Noblesville Community Survey Available Online

This fall, the City of Noblesville and the National Citizen Survey mailed out an anonymous survey to 1200 randomly selected Noblesville households in order to learn what residents think of the community. The survey results will also be compared to the results of the survey conducted in 2010. Those households that did not receive a survey, but that still wish to participate in the process, will be able to fill out an anonymous online survey from now through Monday, December 23rd. Only those individuals who did not receive a mailed survey should fill out the online version. The survey is available at VisionNoblesville.com and cityofnoblesville.org (on the main page of the city’s website, click on the Vision Noblesville logo).

For those who wish to participate but who do not have access to a computer, the Hamilton East Public Library offers patrons free access to computers. Also, people are welcome to stop by the Planning Department at City Hall (16 S. 10th Street) between 8AM–4PM from Monday through Friday and use one of the department’s computers to fill out the online survey.

The purpose of the Citizen Survey is to provide insight as to what residents believe are the strengths and weaknesses of the community and of local government. Contact Cindy Benedict,

FRIENDLY REMINDERS

The cold, frigid weather is already here, but if you haven’t already

done so, disconnect hoses and turn the water off on your exterior faucets to avoid freezing pipes.

Once trash day has come and gone, please store your trash/recycling

bins.

YIKES . . . Don’t wait until the snow melts! While out for your daily walk with your

furry friend, please be sure to collect your pet droppings and dispose of them, as well as, any papers/trash on the streets on your trip out doors—TY!

From the Street Department: When snow is forecast, please consider parking your car in the driveway – particularly in the cul-de-sacs. Residents can assist the NSD during snow fall - if a fire hydrant is by or on your property, please keep it shoveled and clear of snow to ensure it can be seen as easily as possible.

Need street/sidewalk repaving? Call the Engineering Department (776-6330)

and state that you would like to request that your street be added to the repaving list. The Engineering Department evaluates the streets on the list and prioritizes them in terms of road condition. Repaving is a late spring/summer/early fall project due to weather, so this year has ended already. Homeowners are welcome to call in now for 2014. Concrete work on sidewalks or curbs? Call the Street Department or download the Noblesville iPhone App at cityofnoblesville.org and report asphalt/potholes that need repair! When you are out for a walk or just around your home, the City encourages residents to report these problems, AS THEY ARISE. If the CITY doesn’t know about them, they won’t be fixed!

If you purchase anything of value during the holiday season, contact your insurance agent to know what your limits are for that particular item and consider scheduling it onto your home policy or add it to your Inland Marine Policy. Limits can pertain to such items as Jewelry, Guns, Artwork, Musical Instruments, Silverware, etc. Also keep in mind that limits can also apply to money, including but not limited to gift cards and travelers checks.

FREE PARKING NOBLESVILLE CITY HALL PARKING LOT

December free parking initiative for the City Hall metered parking lot will return again this year. This initiative’s purpose has been to encourage downtown holiday shopping since the parking lot is located just one block away from the courthouse square. The City Hall public parking lot is immediately east of City Hall and is situated between Conner and Maple Streets. Covers will be placed over all of the meters in the lot, which will then remain until the end of December.

PREVENT THEFT from Vehicles

Theft from vehicles is a major problem in all cities but it's also easy to prevent. Most often, these thefts occur because vehicles are left unlocked, even for a short period of time. Remember to always lock your doors and remove personal items or packages from plain sight, including:

• Purses or Wallets

• Cell Phone and Cords

• Electronic Devices (GPS Units, IPADs, etc)

• CD’s, Car Keys, etc

• Radar Detectors and Cords

• Loose Change/Cash

• Presents/Gifts

Additional Prevention Tips: • Be aware of your surroundings. Do you see someone watching from a nearby car?

• Always park in well-lighted high traffic areas.

• Utilize a car alarm.

• Completely close your car windows when parking. Don’t make it easy for a thief to

gain entry. • If you have a garage, use it. When parking in your garage, lock the garage door and

your vehicle; by locking both the chances of deterring a crime greatly improve. • Remind friends and family to remove valuables from their vehicles.

STATE FIRE MARSHAL REMINDS HOOSIERS to use alternative Heating Equipment Responsibly

More Hoosiers are using alternative heating sources as winter approaches. The Indiana State Fire Marshal is encouraging these individuals to use these sources safely. Things to keep in mind when using heating equipment:

Woodstoves or fireplaces: Use only dry, seasoned wood in a fireplace or woodstove to avoid the build-up of creosote, an oily deposit that easily catches fire.

• Use only paper or kindling wood, not a flammable liquid, to start the fire. Do not use

artificial logs in woodstoves. • Make sure your fireplace has a sturdy screen to prevent sparks from flying into the room.

• Allow fireplace and woodstove ashes to cool before disposing in a metal container, which

is kept a safe distance from your home.

SPACE HEATERS: Space heaters need space. Keep heaters away from flammable materials such as bedding, drapes, clothing, etc.

