The growing yearning for sustainable development in Africa is a phenomenon that does not need to
be overemphasised given the global attention the region is getting in the development sector.
Unfortunately, most development endeavours are carried out without the prior knowledge and
participation of the beneficiaries which negates the basis for sustainable development. JEDACH
Development Partners Limited was conceived to serve as a model development organisation where
the basis for any programme/project implementation will be participation and ownership of the
project by beneficiaries. This organisation was founded in 2010 and commenced its operations based
on the principle aforementioned and was registered in 2013.

JEDACH Development Partners Limited undertakes processes from project planning
(Investment Planning), Project Monitoring and Evaluation. JEDACH Development
Partners Limited undertakes all processes from planning of WASH programme
implementation, monitoring and evaluation. Such process as baseline
assessment/studies, community assessment, mapping of facilities using the
Geographical Positioning System (GPS) and mapping facilities onto the Geographic
Information System (GIS) software is undertaken by this organisation. The
organisation also has an expertise in the conduction of feasibility studies for projects.

PEST ANALYSIS FOR JEDACH DEVELOPMENT PARTNERS
Political Environment
The political arena in Nigeria has a huge influence upon the successes and challenges of the
organization. The last five years have been quite challenging for the organization as sectorial and
religious conflicts occurred at unpredictable rate across the country. Insecurity of lives and
properties dominated the organizations project areas bringing about threats to the sustainability
of her programs and projects. The organization has however, remained steadfast and committed
towards achieving her desired objective which is to have a society where the environmental,
economic, social and political rights of women and youths are protected. Although, the political
will of the government in partnering and working with the organization has been favourable, the
challenge of having adequate resources to meet the ever-increasing needs and aspirations of
community people has persisted in the last years. With the global economic meltdown, access
and availability of funds have become tougher thereby, limiting organizations programs and
projects. Awareness creation, sensitization, advocacy, lobbying and capacity building exercises are
therefore critical to safeguarding the relevance of the organization in the polity. The organization
in the next five years will channel her efforts towards these areas as she seeks stronger
collaboration and partnership with relevant governmental agencies and development partners
towards achieving substantial results towards promoting sustainable development.
Economic Environment
Nigeria has enjoyed relatively strong economic growth rate over the past seven years as the
country's economy has been projected to be Africa's biggest economy by 2018, overtaking South
Africa in the process. Despite this positive rating by financial experts, abject poverty continues to
stare the major of the Nigerian populace to the face as they continue to live daily below a dollar.
While oil accounts for 95% of export earnings and 85% of government revenues, agriculture
which employees 70% of the population accounts for only 2.6% of exports. Economic growth in
Nigeria is constrained by inadequate infrastructure, electricity, incentives and policies that
promote private sector development, and poor access to quality education. Sustained broad-
based economic growth and poverty reduction are critical to Nigeria's economic stability.
Programs to support poverty alleviation efforts must be targeted at improving agricultural
productivity and expanding jobs in the rural sector where the majority of poor people are
concentrated. The rural sector depends principally on agriculture but also on good infrastructure
such as roads, energy and good policies at both the federal and state levels. The organization
would seek to in the next five years leverage on the opportunities of environmental businesses
such as composting and harnessing renewable energy technology to enhance and improve the
living conditions of rural women across the country.
Social Environment
Nigeria's social environment is made up of diverse cultures, institutions and networks of
individuals, groups that are formal and informal. These socio – cultural setting of the country has
in the last five years been a great challenge to the continuous existence of the country. The
struggle for natural resources as compounded by climate change is further exacerbating the
differences between the different groups and tribes in the country bringing about consistent
conflicts. These conflicts are likely to be on the increase as threats of climate change continues
with little efforts to build the resilience of community people towards coping and adapting to the
impacts of climate change. The social impacts of climate change on the Nigerian people are
enormous and would affect all the diverse social cultural groups but in different and unique
manner depending on their geographical location and ability to withstand shock. Some of the
social threats would include the following; migration, loss of livelihoods, food insecurity,
insecurity and conflicts, malnutrition, increase in poverty and death rates, drop out from schools
which would tell more on the female folks, increase in diseases and other health complications,
increase in HIV/AIDS, heat stress etc. The organization in the next five years intends to stimulate
actions and policies, which would be geared towards building safety nets and promoting social
security for the vulnerable groups in the country.
Technological Environment
Technology has created a situation in the country where results are expected instantly. This
technological revolution has increased the rate at which information is exchanged between
stakeholders. A faster exchange of information benefits the organization and the society at large
as individuals and groups are able to react quickly to changes within their operating
environment. However an ability to react quickly also creates extra pressure as groups and
organizations are expected to deliver on their targets within ever decreasing timescales. The
organization intends in the next five years to advance her knowledge and use of technology in
implementing her projects and programs as technology is been utilized by all age groups and will
continue to evolve and impact on the habits, behaviours and expectations of the people.

