Mr. E. M. Walsh spoke of theimportance of the question, forcedas it was on the country fiom vari-

ous standpoints. Ho suggested pre-

senting the views of this company ina set of icsolutioua, showing thattheir interests were only consideredas those of the whole country. Com-

ing to the general question his ex-

bor was not the most satisfacloiy.It might be well for this meeting tocome to some decision as to what re-

strictions or regulations ahould beplaced upon Chinese immigration.He had been against the constitu-tional amendment befoie the Legis-lature, considering it an unnecessarynieasme. lie had, however, givenmore thought to the matter, especi-ally since reading the Cabinet's an-

swer to the citizens' committee.This document placed the matter ina more serious light than, it had ap-

peared to him before. If Chineseimported for plantation labor can-

not be prevented from competitionwith traders and mechanics withouta constitutional amendment, thenthe speaker thought the plantersshould not oppose a measure of thiskind. It should be their aim toshow that the planters' interests arenot opposed to, but identical w ith,those of the rest of the community.

Mr. Baldwin was in favor of hav-ing the question referred to a com-

mittee for a delhcrauce of the com-

pany's ideas. He had been very re-

luctant in coming to the conclusion,at last session of the Lcgislatme,that a constitutional amendment wasthe wisest course open out of thedilllculty. Latterly he had becomeafraid that the measure might notbe judicious, owing to the growinqscarcity cf labor. The labor mar-ket was veiy sensitive and there wasno saying what the consequence ofrestriction might" be on the supplyof Chinese. The Government hadissued a strong document in favorof restriction, and the planters per-haps should decide how far to gowith the Government. He thoughtsome measure of restriction, havingrespect for the rights of Chinesenow in the country, might be ef-

fected. The Government recog-nized that the contract system couldnot be enforced on the Chinese, oIbothat the planters must have a fullsupply of cheap labor. Evon theagitators in Honolulu recognize thatwhite men cannot take the place ofChinese on the plantations, andwould not desiie to have the plant-ers deprived of cheap labor. What-ever restriction is devised, it shoujdbe very carefully considered. Heblamed the Government for not hav-

ing been more active in getting otherkinds of labor, although they joinedin opposition to the unrestiictcdadmission of the Chinese. Ltt ic

be understood that, whateverbe made, the labor require-

ments of plantations must not beinterfered with. This he believedto be the view of all sensible meneven among the anti-Chine- agitat-ors.

Mr. Young, vacating the chair,referred to conversations lie had withleading anti-Chine- men. Some ofthese were on a wrong track, seem-ingly forgetful that the bread andbutter of everybody In the countrydepended on sugar or rice. Thespeaker recited what he deemed thestmsihle views of some of the agita-tors. He was one of the most rabidopponents of the constitutionalamendment at the lust session, andeven'now thought tho most moder-ate form brought forward was strongenough. But, even If it was in theplanters' power to conduct thingswith a high hand wholly in their ownInterests, he should not advocate theirtaking advantage of bucIi power.On the contrary, he thought that thoplanters should meet those com-

plaining of Chinese competition ina fair and friendly spirit.

Mr. Bishop spoke of the seriousseal city of labor, .which was beingincreased by the c fleet of the anti-Chine-

agitation. Chinese weroleaving the country who were pro-bably of tho best class wanted bythe planters. He could not see howa Chinaman could be restiicted fromdiiving a hack, or engaging in anybusiness, more than any other man.All said it was an important ques-tion, but there seemed to be noUnion of ideas as to n remedy, even

culty in regard to labor, and thequestion was simply liow much canethey could grow if more labor wasnot foithcoming. With respect torestriction he was in favor of a cer-

tain degree of it, but some of theproposals made last year wore sim-

ply ridiculous. For instance, therequirement of a $100 bond to keepthe run of every man was somethingthat he would never submit to. Hewas prcpatcd to join with the asso-ciation in any measures for improv-ing the labor situation.

Mr. Walsh moved thai a commit-tee of live be appointed to draw upa resolution, expressing the view.nof the company on the labor situa-tion.

Mr. Halstead accepted this as anamendment to a motion made, byhim to adopt the labor committee'sreport.

Mr. Smith (Secretary) supportedthe motion. Whatever might havebeen said in the anti-Chine- agita-tion of an unwise or perniciousnature, there was yet much reasonon that side and the cause was sup-

posed by a class that it would befolly to ignoie. He referred to thepolitical power held in Honoluluwheie the agitation had its focus,and considered the question was onethat had to be met. It was not amatter of to-da- y merely, but oneaffecting the futuie of the country.With 20,000 Chinese in the countryand very few women among then.,the situation was a serious one foruiwluation. The passpoit systemof regulating the numbeis of Chi-

nese coming was only temporizingwith the difficulty. Something mustbe done to control und restrict theChinese after coming into the coun-try. If this cannot be done withoutaltering the Constitution, then weshould have the necessary constitu-'tion- al

amendment.The motion was carried and the

following committee appointed : It.A. Macfie, Jr., II. P. Baldwin, J.B. Atherton, It. Halstead and W.O. Smith.

