• Strengthen and maintain a vehicles maintenance program which ensures that all vehicles are maintained according to schedule.

• Monitor overall fuel consumption and follow-up on irregularities. Compile, consolidate and analyse monthly consumption reports, and provide a monthly compiled report with analysis to the COMU Director. Track vehicle & fuel usage and monitor fuel consumption across central and regional offices

• Ensure that temporary duty visitors are received/accompanied at/to the airport, have safe and adequate transportation and accommodations during their stay.

MAIN PURPOSE OF JOB: The Transport and Logistics Specialist leads and manages the

country driver pool and vehicle availability and allocation for the portfolio of MSH projects in Liberia. The position is primarily responsible for, but not limited to, oversight of insurance, inspection, registration and operations for all MSH vehicles, providing timely vehicle repair and maintenance, allocating drivers and vehicle resources, maintaining safe, efficient and effective transportation services, and supervising the transport department staff in carrying out the responsibilities of the department. S/he manages external relationships with vendors, garages and technicians on behalf of MSH Liberia. S/he ensures that the department operates as a cohesive, neutral, functional unit that provides high-quality, responsive, timely and cost effective services within the framework of local laws, MSH policies, standard operating procedures and donor requirements. S/he is a member of the MSH Liberia Country Operations Management Unit (COMU) and reports directly to the Operations Manager.

Ensures standard fleet and vehicle operating procedures, policies and SOPs are well documented and understood by all staff. Provide support, training and advice to all MSH staff and visitors on fleet management policy and responsibilities.

Assist with orientation and in-service training for all MSH staff and new drivers on fleet management & SOPs.

Ensures that vehicle deployment is performed efficiently and effectively; Check and control log sheet for each driver, track vehicle & fuel usage and monitor fuel consumption; Handle fuel disbursements with drivers. Where MSH vehicles are not available, ensure alternative transport is available.
