What is a Function?
• Central service agency (CSA) is central to the operation of State government.
• Central activity of the CSA is assigned a number and name.

• CSA function number and CSA function name.
• Function number and function name is assigned by the Department of Finance.

• Most of the time, a function number and function name are referred to as function.
• Without a CSA to perform a particular operation central to the needs of State government, a State department would have to secure the service on its own.
• In the Pro Rata plan, CSAs are identified in Government Code Section 11270.

• In the Statewide Cost Allocation Plan (SWCAP), the CSAs are defined (as being allowable to be in a SWCAP plan) in federal circular A-87.

• Sometimes, it is the nature of the department that makes it central to the needs of other State departments.

• Other times, it is a type of work that is done by a State department, which can make it a CSA.
• Recoveries go to the General Fund.

• Function number represents a specific workload type.
• Function workload is obtained from a variety of sources and can be from more than one CSA.
