Brian Zhao CEO

CEO Mr. Brian Zhao has an extensive amount of experience in EB-5 immigration-based investment programs. As one of the top investment immigration consultants in China, Mr. Zhao set a record for financing 2.5 billion U.S. dollars in one investment project and completing 500 successful EB-5 cases.

Mr. Zhao immigrated to Canada in 1998, worked for Shell Oil Company of Canada, where he served as commercial director. Soon after, in 2008, he set foot in the EB-5 investment immigration arena. Mr. Zhao became an EB-5 expert in the field. He later served as Project Director and General Manager of Worldway Consulting Company, one of the largest immigration consulting companies in China. Mr. Zhao was recognized as one of the “Top Ten Immigration Experts in Beijing” by Sina.com – China’s largest online portal website.

Mr. Zhao has over hundreds of successful immigration financing cases and is very experienced in project investment, risk control and immigration services. Gene M. Burke, Esq. Gene M. Burke is the Vice President and General Counsel of J&C International Group and its related companies. Mr. Burke is a member of the Bar of the State of California and the Bar of the United States Supreme Court. He is licensed to appear before all federal and state courts in California. He also serves as a Judge Pro Tem in the Los Angeles Superior Court.

Mr. Burke provides a wealth of legal and business development experience to EB-5 projects. He has served as General Counsel to several national and California real estate development companies. He has actively participated in building commercial, urban, residential and hospitality projects, including high rise buildings, shopping centers, casino and hotels; government buildings, apartment buildings and many redevelopments. His involvement has been hands-on, starting with land acquisition, and extending to the nuts and bolts business and legal aspects of planning and development, financing, construction and project marketing. A major component of his expertise has been on acquiring and structuring appropriate financing to business developments. Mr. Burke has been heavily involved in obtaining purchase, mezzanine, bridge and defeasance financing from both private and institutional lenders. In addition, he has structured the necessary securities documentation for project approval.

Mr. Burke’s work has included substantial lobbying of local, state and national elected leaders to obtain government approval and assistance for business projects. Like- wise, he has worked regularly with numerous government compliance departments and securities issuers. He continues to contribute to the formation and execution of the various projects that our EB-5 companies are achieving.


Vice President & General Counsel


Melissa J. Tsai, Esq.Melissa J. Tsai serves as J&C International Group’s Corporate and Immigration Attorney. Melissa handles a variety of corporate matters, having negotiated and prepared a wide variety of commercial agreements including consulting and other services contracts, joint venture, noncompetition agreements, franchising agreements and other similar matters. Prior to joining J&C, Melissa served as the Senior Associate Attorney for Wilson Harvey Browndorf LLP/BP Law Group LLP in Newport Beach, California handling business and commercial litigation matters.

On the immigration side, Melissa focuses on both employment-based and family-based immigration. Melissa concentrates on EB-5 immigrant investor visas. She has prepared and filed many I-526 petitions and I-829 petitions for immigrant investors, both through individual investments and regional center investments. Additionally, she works regularly with a diverse group of developers seeking capital for new projects that qualify for EB-5 investments. She has experience in handling the creation of new Regional Centers and adoptions of developer projects by existing Regional Centers. Melissa works closely with outside law firms on an ongoing basis, on EB-5 matters, including job creation issues, securities issues, and Regional Center management.

Melissa is licensed to practice law in California and she is also fluent in Mandarin Chinese. She is also an active member of the American Immigration Lawyers Association.

Dr. Jackson Chen

Dr. Jackson Chen (BRE License No.: 01086162) is an experienced real estate broker in the Southern California area, extremely knowledgeable on commercial properties and sales transactions. Jackson has worked as professor for the Royal Real Estate School for many years and he has extensive knowledge in the Real Estate arena. He specializes in both residential and commercial properties. He accurately evaluates and analyzes the real estate market and effectively purchases the properties at lower prices. With proper property management and economic timing control, Jackson has excelled at selling properties at higher prices and maximizing profits for clients.

Jackson graduated with a Bachelor of Science and Bachelor of Arts from Tsing Hua University in Taiwan. He then received a doctorate degree in Chemistry from Purdue University. Jackson worked for various reputable American companies for over 30 years, including Unocal Corporation (Union 76). Jackson was rewarded with numerous US patents, having been in charge of high-tech product development. Jackson is well versed in handling business relations with clients from China, Taiwan, Malaysia, and New Zealand.

