Carried D. Delegations/Presentations D1. Ms. Lisa White, Brampton Downtown Development Corporation, re:

Brampton Downtown Development Corporation (BDDC) Involvement/Contribution to the Downtown Spring/Harvest

Clean-up. Ms. Lisa White provided background information on the role of the

Brampton Downtown Development Corporation (BDDC), which includes the marketing and promotion of downtown businesses and events, and the beautification of the downtown core. She advised that the BDDC participated in the 2007 downtown clean-up program and would like to become more actively involved in the clean-ups. She

explained that the BDDC would like to introduce the spring clean-up

concept to the business community, with a view of having them actively participate in the clean-ups. She indicated that the BDDC would like to arrange a clean up of the downtown on April 25, 2008, the day before the scheduled spring clean-up on April 26, 2008. She advised that she would be liaising with staff and members of Committee to coordinate this event.

Discussion followed on the benefits to the City and the business

community of the BDDC’s involvement and participation in the spring/harvest clean-ups.

Committee thanked Ms. White for her presentation on behalf of the

BDDC. The following motion was considered: BCC003-2008 That the delegation of Ms. Lisa White, Brampton Downtown

Development Corporation, to the Brampton Clean City Committee Meeting of January 30, 2008, re: Brampton Downtown Development Corporation Involvement/ Contribution to the Downtown Spring/Harvest Clean-up be received.

Carried E. 3R’S Educational Program

E 1. Report from Ms. Angela Watts, Program Supervisor, Community

Services, dated January 9, 2008, re: Status Update - 3R’S Educational Program Statistics – January 2007 to December 2007.

Ms. Angela Watts, Program Supervisor, Community Services, provided an overview of the current statistics for the 3R’S Educational Program for the period January to December 2007.

She explained that the figures for 2007 surpassed the previous year due to the educational and promotional material that are being provided to schools on the impact of recycling. She advised that for 2008 the school boards have included a new science and technology program in the curriculum with an emphasis on the environment. She indicated that the Clean City Office will be liaising with the school boards to assist with delivery of the program.

Community Services, dated January 9, 2008, to the Brampton Clean City Committee Meeting of January 30, 2008, re: Status Update - 3R’S Educational Program Statistics – January 2007 to December 2007 be received.

Carried F. Adopt-A-Park Program

F 1. Discussion, re: Before and After Park Clean-Up Signs in

Recognition of Participants. Staff confirmed that an ‘A’ frame sign is permitted at the entrance of

parks that are being cleaned for a temporary period, before, during and after the clean-up in recognition of participants, in recognition of participants, pursuant to a recommendation that staff investigate the matter.

Discussion followed with respect to possible wording for the proposed ‘A’ frame sign: o sign should provide information about the group/person

participating in the clean-up o Clean City logo should be prominently placed o headline must be easy to understand, and brief enough to

capture the readers’ attention o message should be concise with an emotional twist to inspire

the reader, such as, ‘our parks will thank us for keeping them clean’

o a nature oriented visual such as a park or a forest should be considered for the background

o the importance to the words ‘clean and green’ in the message

The following motion was considered: BCC005-2008 That staff of the Brampton Clean City Office make the

appropriate arrangements to have ‘A’ frame signs at the entrance of parks that are being cleaned for a temporary period, before, during and after the clean-up in recognition of participants.

G. Spring Clean-Up 2008

G1. Verbal Update by Ms. Angela Watts, Program Supervisor, Community Services, re: Spring Clean-up. Ms. Angela Watts, Recreation Programmer, Community Services, advised that the spring clean-up is scheduled to take place on April 26, 2008. Volunteers will be asked to participate in the clean-up of their neighbourhood recreation centre or a park in their community. Following the clean-up participants and the community will be invited to Duggan Park in the vicinity of Vodden Street and Centre Street for a ‘thank you’ celebration. Ms. Watts reminded members of other events that are planned for spring clean-up which include the ‘Gimme 5’ challenge on Earth Day, April 22, 2008, where all schools will be required to clean up their school yards. To date seven schools are registered for the challenge. A Community Environmental Fair will also be held at Chinguacousy Park on April 19, 2008, the focus being the environment. She will provide further details on these events at the next meeting of the Committee.

Discussion followed with respect to public awareness of the events.

Staff advised that information on the various events is posted on the City’s website, flyers are delivered to homes, posters are placed at all the recreation centres and notices are published in the Brampton Guardian.

The following motion was considered: BCC006-2008 That the verbal update from Ms. Angela Watts, Recreation

Programmer, Community Services, to the Brampton Clean City Committee Meeting of January 30, 2008, re: Spring Clean-up 2008 be received.

expressed thanks to the Committee for a donation of food which was made to the Salvation Army on December 19, 2007.

December 21, 2007, submitted by Doug Whillans, to the Brampton Clean City Committee Meeting of January 30, 2008, re: Letter of Appreciation for Donation of Food by Brampton Clean Committee be received.

I 1. Discussion, re: Topics for the Brampton Guardian Monthly

Column “Trash Talk” for 2008. Discussion took place on proposed topics for the monthly column in the Brampton Guardian, the objectives of the proposal and the process for the written columns:

The topics put forward by the committee included the following:

o the spring clean-up event, highlighting that the hours spent cleaning a park would be considered community hours for high school students.

o promotion of the youth park stewardship program o Region of Peel waste management and organics’ program o Illegal dumping

Staff advised that the articles will be forwarded to Committee for review and approval before publication in the Brampton Guardian.

I 2. Verbal Update by Jessica Skup, Coordinator Flower City/ Communities in Bloom, re: Winter Lights Event.

Ms. Jessica Skup, Coordinator Flower City/Communities in Bloom, provided an update on the Winter Lights event which took place on December 11, 2007 at Chinguacousy Park and December 12, 2007 in downtown Brampton. Both events were well attended by the local schools and community groups. Several trees were decorated at Chinguacousy Park which was transformed into a

winter wonderland. On December 12, 2007, the celebration continued in Downtown Brampton with a tree lighting ceremony and several activities at Gage Park.

Ms. Skup reminded Committee of the Communities in Bloom event which takes place later this year. She will keep Committee updated on this event at future meetings.

I 3. Discussion, re: Use of Plastic Grocery Bags for Curbside Garbage. Discussion took place on the article that was published in the

Brampton Guardian on January 20, 2008 regarding the use of plastic grocery bags for curbside garbage. Members were supportive of the measures being taken by the Region of Peel with respect to the use of plastic bags for garbage disposal.

The following motion was considered: BCC008-2008 That the article that was published in the Brampton Guardian

on January 20, 2008, to the Brampton Clean City Committee Meeting of January 30, 2008, re: Use of Plastic Grocery Bags for Curbside Garbage be received.

Carried I 4. Discussion, re: Recognition of Ian McGillivray for Efforts on

Recycling Program at Cardinal Leger Secondary School.

