OverviewAs President of the Jarrell Economic Development Corporation, I’d like to thank you for your interest in Jarrell. If you are considering an expansion project or starting a new business, there are a few things about Jarrell that I would like you know.

First is that the city government and Boards share a common vision and their combined e�orts are focused on “Creating Reality from Vision”. The leadership of this community is focused on the goal of preserving our values and strengthening the economic tie that binds us together. We want this to be a great place for families to live, work, and play.

Second, Jarrell is centrally located on Interstate Highway 35, linking Canada, the United States, and Mexico. The importance of IH-35 is its transportation linkage between the three great countries. By facilitating the �ow of trade from Canada through the United States to Mexico, IH-35 places Jarrell right on top of the largest trade bloc in the world.

Third, and closer to home, Jarrell is fortunate to be at most 3.5 hours from some of the most signi�cant consumer bases and manufacturing bases in Texas. Austin, San Antonio, Dallas/Ft. Worth, and Houston, internationally recognized economic development engines, are driving business opportunities through and to Jarrell.

Beyond our location and transportation bene�ts, there is an abundance of reasonably priced land with favorable topography, the availability of a signi�cant quality labor force, and a community that is focused on directing its growth in a positive manner. Incentives are available for the goal of expanding the economic base of Jarrell with a desire to bring in more who share the values of Jarrell. The leadership in place is ready to develop the relationships necessary to make this happen.

The Jarrell Independent School District has outstanding leadership, and is growing, fueled by continually growing subdivisions in all quadrants of the community. Welcome to the City of Jarrell and its opportunities for development and growth. We thrive on, and are open to new development, and have enacted many new infrastructure projects to support new growth and development in our City.

Since our city incorporated in 2001, business growth in Jarrell has driven the sales tax revenues up by an average of 38% a year. The population of Jarrell within the Jarrell Independent School District boundaries has grown dramatically and is currently 12,500. With the number of new planned subdivisions on the horizon we expect the growth in Jarrell to outpace the fastest growing cities in Texas.

We recognize the value of partnerships and commitments that are necessary for future growth. When we needed to secure water resources for the area for future growth we partnered with Sonterra M.U.D. and Jarrell-Schwertner Water Supply Corporation, and then entered into an agreement with the Lone Star Regional Water Authority. That partnership will bring 10.5 million gallons of treated water a day from the Brazos River Authority facility at Lake Granger.

As we welcome new citizens to our community, the City is hard at work preparing for this growth. Our Capital Improvement Plan addresses this by recently doubling the City’s wastewater treatment capacity, with plans to double that within 2 years. The Capital Improvement Plan also provides for running water lines down the IH-35 corridor to support commercial and residential growth in the southern part of our city limits.

We work closely with the Jarrell Independent School District and the Emergency Service District #5, both of which provide important services to the area. The Jarrell ISD is constantly expanding for growth and we are acquiring land in the south part of the City to support expanded Fire Services, JISD transportation services and growth of the Jarrell Police Department.

OVERVIEW

The City of Jarrell and the Jarrell Independent School District (82 sq mi) demonstrates signs of healthy population growth. The growth outlook is very positive as Jarrell resides on the northern boundary of one of the fastest growing MSAs in the nation, the Austin-Round Rock MSA, and is located directly on Interstate 35. The data re�ects that as the population of Jarrell increases, the median age decreases.

Incorporation:

Jarrell is a General Law City Type A, incorporated in 2001, with an incorporated area of 3.12 square miles. The extraterritorial jurisdiction (ETJ) for Jarrell contains 17.83 square miles.

City Council:

The City Council meets on the 4th Tuesday of the month at 7 p.m. in the City Council Chambers located at 161 Town Center Blvd. in Jarrell. The Mayor and Council serve two-year terms, with annual elections held in November.

Planning and Zoning:

The Planning and Zoning Commission meets annually in October. The �ve-member board serves 2-year terms. Uni�ed Development Code, approved by the City Council, can be viewed online at the City’s website at www.cityo�arrell.com.

