PREFACE
Summary Statistics, GiV11 Commitment Program for Narcotic Addicts presents characteristics and movement statistics for men and' women civilly committed to the California Rehabilitation Center program.
The 1974 and 1975 populations are addressed primarily in this volume which also presents selected data from previous years.
The organization of summary statistics is based on the order of movements of persons entering the civil commitment program. Data concerning persons entering or exiting a particular stage in the program are based on the duration of a calendar year. Characteristic statistics of the populations are as of December 31 in the respective calendar year.

SUMMARY INSTITUTION POPULATION AND MOVEMENT
Persons in the California Rehabilitation Center institution program at the close of 1975 numbered 2,138. This total represented a ratio of 10.1 persons per 100,000 State population which was the highest ratio at the close of any year since 1970. The population included 1,863 men and 215 women.
CIVIL NARCOTIC ADDICTS ADMITTED TO
CALIFORNIA REHABILITATION CENTER
During 1975, 1,524 men and 298 women civil narcotic addicts were newly admitted from court to the California Rehabilitation Center. Of the men, 93.4 percent had been charged with a felony, 6.5 percent with a misdemeanor offense, and 0.1 percent with no criminal offense. The corresponding percentages for women were: felony, 79.5; misdemeanor, 19.8; and no criminal charge, 0.7.
Of the 1,523 men charged with a criminal offense who were admitted to the institution program. in 1975,38.5 percent had been convicted of controlled substance or marijuana offenses. Almost one-half (49.4 percent) of the women with criminal charges pending had been convicted of controlled substance or marijuana offenses.
CHARACTERISTICS OF RESIDENTS IN CALIFORNIA REHABILITATION CENTER INSTITUTION PROGRAM
The population in institutions at the end of 1975 was comprised of 1,863 men and 275 women. Characteristics of persons in the institution program differ from those of persons newly admitted from court. Of the men with criminal charges pending, 42.1 percent had been convicted of controlled substance or marijuana offenses and 46.8 percent of crimes against property. The corresponding percentages for women were 51.3 and 43.6.
The median age of male residents was 27.1 years in 1975. Only 3.9 percent of the men were under 21 years of age at the end of that year. The median age of women was 26.0 years, while 42.9 percent were under 25 years of age at the close of 1975.
CIVIL NARCOTIC ADDICTS RELEASED FROM THE INSTlTUTION
Of the 3,901 male civil narcotic addicts released from the California Rehabilitation Center institution program during 1975, a total of 3,497 were discharged, released to outpatient supervision, or died. Almost all (90.2 percent) of these men were released to outpatient status.
Men experiencing first release to outpatient status during the years 1972 through 1975 spent a median seven months in residence at the

OUTPATIENT POPULATION
The civil narcotic outpatient population was comprised of 4,472 men and 829 women at the end of 1975. Of the December 31, 1975 outpatient population, 93.0 percent of the men and 81.2 percent of the women had been charged with felony offenses. Of the male outpatients, 41.3 percent had been convicted of opiate den vative offenses and 39.6 percent of crimes against property, The corresponding figures for women were 47.0 percent and 38.2 percent. At the end of 1975, nearly all outpatients were supervised in California.
COMMUNITY CORRECTIONAL CENTERS The Department of Corrections operated Rupert Crittenden Cen
ter and Vinewood Center during 1974 and 1975, closed Parkway Center during 1974, and opened Sacramento Valley Center during 1975.
INSTITUTION POPULATION AND MOVEMENT The population in the California Rehabilitation Center institution
program increased 5.3 percent from December 31,1974 to the close of 1975. Persons in the program numbered 2,138 on December 31, 1975. This total represents a ratio of 10.1. persons per 100,000 State population which was the highest ratio at the close of any year since 1970. The 2,138 civil addicts in the institution program on December 31, 1975 included 1,863 men and 275 women, an increase of 101 men and 7 women during the year.
During 1975, a total of 4,002 men were received into the California Rehabilitation Center institution program, while 3,901 men were released. The majority (2,102) of men received were outpatients returned, but a substantial number of the men (1,524) were newly committed from court. Of the 3,901 men released from the institution program, 3,155, or 80.9 percent, were placed under outpatient supervision. Men discharged by court order numbered 324. Only 16 men were released by expiration of commitment.
The number of women received into the California Rehabilitation Center institution program during 1975 was 769, of whom 298 were newly committed and 328 had been returned from outpatient supervision. Women released from the institution numbered 762, including 566 placed on outpatient status and 46 discharged by order of the court.
Of the outpatients returned to the institution program during 1975, approximately 90 percent of both the men and the women were returned without a new narcotic commitment. Although the totalnumber of movements, received and released, were less for the male civil addicts during 1975 than during 1974, the population increased by 101 men during the year. By contrast, the total number of women, received and released, was greater during 1975 than during 1974, the population was only seven more on December 31, 1975 than at the end of 1974.