A PROFILE OF JEDACH DEVELOPMENT PARTNERS WORKNG TEAM
Profile of Team Members
Aondoaseer Charles Hemba has a B.Sc. in Mathematics/Statistics
from University of Calabar, Calabar, an M.Sc. in Development
Studies from the Benue State University, Makurdi, Benue State and
is currently the Monitoring and Evaluation Expert (Non Key
Expert) at Niger Delta Support Programme (Water and Sanitation
component) in Akwa Ibom, Bayelsa, Delta, Edo, and River States.
A strong advocate for Equity, Inclusion and Participation, he has
been involved in the establishment and operationalization of
Monitoring and Evaluation Systems for Water, Sanitation and
Hygiene Programmes in several States in Nigeria including Bauchi
and Jigawa, he is presently doing the same for the 5
aforementioned States. His professional interests focus on Project Management, Monitoring and
Evaluation, Integrated Community Development and Institutional Development. In addition, he
serves as Country Representative (Nigeria) for International Organisation for Collaborative
Outcome Management (IOCOM), Group Manager, Water and Sanitation Group on the Water
Network by TallyFox, Technical Advisory Team Member, Southeast Asia Community of Practice
for Monitoring and Evaluation of Climate Change Interventions, and is an Advisory Board
Member, Africa Utilities Week 2014 and 2015. He is a Member of the European Evaluation
Society (EES), a Member, Thematic Working Group on Private Sector Evaluation (European
Evaluation Society) and a Member Society for Monitoring and Evaluation, Nigeria (SMEAN).
Additionally, he has a Certificate of Course Completion in Conflict Analysis Course (Education
and Training online) from The United States Institute of Peace and Foundations of Project
Management from Project Management For Development Organizations Atlanta, USA. He also
has a Certificate of course completion in National Evaluation Capacity Development for Country-
led M&E Systems from Evaluation Partners.
He is highly proficient in Word, Excel, Access, EpiData, EpiInfo, SPSS, Powerpoint, Corel Draw,
ArcView GIS 9.3, Water Information Management System (WIMS), Sanitation Information
Management System (SIMS), Programme Management and Impact Monitoring System
(PROMISE), District Health Information System (DHIS), Logistics Health Programme and
Management Information Protocol (LHPMIP), Microsoft Access
He has over 5 years experience in facilitating the domestication of National Monitoring &
Evaluation Framework in Benue, Jigawa, Bauchi, Yobe: worked with sector stakeholders to
review the different M & E document in the state and used the National Framework to agree on
the Structure, System, Skill and staff required to effective conduct monitoring and evaluation in
the state.
He has over 3 years participation in the European Union Result Oriented Monitoring for the 9th
& 10th EDF on the WSSSRP I & II programmes in Yobe, Jigawa and Kano states: I was on the joint
EU/FGN/UNICEF monitoring teams to more than 30 communities in the 3 states.
He has 10 years experience in the construction monitoring of urban, small towns and rural water
supply schemes: as the Focal person for M&E on the /DFID/UNICEF/WaterAid WASH
programme between 2004 and 2010 and as the UNICEF Consultant for Monitoring and
Evaluation of WASH in the 9th EDF between 2010 and 2013. Have excellent knowledge of the
procurement processes, Practical Guidelines
He has over 8 years providing capacity building support, training and facilitation on Monitoring
and Evaluation for State, LGA and community stakeholders: trained more than 200 sector actors
on M& E in 7 states in Nigeria. Supported the development of work plans, Programme estimate,
monitored the implementation of such plans and wrote reports (monthly, quarterly, mid-term
and annul reports.
He has supervised and monitored the DFID/UNICEF/WaterAid WASH programme between 2004
and 2009 coordinating all the activities of stakeholders in the programme including the funds
allocation and management as well as strategic planning for the programme and extracting
activities from strategic plans for different implementing partners and monitoring to ensure
compliance.
He has over 7 years of facilitating logical framework for Planning, Monitoring and Evaluation of
DFID/UNICEF/WaterAid WASH programme for government partners on a yearly basis. Have
trained stakeholders on the use of the logical framework as a tool for project planning in Benue
State and all the 11 states under the UNICEF DFO. Have conducted training of stakeholders on
results chain as a key structure in monitoring and evaluation of projects.
He has 10 years of monitoring CLTS in Nigeria. Pioneered the Community-Led Total Sanitation
(CLTS) in West Africa as the first ever CLTS workshop was held in Vandeikya LGA of Benue State
under the Federal Government of Nigeria/UNICEF/WaterAid WASH programme in 2006 took
place under his coordination. This was a reform process since it ended the era of subsidy for
sanitation in communities. He has been part of this process from this time until now where he has
conducted various trainings on CLTS for key implementers and also monitored the communities
to ensure they attain ODF and sustain it.
He has over 3 years of supporting Performance Benchmarks and Customer Consultative Forum in
urban water and sanitation sub-sector of Jigawa and Bauchi states. He has strong experience in
evaluation of project and program in Nigeria regarding the outputs, outcomes, efficiency,
effectiveness and impact of the following project/program:.