The City Council acts as the Zoning Board of Adjustments and meets as needed.

Road Committee:

The Road Committee meets as needed. The seven-member committee serves 2-year terms.

County Seat:

The U.S. Census Bureau lists Williamson County with an estimated 2013 population of 471,014. This makes Williamson County one of the fastest growing counties in the nation and is an 11% increase over the Census Bureau’s estimated 2010 �gures. Williamson County is easily the second most populous county, behind Travis County, in the Austin MSA. Georgetown serves as the County Seat.

Jarrell Independent School District

From crayons to college, education has long been a to priority for residents of the Jarrell Independent School District. The academic success of the JISD is evident from the Gold Performance Awards for commended academics from the Texas Education Agency..

While there is a focus on traditional educational programs, there is always a commitment to constantly look for better ways to serve students and families. The Jarrell Independent School District encourages you to become familiar with the district - where they strive to develop minds that think, hearts that care, and hands that serve.

The Jarrell ISD has high expectations for all students and makes every e�ort to attract and retain the most quali�ed teachers available who will enhance the positive image of its schools in the community. The caring atmosphere provided by these teachers will help promote the positive self-image for the students in the district. JISD will encourage positive sta� morale by provide clean and attractive campuses while students bene�t from a low student to teacher ratio across the district.

JISD continues its incredible growth over an area that contains approximately 95 square miles and includes 5 campuses, two elementary schools, intermediate, middle, and high school. District wide enrollment for the 2019/2020 school year is 2,110 students. District enrollment is projected to grow to 3,310 students by 2023/24, and to 4,950 by 2028/2029, or a 134% increase, averaging from 7% to 11% annually.

HOUSEHOLD UNITS AND SIZE The outlook for housing in Jarrell is strong, with the City leadership forecasting 7,000 new homes to be built between 2020 and 2023.

In Jarrell, home ownership remains extremely high when compared to renting a home. The availability of a�ordable housing is obvious in Jarrell. The 2010 Census revealed 80.7% of those living in Jarrell owned their own home. That far exceeded the 65% in Williamson County and the 57% for the State. Forecasts for 2024 shows that di�erential become even wider with Jarrell projected to climb to 85.4% home ownership, while Williamson County rises to 68.5% and the State actually drops very slightly to 56.5%.

HOUSING

In Jarrell, we’re creating reality from vision.

The reality is that we are located on Interstate 35, with short drives to four of the fastest growing Metro-politan Statistical Areas (MSA) in the United States. From population concentrations to business concentrations, it is a de�nite plus to be so close to Austin, San Antonio, Dallas/Ft. Worth and Houston. And Jarrell families further bene�t from the job markets so near in Temple, Killeen, Ft. Hood, and Waco to the north and Georgetown, Round Rock, and Cedar Park to the south.

The vision comes from City leaders that see what needs to be done with good planning and �scally conservative governance to support Jarrell’s future growth. It also comes from local developers and builders, along with an infusion of national builders that know what is takes to facilitate that growth.

An indicator of Jarrell’s growth is with local sales tax collections. Per the Texas Comptroller’s 2019 data, gross sales subject to sales tax have increased from an initial $9,102,076 to $107,877,663 since the City’s incorporation in 2001. That is a 1,100% increase in just 18 years. In the last 4 years, gross sales subject to sales tax have increased an average of 27% per year. Another impressive increase is in the number of business outlets reporting, which has grown 35% per year on average.

JARRELL TOWN CENTER

Jarrell Town Center (JTC) is the City’s newest commercial development, spanning 46 acres along the IH 35 southbound frontage road. The JTC is home to the Jarrell City Hall and to the tallest water tower in Texas providing ample �re �ow and storage capacity for new projects in Jarrell.

JTC is anchored by large national retailers, Tractor Supply and O’Reilly’s Auto Parts.

The Jarrell Town Center travel center stands facing Interstate 35 and is joined by other small retail operations throughout JTC.