Of the 1,524 male civil narcotic addicts newly admitted from court to the California Rehabilitation Center during 1975, 93.4 percent had been charged with a felony, 6.5 percent with a misdemeanor offense, and 0.1 percent had no criminal charges pending. For the 298 women newly admitted from court, the corresponding percentages were: felony, 79.5 percent; misdemeanor, 19.8 percent; .andno criminal charge, 0.7 percent. The percentage of male civil addicts ne"'.i1y admitted from court with felony charges pending has been slowly Increasing, while the correSpaT1.ding percentage of women has been decreasing since 1973. In 197$ the admission rate was 7.2 men and 1.4 women per 100,000 State population.
Of the 1,523 men charged with a criminal offense who were admitted to the institution program in 1975, 38.5 percent had been convicted of a controlled substance or marijuana offense. Some of the other principal offenses for which male addicts had been convicted include burglary (30.9 percent), theft except auto (9.9 percent), and robbery (8.6 percent).
Almost one-half (49.4 percent) of the 296 women received in 1975 with criminal charges pending had been convicted of controlled substance or marijuana offenses. Other offenses for which more than 10 percent of the women had been convkted were forgery and checks, 18.9 percent; theft except auto, 13.2 percent; and burglary, 12.5 percent.
Although the majority of persons newly received in the addict program during 1975 were sent from Los Angeles County, the commitment rate of that county was below the rate for the total. State. The commitment rate with respect to county population was the highest from San Francisco County, with a rate of 25.91 persons per 100,000 county population. Fresno County had the second highest commitment rate.
Less than half (44.7 percent) of the m~e civil addicts received during 1975 were white, while 30.8 percent were white, Mexican descent, and 23.0 percent were black. Similarly, the ethnic classification of men charged with a felony was: 44.4 percent white; 30.6 percent white, Mexican descent; and 23.7 percent black. The percentage distribution for civilly committed men charged with a misdemeanor was slightly different, however: 49.0 percent white; 35.0 percent white, Mexican descent; and 12.0 percent black. .
For civilly committed women addicts, the ethnic classifications were comprised of 54.4 percent white; 23.1 percent black; and 18.8 percent white, Mexican descent, in 1975. Compared with 1914, the percentage of whites increased while the percentages of whites, Mexi-can descent, and blacks decreased. "~,

