Tuesday (March 1). The two
beat out veteranpolitico Mel-
iton Struck, newcomer Pas-
cualito Maestas and perennial
candidate Pavel Lukes, who
finishedthird, fourthand fifth
respectivelyina fieldof 11can-
didates.Evans won by one of the
largestmargins in recent town
council races. Unofficial elec-
tion results show that more
than half of the 1,058 people
who cast ballots votedfor Ev-
ans.“The people really spoke
loud, and I’m really humbled
bythe overwhelmingsupportI
received,” Evans saidin an in-
terview Wednesday morning
(March2).Evans credited hisvictory to
his campaign’s strong ground
game — knocking on doors,
sendingmailers and settingup
phone banks to get his name

Evans specifically credited

atemoremoneyfor thehospital
isn’tmeant to buy a new Mer-
cedes-Benz,h e say s.It’sjust go-
ingto helpkeep the existingcar
reliableandontheroad.
“We’vegottiresthat arerun-
ningprettythin,”Pattensays.
That’s probably an under-
statement.Publicly available audits of
HolyCross showthat the hos-
pital had an operating loss of
morethan $21million between
2010and2015.The lossesforced
the hospital to undergo multi-
plerounds of layoffsand other
cost-cuttingmeasures.Thebud-
getcrunchalsomeantvery little
cashwasleft overtot ake ca r eof
itemslikebuildingmaintenance
andequipmentupgrades.

ingvoters toapprove a tempo-
rary mill levy (a property tax)
that is expected to generate
around$5 millionoverthe four-
yearlife of thetax. Hospitalad-
ministrators say revenuefrom
a proposed property taxwould
helpshore upthe facilities, in-
frastructure a nd equipment
withoutforcingthemtodip into
theoperatingbudget.
Earlyvotingon the levyis al-
readyhappening.Asof Wednes-
day morning (March 2), more
than 1,300people hadcast bal-
lots. Election Day is Tuesday
(March8).Currentand former admin-
istratorssaya bigreasonfor the
hospital’s massive losses has a
lot to do withthe factthat the
vastmajorityof patientsrely on
somekindofgovernmenthealth
insurance, such as Medicareor
Medicaid. Foryears,reimburse-
ment amounts through these
programs have declined to the
point where payments don’t
coverthecostof theservices,ad-
ministratorssay.
For example, the hospital
currentlycharges$18 fora sin-
gle blooddraw— a s ticker price
that includes the cost of ma-
terials and labor, p lus a profit.
But Patten says Medicaid only
pays $3.10 — nowhere close
to a break-evenfigure.A round

againstEighthJudicialDistrict
AttorneyDonald Gallegos, of
Taos, and former prosecu-
tor EmilioChavez stem from
94 subpoenas issued during
2012 and 2013 without the
approvalof ajudge or grand
jury to gather informationin
criminalinvestigationsbefore
chargeswerefiled.
Gov. SusanaMartinez last
summer appointed Chavez
as an Eighth JudicialDistrict
Courtjudge,based inRaton.
Attorneys for the New
Mexico Supreme Court Dis-
ciplinary Board, which regu-
latesthe conductof attorneys
across the state,argued that
thepractice allowedprosecu-
tors to skirt judicialoversight
andfish forevidence.
But attorneysrepresenting
Chavezand Gallegossaid the
useof subpoenasbyprosecu-
torsin thosecircumstancesis
alegal grayarea.
Moreover, they have ar-
gued the subpoenas issued
to cellulartelephone compa-
nies,as wellas other compa-
nies and government agen-
cies,did not violate anyone’s
privacybecausethose records
belongedto thecompanies.
Their lawyers suggested
the subpoenas were issued
as a necessity to expedite
criminal investigations in a
community where grand ju-

a rezoningproposal Thursday
(March 3), 6 to 8 p.m., at the
TownCouncilChamberslocat-
edat 120Civic PlazaDrive.
The forumis meant to of-

questionsabout the proposed
rezoning of around 20 acres
fronting or adjacent to Paseo
del Pueblo Sur,within an area
borderedo nthe south by Siler
and Los Pandos,the north by
Quesnel and on the east by
Montoya.Therezoning wouldmake it

The town government is
pushingap lanto rezoneabout
20 acres in the area between
Los Pandos Road and Quesnel
Street,just southof the histor-
ic district. The town says it is
not askingfor the rezoningon
behalf of any specific devel-
opers, and it is hoping to spur
economic development in the
“gatewaytodowntown.”
But town emails obtained
through a request for pub-
lic recordsshow officials were
meetingwith JohnMahoney,an
Albuquerquereal estate devel-
oper, about theSmith’s project
for morethan a y ea r,andthere
was talk of submittinga build-
ingpermitapplicationonce the
rezoningwas approved.
The Taos Planning and
ZoningCommissionvoted Feb.
3 to recommendthat thetown
councilrezonepartsof thearea.
The town council has delayed

Meetings between a poten-
tial developerand a municipal
planning department are not
unusual. Developers — espe-
ciallythose proposingbigproj-
ects that requireseveral layers
of approvals — often discuss
preliminary plans with local
governmentsto find out what

Peñasco.The public schoolsin Taos
County are led by a team of
women from New Mexico.
In the 21st century, this fact
alonemightnot seem likea big
deal.But itdefiesthe structural
inequalities faced by women,
especially Latinas, in educa-
tionalleadershipnationwide.
United by a shared under-
standingoftheplaces theylead,
Tor re z ,T rujilloand Ulibarri are
bringing cooperation, under-
standingandstabilityto thethe
schoolsupnorth.
“You’d think the gender
inequalities would have gone
away, but they really haven’t.
The majority of our supers in
New Mexico are men,” says
Trujillo, the youngest of the
three and a former principal
of Questa Junior/Senior High
School.The predominance of male
superintendentsis a systemic
inequalitythat runsall theway
up the education leadership
ladder.Women account for the
majority of teachers, yet they
make up only one-quarter of
superintendents across the
United States’ 14,000 school
districts. And though Latinos
make up the United States’
most quickly increasing
minority group, they account
forabout 2 p erce ntof superin-
tendents.Latina superintendents are
evenmore underrepresented.
According to Veronica
Rivera, executive direc-
tor of the Association of
Latino Administrators and
Superintendents (ALAS), inter-
nal surveys and preliminary
datasuggest Latinasmay make
uponlyone-half of1 percentof
superintendentsin the United
States.In standing up for their
historically troubled schools,
Torrez, Ulibarri and Trujillo
have anaturalalliance.Perhaps
that’swhy, asTrujillo said,“We
tend to always get together
fromupnorth.”
By no means are Taos,
Questa and Peñasco carbon
copiesofeach other.Taos,with
fewer than 2,500 students, is

The NewMexico Public Regulation Commission (NMPRC) is seeking
a Transportation Division Director, an“at will”position serving the
NMPRC, Commissioners and Agency. This position will manage day-
to-day operations of the Bureaus and functions of the Transportation
Division. This position requires knowledge of state and federal statues,
rules governing motor carriers, railroads and pipeline safety. This
position will represent the Commission regarding Transportation
issues before the Legislature and in other forums when directed by the
Chief of Staff. The incumbent must have the ability to provide expert
testimony in adjudicated cases before the Commission and other
entities.
A bachelor’s degree in Public Administration or business is required
and five (5) years of management experience in the public or
private sector; including the supervision of staff. Experience may be
substituted for education on a year for year basis. Salary: $70,000 -
$90,000 per year (plus benefits). This position is subject to a criminal
