1 Introduction

1.1 The Environmental Impact Statement (EIS) for the proposed Jersey Future Hospital was

submitted in support of planning application PP/2018/0507 on 13th April 2018. Since this

time, a number of changes to the parameter envelope and design principles submitted

have been introduced which results in the need to provide additional information for

consideration alongside the submitted application.

1.2 This Environmental Impact Statement Addendum (ESIA) sets out what these changes

are, identifying whether this results in any changes to the assessment outcomes. It

should be read in conjunction with the original EIS that was submitted alongside the

planning application PP/2018/0507.

1.3 The Planning and Building (Environmental Impact) (Jersey) Order 2006 does not make

provisions for providing additional information and updating the EIS prior to planning

decisions being made. In this instance therefore, in line with best practice, the procedure

required under the UK Town and Country (Environmental Impact Assessment)

Regulations 2017 have been followed which set out in Part 5 (25) how further information

or evidence should be provided and publicised.

2 Description of changes to planning application

2.1 The changes to the design result from revision to the parameter envelope and as a result

of the design principles that were submitted in July 2018. These are described in Table

2-1 along with a brief justification for this change. These design changes are also

updated within the Design and Access Statement which has also been resubmitted in

July 2018.

2.2 The proposed amendments do not change the quantum of development or the phasing

of development.

In order to calculate the volume of waste

materials that would be generated from

excavation of the basement it has been

assumed that 60% of the basement area is

developable. This represents 7,500m2.

Westaway Court – the height of this

building has been modified so that the

block fronting Elizabeth Place has

increased in height to 13.20m (from

12.90m) and the block fronting Savile

Street has increased in maximum height

to 9.00m (from 8.70m) with a slightly lower

frontage facing Savile Street 5.60m. The

overall footprint remains the same.

Reductions in frontage height were sought to

lessen the visual effect experienced along

Savile Street and Elizabeth Place.

Transport proposals – a number of

minor changes to the transport proposals

include:

2.3 The changes to the transport and access

proposals have been made for the following

reasons:

Optimisation of the internal areas and

clinical adjacencies;

Reinforcement of a clear and legible

circulation diagram, achieving grade

separation between ground floors staff

focused areas and first floor public areas

with the hospital; and

External benefits including the provision of

additional “active frontage” on Kensington

Place.

2.5 In addition, a couple of errors were identified in the EIS Chapter 6 (Noise and Vibration).

These are identified and rectified in Section 7 of this EIS Addendum.

EIS Figure updates

2.6 All parameter plans have been updated and resubmitted for consideration with the

planning application. The changes that have been made to the parameter plans are

listed in Appendix A of this EISA. Some of the Figures that were submitted as Volume

III of the ESIA in April 2018 were copies of the parameter plans, therefore these Figures

have also required updating as have Figures relating to the transport assessment and

the revised visualisations which have been needed following the design changes post

April 2018.

2.7 The EIS Figures which have been updated are listed below and are included in Appendix

A. Where these relate to updated parameter plans these are also identified (in brackets):

3 Scope of EISA

3.1 The changes that have been proposed have been reviewed and topic specialists have

identified whether there is a potential for these changes to result in changes to their

original findings as set out in Chapters 5-16 of the EIS. This is summarised in Table X

below and where changes to assessment outcomes were identified as likely, further

assessment has been carried out and reported.

4 Heritage

4.1 In relation to the Granite Block, it is proposed to reduce the height of Block B in the zone

closest to the rear façade from 34m to 32m and to secure this through a design principle

that would be guaranteed by a planning condition. This will significantly reduce the

visibility of Block B to ensure that less than a full floor height is visible above the Granite

Block parapet, and to secure this through a design principle. in views from the opposite

side of Gloucester Street, to the point where the impact on the setting of the Granite

Block – as viewed from Gloucester Street - will be slight. This represents an impact of

less significance than was identified in the EIS.

Figure 1 below shows the sight lines from Gloucester Street demonstrating that less

than a full floor height would be visible.

4.2 In relation to the changes proposed for Westaway, the parameter envelope has been

refined so that there are now four defined building heights (17.9m, 13.2m, 9m and 5.6m).

The height of development in the zone adjacent to Savile Street has been reduced to

5.6m and the development at the corner of Savile Street and Elizabeth Place now

incorporates a set-back. As a result, the scale of the new development has an improved

relationship to the domestic scale of these streets, and the impact on listed assets at 24

Savile Street and 14 Elizabeth Place is reduced from moderate to minor.

5 Waste

5.1 For the purposes of construction waste impacts 60% of the basement area of the Main

Building (7,500m2) has been assumed as the extent of basement within this zone.

Based on this assumption, the comparison of the new waste generation volumes with

those assessed in the EIS are set out in Table 4-1 below.

5.2 The figures above show that there is estimated to be an increase in excavation waste

volumes of approximately 9.5% from those identified in the EIS. Whilst this represents

an increase, these changes in waste volumes do not result in changes to the overall

predicted significance of effect.

6 Townscape and Visual Impact

Volumetric Amendment to Block B

6.1 The proposed reduction in the height of Block B to 32m to the rear of the Granite Block

will have the effect of decreasing the perceived height of the hospital roofline as seen

from Gloucester Street. This will mitigate its impact on these views and on the setting

of the Granite Block; the degree of mitigation will vary depending on viewing position.