Discussion took place regarding the article that was published in the Brampton Guardian on January 23, 2008 on the efforts of high school student Mr. Ian McGillivray with respect to recycling at Cardinal Leger Secondary School. As a result of his efforts the school administration now supports the program and students are being educated on the benefits of the 3R’s (reduce, reuse and recycle) program. Committee suggested that Mr. McGillivray be recognized by City Council for his efforts at a future Council meeting. Staff advised that when the spring clean-up proclamation is announced at the Council meeting of March 2008, Mr. McGillivray will be invited to attend and be introduced to Council at that time.

I 5. Discussion, re: Corporate Representation on the Brampton

Clean City Committee – Pursuant to Recommendation CW014-2008 approved by Council January 16, 2008.

Committee reviewed the subject recommendation listed on the agenda with respect to Coca Cola expressing an interest to participate in the Committee. Members were supportive of the initiative to include locally based businesses in the activities of the Committee’s work plan, however, they suggested that the matter should be discussed with the Brampton Board of Trade before giving consideration to the number of corporate representatives to participate in the Committee. The following motion was considered:

BCC010-2008 That Recommendation CW014-2008 approved by Council

January 16, 2008, to the Brampton Clean City Committee Meeting of January 30, 2008, re: Corporate Representation on the Brampton Clean City Committee be received; and

That staff of the Brampton Clean City office arrange a meeting

with members of Committee and the Brampton Board of Trade to further discuss the matter of locally based business and corporate representation on the Brampton Clean City Committee.

A. Watts, Program Supervisor – Clean City, Community Services, advised Committee that discussions have taken place with A. Land, Communications Specialist, Economic Development and Communications, regarding the wording to be used on park clean-up signs in recognition of participants.

Ms. Land indicated that this item is in progress and she is targeting having this finalized in time for the Spring Clean-up.

G. Spring Clean-Up 2008

G1. Verbal Update by Ms. Angela Watts, Program Supervisor, Community Services, re: Spring Clean-up 2008

A. Watts, Program Supervisor – Clean City, Community Services, provided details on the plans for the Environmental Fair scheduled to take place on Saturday, April 19, 2008, and indicated that staff has met with Regional Councillor Moore, Regional Councillor Miles and City Councillor Hames in this regard. Ms. Watts provided details on the following events:

Gimme 5 Challenge (Youth) – Tuesday, April 22, 2008 Corporate Clean and Green Challenge (Businesses) –

Friday, April 25, 2008 Downtown Clean Sweep – Saturday, April 26, 2008

Discussions included:

The need to confirm potential donations from Lowe’s for the Corporate Clean and Green Challenge and the possibility of approaching Rona in this regard

Arrangements for the free celebration barbeque at Duggan Park on April 26, 2008

Proclamation for Spring Clean-up Month (April 2008) at the March 26, 2008 Council Meeting

o Recognition of high school student Ian McGillivray at this Council Meeting for his efforts in the 3R’s Program

I 1. Discussion, re: Corporate Representation on the Brampton

Clean City Committee - Pursuant to BCC010-2008.

D. Whillans, Chair, introduced Ms. Shannon Denney, Manager, Public Affairs and Communications, Coca Cola Bottling Co., and Director, Governing Council, Brampton Board of Trade. Ms. Denney advised that she is looking forward to participating on the Brampton Clean City Committee and indicated that her goals are to encourage staff from the Coca Cola Bottling Co. and other businesses / corporations throughout the City to get involved and participate in the programs offered through this Committee. In addition, Mr. Whillans advised that approximately 75 employees from the Coca Cola Bottling Co. would be participating in the Spring Clean-up this year.

Discussions took place with respect to corporate representation on the Brampton Clean City Committee, including potential participation from Lowe’s. A. Watts, Program Supervisor – Clean City, Community Services, advised Committee that at this time, there is no agreement from Lowe’s to participate and indicated that further information in this regard would come forward to the next meeting.

A. Watts, Program Supervisor – Clean City, Community Services, announced that she has accepted a new position with the Region of Peel and as such, this would be her last meeting with the Committee. She introduced Liz Van Eysinga, Program Supervisor – Seasonal, Community Services, to the Committee and advised that Ms. Van Eysinga would be assuming the responsibilities of Program Supervisor – Clean City on a temporary basis, until the position is filled. Ms. Van Eysinga provided Committee with background information on her experience with the City of Brampton and indicated that she looks forward to working with this Committee. Committee expressed best wishes to Ms. Watts in her new position with the Region of Peel.

I 3. Discussion, re: “Trash Talk” Article – March 2008 Issue

A. Watts, Program Supervisor – Clean City, Community Services, and A. I 4. Discussion, re: Board of Trade “Trade Talks” Newsletter

Ms. Denney advised Committee that the March 2008 issue of the Board of Trade’s newsletter “Trade Talks” will include an article regarding the Board of Trade’s partnership with the Brampton Clean City Committee and the April 2008 issue will include information on the Spring Clean-up. She further advised that the Board of Trade’s website will include a link to Spring Clean-up information on the City’s website and added that a flyer for businesses to register for events will also be available online.

J 1. In response to a question from D. Whillans, Chair, with respect to the influx of advertisements (e.g. mortgage and duct cleaning signs) illegally posted on (traffic/hydro) poles throughout the City, Mr. Carvalho advised that Enforcement and By-law Services, and Works and Transportation staff continuously remove these signs, however, it is a persistent problem City-wide.

Discussion took place following the overview presented by Ms. Van Eysinga. In response to questions regarding the clean-up events, she informed Committee that the Region of Peel, Fire Department and agencies such as the Toronto and Region Conservation Authority and Credit Valley Conservation, and Enbridge Gas, will be invited to the environmental fair. She noted that Tim Hortons’ who is a community partner and sponsor for the Committee will also be present. She confirmed that clean-up materials for the events will be provided to the participants.

D. Whillans, Chair, noted that these events provide the opportunity for

members to volunteer and interact with the community to promote the numerous programs and initiatives of the Committee. He encouraged members to contact Ms. Van Eysinga if they wished to assist or volunteer for any of the events.

Members were requested to consider this matter and bring back ideas to the next meeting of the Committee.

to the public - assisted the Brampton Horticultural Society with their

Ms. Van Eysinga explained that attendance on the first two days of the event was poor due the snow storm that week, but the other dates were well attended.

Youth Stewardship

- youths are involved in planning and facilitating park clean-up with volunteer groups and members of the community for events scheduled on April 5, 12, 19 and 26, 2008

Peel Water Festival

- hosted annually by the Region of Peel at the Heart Lake Conservation Area focusing on the environment

- Brampton Clean City staff will provide an educational station and the opportunity for schools to participate

- activities will include trivia games and hands on water activities

Clean and Green Schools

- clean and green program includes education on composting in the classroom, educating students in classroom and school waste

- focusing on implementation of clean and green clubs in schools and encouraging them to become ‘clean and green’

Ms. Van Eysinga noted that the schools and community are more aware of the Clean City events through advertisements, promotional material, flyers and the clean city website. She felt that it was important that members of the Committee use every available opportunity to educate and motivate the community to be responsible and clean-up.