• Use the proper grade of fuel for your liquid-fueled space heater and never use gasoline

in any heater not approved for gasoline use. • Refuel space heaters only in a well ventilated area and when the equipment is cool.

• Plug power cords only into outlets with sufficient capacity, never into an extension cord.

• Turn off space heaters whenever the room they are in is unoccupied.

• Turn off space heaters when you go to bed each night to avoid knocking them over in the

dark.

GENERATORS: Knowing how to use your generator properly can protect you and your family from carbon monoxide poisoning.

• Never use a generator inside.

• Place emergency generators outdoors away from windows and doors to prevent fumes

from entering the home. • Have a CO detector in the house that sounds an alarm when dangerous carbon

monoxide levels are found.

For more information about winter heating safety, visit www.getprepared.in.gov. In case of a fire, it is not only crucial to have a working smoke alarm in your home, but it is also the law (IC 22-11-18-3.5). Working smoke alarms can double the chances of surviving a residence fire. By Indiana law, all dwellings must have at least one functioning smoke alarm installed outside each sleeping area, and on each level of the building.

CITY’S ONLINE APPLICATION SYSTEM

The City of Noblesville has launched a software system called NEOGOV to improve the hiring process for those interested in seeking employment with the city. Job seekers are now able to quickly apply online for job openings when positions become available with the City of Noblesville. In addition, the online application system allows individuals to submit job interest cards, if there are no current openings or openings that do not match a candidate’s interest. Individuals will then receive an email when a job opening is posted on the city’s website that matches his/her job interest card selections. The NEOGOV system allows the city’s Human Resources Dept. and department managers to quickly access online records which will then help to expedite the hiring process. In addition, this system allows hiring managers to initially evaluate a pool of applicants in a more efficient manner. SNOWMAN DECORATION

MATERIALS:

• one 6” terra cotta pot

• one 8” terra cotta pot

• one 10” terra cotta pot

• three white cabinet knobs

• two pieces of 4″x”4 scrap wood

• a small wooden dowel

• ribbon

• paint

• landscape glue

TOOLS:

• artist brushes

• a glue gun

• a pencil

STEP 1 Spray paint the terra cotta pots white, applying additional coats to be certain the original color doesn’t show through the white.

Stack the pots upside down, securing them to one another with landscape glue. Work from the top down, gluing the 6” pot to the 8” pot, then both of those to the 10” pot.

STEP 2 Use a pencil to draw a face on the 6″ pot, then retrace your work using paint. Use a decorative bow for the bow tie, gluing it to the rim of the 6” pot.

Make a hat by gluing or nailing two 4” x 4” piece of scrap wood at a perpendicular angle to one another. Glue it to the top of the snowman—that is, to the bottom of the 6” pot.

STEP 3 Paint the cabinet knobs whatever color you would like your buttons to be —traditional snowmen used coal for most accessories, so black will give your snowman a classic look. Glue the painted knobs at regular intervals down the torso. Attach the small wooden dowel to the top pot for a nose.

Use sticks for the arms and glue them right above the rim on the 8” pot.

Energy bills tend to rise while the outside temperature drops, and no one wants to spend more money than they have to. Before there's snow on the ground, check out a few simple ways to lower your expenses in the fall and winter months.

One easy way to warm up a room is to reverse your ceiling fans. In the summer

you want your fan to run counterclockwise so it blows down. However, in the colder months, you should reverse the direction of the fan to pull cool air toward the ceiling. Simply flip the toggle switch underneath the fan and put it on a low setting. You should feel the difference in no time.

Another way to save on energy costs is by flushing out your water heater once a year.

As sediment and debris build up, they can cause a drop in efficiency or even leaks over time, which will ultimately cost you. To flush, turn off the water heater and fasten a hose to the faucet at bottom of the tank. Run the other end of the hose outside or to a laundry tub. Open the valve and let the water and residue drain out. Do this yearly—you'll be good to go.

Lowering your monthly bills doesn't have to take too much time and energy.

If you’re concerned about your child texting while driving, there are a few steps that you can take. Some parents like to make sure their kids aren’t texting by blocking texts. Many apps for smart phones can make sure that your child’s phone is locked while they’re driving, ensuring they keep their hands on the wheel and their eyes on the road. But a simpler solution may be to just set a good example when you drive. Do you keep all your attention on the road? Do you wait until you’re parked to answer that call or respond to that text? If so, your child is more likely to resist those impulses too.

• Practice fire safety. A candle

• How sweet it isn’t - sweets are

major pet dangers, especially chocolate.

• Keep the lights high. Twinkling

lights make a shiny toy, but they’re not safe to play with or chew on. Keep your celebrations shock-free by hanging lights up high.

• Decorate with food can be

holiday hazard for pets. Even if the food on the string isn’t toxic, they may end up eating the string—and that can cause serious health problems.

• Steer clear of tinsel town. Eating

it can cause intestinal problems a trip to the veterinarian.

• Wrap it up. If you like to display

your holiday presents, watch out for ribbons, bells, and other small toys that can present a choking hazard for your pet.