The median age of men admitted to the California Rehabilitation Center program during 1975 was 25.7 years. The median ,'lge has been increasing for the past four years and has again reached the 1969 level. During 1965-1968, the median age was 26 years or higher. The percentage of men under 25 years of age at admission was 45.4 percent. This percentage is lower than any corresponding percentage since 1968. The women's median age also increased, from 24.1 years in 1974 to 24.8 years in 1975. Exactly 52.0 percent of all women received were under 25 years of age.
The age composition of men received during 1975 with misdemeanor charges pending is different from that of men charged with felonies. During 1975, 19.0 percent of men with misdemeanor charges pending were under 21 years of age at time of admission, while only 7.1 percent of the men with felony charges pending were in that age group. The median age at admission of women convicted of misdemeanor charges also was less than that of women charged with a felony, 24.3 years as compared with 24.9 years. Of the women received during 1975 with misdemeanor charges, 15.3 percent were under 21 years of age. This is a noticeably greater percentage than the 11.8 percent of those received with felony charges who were under 21 years of age at time of admission.
When persons are admitted to the California Rehabilitation Center program, a series of tests are administered to measure their educational achievement. The median grade achievement score of men admitted during 1975 was 8.1, while the median grade score for the women was 8.3. Only three persons admitted during 1975 scored below the third grade level while 9.0 percent of the men and 6.2 percent of the women scored twelfth grade or over. Nine out of every ten persons admitted to the rehabilitation program during 1975 had been residents of California ten years or more.
While the median age at admission for men in 1975 was 25.7 years, the median age at time of first known arrest was 17.5 years. Women civil addicts also showed considerable difference between median age at admission, 24.8 years, and the age at time of first known arrest, a median of 18.7 years.
The percentages of men and women admitted during 1975 who had not served a prior criminal commitment were 17.9 and 34.2, respectively. Although only 11.1 percent of the men had served a prior prison term, 71.0 percent had experienced one or more prior jail and/or juvenile commitments. Only 2.7 percent of the women received during 1975 had served a prior prison sentence, while 63.1 percent had served a prior jail or juvenile commitment.

CHARACTERISTICS OF RESIDENTS IN CALIFORNIA REHABILITATION CENTER INSTITUTION PROGRAM
Residents in the civil narcotic addict population at the California Rehabilitation Center have the opportunity to participate in constructive programs including counseling, group therapy, work assignments, vocational training, academic education, and recreational activities. The population in the institutions at the end of 1975 was comprised of 1,863 men and 275 women, a total of 2,138 persons. The characteristics of persons in the institution program differ from those of persons at time of admission from court because of varying lengths of stay in the institution experienced by different admission cohorts.
On December 31, 1975, 94.2 percent of the men in residence had felony charges pending while only 82.5 percent of the women were in that category. Of the men with criminal charges, 42.1 percent had been convicted of controlled substance or marijuana offenses and 46.8 percent of crimes agains.t E!gperty. ..
Of the 275 women with felony or misdemeanor convictions, 51.3 percent had been charged with controlled substance or marijuana offenses, while 43.6 percent had been charged with crimes against property.
Men and women in the institution program who had been committed from Southern California counties accounted for 55.9 percent and 56.7 percent of the institution population, respectively, at the close of 1975. These percentages were less than the corresponding percentages at the end of 1974. Persons received from Los Angeles County alone accounted for 29.0 percent of the men and 28.7 percent of the women residents on December 31, 1975.
At the end of 1975, 42.3 percent of the male addicts in residence were white; 33.0 percent were white, Mexican descent; and 2.3.9 percent were black. The corresponding percentages for the women were 56.7 percent white; 20.0 percent white, Mexican descent; and 20.7 percent black. The percentage of white males was less at the end of 1975 than at the close of 1974, while the percentage of white women was higher.
The median age of male residents was slightly higher in 1975 than in 1974. These medians were 27.1 years and 26.7 years, respectively.· Only 3.9 percent of the men were under 21 years of age in 1975 as compared with 4.4 percent in 1974. Also, the percentage of men in the age group 25-29 years increased to 40.5 at the end of 1975, from 38.1 percent at the end of 1974. The group of women in the institution program at the close of 1975 was also older than the 1974 residents. The age medians of women were 26.0 years at the end of 1975 and 24.9 years one year prior. Only 42.9 percent of the women were under 25 years of age at the close of 1975 a.s compared \h'ith 50.4 percent at the

end of 1974. Of the residents in the Hehabilitation Center on December 31, 1975, three-fourths of the men and two-thirds of the women had served prior jail and/ or juvenile commihnents only prior to admission to the civil narcotic addict program. In addition, 11.4 percent of the men and 2.9 percent of the women had served prior prison terms.
The 1975 year-end population included 23.2 percent of the men and 23.6 percent of the women who had been released to and returned from outpatient status once. Male residents who had been released and returned at least twice accounted for 26.7 percent of the population, while the corresponding figure for women was 18.2 percent. Over 50 percent of the men and nearly 60 percent of the women had not been released since commihnent.