The Chair encouraged members to attend the upcoming events

and noted that these events provide the opportunity for members to participate and promote Brampton Clean City at the same time.

They felt that the response from the business community was positive.

Mr. Whillans also noted that promotional materials for the Brampton Clean City Committee will be distributed at the Brampton Downtown Development Corporation (BDDC) annual general meeting which took place on March 26, 2008. Ms. Denny indicated that she will keep the Committee updated on all future corporate endeavors.

Carried F. Adopt-A-Park Program

F 1. Verbal Update from Liz Van Eysinga, Recreation Coordinator/ Community Development, Community Services, re: Adopt-a-Park Program.

Ms. L. Van Eysinga, Recreation Coordinator/Community Development, provided an update on the adopt-a-park program. She advised that the City has around 400 parks and the list of adopted parks which is the process of being updated is approximately 170. She indicated that this list includes 17 schools that have adopted parks. For parks that are adopted but have been inactive for awhile, she provides the opportunity to the adoptees to reactivate the clean-up and they are advised that their names will be removed from the park signage and the park adoptee the list. As a reminder to the Committee she provided an overview of the adopt-a-park process. Discussion followed and included the following: o a reminder to adoptees that adopted parks should be cleaned

up on a regular basis, such as once a month o whether adoptees who fail to clean-up their parks should be

provided the opportunity to clean-up or should their names be removed from the park signage and adoptee list

o need to revisit the criteria for the adopt-a-park process o whether list of adopted parks includes green space and

valleylands

Ms. Van Eysinga agreed that a consistent message should be sent to all park adoptees that parks should be cleaned up on a regular basis, and confirmed that green space and valleylands are not included in the adopt-a-park program.

The following motion was considered: BCC030-2008 That the verbal update from Liz Van Eysinga, Recreation

Coordinator/ Community Development, Community Services, to the Brampton Clean City Committee Meeting of April 23, 2008, re: Adopt-a-Park Program be received; and

That staff of the Brampton Clean City Office reexamine the criteria for the adopt-a-park program with the view of making the public more aware of the benefits of the program and encouraging them to become park adoptees.

G 1. Memorandum from L. Van Eysinga, Recreation Coordinator/Community Development, Community Services, dated April 17, 2008, re: Spring Clean-Up 2008 Update

Ms. L. Van Eysinga, Recreation Coordinator/Community Development, provided an overview of the environmental fair and community clean-up event that took place on April 19, 2008 at Chinguacousy Park. She advised that more than 600 members of the public visited the park with positive feedback from the area Councillors who were also present for the event. With respect to the downtown clean-up, Ms. Van Eysinga advised that close to 36,000 residents have registered for this event which includes the clean-up of Duggan Park. She reminded members of the dates of the events as follows:

Ms. Van Eysinga noted that the number of participants at last years’ clean-up event was 41,000, and she hoped to surpass that figure this year by contacting and encouraging schools that have not yet participated in the event to do so. Ms. Van Eysinga informed members that a clean-up safety booklet was prepared by the Clean City Office staff and will be distributed to all participants in the clean-up event. She stated that safety of the volunteers is a concern and this booklet contains a list of ‘do’s and don’ts’ for participants to ensure every precaution is taken with respect to safety. Discussion followed on the clean-up events and what sort of promotional items/material should be displayed and given to the public. Ms. Van Eysinga confirmed that clean-up materials such as gloves and garbage bags will be provided on the date of the event. She advised that RONA Inc. is sponsoring brooms for the event and noted that additional sponsors are needed for these types of events. She suggested that members consider the subject of additional sponsors and bring back ideas to the next meeting of the Committee.

Following the discussion Ms. Van Eysinga reminded members that

as recommended by Committee and approved by Council, the ‘A’ frame/sandwich board signs are completed and are available for use during and after clean-up in recognition of participants who volunteer to clean up parks.

H 1. Verbal Update Shannon Denny, Member, Brampton Clean City Committee, re: Corporate Clean-up.

Ms. S. Denny, advised that the business community is being contacted and encouraged to get involved and participate in the programs offered through this Committee, beginning with the corporate clean-up on April 25, 2008. From the response that is being received, it was anticipated that the event will be well attended.

Ms. Denny indicated that she will keep the Committee updated on all future corporate endeavors.

Doug Whillans, Chair, advised that any issues related to illegal

advertisements, such as garage sale signs, should be referred to the Enforcement and By-law Services Division, Corporate Services.

J 2. Discussion at the request of Doug Whillans, Chair, Brampton Clean

City Committee, re: Corporate Representation on the Brampton Clean City Committee (Second Appointment) - Pursuant to Recommendation CW014-2008 approved by Council January 16, 2008.

Doug Whillans, Chair, introduced Mr. Anthony Cutruzzola, Property

Manager, Inzola Construction, and advised that he was recommended by the Brampton Downtown Development Corporation (BDDC) as the corporate representative to the Brampton Clean City Committee, pursuant to Recommendation CW014-2008 and BCC018-2008. Members of the Committee welcomed Mr. Cutruzzola.

J 3 Doug Whillans, Chair, Brampton Clean City Committee, re: Photos of Clean-up of a Portion of Fletcher’s Creek and Brampton Guardian Article on Appliance Collection

Doug Whillans, Chair, circulated before and after pictures of an

area of Fletchers Creek that was cleaned by residents whose properties back unto the creek. Mr. Whillans advised that he forwarded an email to one of the residents thanking him on behalf of the neighbours for doing an excellent job and encouraged them to attend the downtown community clean-up event on April 26, 2008.

With respect to the Brampton Guardian article published on April

16, 2008 on appliance collection, Mr. Whillans circulated a copy of a notice from the Region of Peel on curbside pick-up of household appliances and recyclables including plastic bags. He advised members to read it and share the information with residents if necessary.

Ms. L. Van Eysinga, Recreation Coordinator/Community Development, provided an overview of the current statistics for the 3R’S Educational

Program for the month of May 2008. She advised that the figures to date surpass last years’ figures for the same period and are continuing

to increase. The focus of the program at the moment is education on ‘clean and green’ schools, litter-less lunches and reducing classroom and school waste. A new pilot project is underway to provide the program in a powerpoint presentation.

Ms. Van Eysinga advised that the Clean City Office is assisting ‘green’

schools with an environmental play day at schools and also focusing on providing the 3R’s program to children ages 4 years to early teens at summer camps.

Carried F. Adopt-A-Park Program

F 1. Verbal Update from Liz Van Eysinga, Recreation Coordinator/ Community Development, Community Services, re: Adopt-a-Park Program.

