THE ASSOCIATION OF NATIVE CHILD AND FAMILY SERVICES AGENCIES OF ONTARIO Job Posting Aboriginal Child Welfare Service Expert Lead Secondment or Contract Opportunity July 1 to August 29, 2014 The Association of Native Child and Family Service Agencies of Ontario (ANCFSAO) is a community-based Aboriginal organization mandated to build a better life for all Aboriginal children through policy development, analyses, research and advocacy in promoting the delivery of culturally-based quality family services to Aboriginal populations in Ontario. Job Overview Reporting to the Executive Director, ANCFSAO the successful candidate will also consult with the Ontario Association of Children’s Aid Societies staff and applicable advisory committees in completing the contract deliverables. The role requires a person with significant experience and knowledge of the Aboriginal Child Welfare sector as well as a working knowledge of collecting data for planning, evaluation and reporting purposes. The role requires working with Aboriginal Child and Family Services agencies to develop Aboriginal-specific performance indicators and outcomes beyond; safety, permanency and well-being. These indicators will support an overall Accountability Framework being developed and implemented by the Ministry of Children and Youth Services. Aboriginal agencies and their community leaders will be instrumental in shaping these performance indicators that will be culturally appropriate and respect the role of the Aboriginal community in caring for its own children. The role supports a system wide, locally driven organizational change. The successful candidate will be required travel to various client locations to engage with Aboriginal Child Welfare staff, senior leadership, Boards of Directors, Band Councils and Aboriginal community leaders / partners to determine what is important to measure related to Aboriginal Child Welfare services. Qualifications • Expert knowledge and proven experience working in Aboriginal Child Welfare

Services • Sound research skills to examine Aboriginal performance indicators in other related

jurisdictions (e.g. provinces, United States) • Working knowledge of the First Nations Principles of Ownership, Control, Access

and Possession (OCAP) applied to research and other Indigenous research ethics frameworks

• Strong program development and evaluation skills including ability to: document feedback, organize into themes and draft recommendations for consideration

• Effective facilitation skills and methodologies to engage stakeholders in discussion • Communicates clearly, both verbally and in writing; listening attentively and being

receptive to feedback • Ability to build relations and be diplomatic and respectful of other cultures and

traditions • Detail-oriented and methodical • Capacity to work in a fast paced, multi task environment • Ability to handle confidential or sensitive information • Understanding of the unique circumstances faced by Aboriginal children, families

and communities

Location:

Work from your organization and with Ontario Aboriginal Children’s Aid Societies and Pre-mandated agencies. Travel to Aboriginal agencies may be required.

Salary:

This is a professional level position and would be of interest to candidates in managerial or supervisory levels. Salary is negotiable. The number of working days per week to be negotiated.