CIVIL NARCOTIC ADDICTS RELEASED FROM THE INSTITUTION
Of the 3,901 male civil narcotic addicts released from the California Rehabilitation Center institution program during 1975, a total of 3,497 were discharged, released to outpatient supervision, or died. Of the 3,497 men, 90.2 percent were released to outpatient status, 0.5 percent released by discharge at expiration of commitment, and 9.2 percent returned to court as unfit for the program. The 614 women civil narcotic addicts similarly released from the institution during the year included 92.1 percent placed on outpatient supervision, 0.2 percent discharged at expiration ofcommitm.ent, and 7.5 percenr rtlu..:ned to court as unfit £or the program.
Men and women first released and those re-released after return from outpatient status are studied separately according to type of charge, either felony charge, misdemeanor charge, or no criminal charge. Persons who were re-released are further classified by type of return from outpatient supervision either with or without new civil commitments.
Men experiencing first release to outpatient status during 1972 through 1975 spent a median seven months in residence at the California Rehabilitation Center. Women first released to outpatient status during 1975 spent a median seven months in the institution before release. The corresponding 1974 median was six months. Men und women charged with felony offenses were in the institution program a median eight months before release to outpatient supervision during 1975. Male narcotic addicts committed to the institution program following an original charge of robbery, first degree, stayed a median 12 months prior to first release to outpatient status in 1975.
Persons released to outpatient status for the first time during 1975 with felony charges pending for opiate offenses were in the institution a median eight months before release, while those with charges of forgery and check offenses were in residence a median seven months.

OUTPATIENT POPULATION
Most of the California Rehabilitation Center residents are released to outpatient supervision. The civil narcotic outpatient population was comprised of 4,472 men and 829 women on December 31, 1975. This total of 5,301 persons was 224 less than the 5,525 outpatients under supervision at the close of the previous year.
Persons entering outpatient supervision during 1975 numbered 8,-338 of whom 6,990 were men and 1,348 women. Of these 8,338 persons received in outpatient status, 3,721 came under supervision directly from the institution, and 4,613 persons had been reinstated to active supervision after having been suspended from active status for noncompliance with good outpatient behavior.
Persons leave outpatient supervision by successfully completing the program, by being suspended for noncompliance with the program, by discharge, by court order, or by death.
During 1975, men suspended accounted for 87.1 percent of those removed from outpatient status while women suspended accounted for 88.6 percent of female outpatients removed from supervision.
A total of 651 men and 131 women were released from ontpatient status following. successful completion of the program during 1975.
Persons originally charged with felony offenses comprised the major portion of the year-end 1974 and 1975 outpatient populations. Of the December 31, 1975 population, 93.0 percent of the men and 81.2 percent of the women had been charged with felony offenses. Of the 4,159 men charged with felony offenses, 41.3 percent were convicted of opiate derivative offenses and 39.6 percent were convicted of crimes against property. Of the 673 women on outpatient status at the close of 1975 who had felony charges pending against them, 47.0 percent had been convicted of opiate offenses and 38.2 percent of crimes against property . . At the end of 1975 nearly all outpatients were supervised in Califor
nia, only 2.2 percent of the men and 1.6 percent of the women were out of state or in custody. Exactly 57.2 percent of the men and 63.9 percent of tile women on outpatient status were located in Southern California.
The ethnic distributions of men in outpatient status in 1974 and 1975 were similar. The distribution in 1975 was 46.7 percent white; 31.1 percent white, Mexican descent; and 21.3 percent black. The ethnic classification of the women outpatients was slightly different from that of the men as 53.8 percent were white, 18.0 percent. were white, Mexican descent, and 26.3' percent were black.
More than half of the men in outpatient status on December 31, 1974 and 1975 were experiencing~:;'tpatient supervision for the first time, 51.6 percent and 52.1 percer';'!;;' respectively. At the end of 1975, 56.1