Ms. L. Van Eysinga, Recreation Coordinator/Community Development, advised that the some of the parks’ signage have been replaced with the new parks’ signs.

Ms. Van Eysinga suggested that the Committee consider adopting a park which can be sustainable and considered a tourist attraction. Jessica Skup, Coordinator Flower City/Communities in Bloom, Community Services and John Carvalho, Foreperson, Parks Maintenance and Operations, Community Services, advised that the Bramalea Community Park located at the northeast corner of Williams Parkway and Highway #410, would be a suitable park for adoption by the Committee.

Discussion followed and included the following; o park should be developed as a place where residents can

educate themselves on beautifying their gardens, lawns and landscaping etc.

o provide education on the environment o members of the business industry should be encouraged to

donate a tree/shrub to the park and as a reward their business’ name could be added to the park adoptee signage

o incorporating a ‘living wall’ idea in this project Following the discussion members were encouraged to consider the subject of adopting a park and bring back ideas to the next Committee meeting.

G. Spring Clean-Up 2008

G 1. Verbal Update from L. Van Eysinga, Recreation Coordinator/ Community Development, Community Services, re: Spring Clean-Up 2008 Update.

Ms. L. Van Eysinga, Recreation Coordinator/Community Development, provided an overview of the community clean-up events that took place on April 19, and April 25, 2008. She considered the events to be a success based on the community attendance and noted that numbers surpassed last year’s event with numbers still coming in. Discussion followed on the Downtown clean up which ended with a thank you bar-b-que at Duggan Park and the corporate clean up with participants from the Downtown business community. It was suggested that for future Downtown clean-up, the thank you event should be held at Garden Square and that the clean-up of Duggan Park can be made a separate event.

D. Whillans, Chair, noted that the clean-up events provide the opportunity for members to volunteer and interact with the community to promote the numerous programs and initiatives of the Committee. He thanked the members who participated in the various events.

Johann Manente, Supervisor, Business and Information Services, Public and Education Programs and Services, Region of Peel, advised that for future clean-up events, arrangements would be made to have the Region’s waste management trucks collect the garbage from the clean-up events.

Mr. Whillans also reminded members of the annual Harvest Clean-Up which is scheduled to ‘kick-off’ August 4, 2008 , with clean-up dates being October 4, 18, 25 and November 1, 2008. Details of the events will be provided at the next meeting of the Committee.

Mr. Whillans noted that a corporate clean-up will also be scheduled

during the harvest clean-up.

G 2. Discussion - Liz Van Eysinga, Recreation Coordinator/ Community Development, Community Services, Doug Whillans, Chair, re: July 12, 2008 Clean-up of Centre Street/Clarence Street Area.

D. Whillans, Chair, advised that a group residents have contacted the Clean City Office to arrange a clean-up of the area around Centre Street and Clarence Street, west of Kennedy Road, on July 12, 2008. Participants will be provided with gloves and garbage bags etc. by the Clean City Office staff. The Clean City youth ambassadors will be assisting with the event which includes entertainment and a bar-b-que at Sir Winston Churchill Public School on Ardglen Drive. Mr. Whillans encouraged members to contact Ms. Van Eysinga if they wished to assist or volunteer fin this event

H. Corporate Clean-up Update

H 1. Verbal Update from Shannon Denny, Member, re: Corporate Clean-up.

Shannon Denny, Member, informed Committee that the corporate clean-up which took place April 25, 2008 was well attended and in her opinion a success. She advised that the Board of Trade was pleased with the efforts of the business community and she hopes to improve the event next year.

Butterfly Garden at Calderstone Middle School Peel Water Festival/Eco Fair Green Peel Expo Giveaways and Promotions

Liz Van Eysinga, Recreation Coordinator/ Community

Development, gave an update on the following events:

Butterfly Garden at Calderstone Middle School o the school is working on becoming a ‘clean and green’ school o trying to raise funds to make a butterfly garden in front of the

school with trees and shrubs o meets with them once a week to discuss the fundraiser for

and to assist in the planning of the butterfly garden Peel Water Festival/Eco Fair

o hosted annually during the month of May by the Region of Peel at the Heart Lake Conservation Area focusing on the environment

o Clean City staff were present to promote its programs o event was viewed as a success with around 4,000 people in

attendance

Green Peel Expo o home show hosted by the Region of Peel where the

community can visit and learn about conserving energy and how to be more environmentally friendly

o Clean City staff were present to promote their programs

Giveaways and Promotions o Clean City staff were in attendance at a home show held in

Toronto in May 2008 o Items that can be used to promote the Clean City programs

were purchased

Ms. Van Eysinga advised that the Clean City Office would like to designate a day in June as ‘Play Clean Day’. All sports groups will be encouraged to participate in the event and the focus will be on the importance of cleaning up after play.

Ms. Jessica Skup advised that Communities in Bloom is involved in a presentation scheduled to be held at the Rose Theatre and will keep Committee updated.

J 2. Discussion at the request of John Carvalho, Foreperson, Parks

Maintenance and Operations, re: Placement of a Sleeve over Parks Garbage Containers.

John Carvalho, Foreperson, Parks Maintenance and Operations, advised Committee that staff were considering placing a ‘sleeve’ over garbage cans as a new pilot project. The sleeve can be used for advertising the Clean City programs and other community events. Only the major parks will be targeted since it is a new initiative and funding for the project has to be finalized. Mr. Carvalho will advise the Clean City office of the costs for the sleeves.

J 3. Liz Van Eysinga, Recreation Coordinator/ Community

Development, Community Services, Doug Whillans, Chair, re: Review Roles and Responsibilities of the Committee Members Attendance Bringing Opportunities to the Table Liz Van Eysinga, Recreation Coordinator/ Community Development, Community Services, and Doug Whillans, Chair, thanked members for their attendance at the Committee meetings and the various Clean City events. They reminded members that in order to encourage community participation, it is important that Committee members be seen at the various events to provide information, respond to questions and promote the programs to the community. Mr. Whillans suggested that for future meetings, members bring to the table a ‘good news story’ about a clean-up/community event that is within the mandate of the Committee. Anthony Cutruzzola, member, suggested that sub-committees be created for the various events, that staff can provide a list of all the events and members can decide which event they would like to be a volunteer. Ms. Van Eysinga and Mr. Whillans agreed with the suggestion and will work together to coordinate the events and keep members updated.

Liz Van Eysinga, Recreation Coordinator/ Community Development, Community Services, Doug Whillans, Chair, advised that consideration is being given to the creation of a Brampton Clean City monthly newsletter and was looking for input from the Committee.

Discussion took place and members expressed a preference for an electronic news letter and a website which is user friendly and includes details of all the Brampton Clean City events.

Staff advised that the City’s Information Technology (IT) Division will be contacted with respect to creating website. Members were encouraged to contact the Clean City Office to volunteer for this project.

