1 Ministry of New and Renewable Energy Jawaharlal Nehru National Solar Mission ( Scheme on Off-grid and Decentralized Solar Applications) Submission of proposal for installation of solar thermal systems/ devices Respective Channel Partners as stated in the scheme may submit consolidated proposals to MNRE for installation of various solar thermal systems in the prescribed format as enclosed. These channel partners other than Govt. bodies coming under Progrmme Administrators need to be accredited if they do not have tie up with scheduled commercial banks/ FIs. The methodology for accreditation will be put on MNRE website by 30 th September, 2010. In case, they have tied up with scheduled banks/ FIs for the purpose of providing loans to the customers, the proposals will come from banks/FIs. These banks/ FIs will be provided funds by IREDA for this purpose as per the re-financing scheme of IREDA placed on their website. The proposal should be completed in all respects without which it may not be considered by MNRE. Minimum number of systems proposed in the proposal will be one or more of as below: i) Solar water heaters : 2500 sq m iii) Box solar cookers : 5000 no. vi) Dish solar cookers : 500 no. v) Solar air heating systems/ Driers : 500 sq.m vi) Concentrating solar systems : 500 sq m vii) Any other solar system based on FPCs : 500 sq.m. For less than these numbers, the Channel Partners will submit their proposals through Programme Administrators (PAs). The proposals received in MNRE will be examined for approval and release of subsidy as per the guidelines of above mentioned scheme. ****** Note: The scheme is applicable from 8 th July, 2010 issued vide Ministry’s Sanction No. 5/23/2009-P&C. The claims for capital/interest subsidy for various solar thermal systems as per old schemes will be considered for settlement by MNRE for period till 7 th July, 2010.

(a) It is certified that I/we have read the guidelines issued by the Ministry vide 5/23/2009/P&Cdated 16th June, 2010 and the related provisions/terms and conditions for availing financialsupport from the Ministry of New and Renewable Energy and I agree to abide by theseguidelines and related terms and conditions.

(b) I understand that failure to comply by these guidelines may result in denial of financialsupport by the Ministry.

(c) I confirm that the present proposal in full or part has not been submitted / has beensubmitted to any other agency for seeking support (In case proposal has been submitted toany other agency or under consideration all details and a copy of the proposal must besubmitted along with the present proposal).

(d) I confirm that I will not submit the same proposal or a part thereof to any other fundingagency, without prior knowledge of the Ministry of New and Renewable Energy.

(e) I confirm that the share of project proponent/beneficiaries shall not be lower than 20% inany circumstances. Projects owned by the Programme Administrators are exempt fromthis condition.

(f) I confirm that the proposed solar thermal system(s) have not been installed/supplied at theproposed sites or to the proposed beneficiaries, prior to the receipt of project sanction letterfrom the Ministry.

(g) There is no duplication in the proposal and the submitted proposal is the only proposal bythe proponent and to the best of my / our knowledge no other organization has submittedany proposal for the systems at these site(s) to MNRE for financial support.

(h) A detailed site survey has been done/or will be undertaken to identify the beneficiariesbefore actual supply and installation takes place.

(i) In case of System Integrators, the beneficiaries will be charged net of MNRE subsidytowards cost of systems installed by them at their respective places.

I confirm that in case of any dispute, the decision of Secretary, Ministry of New and RenewableEnergy, Government of India will be final and binding on all.

This is to certify that the various components of the Solar Thermal System (s) conform to the Relevant Standards, as mentioned in the Guidelines for Off-grid and Decentralized SolarApplications for Solar Collectors and components under JNNSM. Copies of the Relevant BIS/MNRE Certificates/specifications should be enclosed.

Note: It is mandatory to provide technical performance specifications of each component of the system(s) to be installed under the project and for which the performance will bewarranted. All technical parameters and warranty requirements must meet or exceed the requirements mentioned in the guidelines issued by the Ministry.