Revised versions of the relevant visualizations are to be prepared to confirm whether

this amendment will have any implications for the magnitude of effects predicted in the

TVIA.

Amended Massing of Westaway Court Building

6.2 The findings of the TVIA (EIS Chapter 15) should be assumed to remain valid unless

varied by this document. It is supported by a supplementary version of the

visualizations, six of which have been amended to take account of the changes; these

relate to Viewpoints 11, 21, 23, 24, 25 and 26.

Approach

6.3 The re-assessment has comprised the following steps:

The revised massing model was reviewed and relevant views identified;

Amended versions of the visualizations were prepared for these views;

The assessment of these views, as set out in EIS Table 15.4, was re-visited; and

Any implications for the predicted effects were identified.

6.4 Only six views were considered to merit re-modelling. These comprise one longer-

distance view (Viewpoint 11) and five close-range views (Viewpoints 21, 23, 24, 25 and

26). Although Westaway Court is glimpsed in one or two other views, its influence is

minimal and these were not considered to require remodelling. No further desktop

research or fieldwork has been carried out.

Implications for the Assessment Views

6.5 An amended version of the relevant views from Table 15.4 is attached. The changes

are as follows:

The descriptive text has been updated to more accurately reflect what is shown in

the views.

The magnitude of change is considered to remain the same for five of the views.

This is because, even with the amended modelling, the overall scale of the

proposed building, and thereby its relationship both to the existing building and to

its immediate context, remain broadly similar to the previous proposal.

The magnitude of change is considered to be reduced from high to medium for one

view: Viewpoint 25 (Savile Street). This is because the massing of the building has

been stepped back, so that its perceived height is similar to that of the existing four-

storey building and lower than that of the existing tower block. Whilst the

composition of the view will still change – particularly in terms of the larger footprint

and loss of trees – the refined massing allows the magnitude of impact to be

reduced by one order of magnitude.

Implications for the Predicted Effects

6.6 As indicated on the Table 5-1 (which is an extract from EIS Table 15.4), the reduced

magnitude of change affects two categories of receptor: pedestrians and residents in

Savile Street. The effects on these receptors are thereby predicted to decrease as

follows:

Pedestrians: from Moderate to Slight; and

Residents: from Substantial to Moderate to Substantial.

6.7 There would be no change in the significance of these effects; the effects on pedestrians

are not considered to be significant, whilst the effects on local residents are considered

to remain significant (but of reduced magnitude) in amenity terms.

6.8 The TVIA concluded that the effects on some residents in Savile Street would be

adverse. This was mainly due to the foreshortening and partial obstruction of views that

would result from the introduction of a building of substantial scale and larger footprint.

Whilst these sources of impact would remain, they have been mitigated by the revised

modelling. When considered in combination with the benefits of removing the existing

tower block and parking, together with the opportunity to create a building of

demonstrable design quality, it is possible that some of these effects could now be

neutral (but still significant).

6.9 The revised modelling will also ameliorate the effect on the streetscape of Savile Street,

which already has a somewhat unbalanced character, due to the juxtaposition of

Westaway Court with the two-storey dwellings opposite. However, the overall effect at

character area level is considered to remain unchanged at medium.

6.10 There would be no implications for the cumulative effects.

11 The “1980s block”, the chimney and the tower block at Westaway Court would be removed.

On the main hospital site, Blocks A and B are seen to extend to the right and to sit above the prevailing height of surrounding buildings. 7 Corrections to errors in EIS Noise and Vibration Chapter

7.1 In EIS Chapter 6 Noise and Vibration, a number of errors and omissions have been

identified which are highlighted below.

7.2 Paragraph 6.86 of the EIS reported that noise from construction traffic using Kensington

Place would exceed the assessment criterion for daytime construction noise and lead to

a significant adverse effect. This was incorrect and due to a calculation error. The

correct construction traffic noise levels were included in Appendix C-4, Table 5, but

these are not reflected in paragraph 6.86, which should have stated that the traffic noise

levels would be below the criterion and consequently there is not a significant effect

identified.

7.3 Paragraph 6.89 of the EIA refers to construction traffic along Lewis Street. It should have

stated ‘traffic during construction’, referring to the re-routing of non-construction traffic

along Lewis Street during the works. Construction traffic will not use Lewis Street.

7.4 Table 6.18 within the EIS presents the predicted construction noise levels during Phase

1A. The predictions for the receptors on Newgate Street and Patriotic Street, and for

those around Westaway Court were omitted. The following table should be read in place

of Table 6.18 of the EIS.

7.5 EIS Paragraph 6.129 should read that the residual effect of construction noise is not

significant at all receptors for phases 1A and 1B. During phase 2 however, the effect is

NSR (see Figure 6.5)

significant at receptor H. The assessment summary matrix also should reflect this

change.

8 Conclusion

8.1 This EISA has set out the changes proposed in relation to the parameter envelope and

design principles submitted for planning application PP/2018/0507 on 13th April 2018

and identified whether these changes are likely to result in any changes to the

environmental assessment that was undertaken and reported within the EIS.

8.2 With the exception of waste, heritage and LVIA all environmental topics were scoped

out based on the conclusion that the proposed changes would not change the

conclusions presented in the EIS.

8.3 The assessment of effects related to heritage and LVIA concludes that the proposed

changes will result in ameliorated effects. The volumes of waste have been identified

as being approximately 9.5% more than was identified in the EIS, but this does not

change the level of impact significance identified which remains as significant.