J 5. Discussion at the request of Doug Whillans, Chair, re: Ways to “Help the Environment - Go Green”.

Doug Whillans, Chair, advised that he had look at several websites

with respect to ‘going green’. He circulated information that was available from the websites on what businesses can do to help the environment and encouraged members to also peruse the websites.

J 6. Discussion at request of Doug Whillans, Chair, and Shannon

Denny, Member, re: Brampton Clean City Float in the Flower City Parade in June, 2008.

Doug Whillans, Chair, and Shannon Denny, Member, advised that

the Clean City Office is considering entering a Float in the Flower City Parade scheduled to be held on June 21, 2008. The theme will be a ‘clean and green sustainable park’ and 20 percent of the float will be made with flowers and shrubs. Members were encouraged to volunteer and assist with the construction of the float and to participate in the parade.

K. Question Period

Liz Van Eysinga, Recreation Coordinator, Community Services, provided an overview of the current statistics for the 3R’S Educational

Program for the month of June 2008. She reported that the figures to date surpass last years’ figures for the same period. Details of other

initiatives is as follows: o the creation of a ‘green education’ brochure for schools - ‘Teachers

Summer Institute’ o assisting with 23 schools that have booked environmental play day

events for the month of June 2008 o promotion of litter less lunch assemblies – provided the opportunity

to kick off litter less lunch challenges amongst schools as well as to send a message to the schools about the importance and benefits of recycling.

Ms. Van Eysinga introduced Andrew Stangherlin, Recreation

Coordinator/Environmental Stewardship, Community Services, who is responsible for the development of the summer camp programs. Mr. Stangherlin provided details of the programs which he reported is almost booked for the months of July and August.

Liz Van Eysinga, Recreation Coordinator, Community Services, advised that the new adopt-a-park signage that is replacing the current signs will be completed by the end of summer. Ms. Van Eysinga noted that during discussion at the previous meeting of the Committee, direction was given to reexamine the criteria for the adopt-a-park program. She agreed that the current program is outdated, but before changing the process, she felt that benchmarking of other municipalities in the Greater Toronto Area

(GTA) would be helpful. She suggested that members who are interested in this initiative should contact her directly to assist with the benchmarking.

Also discussed at the previous meeting was a suggestion that the Committee adopt a community park that can be sustainable and considered a tourist attraction. Ms. Van Eysinga confirmed that Bramalea Community Park located at the northeast corner of Williams Parkway and Highway #410, was adopted on behalf of the Committee.

G 1. Discussion re: Establishing a Marketing Strategy for Harvest Clean-Up.

Liz Van Eysinga, Recreation Coordinator, Community Services,

advised that she has had discussed with Ms. Alicia Land, Communications Specialist, Economic Development and Communications, regarding the possibility of developing a marketing strategy for the harvest clean-up event. She noted that the event is scheduled to ‘kick-off’ August 4, 2008 at Garden Square with clean-up dates being October 4, 18, 25 and November 1, 2008. A corporate clean-up challenge is being considered as well to encourage the business community to participate in the event. Committee will be kept updated on these events and were encouraged to forward any ideas on the events directly to Ms. Van Eysinga.

Members were also reminded to consider dates for the ’kick-off’ of Spring Clean-Up 2009, such as Earth Day, April 22, 2009.

June 21, 2008. Doug Whillans, Chair, advised that Shannon Denny, Member,

provided a report on the Clean City Float that was entered in the Flower City Parade held June 21, 2008. The comments are as follows: o concept of the float was ‘sustainable parks’ with flowers and

shrubs donated by four local nurseries and will be planted at a designated park

o ‘thank you’ to the youth ambassadors, members of the Committee and others who assisted with the construction and decorating of the float and those who participated in the parade

o based on the reaction of the spectators all members who were present agreed that the event was a success and the float was well received.

Carried J 3. Anthony Cutruzzola, Member, re: Introduction of a Litter Hotline. Anthony Cutruzzola, Member, circulated information regarding the

City of Windsor Clean City Committee advising of a litter hotline number ‘311’ that can be called if someone is seen throwing litter from a vehicle. He suggested that this Committee consider a similar initiative to deal with illegal dumping and littering.

Gord Sherman, Supervisor of Municipal Law Enforcement, Corporate Services, explained the role of the Enforcement Division

advised that a report titled ‘Anti-Litter and Illegal Dumping Strategy’ was presented to the Committee of Council Meeting on June 4, 2008, and approved by Council on June 11, 2008 directing staff to address the issue of illegal dumping and littering. A copy of this report will be circulated to Members at the next meeting of the Committee for their information.

A copy of the Green Education’ handbook was circulated for Committee’s information. Ms. Butterworth provided an update on the number of groups that participated in the summer 3R’s program reporting that the season was extremely successful, however, the final number of participants in the program will be presented at the next meeting of the Committee.

Ms. Butterworth reported that promotional materials and locations have been approved for the advertisement of the events such as bus shelters, businesses, schools, libraries and the newspapers. Registration packages for the event will be sent out at the end of August to a number of schools and the school boards, local businesses and corporations. A package designed for adopt-a-park groups will also be sent out in the next few weeks. Environmental displays will be presented by outside organizations and it is anticipated that Credit Valley Conservation (CVC) and Toronto and Region Conservation (TRCA) will also be present at the event.

It was noted that Anthony Cuttruzola, Member, will be assisting with the distribution of the registration packages to the downtown businesses for the event.

Doug Whillans, Chair, noted that these events provide the opportunity

for members to volunteer and interact with the community to promote the numerous programs and initiatives of the Committee. He encouraged members to contact Ms. Butterworth if they wished to assist or volunteer for any of the events.

Display for the residents of the Knightsbridge apartment complex at the ‘community day’ event on waste management and water conservation

Communities in Bloom event on August 14 & 15, 2008, Clean City display during the community showcase events at Kiwanis Park and Chinguacousy Park.

Clean City Youth Ambassadors took on a new initiative to assist with the monitoring of the local population of turtles and frogs in Brampton, which will provide the opportunity to become more involved with the current conservation and environmental issues.

Clean City Youth Ambassadors are also in the process of creating a constitution for their organization to help guide the members with decision making process and projects

Clean City staff are currently re-evaluating and revamping the various programs to help strengthen the educational experiences with the green education programs.

J 3. Discussion at the request of Shannon Denny, Member, re: Brampton City Hall Recycling Challenge.

Shannon Denny, Member, presented a proposal to the Committee

regarding a ‘City Hall Recycling Challenge’ that would foster awareness and reinforce amongst City staff and the public about the benefits of reducing, reusing and recycling. She suggested that the teams be made up from City departments, lead by a Member of Council and each department will ‘compete’ to reduce waste and increase recyclables. Ms. Denny circulated a copy of the proposal for review by Committee.