Alexandria Lopez

Alexandria Lopez heads the Accounting and Operations Departments at J&C International Group. Alexandria is the trusted financial advisor and consultant to J&C’s executive decision makers with proven expertise in Accounting, Finance, Sales, and General Management. She has over ten years of progressive experience in Accounting, Internal and Financial reviews and audits, Business Management, Human Resources, and Organizational Operations. With a strong understanding of finance and organizational structures, Alex has been able to completely restructure J&C’s accounting and finance operations.

Prior to joining J&C, Alex served in several executive capacities. She is currently a member of the Professional Women's Network of Southern California and contributes her time and resources to various charities, including the American Cancer Society and Food for Orphans. Alex is a proud military veteran, having served with distinction in the United States Army.

Elia Huerta

As Human Resources Manager, Elia has a strong background in directing personnel, developing and implementing training programs, and achieving improved labor relations activities. Elia provides valuable advice on organizational policy matters and fosters positive attitudes towards J&C’s organizational and recruiting objectives.

Elia has set out to attract and retain top talent for J&C’s internal executive structure as well as for attracting enthusiastic personnel for the company’s various franchise investment projects. With a substantial background in Workers' Compensation, Payroll, Risk & Compliance, and Customer Relations, Elia has established new application protocols that have successfully increased interview applicant quality. She also focuses on the development of new systems and procedures that enhance the efficiency and profitability of the day to day business operations.

Cristina Luna

Ms. Cristina Luna is a Southern California native with more than 20 years of extensive experience in Business Management within the Restaurant & Real Estate industries. Cristina has assisted in the development and management of a variety of restaurant types from fast food, casual and fine dining to Italian coffee and fully licensed alcohol bars.

Recently, Cristina has used her business management skills to excel in the real estate industry. She has extensive knowledge of landlord / tenant law, multi-family and single family property management, leasing, and contractor development. Ms. Luna has overseen the Sales and Acquisitions of both multi family and single family properties, and assisted in the management of hundreds of rehab projects. Cristina has been managing J&C’s franchise beverage stores throughout Southern California.

Anthony Yang

Anthony Yang is currently positioned as the Director of Operations and Development at J&C International Group, joining the company in 2014. Anthony brings a wealth of experience to J&C, particularly in Operations, Management, and Staffing, serving for several years as the Corporate Trainer and General Manager for the renowned P.F. Chang’s China Bistro/Pei Wei in Brea, CA and also as the FOH Manager in 2006 for the popular Panda Restaurant Group, Inc. for over five years. At P.F. Chang’s, Anthony oversaw the operations management and training of over 80 employees and opened their bustling Hollywood, Culver City and Beverly Hills locations creating new and effective management teams. At Panda, Anthony managed an upscale full service Chinese restaurant (Panda Inn) with a seating capacity of over 250 customers.

With innovative ideas and modern concepts, Anthony directs and manages all of J&C’s franchise EB-5 business investments, bringing to the table his many years of large-scale franchise management experience. Anthony has not only set the highest safety and sanitation standards with technical operational skills for all employees, he handles the day to day hands on training and practices at all our EB-5 franchise businesses, and effectively resolving issues and opportunities with corporate, partners, and store managers.

Annie Qi

With several years of experience in Direct Marketing, Annie has been able to develop creative marketing campaigns to ignite our franchise investment projects. Prior to joining the company, Annie has been a part of a wide range of marketing initiatives in such diverse industries as international travel, executive development programs and internet marketing. Her marketing work is known for being on the cutting edge of the international social media revolution.

For her undergraduate studies, Annie attended the University of California, Irvine majoring in Marketing. For her Masters degree, Annie graduated from Kokushikan University in Tokyo, Japan in Economics, majoring in Asian currency policy in the international arena. As the newest member of the J&C, team Annie brings a wealth of experience, creativity and youthfulness in marketing to an international market. She has already produced multiple marketing strategies that have proven to be successful.

