In 2005, the EFAP undertook a European

survey to review and assess the impact of

the Resolution on Architectural Quality

in the Urban and Rural Environments

(2001/C 73/04).

5 years after the previous survey and 10

years after the Council Resolution, the

EFAP is repeating the survey in order to

measure the progress of the

implementation of the architectural

policies in the European Union.

Moreover, the current survey also tries to

assess the impact of the Council

A questionnaire was circulated by email to

governmental departments responsible for

architectural policy within each Member

State.

To optimize the reliability of the

information collected the questionnaire

was only distributed to governmental

departments.

Type 1 - Legislation

In the European panorama France was a pioneer country defining a

national Law on architecture in 1977, Loi 77-2 sur l'architecture.

The Law was the basis for the creation of:

• Mission Interministérielle pour la Qualité

des Construtions Publiques (MIQCP);

• Conseils d´Architecture, d´Urbanisme et

de l´Environnement (CAUE).

Type 2 – Policy documents

The policy documents are develop by the Government and generally

approved / adopted by the Parliament and usually include:

• aims and principles to improve architectural quality;

• objectives and means in the different governmental areas;

• actors involved in the implementation process; and in some cases,

• a policy budget.

In 1991, the Netherlands approved the

first national government memorandum

on architectural policy, entitled Space for

Architecture.

Covering 1991-1996, the policy paper

focused on the role of the government

as a contracting party and on improving

the architectural climate.

Since then, every 4/5 years, the Dutch

Parliament approves a new version of the policy:

• The Architecture of Space (1997-2000);

Shaping the Netherlands (2001-2004);

A Culture of Design (2008-2011)

Some countries have enriched policy concerns in specific / sectoral

policy documents. For example, England does not have an national

architectural policy per se, but the publications of CABE and Better

Public Buildings initiative fulfill the same remit.

• A process of Europeanization is occurring, where through bench-

marking each country learn form the other and make possible a more

convergence between the policies;

• The Council Resolution and Conclusions documents are having a

positive impact at European level in encouraging the Member States

to promote architectural quality;

• Some questions can be made about the real impact extent of the

Council Resolution and Conclusions in the governmental programmes

and procurement processes;

• Some countries have mentioned the need for more evidence and

research at European level that support the benefits and effectiveness

of national architectural policies.