Discussion followed on the timelines, promotion and

implementation of the proposal. The following motion was considered:

BCC055-2008 That the proposal submitted by Shannon Denny, Member, to the Brampton Clean City Committee Meeting of August 27, 2008, re: Brampton City Hall Recycling Challenge be received; and

That staff of the Clean City Office review and evaluate the

proposal and provide feedback to the Brampton Clean City Committee on the feasibility of the proposal for the ‘Brampton City Hall Recycling Challenge’.

E. 3R’S Educational Program

E 1. Memo from Diane Butterworth, Program Supervisor, Clean City, Community Services, dated September 15, 2008, re: 3R’s Educational Program Update.

Liz Van Eysinga, Recreation Coordinator, provided the following

update on the 3R’s program: the Clean City Office welcomed nine new instructors to the

programming team for the 2008 -2009 season bookings by schools for the bulb planting program which begins in

October have begun and this has resulted in the program being re-evaluated to meet the curriculum requirements of the various grade levels

final numbers for the 3R’s program for summer camp and playground programs were calculated to be 3,780, they all received instructions on waste management energy and water conservation.

There was discussion on who is responsible for taking care of the

bulbs and shrubs on the school grounds that are planted through the program. Staff responded that they are focusing on creating a program that teaches the students how to look after the plants once they are placed the ground.

Members of Committee congratulated staff on the hiring of the

F 1. Discussion at the request of Liz Van Eysinga, Recreation Coordinator, re: Adoption of Bramalea Community Park Liz Van Eysinga reminded Committee that Bramalea Community Park located at the northeast corner of Williams Parkway and Highway #410, was adopted on behalf of the Committee. She advised that the City has donated trees to be planted in the park and invited members to join the Clean City staff in a ‘walkabout’ to determine which areas should be designated for the trees.

Members confirmed that they will contact Ms. Van Eysinga directly with respect to the ‘walkabout’. Ms. Van Eysinga also informed Committee that the Brampton Clean City was presented with a certificate in recognition of the adoption of Bramalea Community Park. The certificate will be circulated to Members at the next meeting of the Committee at which time it will be signed by the Chair.

G. Harvest Clean-Up 2008

G 1. Memo from Diane Butterworth, Program Supervisor, Clean City, Community Services, dated September 15, 2008, re: Update on Harvest Clean-Up Events.

Liz Van Eysinga, Recreation Coordinator, Youth, Community Services, advised that some revisions to the locations of the upcoming events for the Harvest Cleanup which is scheduled to ‘kick-off’ on October 4, 2008 at Market Square have been made. She provided details of the locations to be cleaned and an overview of the events that will take place. She noted that to date over 10,000 residents have volunteered for the events at the various locations. Promotional materials are displayed at locations such as bus shelters, businesses, schools, libraries, the newspapers and the City' facilities. Tim Horton's and Rona Inc. have been contacted regarding sponsorship of the events. Discussion followed and Committee questioned the selection process for the clean-up. Staff explained that the Community Parks' staff is advised of the events and they determine which parks require attention and submit the information to the Clean City Office staff.

Following the discussion, Ms. Van Eysinga requested assistance from Committee and suggested that they contact her directly if they wished to volunteer for any of the events. She noted that all the events will include a corporate clean-up challenge. It is anticipated that 30,000 members of the community will participate in the events.

H. Clean City Youth Ambassador

H 1. Memo from Andrew Stangherlin, Recreation Coordinator/Environmental Stewardship, Community Services, dated September 16, 2008, re: Update on Activities of Brampton Clean City Youth Ambassadors.

Andrew Stangherlin, Recreation Coordinator, provided an update on the activities of the Clean City Youth Ambassadors (CCYA) as follows: Clean City Youth Ambassadors (CCYA) have adopted Heart

Lake which is located in the Heart Lake Conservation area and they will provide the Toronto Zoo with monthly observations of the wetland habitat within the lake

CCYA have been invited to the Annual Intergenerational Conference at the Flower City Seniors Centre and will be assisting with interactive activities

Rogers Television invited the CCYA for a televised interview on September 16, 2008 regarding youth opportunities in the City of Brampton

creation of a promotional flyer by the CCYA outlining past achievements and requirements for volunteering with the group

the group’s participation in the farmers’ market events held on Saturday mornings which provide the opportunity to promote the Clean City programs

CCYA are in the process of creating a constitution for their organization to help guide the members with decision making process and projects in the future

Discussion followed on the CCYA activities and initiatives that impact the environment. Staff provided the following examples: In 2007 the youths were involved in the exchange of light bulbs

program where they met with homeowners and encouraged the exchange of regular light bulbs for energy efficient light bulbs

involvement in the ‘yellow fish’ program run by the Toronto and Region Conservation Authority, which is the painting and application of plastic yellow fish discs to curbs at storm water management ponds to direct the water to the creeks.

Services, provided an overview of other Clean City events and activities: the status of the funding application submitted by the Clean City

staff to the Region of Peel for the Clean City programs – Judy Showers, Manager, Public Education Programs and Services advised that she has reviewed the application which is awaiting Regional approval

Impact Day – September 6, 2008, is an internationally recognized event whereby employees of Deliotte Group promote community activities that have an impact on the community and environment - Clean City staff joined Deliotte Group in a litter collection drive along Peter Robertson Boulevard during a morning clean-up

Brampton Clean City were present at the opening of the Cassie Campbell Community Centre on September 13, 2008, they informed patrons about the various programs of the Committee and encouraged residents to register for the October Harvest clean-up

Committee and staff members were invited to tour the Peel Integrated Waste Management recycling facility located at Chrysler Drive on October 15, 2008

December 3, 2008 is the ‘kick-off’ for the City’s Winterlights’ celebrations, Brampton Clean City was nominated to decorate a tree at Chinguacousy Park based on an environmental theme with a suggestion that the tree be lit with solar power

Members commented that the visit to the Peel Integrated Waste Management recycling facility should be extended to the public so that the community can be educated and better understand the recycling process. Ms. Van Eysinga advised that in an effort to educate City staff and the public about recycling, composting and litterless lunches, promotional displays and workshops will be held in the Atrium at City Hall during the month of October 2008 between the hours of 11:00 a.m. to 2:00 p.m.

K. Community Update

K 1. Community update by Doug Whillans, Chair, re: Event in the

Community. Doug Whillans was not in attendance at the meeting. Patrick Mcleavey, Member, reported that in his neighbourhood, a

resident had placed three bathroom fittings at the curb before the designated pick-up times. He was concerned about the negative impact on the neighbourhood.

Judy Showers, Manager, Public Education Programs and Services,

Region of Peel, explained that discarded furniture and items such as bathroom fittings are picked up at the curbside on garbage collection day or can be taken by the home owner to a Community Recycling Centre. With respect to complaints on garbage pick-up schedules, residents can contact the City’s By-law Enforcement Division or the Region of Peel Waste Management.

