Workshop 3 Objectives Our objectives for Workshop 3 were to accomplish the following:

Explore the Energy Action Plan and brand

Confirm the energy vision and focus areas

Refine preliminary goals

Prioritize strategies for the plan

Define action plans to achieve goals

Facilitation Team Introductions Shelby Sommer introduced the Partners in Energy contacts for the facilitation team, as shown on the following slide.

Planning Team (Re) Introductions and Updates As an introduction to the group, any new participants were asked to share their name, organization/affiliation, and any major energy-related issues or opportunities they see for Jefferson County. Any other updates from the planning team were also presented during this time. A summary of remarks is provided below. Jenny Heeter, JeffCO Sustainability Commission:

For future meetings with the County Commissioners (CC) – will want to make sure we have data

County Commissioners want to sign off on EAP, would submit a draft, solicit feedback and go from there.

Process- Will meet with the commissioners outside of the typical feedback process similar to last time to provide a deeper dive

County Commissioners will formally adopt at some point

Will be sure to provide County Commissioners with time to comment; Shelby Sommer, Partners in Energy Facilitator (Brendle Group):

We will provide a draft plan to this group for feedback, then to County Commissioners

We weren't envisioning a significant public process since the focus is on members of this committee and partners doing most of the action associated

Looking at actionable strategies - Jonathan can help Jonathan Wachtel, City of Lakewood:

June 6th study session on 1st year update on progress of adoption; will highlight accomplishments, talk about 2016-17 priorities, and include a report on data for all the targets (this year a lot of time was spent on identifying data sources) and will spend a good amount of time on emerging trends

New mayor and council and don't have anything else on the agenda so an opportunity to get into the details

Erich Harris, JeffCO Sustainability Commission:

Good to have a conversation with the County Commissioners, generally positive Theresa Worsham, City of Golden:

SB 171 passed, so hopefully Golden can support/encourage C-PACE going forward

Mark Danner, Jefferson County:

Did some research on EV and grants for County Commissioners, presented to the Commissioners and not sure if JeffCo will be going for the next round of air quality EV grants in June

Frank Rukivina, NREL and JeffCO Sustainability Commission:

Though County Commissioner comments were supportive

Vision and Branding In order to have a comprehensive and cohesive means of identifying activities with this community action planning effort, the community facilitators led a discussion about the vision and branding. Notes from this discussion are as follows: Vision Statement: Jefferson County will leverage partnerships and community expertise in order to reduce traditional energy use and increase access to renewable energy to support a healthy, thriving, and resilient region. Jefferson County invites all community members to participate in achieving our goals of improving energy efficiency and reducing carbon emissions. The planning group is onboard with this and gives it a 100% Green Light Go!

Following the confirmation of the vision, the JeffCO brand was discussed. Notes about this are presented below: Jenny Heeter, JeffCO Sustainability Commission:

More focused on this effort (as opposed to a general brand for the sustainability commission)

Change is always a difficult topic; looking at a positive spin, perhaps innovation; SWITCH

Energy Action Plan and Goals Following the vision statement and branding, the discussion went to the Energy Action Plan. Points about what makes a plan successful as well as the organization of the plan were provided. Feedback and notes from the discussion are presented below:

Businesses are looking at return on investment (ROI) in decision making; residential is less interested in minimal savings - more motivated by doing what's right

Efficiency efforts relate to carbon intensity, but so do energy supply and other emissions sources (e.g., land use, transportation, etc.)

Will talk about how to monitor and report progress at our next meeting Outreach Channels: The following were identified as potential outreach channels to assist with the Energy Action Plan.

Chambers of Commerce - Evergreen and Conifer

Schools - host a lot of community events; could send information to school environmental clubs

NextDoor.com - has seen tremendous growth in Lakewood and unincorporated JeffCO

o Wider demographic than more traditional o Need someone who can share information - contacts within

neighborhoods

HOA Registry List provided by the state o Typically not very current o Lakewood maintains separate list

Targeted Marketing through XE o Bills less effective than emails o Would be done through email -20-30% open rate and click through rate

drops from there o JeffCO email subscription list

Website - a simple one could be effective but would require maintenance and promotion

o Could potentially use more as an informative/brochure type site

Mountain Connection and Serenity Magazine

JeffCO Twitter

JeffCO Open Space Bulletin Boards or Panorama Newsletter

Relevant information on drive-by signs (Golden just purchased six and is seeing great success, even with websites)

Instagram and Facebook - more for personal use (showcase examples of neighbors)

Goals In order to provide a sense of magnitude, a series of potential goals were shown. Scenarios included offsetting new growth to hold energy use constant, a 20% reduction in energy by 2030, and carbon neutral energy by 2050. For each goal, participation levels in Xcel Energy DSM programs relative to historic levels were presented that would be need to reach the goals. In addition, observations from the process to date in relation to both the overarching goals as well as focus area goals were presented in order to help guide the conversation. Graphs demonstrating both reductions in energy use and carbon are below:

o Saw this increase in many communities - likely a spike in natural gas due to a colder winter

Would be great to see 10 years of historic data

What is the carbon neutral line tracking with? o The 20% reduction in energy use by 2030 o Looking at 2050 carbon neutral electricity

600 MW wind farm coming online, will be in line or exceeding 30% renewables goal for XE

Most effective way to reduce emissions would be to pressure XE to decarbonize electric supply (Jonathan)

From a community side - need to address efficiency as well - why use fuel (no matter what the supply is) if you don't need to

Unincorporated - all the same building code - have not modeled this but could for new construction

The point was made that generally goals are supported by strategies and vice versa, and that as the strategies are developed we will be able to quantify their impacts on goals and make any adjustments as needed as part of the plan finalization process.

Strategy Prioritization Following discussion regarding goals, participants utilized provided worksheets to prioritize strategies based on a number of criteria before voting on their top two selections per focus area. The criteria were:

Adequate Staffing/Resources

Politically Feasible

Leverage DSM Programs A tally of how each strategy met the above factors was done to identify those that should be pursued.

Following this exercise, participants identified their top two strategies for each focus area and a series of keypad polling questions were used to identify preliminary top selections of the group. After the top strategies were identified, there was a round of open discussion followed by identification of preliminary team members for the further development of individual strategies. Noting that there were a number of participants not in the room, it was stressed that all of the planning team members that desired to be involved would have the opportunity to do so. Questions from the discussion were as follows: Who will be doing it?