UEVER Kelvin Iorundu has a M.Sc. Development Studies (Public
Policy Analysis & Community Development), B.A. English all from
the Benue State University, Makurdi Benue State. He also attended
the Discipleship Training School (Community Development) from
the Youth With A mission International: University of the Nation’s
Tema, Ghana Campus: 2007. He is currently the Team Leader in
Charles and Doosurgh Abaagu Foundation, (C&DAF), Abuja, he has
collected data using; District Health Information System (DHIS),
Logistics Health Programme Management and Information Protocol
(LHPMIP). He has the responsibility of project design, capacity
enhancement (Community Management Skills Training), data Collection on issues like poverty,
Water, Sanitation and HIV/AIDS, mobilization and Community mapping.
He has a background in Public Policy Analysis and Community development, Project Planning
and Implementation, Project Monitoring. Impact Monitoring and Project Evaluation - Misereor
International, October, 2011, Project Planning and Proposal Development – CORDAID, 2010,
Network Formation and Team Building – Misereor International, 2008, Role of CSOs in Impact

and Sanitation in in Nigeria (NEWSAN) in collaboration with Africa network on Water and
Sanitation (ANEW) with support from DFID on 8th January, 2013. He has vast knowledge on
Research and documentation, resource mobilization, monitoring and evaluation, conflict
intervention and peace building, inclusion, advocacy and negotiations.
He has worked as the Youth WASH M&E Consultant Reporting and Documentation for Water
and Sanitation Facility surveillance under the Federal Ministry of Water Resources led Water,
Sanitation and Hygiene (WASH) Programme for the Strategy Plan of action with an aim of active
and meaningful inclusion of youth in the AMCOW document. As an M&E consultant, He has
developed and adopted tools to strengthen monitoring and evaluation for the organization
through putting in place structures like draft M&E framework and capacity building strategy to
enhance effective performance in the WASH sector. He has advocated for increased funding to
the WASH sector. He has trained stakeholders on data collection, advocacy and has facilitated
through advocacy the funding of a State-wide project on data collection for WASH in the tertiary
institutions in the north central states of Nigeria. He is also endowed with skills in knowledge
management as well as being involved in emergencies during the floods of 2012 in Benue State.
He has 9 years aggregate work experience in various capacities: Policy Analysis and community
mapping, Five (5) of these years have been in progressive professional capacity building with
Indigenous non-governmental organizations working in community development, with a focus
on advocacy/lobbying skills, practical skills on project coordination, project planning, and
community based development activities as well as implementation of community level
sensitization and awareness creation on water, sanitation and hygiene with the BENGONET,
UNICEF, WATERAID, WSSCC and the UNDP. He worked also as Revenue Mobilization officer
with the Benue state Internal Revenue Service (BIRS). This planning process has exposed me to
community intervention project planning and humanitarian services. His strengths are in
leadership, designing and management, resource mobilization and management as well as
community liaison. He has acquired experience coordinating the activities of Non-Governmental
Organizations and managing people under some donor (UNICEF AND WATERAID) intervention
programmes. Report writing of on-going and successfully completed programmes. I am very
proficient in the use of computer packages such as MS word, PowerPoint, Excel, and SurveyB
implementer. I am also proficient in the use of the internet.