L. Question Period

L1. In response to questions about the timelines for removal of election signs following election day, Gord Sherman Supervisor of Municipal Law Enforcement, advised that all elections signs must be removed within forty-eight hours of the election.

Dianne Butterworth, Program Supervisor, advised that Communities in Bloom presented a plaque to Brampton Clean City Committee thanking them for their participation and support in the Communities in Bloom program. The plaque was circulated for Members’ viewing and will be displayed in the Brampton Clean City Office.

E. Green Education Program

E 1. Memo from Diane Butterworth, Program Supervisor, Clean City, Community Services, dated October 10, 2008, re: Green Education Program Update (formerly 3R’s Educational Program).

Diane Butterworth, Program Supervisor, provided the following update

on the Green Education Program: bookings by schools and special interest groups have increased

and surpassed last years figures due to the reorganization of the focus of the program on environmental and waste management education

program encourages students to make better choices on waste management through education around the importance of ‘reduce, reuse and recycle’

a clean and green program registration package has been developed to track the history and record all participating schools in the program

schools have provided positive feedback on the green education new program

In response to questions from Committee about the clean and green school designation, staff advised that schools must participate in the program in order to receive the designation, which includes education on composting, use of the green bin, waste management and the overall impact on the environment.

There was discussion with respect to the school bulb planting program

which began on October 22, 2008 in partnership with the Parks Department. Staff advised that there are currently 10 schools participating in the bulb planting which has been developed as a sustainable program that allows students to take care of the bulbs from the moment they are planted in the ground. Staff explained that the program is tied to the composting/recycling program and may only be continued for the next two years.

Discussion at the request of Liz Van Eysinga, Recreation Coordinator, re: Adoption of Bramalea Community Park Liz Van Eysinga reminded Committee that Bramalea Community Park located at the northeast corner of Williams Parkway and Highway #410, was adopted on behalf of the Committee. She advised that Parks Department staff have dedicated a portion of the park for the planting of trees. A dedication event will take place on October 25, 2008 at the park and members were encouraged to attend. Businesses that participated in spring clean up will be presented with a plaque/certificate which will be signed by the Mayor at the event.

In response to a question from Committee with respect to the adopt-a-park signage for the Bramalea Community Park, staff advised that the sign is being prepared and will be presented to Committee at a later date.

Diane Butterworth, Program Supervisor, provided the following update on the harvest clean-up: event ‘kick-off’ took place on October 4, 2008 at Market Square

and included a pancake breakfast, environmental displays and crafts and activities, and a downtown clean-up

anticipates over 30,000 participants will register for the clean-up of a park or greenspace by November 1, 2008 making this year the highest recorded participation

clean-up of Drinkwater Park took place on October 18, 2008, however attendance at this event was disappointing; acknowledged the attendance of Regional Councillor Sanderson and City Councillor Callahan

recognition of Tim Horton’s and Julie’s Ice Cream Shoppe for their sponsorship

Discussion followed on the need to encourage community participation at events such as the clean-up of Drinkwater Park. It was suggested that a sub-committee be established to focus on options that would encourage attendance at these events, and that Members of Council, this Committee and staff of Clean City office be invited to participate in discussions on this matter. Members were requested to contact the Clean City office with respect to participation in the sub-committee.

Shannon Denny, Member, circulated a handout titled ‘Partners in Project Green’ for Committee’s information. She advised that the project is an initiative by Toronto and Region Conservation (TRCA) to provide assistance and share practices with businesses in an effort to improve the environment and address climate change by reducing energy and ‘going green’ in their every operational challenges. Along with the TRCA is the Greater Toronto Airport Authority, Region of Peel, City of Toronto, City of Brampton and City of Mississauga all coming together as partners in the project which was launched on October 8, 2008.

I. Clean City Youth Ambassador

Toronto Zoo on the Turtle/Frog study project

Intergenerational Conference CCYA attended the Annual Intergenerational Conference at the Flower City Seniors’ Centre and participated in various activities with the seniors; conference coordinator was impressed with the youths’ participation and has invited them to the next conference

CCYA Constitution Development

the creation of the constitution guidelines is ongoing and is scheduled to be completed by October 24, 2008; youths are presently working on the role and responsibility of the membership

Project Development

CCYA are working on a list of future projects they would like to undertake in the new year, such as a cell phone drive, recycling fashion show, a recycling centre tour and the possibility of adopting another pond or stream

Brampton Clean City was represented at the EECON (Environmental Educators Conference) 2008 conference in Newfoundland which featured a variety of ideas and formats in environmental education.

Discussion took place with respect to the tour of the Peel Integrated Waste Management recycling facility. Staff informed Committee that the visit was educational and informative and suggested that Members may also find the tour beneficial.

Wall’ Project. Liz Van Eysinga, Recreation Coordinator, reminded Committee of the discussion at an earlier meeting on the idea of incorporating a ‘living wall’ in the park that was adopted by Committee. She suggested that Members bring back ideas to the next meeting with respect to this project. For the benefit of Members, Kelly Unwin, advised that an example of a ‘living wall’ can be viewed on the Bell Canada building in Mississauga as part of the landscaping.

K 4. Update by Liz Van Eysinga, Recreation Coordinator, re: Winter Lights Celebration. Liz Van Eysinga, Recreation Coordinator, provided an update on the Winter Lights celebration which will be held on December 3, 2008 at Chinguacousy Park. Brampton Clean City was nominated to decorate a tree at Chinguacousy Park. A suggestion was put forward that the tree be decorated based on an environmental theme and lit with solar power. Once decorated the tree will be entered in a friendly competition. Members were encouraged to attend and participate in the event which includes activities and entertainment for the whole family.

L. Community Update

L 1. Community update by Doug Whillans, Chair, re: Event in the

Community. Don Patel, Member, referenced the Gateway entrance into

Brampton on Main Street, south of Steeles Avenue, which he reported is covered with garbage.

Discussion took place with respect to a clean-up of the site by

Committee and it was suggested that the site be included in the spring clean-up event for 2009. Members were concerned about traffic and safety issues, given the traffic volume on Main Street.

A motion was put forward that staff of the Brampton Clean City

Office coordinate the arrangements with respect to road closure/ safety issues on the day designated for the clean-up of the site.

The following motion was considered:

BCC071-2008 That staff of the Brampton Clean City Office be directed to coordinate the arrangements with respect to road closure/ safety issues on the day designated for the clean-up of the Gateway entrance into Brampton on Main Street, south of Steeles Avenue.

Doug Whillans, Chair, reported that with the assistance of Rona Inc. and Noble Trade (Dave Stevenson’s workplace) he was responsible for the clean-up in the area of Creditview Road and Mississauga Road. He circulated a copy of Noble Trade’s news letter featuring the clean-up for Committee’s information.

M1. Liz Van Eysinga, Recreation Coordinator, reminded Members of the annual Christmas dinner that takes place on the date scheduled for the last meeting of the Committee which is December 17, 2008. She suggested that members consider the date and a decision will be made at the next meeting of the Committee whether the date should be changed.