percent of the women in outpatient status were outpatients for the first time, representing a decrease from the 58.8 percent on that status at the close of the previous year.
At the end of 1975, 46.8 percent of the male outpatients and 46.9 percent of the women outpatients had been under supervision less than one year. The percentages did not correspond so closely for persons who had been in outpatient status three or more years, as 16.0 percent of the men and 13.3 percent of the women had been under supervision for this extended period of time.
The 2,943 men suspended for the first time from outpatient supervision during 1975 had been under supervision a median four months before suspension occurred. Time under supervision before first suspension of the women was one month less than that of the men. A median three months elapsed before the 498 women were first suspended during 1975. These respective medians, of four months for men and three months for women, had been the same for each group during 1973 and 1974. Many suspended persons are reinstated to active outpatient supervision and are not returned to the institution program. During 1975, 4,613 persons were reinstated. Those reinstated included 3,831 men and 782 women.
Persons returned to the institution after suspension from outpatient status are studied by year of release to outpatient status. At the end of 1975, 22.2 percent of the 3,155 men released during 1975 had been returned to the California Rehabilitation Center institution program. This percentage was an increase of 5.6 percentage points from the corresponding percentage of the previous year. Most of the men returned to the institution program were returned without a new civil narcotic commitment. The 22.2 percent representing men released from the institution and returned to the institution program during 1975 was comprised of 21.0 percent returned from the outpatient status without a new civil narcotic commitment and 1.2 percent re-turned with a new civil narcotic commitment. ..
The percentage of women narcotic addicts who were i;epnned to the institution program during the year of release to outpanEmt status has increased for the past two years. The percentage of women addicts who were released and returned to the institution program during the year of release was 12.5 percent in 1973, 17.7 percent in 1974, and 20.1 percent in 1975.
The California statutes which establish the California Rehabilitation C~n!.e~ I?rogr~tp.~~ reg~dir~ ~!!.~~ E~~sons unde!...~ertain m>_c:~~J c~~~: ment not be discharge from outpatient status until a specified period of time with good behavior has elapsed. Therefore, final disposition of persons placed under outpatient supervision is more accurately reflected in the data of earlier release cohorts. A study of the disposition of persons placed in outpatient status by the year of release from the institution program indicates that 20.3 percent of the men released during 1970 and 18.5 percent of those released during 1971 successfully completed the outpatient program. The percentages for th~ years

1970 through 1975 are not a true indication of the number of successful cases as sufficient time has not elapsed for final measurement. As of December 31, 1975,27.4 percent of the women civil addicts placed in outpatient status during 1970 and 31.6 percent of those placed under outpatient supervision in 1971 had successfully completed the outpatient program. Sufficient time hru- O')t elapsed to determine the percentage of women who may successfully complete the program following release to outpatient supervision during 1972 and thereafter.

COMMUNITY CORRECTIONAL CENTERS
Selected civil narcotic addict outpatients were placed in community correctional centers located in urban areas. Outpatients received in the centers may have been committed directly from the institution, from independent residence, from some limited custody situation, or for assistance in medical needs. Residents were required to pay for room and board, if possible, attend school or obtain employment, and gradually resume independent living.
The Department of Corrections operated Rupert Crittenden Center and Vinewood Center during 1974 and 1975, closed Parkway Center during 1974, and opened Sacramento Valley Center during 1975. Only the Vinewood Center was for women narcotic addict outpatients. Statistical information pertaining to the demographic characteristics, movement, and length of stay of outpatients in the centers are shown in the Appendix.