A discussion arose about desert-ing Japanese laborers. Mr. Irwinproposed to enter into a mutual en-

gagement among planters, not toemploy Japanese who had not acertillcate of discharge from con-

tract. On motion of Mr. Castle theBoard of Trustees was authorizedto prepare a draft of such an agree-ment.

HEBOLUTION.

The special committee on diversi-fied industries presented the follow-ing resolution, which was adopted:

Whereas, the Planters' Labor andSupply Company, recognize the im-

portance of diversity in the indus-tries of the country, particularly inthe inlioduction and encouragementof fonns of industry suitable forpersons of small means ; and

Whereas, in sonic respects, parti-cularly with referenco to the treat-ment of coffee and tobacco, thegrowth of both of which havo beentried hetc, but which industries arestill in an experimental condition;this company is of the opinion thatthe government may properly assistin the expense of experiments di-

rected toward the establishment ofthem in this country, inasmuch asprivate parties are not able or likelyto undertake these or other indus-tries while in experimental stages,nor Is it pioper that one should bearthe burden of what may benefit themany; theiefore

Resolved, that tho Hawaiian Gov-ernment be respectfully requestedby the Planters' Labor and SupplyCompany, to bring before the nextsession of the Legislature, suchplans as it may deem expedient toassist in establishing the coffeeand tobacco industries in tills king-dom. Wm. R. Castlk,

ing been unablo to agree with hiscolleagues on the committee, he haddrawn up the report which ho nowread, as follows:

Whereas agricultural interests andenterprises are of the utmost import-ance to the welfare of the kingdom,and for the successful prosecutionof these enterprises it is essentialthat there should be an adequatesupply of suitable laborers,

And whereas it iB evident frominformation received from variousparts of the country that the availa-ble supply of laborers is inadequatefor present needs, and that in viewof the necessities' of new and addi-tional enterprises atyout to be esta-blished, more laborers will be re-

quired in the future, and whereas itis for the interests of these enterprises, ana lor tne social weitare olthe country, that the labor supplybe made up of different nationalities,

And whereas it would be desira-ble that the permanent settled popu-lation of the country should be In-

creased so that the kingdom may infuture be less dependent on foreignimmigration.

Be it resolved) that we urge uponthe Government that prompt andvigorous steps be taken to resumethe immigration of different nation-alities, giving special encourage-ment to such immigration as maybest promoto the growth of a healthyand desirable local population ;

And whereas It is Imperative inview of the urgency of presentneeds of plantation? that for thesuccessful prosecution of the sugarindustry, un immediate additionalsupply of cheap labor should be ob-

Mr. Halstead objected to the pro-posal except under the understand-ing that the contracts hitherto usedfor Portuguese labor be amended incertain particulars.

Mr. Glade said the conttact wouldbe the llrst thing to be consideredby the planters. Mr. Mullcr hadagreed to one change in the con-tract when negotiating arrangements recently in Lisbon. In answerJto a question he said the stipulatedwages were 314, S1G and S18 permonth.

Mr. Halstead related by way ofexample a bill of expense "incurredfor a Portuguese family, and con-sidered the matter was too risky tobe passed without mature delibera-tion.

Mr. Rickard referred to detailsthat made Portuguese expensive,and wanted contracts more advan-tageous to the planter.

Mr. Baldwin suggested the sub-mission by circular or a form ofcontract, and called for the ques-tion.

Mr. Macfie said the form of con-tract had been neglected by thecompany on the past, and when leftto the trustees nothing had beenheard about it afterward.

Mr. Glade said it did not end withthe trustees but the bauds of theBoard of Immigration. Mr. Mullcrhad spent much time and consider-able money on the matter, but theBoard of Immigration, in plain lan-guage, showed itself unfriendly tothe whole project.

Mr. Baldwin also vindicated thetrustees from the charge of neglect.The minutes only showed action andnot the discussions of the trustees.

Mr. Macfie moved that labor con-tracts be discussed by the companyat this session.

Mr. Atherton said the dilllcultyabout contracts with Portuguesehad arisen fiom objections on thepart of the Portuguese Consul.

The Secretary confirmed thisitaiemcnt from the trustees minutes

Mr. Glade remarked that Mr.Cannvarro (the Consul) lud agreedlinee to a foim .of contract whichMr. Muller had been working on inPortugal.