Diane Butterworth, Program Supervisor, Clean City, Community Services, provided the following update on the Green Education Program: bookings for the green education program have reached capacity

for the month of November 2008, resulting in the hiring of two additional part-time staff to meet the demand; a total of 18 schools have requested the program

evaluation and feedback forms from school teachers indicate that the program as presented by the environmental instructors are well received

litterless lunch, the 3R’s and bulb planting program continue to be the most requested programs to date

Clean City Office is anticipating that bookings for January 2009 will double due to the changes in the Ontario School Curriculum with respect to environmental studies, and the introduction of a new Ontario EcoSchools Program being initiated in the Region of Peel by the School Boards with assistance from the Toronto and Region Conservation Authority

the holiday environmental programs scheduled for December 2008 have been completed and will take place at the Brampton Soccer Centre and Chris Gibson Recreation centre.

There was discussion with respect to the requirements for the green

school certification. Staff advised that schools must demonstrate that they are actively involved in achieving a ‘green’ school by energy conservation and waste reduction, after which an application has to be submitted to Ontario EcoSchools Program for consideration. Staff explained that their role is to assist and support the schools in achieving the certification.

Doug Whillans, Chair, made reference to a news release from the Town

of Markham that was submitted by Regional Councillor Sanderson to the Brampton Clean City Office for circulation to this Committee and which is attached to the staff update. The news release is to inform the public that the Town of Markham received the highest award at the 2008 Recycling Council of Ontario (RCO) Waste Management Award. The RCO recognizes individuals, municipalities and companies who demonstrate leadership in all areas of waste reduction.

I 1. Memo from Andrew Stangherlin, Recreation Coordinator/Environmental Stewardship, Community Services, dated November 12, 2008, re: Update on Activities of Brampton Clean City Youth Ambassadors (File G25).

Andrew Stangherlin, Recreation Coordinator, provided an update on the activities of the Clean City Youth Ambassadors (CCYA) as follows: Clean City Youth Ambassadors (CCYA) rules and regulations

which cover several aspects of the group and are still in draft form are ready to be submitted for approval; a copy will be provided at the next meeting for Committee’s information

CCYA will be creating a battery collection display for the holiday programming locations at Chris Gibson and the Brampton Soccer Centre; the batteries will be disposed of safely after use

the group has been awarded for their efforts and contributions and is in the process of researching other opportunities for recognition for various municipal, provincial and global awards

CCYA will be participating in the winter lights event which takes place on December 3, 2008 at Chinguacousy Park

in an effort to be easily identified, the group is putting on a design contest whereby nametags will be designed and entered in a contest and a vote will be taken to select the winning design

‘Gimme 5’ logo is being revamped and updated by the CCYA; a design contest will be held and the logos will be voted on, the winning logo will be presented to Corporate Communications and will be used for all future merchandise/uniforms of the CCYA.

J 1. Email correspondence from Ms. Deepa Sarao, Member, dated November 23, 2008, re: Resignation from the Brampton Clean City Committee (File G25).

Doug Whillans, Chair, informed Committee that Ms. Deepa Sarao,

who has been a member of the Committee since the beginning of this term has submitted her resignation.

Discussion followed on the City’s policy regarding the selection

process to fill the vacant position that has resulted from the resignation. It was suggested that in the best interest of the Committee, the Committee Chair and a member of the Clean City staff be permitted to participate in the selection process.

Chandra Urquhart, legislative coordinator, advised that she would

bring the matter to the attention of the City Clerk and provide an update at the next meeting of the Committee.

Services, provided an overview of the Clean City events and activities as follows: Clean City staff had the opportunity to observe the latest trends

in recycling and waste management at the Canadian Waste and Recycling Expo on November 5, 2008 at the International Centre; staff received literature and information on the latest in recycling, organics and biodegradable materials

on November 25, 2008, Clean City staff and some members of the Committee visited the Lakeview Water and Waste Water Treatment Plant in Mississauga; it was an opportunity to learn and understand about water treatment processes in the Region of Peel

Brampton Clean City Committee ‘adopt-a-park’ sign has been ordered and when completed will be placed in Bramalea Community Park, which is the park that was adopted by this Committee

a tour will be arranged early in 2009 to visit the Algonquin Power Plant and members were encouraged to attend

reminder of the Brampton Clean City Committee Annual Christmas dinner on December 10, 2008 at the Peel Village Golf Club

Discussion took place with respect to comments that were made on

the use of plastic and styrofoam plates and cups at Committee events such as the Harvest Clean-up pancake breakfast and whether it would be better to use paper products. Members who visited the Region’s recycling plant noted that there were no indications of problems to separate biodegradable material from recyclable material at the plant. However, continuing to educate the business community and residents on the importance of waste management, recycling and composting must remain a priority.

Carried K 2. Discussion at the request of Patrick Mcleavey, Member, re: City’s

Policy re Fall Leaf Collection. Patrick Mcleavey, Member, was concerned about the City’s leaf

collection policy. He informed Committee that he called the City’s

Call Centre to report that a resident had piled the leaves from his property on the road, but he was unclear of what the City’s policy is on the matter based on the response that he received.

Discussion followed on the issues raised by Mr. Mcleavey regarding

the City’s leaf collection policy. Chandra Urquhart, Legislative Coordinator, provided Committee with a report for their information on ‘leaf collection’ dated September 15, 2008 that was presented to Council on October 10, 2008. It was suggested that educating the community is the key to this issue and that staff will take the necessary measures to do so through the Clean City programs and the City’s website. Mr. Mcleavey was advised to follow-up with the City Works and Transportation Department on the situation he encountered and update the Committee at a future meeting.

K 3. Discussion at the request of Doug Whillans, Chair, re: Pesticide Use and its Future (File G25)

Doug Whillans, Chair, circulated a copy of a motion and

background materials from the City of Thorold, titled ‘A Guide to Pesticide and Herbicide Free Greenspace in the City of Thorold’. He noted that the motion was adopted to pass a by-law to ban the use of pesticides in that City. He would like to see the City of Brampton and the Region of Peel through workshops, examine the health risks to the community and the impact on the environment on the continued use of pesticides. He would continue to update the Committee on this matter at future meetings.

L 1. Doug Whillans, Chair, provided an update on behalf of Ray Vanderkooy, Member who was not in attendance. He provided details of an email that was submitted to him by Mr. Vanderkooy on the Partners in Project Green.

Mr. Whillans also provided details of a clean-up which took place in the

quadrant between Creditview Road to the east, Mississauga Road to the west, Wanless Drive to the south and Mayfield Road to the north.

M. Question Period

M1. In response to a question regarding the winter lights event at Chinguacousy Park, staff advised that the event will take place on December 3, 2008 and all members were invited to attend and participate.