Brookshire Brothers operates the 45,000 sf grocery store, and the adjoining retail center adds a variety of retail establishments.

A�a Foods adds a touch of food processing to the mix.

JTC boasts excellent ingress/egress from IH35 and the frontage.

Labor Force Statistics

Jarrell is located in northern Williamson County and is well positioned to draw from a large labor force. Jarrell sits directly on Interstate 35, Texas’ major North/South corridor linking Jarrell directly to Mexico and Canada, and being very short distances from Dallas Ft. Worth and Austin and San Antonio. Jarrell is in the northern region of the Austin-Round Rock MSA, the fasting growing MSA in the United States from 2010 to 2019*, and to the north is the Killeen/Temple/Ft. Hood MSA.

EMPLOYMENT

The in�ow/out�ow diagram shows the �ow of workers into and out of Jarrell. There are 2,565 workers the live outside of Jarrell and come into Jarrell to work. There are 3,960 workers that live in Jarrell, but leave the area to work elsewhere. Finally, there are 568 workers that live and work in Jarrell.

Jarrell is fortunate to draw from a very large talented and educated workforce. The Texas Workforce Commission 2019 QCEW reports show a total workforce of 1,101,218. This is dispersed by Travis County with 793,408, Williamson County with 185,242, and Bell County with 122,568. All are within easy commutes of Jarrell.

The tax structure is competitive both locally and statewide and taxes are designed to make companies competitive within their industries as well. Texas is one of only a handful of states with no individual income tax and there is no corporate income tax.

Property Tax

Sales & Use Tax

The state levies a sales and use tax of 6.25% on sales of tangible personal property and certain services. Cities,counties, and transit authorities may add to the sales tax rate up to a maximum combined state and local rateof 8.25%.

Texas grants sales and use tax exemptions on machinery and equipment utilized in the manufacturing process. Purchases of machinery and equipment, replacement parts, and accessories that have a useful life of more than six months, and that are used or consumed in the manufacturing, processing, fabricating, or repairing of tangible personal property for ultimate sale, are exempt from state and local sales and use tax.

Natural gas and electricity are exempt from sales taxes when sold to commercial businesses that are "predominantly" manufacturing.

Triple Freeport Exemption

Set with State law, Freeport Exemption gives local taxing jurisdictions the option to waive tax collection on speci�c personal property known as freeport goods. Freeport property quali�es for an exemption from ad valorem taxation only if it has been detained in the state for 175 days or less for the purpose of assembly, storage, manufacturing, processing, or fabricating.

In Jarrell, the City, Williamson County, and the Jarrell Independent School District have waived tax collection on freeport goods.

Foreign Trade Zone

Jarrell is in FTZ 183, the Foreign Trade Zone of Central Texas. An FTZ is an area within the United States designated by the federal government as outside of U.S. Customs territory. The FTZ encourages investment in the U.S. and the creation of American jobs by allowing U.S. businesses to operate with equivalent customs treatment to business conducted o�-shore. FTZs can reduce customs duties and fees, and achieve logistics bene�ts for the import and export of goods.

Corporate Franchise Tax

The tax applies to corporations, limited liability companies, partnerships (general, limited and limited liability), business trusts, professional associations, business associations, joint ventures and other legal entities organized in Texas or that do business in Texas. The tax is not imposed on: sole proprietorships, general partnerships directly owned by natural persons, and other speci�ed entities such as certain �nancial services businesses, nonpro�ts, and others.

In addition, a corporation in Texas engaged solely in the business of manufacturing, selling, or installing solar energy devices is exempted from the franchise tax. There is no ceiling on this exemption, so it is a substantial incentive for solar manufacturers.

The tax rate is 1% of margin for most taxable entities. The tax rate is 0.5% for entities primarily engaged in retail and wholesale trades (as de�ned in Divisions F and G of the 1987 Standard Industrial Classi�cation Manual) as well as those businesses under classi�ed as eating and drinking establishments.