Annie is a standing member of the Japanese Association for Friendship with Foreign Countries. Her language skills are extensive: she is not only fluent in Chinese, Japanese and English, but she has served as a Mandarin instructor at the professional and executive level.

Zee Wang

Zee Wang is currently positioned as the Market Research Analyst for J&C’s subsidiary company, JIC 1, LP. Zee has been in the marketing industry since 2012, prior to him joining the company, Zee worked as an interpreter and planner for important Chinese executives and international visitors for a government run international company, demonstrating strong abilities in marketing and professional presentation. Zee has the ability to successfully measure the effectiveness of marketing, advertising, and communications programs and create well thought out strategies. Not only has Zee effectively conducted strong market research for J&C’s franchise investment projects, he has laid out strong marketing and sales proposals for our EB-5 development team. Zee provides management with relevant information and proposals concerning the promotion, distribution, design, and pricing of our EB-5 services.

With a strong background in translation and marketing, Zee is able to effectively communicate our EB-5 marketing and project goals to our large clientele base from China. As part of the EB-5 development team, Zee meets with Chinese investors and developers on an on-going basis to market our current projects.

WHAT IS EB-5?



INTRODUCTION TO EB-5

US Immigrant Investor Program, also known as “EB-5 (Employment Based Fifth Preference)” program, created by Congress in 1990 to stimulate the U.S. economy through job creation and capital investment by foreign investors. Under a pilot immigration program first enacted in 1992 and regularly reauthorized since, certain EB-5 visas also are set aside for investors in Direct and Regional Centers designated by USCIS (10,000 visas). Generally, the U.S. investment immigration program is divided into two categories: Standard Individual EB-5 projects and Regional Center project.



EB-5 PETITION REQUIREMENTS

1. A minimum of $500,000 investment

2. 5 years investment period

3. Applicants must be over 21 years old, spouse and children under 21 years old can also apply

4. No business experience, education background, and language ability requirements

5. Must show evidence that can prove the legality of the capital resources

6. Investors must have been, or are actively involved in the amount of investment required (direct investment only)

Capital Investment Requirements

Invest in a new commercial enterprise. This involves either:

Creating a new business; or

purchasing an existing business and restructuring or reorganizing the business to the extent that a new commercial enterprise results.

General. The minimum qualifying investment in the United States is $1 million.

Targeted Employment Area (High Unemployment or Rural Area). The minimum qualifying investment either within a high-unemployment area

or rural area in the United States is $500,000.

Job Creation Requirements

Create or preserve at least 10 full-time jobs for qualifying U.S. workers within two years.

Create or preserve either direct or indirect jobs. A foreign investor may only use the indirect job calculation if affiliated with a regional center.

Approved in June of 2014, NY EB-5 Express, LLC, a New York Limited Liability Company promotes economic growth and facilitate investments within (and without) of the contiguous geographic area of the State of New York and otherwise throughout the U.S. as explicitly provided for and specified in the regulations at 8 CFR 204.6(m)(3)(iv). It is an approved Regional Center in accordance with USCIS guidelines. The Regional Center currently sponsors and advises on the Brooklyn New York 8th Ave. Center Project. It is familiar with the EB-5 process and provides reporting for matters of I-526 and I-829 related requirements. TEXAS CROWN REGIONAL CENTER, LLC (Up

and Coming)

The Texas Crown Regional Center, LLC has been set up in order to promote economic growth and facilitate investment within (and without) of the contiguous geographic area of the State of Texas and otherwise throughout the U.S. as explicitly provided for and specified in the regulations at 8 CFR 204.6(m)(3)(iv). Within this year, it will apply for Regional Center Designation. The Regional Center will directly facilitate investment into Texas. VR EB-5 EXPRESS, LLC (Pending Approval)

VR EB-5 EXPRESS, LLC ("VR") is a California limited liability company established to participate in the United States EB-5 immigrant investor program pursuant to Section 203(b)(5) of the Immigration and Nationality Act of 1990, as amended (“EB-5 Investor Program”) in order to promote economic growth and facilitate investment within (and without) of the contiguous geographic area of the State of Rhode Island and otherwise throughout the U.S. as explicitly provided for and specified in the regulations at 8 CFR 204.6(m)(3)(iv).
