • Feasibility studies for beef cattle feedlots and abattoirs in Indonesia and Brunei, and; • I sourced suppliers of industrial wire mesh and FRP composite products in China and negotiated contracts

for the company to import and supply substantial quantities of product for clients in Western Australia. The following are examples of projects undertaken in Australia in which I have played a significant role during my employment with Capital Engineering either as design manager, project manager or construction manager. As part of the company’s service for these projects I prepared or was closely involved with preparation of the tender documents for construction and/or procurement contracts, managed the tendering and contract award process and administered the contracts on behalf of our clients. DURING EMPLOYMENT WITH CONSULTANTS MERZ AUSTRALIA During the period from April 1998 to December 1989 John Knuckey was Senior Project Manager and Civil Engineer with Merz Australia. His specific responsibilities included co-ordination and control of all civil/ structural engineering activities in Merz, Perth Office with a staff of 6 engineers. He was directly involved in the following projects: WATER DISPERSABLE GRANULES PLANT PROJECT ICI Australia Civil engineer responsible for extensions to and upgrading of an existing herbicide manufacturing and storage site at Welshpool, W.A. Designed site layout including bunding, drainage, water storage and water disposal system to meet environmental requirements. Prepared submissions for environmental approval. Responsible for design, documentation and construction supervision of all civil, structural, architectural and services works for the project. KALTIM PRIMA COAL PROJECT East Kalimantan, Indonesia Project Controls Engineer and Senior Civil Engineer for the design, documentation and tendering phases of the Power Supply System including a combined steam and diesel power station and the associated transmission and distribution system. ARBITRATION CASE Minproc Engineers Reporting to the Managing Director, John Knuckey assisted in the preparation and presentation of a successful defence case in an arbitration between a major mining company and contractor (Dispute value approx. $5,000,000). GOLDSWORTHY MINING LIMITED 5MPTA EXTENSION PROJECT Project Engineer responsible for programming, co-ordination, inspection and expediting of steel fabrication for construction of iron ore processing plants at the Nimmingarra mine and port facilities at Finucane Island. DURING EMPLOYMENT WITH CONSULTANTS KINHILL ENGINEERS. John Knuckey managed design and tendering for construction of a 9km long, 300mm diameter, UPVC waste water disposal pipeline including ocean outfall and diffuser. Compiled Design and Environmental Impact Report for Submission to the EPA. DURING EMPLOYMENT WITH BHP IRON ORE (previously Mt Newman Mining) 1983 to 1987 Chief Civil Engineer Management, supervision and co-ordination of the in-house civil/structural engineering team comprising 6 engineers and drawing office support. Designs and documentation were prepared in-house or by Consultants depending upon project priority and availability of appropriate resources and expertise. Consultants worked to detailed briefs prepared and administered by the Chief Civil Engineer’s Department. Specific projects undertaken during this period included: - design and development of an upstream fine tailings dam at Newman. This innovation was designed in lieu

of a conventional water retaining dam with an immediate capital saving of approximately $M10.0. - design of extensions and upgrading for the Port and Mine Marshalling Yards including provision of a road

bridge overpass at Newman.

- civil and structural engineering for various major process plant extensions and upgrading projects - feasibility studies, research and construction of trials for the rehabilitation of the Port Hedland reinforced

concrete ore pier and conveyor reinforced concrete tunnel including successful trials using impressed current cathodic protection of reinforced concrete

- designed housing accommodation expansions in the Towns of Newman and Port Hedland involving approximately 300 dwellings

- designed and constructed flood damage mitigation structures at 8 railroad bridges. - designed numerous infrastructure developments at Newman and Port Hedland including messes,

workshops, offices, laboratories, warehouses and associated services - managed miscellaneous capital works and maintenance projects. 1981 to 1983 Senior Civil/Structural Engineer - supervision of the civil and structural additions/modifications to the No.1 Tertiary Crushing Building at Port

Hedland (Project Value $M40) - Project and Construction Engineer for a control tower on top of the No. 2 Screen House at Port Hedland

(Project Value $M2.0) - Design Engineer for the design of a direct reduction lump ore plant at Port Hedland - investigated the cause of railroad bridge footing concrete cracking; designed repair methods and prepared

technical documentation repair contracts. The project involved some 25 bridges and in excess of 200 footings

- designed numerous civil/structural infrastructure modifications and additions to facilities at Newman and Port Hedland.

1976 - 1979 Railroad Permanent Way Maintenance Operations During this period of intense maintenance activity and railings production on the Mt Newman Mining railway John Knuckey’s responsibilities included. - As Planning Engineer prepared detailed maintenance plans and budgets for major track rehabilitation

works including rerailing, re-sleepering, rail transposing, rail grinding, ballast supply, rail and weld testing and earthworks maintenance/construction.

- As Extra Works Engineer prepared administered and coordinated major contracts for maintenance of track including resleepering, rerailing, rail transposing, rail grinding, rail and weld testing and ballast supply.

- As Special Projects Engineer in association with the Australian Atomic Energy Commission developed a non-destructive method for determining the presence of termite damaged sleepers “in-track” at speeds of up to 10Kmh using a “hi-rail” vehicle; conducted field trials and prepared evaluation reports.

- As Special Projects Engineer in association with Company Metallurgists developed welding methods for the repair of austenitic manganese steel switchblades and frogs; repairs were eventually routinely implemented “in-track” without components being removed from service resulting in substantial cost savings.
