It was a vision to establish a centre of professional learning where pursuit of

knowledge and excellence was not to be barred by nationality, language, cultural

plurality and religion that drove the founders of Jalpaiguri Government Engineering

College (JGEC) to establish a world class centre of technical excellence. Established in

1961, JGEC is Indias one of the oldest technical institution.

The JGEC Alumni Association works closely with the institution to involve ex-

students and present students through various value added social activities.

To establish engineering practice as a true learned profession To redefine the nature of basic and applied engineering practices, that

better address modern social priorities.

To spread the message for adopting a systemic, research-based approach toinnovation and continuous improvement of engineering education,

recognizing the importance of diverse approaches to serve the highly diverse

technology needs of our society.

To establish engineering as a true social science where fundamentalresearch and application of that research can create a harmony and help

mankind for better healthy future.

To achieve far greater diversity among the participants in engineering, theroles and types of engineers needed by our nation, and the programs

engaged in preparing them for professional practice.

To commemorate the above ideology it is decided to organise a National Level

Seminar, jointly by Jalpaiguri Government Engineering College authority and The

Jalpaiguri Government Engineering College Alumni Association on 16-17 March 2013

at JGEC college compound.

The theme of the seminar has been chosen as Technological Advancement and

Present Engineering Practices.

The purpose of the seminar is to write a Roadmap to the Future of Engineering

Practice, Research, and Education.

Technological Advancement & Engineering for a Changing World:

Powerful forces, including demographics, globalization, and rapidly developing

technologies are driving reflective changes in the role of engineering in society. The

changing workforce and technological needs of a global knowledge economy are

intensely changing the nature of engineering practice, demanding far broader skills

than simply the mastery of scientific and technological knowledge. The rising

awareness of the importance of technological innovation to economic

competitiveness and national security is demanding a new importance for

application-driven basic engineering research. The nonlinear nature of the flow of

knowledge between fundamental research and engineering application, the highly

interdisciplinary nature of new technologies, and the influence of cyber-

infrastructure demand new patterns in engineering research and development.

Moreover, challenges such as the unstable economy and random socio-political

influences are also raising serious questions about the competence of our current

national approach to engineering.

Despite the growing importance of engineering practice to society, the engineering

profession still tends to be held in relatively low esteem compared to other learned

professions such as medicine or business administration. Unfortunately, many

global companies tend to view engineers as disposable commodities, discarding

them when their skills become obsolete or replaceable by cheaper engineering

alternatives. The lack of interest for fundamental technological research by

government and corporate is making the engineering profession stereotyped. The

same concern is applicable in the field of software and information technology

where Indian engineers are involved in stereotyped undervalued job, instead of

technological innovations. There are concerns that the increasing trends of

multinational companies to sponsor detail engineering work at Indian offices are

eroding this nations fundamental technological competence and its capacity to

innovate, not to mention eroding the attractiveness of engineering careers to

many of our most talented students who opt instead for more secure and better

rewarded professions such as medicine, or business administration.

Purpose of the Seminar:

The fundamental knowledge of engineering practice increasingly requires research

at the extremes, from the microscopic level of nanotechnology to the macro level

of global systems such as civil infrastructure, energy, and climate change as well as

the proficiency of new tools such as cyber-infrastructure and quantum

engineering. It also requires far greater attention by government and industry to

the support of the long-term basic engineering research necessary to build the

knowledge base key to addressing societys present and future needs.

The purpose of the seminar is to pull fundamental recommendations concerning

the profession of engineering, the technology and innovation needs of the nation,

and the role played by human and intellectual capital, into an analysis of the

changing nature of engineering practice, research, and education.

More specifically, it considers the implications for engineering from several

perspectives:

as a discipline (similar to physics or mathematics), characterizing a 21st-century technology-driven society;

as aprofession, addressing both the urgent and future needs and grandchallenges facing our society;

as a knowledge base supporting innovation, entrepreneurship, and valuecreation in a knowledge economy;

as a diverse educational system characterized by the quality, precision,and diversity necessary to produce the engineers and engineering

research critical to prosperity, security, and social well being.

More generally, the seminar addresses the question of what our nation should

seek as both the nature and objectives of engineering in the 21st century,

recognizing that these must transform significantly to address rapidly changing

needs and priorities.
